Cape Canaveral Vision Statement
We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming
residential feel, characterized by low-rise buildings. This residential and business friendly atmosphere is
a livable,attractive, safe, inclusive and sustainable coastal community that embraces the oceanside and
riverside as the main amenities, and supports and promotes local tourism, culture,recreation, commerce,
municipal civic interests and education.
We envision: A City network of"complete streets"with a native-landscaped and tree-lined median
with traffic calming elements and dark-sky street lighting. "Complete street" amenities include
bicycle facilities, covered transit stops and safe pedestrian crossings that invite pedestrians and bicyclists to
access the beach,river, local neighborhoods and adjacent communities. Our improved"complete streets"
will allow us to travel calmly to intimate waterfront destinations and a walkable uptown core. Multi-use
paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk
or bicycle safely anywhere in town, day or night.
We envision: Welcoming community entrance features that create a sense of arrival and unique community
identity as The Space Between®. The"uptown" and other areas will contain an architecturally rich and
unique mix of uses,with wide tree shaded sidewalks and umbrella covered café tables at restaurants
and bistros where friends gather, interact and enjoy drinks and dinner.
We envision: An engaged and compassionate community that;removes or transforms blighted and
unfinished buildings into attractive structures, offers city-wide green spaces,provides a pet-friendly park
with ample shade, acts progressively but deliberately and actively recruits and supports businesses that
enhance economic viability and serve our residents and visitors with goodwill.
We envision: Open shorelines and rivers accessible to the public including amenities that take advantage of
the water, such as limited and quaint water-view establishments and intimate public gathering and

Administrative Services
Update for Week Ending September 14, 2018
City Manager's Office
The City Manager's Office is responsible for the day-to-day administration of all City departments
in accordance with City Council's established policies and direction, local ordinances, resolutions
and State and Federal laws, rules and regulations. Telephone conferences, meetings with citizens,
documents prepared, reviewed, approved and meetings or conferences held are numerous and may
not all be included in the Weekly Update.
Highlights:
• Communicated with department directors, the Mayor and Council Members regarding
various projects, issues and initiatives.
• The executive assistant(EA)provided assistance to the City manager, the Mayor, Council
Members and department directors.
• The EA received and responded to several Community calls and emails, collected Business
Tax Receipt payments and provided coverage at the front window of City Hall.
• The EA coordinated interior details for City Hall with Staff and vendors.
• The EA attended a hurricane preparedness meeting and Tyler software demonstration with
other members of the City Hall Staff.
City Clerk's Office
City Clerk's Office (CCO) Staff performed day-to-day duties and responsibilities and assisted with
various telephone and walk-in requests from the public and Staff CCO Staff also provided
coverage and assistance at the reception window in City Hall, as well as to the City Manager's
Office and City Council Members.
Highlights:
• Records management—Continued processing on-site records for off-site scanning,
verification and disposition.
• Public records requests—Continued providing information and various records for a
variety of requests including policies and procedures.

• City Council Attended the September 4, 2018 special meeting and processed items
approved by Council. Finalized and distributed the agenda and packet for the September 18,
2018 regular meeting.
• Community Redevelopment Agency (CRA)—Finalized and distributed the agenda and
packet for the September 18, 2018 regular CRA Board meeting.
• Meetings with Staff—Met with the City manager regarding various initiatives and issues.
Met with the Community development and administrative/financial services directors
regarding current and upcoming agenda items and noticing and advertising said items. Met
with the human resources and risk management and Community engagement directors
regarding public records requests.
• City election All three campaign treasurer report Gls were received.
o The general election will take place November 6, 2018.
o Early voting will run October 27, 2018 through November 3, 2018.
o The deadline for registering to vote is October 9, 2018.

Human Resources & Risk Management
Human Resources (HR) &Risk Management Staff performed day-to-day duties and responsibilities
to include training, employee relations, applicant recruiting and screening, benefits administration,
Staff performance evaluations and all matters pertaining to Workers' Compensation, general
liability and property insurance.
Highlights:
• HR participated in the Tyler software demonstration to evaluate possible efficiencies of the
proposed software system.
• HR met with the City's employee benefits consulting firm for the purposes of concluding
this year's negotiations in advance of open enrollment. Premium rates have been approved
for all providers with the exception of vision coverage, which will be resolved shortly.
• HR completed the Workers' Compensation analysis and asset inventory necessary to
provide full risk protection for the City. While Preferred Governmental Insurance Trust
locked in the base rate for two years, assets acquired since September 30, 2017 must be
scheduled, the largest of which is the new City Hall.

• The Senate reached a bipartisan agreement on an opioid bill which would block mail
delivery of fentanyl and other illicit drugs, expand telehealth coverage for opioid treatment
and allow the Food and Drug Administration to require opioids be prescribed in shorter
duration blister packs of three or seven days rather than the current 30-day minimum supply.
• The Senate approved an expansion to the Sunshine Act that requires pharmaceutical and
medical device manufacturers report incentive payments they make to healthcare
professionals and Medicaid reimbursements rules allowing coverage of inpatient drug rehab
services and the preferred use of non-opioid pain management drugs.

• Following approval in the Senate, the House of Representatives is looking at developing
regulations that require pharmaceutical firms to include pricing information in consumer
advertising.
• The Senate unanimously approved legislation permitting pharmacists to tell patients that
paying for certain prescription drugs with cash would be less expensive than using
insurance. Current gag clauses forbid pharmacists from informing customers of this option.

Field Systems Division of the Public Works Services (PWS)
Department! Arnold has wealth of experience as a boilermaker
and supervisor working in the fields of construction, machine
repairs and oil spill cleanup, and his skills and knowledge will be
of great benefit to the City.
Please welcome Adrian Lee, the City's newest maintenance
worker assigned to the Infrastructure Maintenance Division
of PWS! A graduate of Cocoa High School, Adrian attended _
Brevard Community College for two years,pursuing
coursework in engineering and drafting. Adrian has hit the
ground running with his experience in landscaping, and we're
excited about the contributions he will make to our team.

Community Development
Update for Week Ending September 14, 2018
Staff performed day-to-day duties and responsibilities and assisted with various telephone and
walk-in requests from the public, including performing plan reviews, processing permits,
conducting inspections, performing site visits, issuing notices and conducting research.
Building Division
The Building Division conducted 118 inspections and completed 22 plan reviews. The division also
processed 39 new building permit applications, 39 payments for permits that were picked up and 10
renewals or new Business Tax Receipts (BTR), alarm and/or fire notices and payments.
Highlights:
• Responded to 79 emails, faxes and calls requesting permit, zoning and/or BTR information
and 35 voicemails.
• Assisted 34 walk-ins regarding miscellaneous items.
• Processed two new contractors' information packets —consisting of contractor licenses,
liability insurance and workers' compensation insurance to allow them to pull permits in
Cape Canaveral.
• Processed one payment for re-inspection fees and one payment for expired permit fees.
• Processed one payment for impact fees at 110 and 112 Ocean Garden Lane.
• Provided assistance in completing building permit applications as needed.
• Provided one notary service.
• Verified and/or scanned 457 pages of Building Division documents.
• Contacted three contractors regarding scheduling final inspections for building permits that
are nearing expiration and permits that recently expired.
• Prepared and mailed BTR renewals.
• Processed payments for 2018 –2019 BTRs.
• Started preparation of the Code Enforcement Board agenda for the meeting scheduled on
September 20, 2018.
• Prepared the Code Enforcement Board meeting minutes for August 23, 2018.
• Provided receptionist coverage for the front counter at City Hall.

Code Enforcement
The Code Enforcement Division performed day-to-day duties and responsibilities, assisted with
various requests from the public and provided office coverage throughout the week.
Highlights:
• Received 12 new requests giving life-safety issues priority, followed closely by Community
appearance and property maintenance.
• Issued three notices of violation.
• Assisted 34 residents with building and code enforcement requests at the front counter.
• Conducted 42 site inspections.
• Removed six signs from right-of-ways and telephone poles within the City.
• Responded to 25 voicemails regarding complaints and inquiries.
• Responded to 29 lien search requests.
• Responded to 25 permit history requests.
• Code enforcement officers continue to conduct daily Community sweeps for visible
violations throughout the City.
Planning
The Planning Division performed day-to-day duties and responsibilities, assisted with various
requests from the public and provided office coverage throughout the week.
Highlights:
• Provided receptionist coverage for the front counter at City Hall.
• Provided coverage for the Building Division counter.
• Provided customer assistance with permit applications, fees,payments and record requests.
• Entered building permit applications into Springbrook.
• Started preparation for a second mail-out notice for Variance 2016-08 to consider an appeal.
• Scanned and verified 72 pages of documents and organized files in Laserfiche. Prepared
permit documents for disposition.

• Attended hurricane preparedness training provided by the Community Engagement
Department. Discussed department and individual responsibilities as well as post- and pre-
storm checklists.
• Met with City attorney Staff to discuss code enforcement actions related to 305 Surf Drive.
On September 12, 2018, the Brevard County Property Appraiser's Office revoked the
Homestead Exemption for the property.
• In conjunction with Public Works Services Department Staff, met with a property owner
within Harbor Heights regarding the construction of a single-family home. Discussed the
required utility extension and connection, that the code restricts the construction of a
residential structure in the C-1 zoning district and completion of required concurrency
forms.
• Prepared the notice for the rescheduled hearing for the City Council to consider an appeal to
Variance No. 02-2016 from the original date of September 18, 2018 to October 2, 2018. Mr.
Bernard Lennon, who resides at 126 Oak Lane, is appealing the Board of Adjustment
approval of a 4-foot side-yard setback variance granted to property located at 127 Oak Lane.

Community Engagement
Update for Week Ending September 14, 2018
The Community Engagement Department is primarily responsible for the development,
implementation and evaluation of public programs, Community meetings,public gatherings and
Community engagement activities. Community engagement disseminates up-to-date information
via the City website,Nixie,Nextdoor and social media and also performs routine website
maintenance and content sourcing throughout the City. The department is a bridge between
residents and their local government and is dedicated to ensuring a high quality of life for an
engaged Community.

morning by a local resident and photographer, Randy
"Shots" Lathrop who recognized its significance and
promptly reported the find to authorities at the Florida Division of Historical Resources. City of
Cape Canaveral Cultural Programs Manager Molly Thomas was on hand a few weeks later to help
Staff from the Florida Bureau of Archaeological Resources retrieve the canoe for conservation and
analysis in Tallahassee. .�},',(�

After discovering the City was in the process of constructing a new cultural facility, the collection
managers from the Division of Historical Resources reached out to Ms. Thomas, offering the Irma
Canoe on indefinite loan to be exhibited in the City's future Culture Arts Preservation and
Enrichment(CAPE) Center.
The canoe's conservation process did not take as long as originally anticipated, and since the City's
Community Artifacts Room could accommodate it, a temporary installation was arranged to
showcase the vessel until the CAPE Center is complete.
To commemorate its arrival, a welcome event will be held in City Hall (100 Polk Avenue)
beginning at 4:00 pm on Friday, September 28, 2018 and will feature presentations by
archaeologists from Paleo West Archaeology, as well as the canoe's finder and renowned
photographer, Mr. Randy"Shots" Lathrop. Following the presentations, the exhibit will be
available for public viewing from 5:00 p.m. —6:30 p.m. and then will be open Monday—Friday
from 8:30 a.m. —5:00 p.m., throughout the month of October. Staff will evaluate the visitor demand
and adjust the exhibition times as needed. For more information, please contact the Culture &

Athletic Leagues
• Kickball—We're nearing the end of the regular season and teams are fighting to make the
playoffs. There are two teams that are currently undefeated this season, Graham's and W.S.,
who will play each other this week for the top spot in the league.
• Softball—The Cape Canaveral Co-Ed Softball
League wrapped up its season with J.F. claiming
the championship! Congratulations and thanks ,..

• Tennis The Cape Canaveral tennis courts are staying extremely busy with
three City leagues that take place each week and the Space Coast Tennis League. The City
leagues are held on Mondays, Wednesdays and Thursday evenings, and Staff is always

Registration Open for the City's Third Annual Trunk-or-Treat
It's hard to believe Halloween is creeping up on us! You can almost feel fall in the air... almost.
Registration is now open for the City's third annual Trunk-or-Treat event which takes place on
Friday, October 26, 2018. Held in conjunction with the Monster Mash dance party, this is the
premier Halloween happening for more than 200 local families. Trunk-or-Treat is a non-
commercial event at which participants are invited to decorate their vehicles and hand out candy to

Vandalism Repaired at Center Street Park
This week, Staff received a report of vehicular damage to the fence and bike rack at Center Street
Park. The incident was reported to the BCSO, and the damaged features were removed from the
park. Repairs will be completed by the end of the week. If you have any information regarding this

• PWS crews performed the electrical work required for the video lighting system in Council

Public Works Services
Update for Week Ending September 14, 2018
The Public Works Services (PWS) Department's primary purpose is to provide and maintain utility
services for the general public as well as maintain all City streets and facilities. Staff provides
services in five main categories which include administration, infrastructure maintenance,
laboratory, reclaimed water and wastewater collection.
Water Reclamation Facility - Sanitary Sewer System
Oxidation Ditch Rehabilitation Project
Full bypass operations from the oxidation ditch to the equalization basin were started in mid-
January. The ditch was emptied and cleaned of sand, debris and sludge. Structural analysis
observed extensive damage to several of the concrete columns and walkways along the northern
end of the ditch. Replacement of the columns and walkways is complete. Dry testing of the new
system was completed the week of September 3 and no issues were encountered. A five-day wet
test is scheduled for the week of September 18. The ditch is scheduled for return to daily operation
in late September 2018.

Force Main#3 Replacement Project
The project was initiated and includes the replacement of Force Main#3 located within several
right-of-ways in the north-central portion of the City. Florida Department of Environmental
Protection(FDEP)provided final approval to place the new force main into service. Tie-ins to the
existing force main along Thurm Boulevard and Lift Station No. 3 on W. Central Boulevard were
completed the week of August 6. One additional tie-in, abandonment of the old force main, minor
repairs and cleanup activities remain for project completion, anticipated in October 2018.
Lift Station No. 2 and Holman Road Sewer Improvements
This project was initiated and includes the excavation and replacement of the existing sanitary
sewer pipe and manholes from Lift Station No. 2 on Center Street to the northwestern corner of
Holman Road. Work to date includes dewatering and the installation of sewer pipe in the vicinity of
Lift Station No. 2 and the former Tech-Vest property located to the south. Current activities include
the installation of sewer pipe and manholes in the easement through the Cocoa Palms Mobile Home
Park and Cape Shores condominiums. The project is due for completion in May 2019.

Stormwater
Save Our Indian River Lagoon (SOIRL) Funding Opportunities
Staff will attend a meeting on September 27, 2018 in Viera to discuss funding opportunities from
the SOIRL Program. All funding request documentation for 2019 must be submitted by November
5, 2018. If selected, project funds are then available in late January 2019.
Infrastructure Maintenance
State Road (SR)AlA Mast Arm Construction Project
This project is due to start on October 8 and includes the installation of traffic light mast arms and
other improvements at the following intersections with SR AlA:
• Holman Road
• Center Street
• N. Atlantic Avenue
Initial tasks will be sidewalk, curbing and crosswalk improvements at each intersection. Extensive
maintenance of traffic (MOT) will be in place and lanes on both SR AlA and City side streets will
be intermittently closed to vehicular traffic. Sidewalks will also be intermittently closed to
pedestrians. Mast arm installations have been delayed due to lack of availability of galvanized steel
mast arms.

Little Free Pantry(LFP) Installation
Staff installed the City's third LFP at the Cape Canaveral Community Garden(200 Long Point
Road). The LFP is located next to the City's original Little Free Library(LFL),just south of the
intersection of Columbia Drive and SR Al A. Multiple LFPs and LFLs can be found throughout our
City. Local artist Melissa Bass painted the pantry for us, and her amazing work celebrates Cape
Canaveral and the Community Garden.

New Paver Walkway at Old City Hall
Staff constructed an easier, safer way to access
the plaza area near the new City Hall by installing
a brick paver walkway.

WRF Sampling Event
The City's consultant collected liquid samples from the following WRF locations on
September 7, 2018:
• WRF influent
• Area immediately prior to the reclaimed water tank
• Monitoring well near the maintenance building
The samples are being laboratory analyzed for poly-fluorinated alkyl substances (PFAs)by
Environmental Protection Agency(EPA) Method 537. These compounds were recently detected in
samples collected in Satellite Beach and Cocoa Beach. Lab results are expected in two to three
weeks.

Lock Your Car Doors to Help Prevent Theft!
Currently our community and others across the State of
Florida continue to be targeted with burglaries to unlocked
vehicles by thieves who then steal various items from inside
the vehicle, including purses, electronic devices, loose
change, firearms and even garage door openers allowing
entry into unlocked homes.
Videos from home security cameras continue to show that the perpetrators will go from driveway to
driveway searching for unlocked cars in the middle of the night.
If the car is locked the suspects do not force entry into the car but instead travel to the next
driveway in search of an unlocked vehicle. They are looking for vehicles that provide them easy
access to personal items that have been left inside.
Remember to lock your car doors before going inside your residence. By taking an extra two
seconds to lock your car doors, you not only keep yourself from becoming crime's next victim, you
help us keep the crime rate down in Cape Canaveral.
