Cape Canaveral Vision Statement
We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming
residential feel, characterized by low-rise buildings. This residential and business friendly atmosphere is
a livable, attractive, safe,inclusive and sustainable coastal community that embraces the oceanside and
riverside as the main amenities, and supports and promotes local tourism,culture,recreation,commerce,
municipal civic interests and education.
We envision: A City network of"complete streets"with a native-landscaped and tree-lined median
with traffic calming elements and dark-sky street lighting. "Complete street"amenities include
bicycle facilities,covered transit stops and safe pedestrian crossings that invite pedestrians and bicyclists to
access the beach,river, local neighborhoods and adjacent communities. Our improved"complete streets"
will allow us to travel calmly to intimate waterfront destinations and a walkable uptown core. Multi-use
paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can
walk or bicycle safely anywhere in town, day or night.
We envision: Welcoming community entrance features that create a sense of arrival and
unique community identity as The Space Between®. The"uptown"and other areas will contain an
architecturally rich and unique mix of uses,with wide tree shaded sidewalks and umbrella covered café
tables at restaurants and bistros where friends gather, interact and enjoy drinks and dinner.
We envision: An engaged and compassionate community that; removes or transforms blighted and
unfinished buildings into attractive structures,offers city-wide green spaces,provides a pet-friendly park
with ample shade, acts progressively but deliberately and actively recruits and supports businesses that
enhance economic viability and serve our residents and visitors with goodwill.
We envision: Open shorelines and rivers accessible to the public including amenities that take advantage
of the water, such as limited and quaint water-view establishments and intimate public gathering and

Update for Week Ending August 24, 2018
City Manager's Office
The City Manager's Office is responsible for the day-to-day administration of all City
departments in accordance with City Council's established policies and direction, local
ordinances, resolutions and State and Federal laws, rules and regulations. Telephone conferences,
meetings with citizens, documents prepared, reviewed, approved and meetings or conferences
held are numerous and may not all be included in the Weekly Update.
Highlights:
• Communicated with department directors, the Mayor and Council Members regarding
various projects, issues and initiatives.
• The executive assistant(EA)provided assistance to the city manager, the Mayor, Council
Members and department directors.
• The EA received and responded to several Community calls and emails and provided
coverage at the front window of City Hall.
• The EA assisted the Building Division with the receipt and recording of Business Tax
Receipts.
• The EA coordinated interior details for City Hall with Staff and vendors.
City Clerk's Office
City Clerk's Office (CCO) Staff performed day-to-day duties and responsibilities and assisted
with various telephone and walk-in requests from the public and Staff. CCO Staff also provided
coverage and assistance at the reception window in City Hall, as well as to the City Manager's
Office and City Council Members.

• Records management Continued processing on-site records for off-site scanning,
verification and disposition. Continued planning for the annual off-site records facility
disposition visit.
• City Council Attended the budget workshop and regular meeting on August 21, 2018
and processed items approved and/or authorized by Council. Continued processing items
and the agenda for the September 4, 2018 special and September 18, 2018 regular
meetings.
• Community Redevelopment Agency(CRA)—Continued processing items and the
agenda for the September 18, 2018 regular CRA Board meeting.
• Proclamation Prepared and processed a proclamation welcoming the 2018
International Youth Exchange Program students and chaperones from Kimotsuki, Japan
(See below). Also ran a special welcome message on the electronic marquee:

• Meetings with Staff—Met with the City manager regarding various initiatives and
issues. Attended a Staff meeting with the City manager and other department directors.
Met with the IT consultant, Community engagement director and City planner regarding
the City's website and ADA accessibility.
• City elections—The official qualifying period for the Mayor's seat is open and will end
at 12 p.m. (noon) on Friday,August 24, 2018. As of August 22, 2018, one individual
has officially qualified. A list of qualified candidates will be finalized by the close of

• Advisory boards—Began preparing welcome information and a resource guide for a
newly appointed Planning &Zoning Board member whose term will start in September.
• Brevard County City Clerks Association—Attended a meeting hosted by the City of
Melbourne. The guest speaker was Melbourne City Attorney Alison Dawley who
discussed City websites and ADA accessibility.

Financial Services
Financial services Staff performed day-to-day duties and responsibilities and assisted with various
telephone calls and walk-in requests from the public.
Highlights:
• Held a teleconference with Wells Fargo to discuss increased security for the City's check
issuance process and scanner software for processing checks.
• Met with the Federal Emergency Management Agency (FEMA) to provide final data to
complete the City's Hurricane Irma claim.
• Attended the August 21, 2018 budget workshop and monthly City Council meeting.
• Attended the monthly Staff meeting.
• Met with the public works director and Staff to discuss the City's purchase order process
and working with vendors.
Human Resources & Risk Management
Human Resources (HR) & Risk Management Staff performed day-to-day duties and
responsibilities to include training, employee relations, applicant recruiting and screening,
benefits administration, Staff performance evaluations and all matters pertaining to workers'
compensation, general liability and property insurance.

Highlights:
• FEMA update Received confirmation from the City's assigned FEMA project
manager that all requests for documentation have been satisfied for the City's Hurricane
Irma claim. All parties remain hopeful that our claim for reimbursement will proceed
unimpeded.
• Employee benefit premium rate renewals—The City has accepted 2018–2019
renewal offers from Delta Dental and Mutual of Omaha—which provide employee
dental, life, long-term disability and employee assistance at premium rates unchanged
from 2017–2018. The department has yet to receive a renewal quote for health benefits
from UnitedHealthcare and is prepared to entertain quotes from all interested providers in
order to secure a competitive rate. The director is pleased to have utilized the services of
Brombacher Insurance, LLC throughout this process.
No-Poach Agreements Under Fire

No-poach agreements are arrangements between two or more unrelated companies to not hire
each other's employees. These agreements are popular as a tool to help retain talent and curb
wage competition.
Armed with the Department of Justice's 2016 guidance that agreements among employers not to
recruit or hire certain employees are illegal, attorney generals in 10 States and the District of
Columbia are investigating franchise businesses in their jurisdictions. In response to said scrutiny,
many major restaurant chains have ended their no-poach agreements.

Community Development
Update for Week Ending August 24, 2018
Staff performed day-to-day duties and responsibilities and assisted with various telephone and
walk-in requests from the public, including performing plan reviews,processing permits,
conducting inspections,performing site visits, issuing notices and conducting research.
Building Division
The Building Division conducted 107 inspections and completed 32 plan reviews. The division
also processed 37 new building permit applications, 45 payments for permits that were picked up
and 101 renewals or new Business Tax Receipts (BTR), alarm and/or fire notices and payments.
Highlights:
• Responded to 161 emails, faxes and calls requesting permit, zoning and/or BTR
information and 77 voicemails.
• Assisted 38 walk-ins regarding miscellaneous items.
• Verified and scanned 514 pages of documents.
• Processed three new contractors' information packets—consisting of contractor licenses,
liability insurance and workers' compensation insurance—to allow them to pull permits
in Cape Canaveral.
• Processed one payment for an After-the-Fact Permit/construction contractor citation for
contractor work performed prior to obtaining the required building permits.
• Processed one payment for a building permit for a new single-family residence at 302
Pierce Avenue.
• Provided assistance in completing building permit applications as needed.
• Contacted two contractors regarding scheduling final inspections for building permits that
are nearing expiration and permits that recently expired.
• Met with other department Staff to brainstorm needs for a new software package regarding
permitting intake and issuance for better efficiency and customer service.
• Started preparation of Business Tax Receipt renewals for mailing out.
• Provided receptionist coverage for the front counter at City Hall.

Code Enforcement
The Code Enforcement Division performed day-to-day duties and responsibilities, assisted with
various requests from the public and provided office coverage throughout the week.
Highlights:
• Received 19 new requests giving life-safety issues priority, followed closely by
Community appearance and property maintenance.
• Issued one notice of violation.
• Assisted 36 residents with building and code enforcement requests at the front counter.
• Conducted 44 site inspections.
• Removed five signs from right-of-ways and telephone poles within the City.
• Responded to 41 voicemails regarding complaints and inquiries.
• Responded to 26 lien search requests.
• Responded to 17 permit history requests.
• Issued two door tags for visible violations to be corrected
• Presented cases to the Code Enforcement Board.
• Code enforcement officers continue to conduct daily Community sweeps for visible
violations throughout the City.
Planning
The Planning Division performed day-to-day duties and responsibilities, assisted with various
requests from the public and provided office coverage throughout the week.
Highlights:
• Provided receptionist coverage for the front counter at City Hall.
• Provided coverage for the Building Division counter.
• Provided customer assistance with permit applications, fees,payments and record
requests.
• Entered building permit applications into Springbrook.

making in terms of future development and infrastructure projects within the Community.
Ultimately the goal is to create a sustainable, resilient and healthier Cape Canaveral.
• Met with the owner of Southgate Mobile Home Park regarding the replacement of an
existing unit as well as setting up an on-site sales office.
• Met with an investor regarding the purchase and development of several vacant tracts in
the presidential streets area. Discussion included required approvals and allowed densities.
• Met with the public works services director regarding sanitary sewer service to a vacant
lot within the Harbor Heights subdivision. Discussed options with the property owner in
preparation for the construction of a single-family home.
• Met with the City attorney and City manager regarding the status of the 127 Oak Lane
variance and appeal. The property owner has settled a lawsuit with owner of 131 Oak
Lane.
• Received the annual population estimate for the City— 10,227 as of April 1, 2018 —from
the University of Florida, Bureau of Economic & Business Research. This estimate is one
factor used by the State for the annual distribution of State revenue-sharing funds. In
comparison, the City's population in previous years were as follows:

The Community Engagement Department is primarily responsible for the development,
implementation and evaluation of public programs, Community meetings, public gatherings and
Community engagement activities. Community engagement disseminates up-to-date information
via the City website,Nixle,Nextdoor and social media and also performs routine website
maintenance and content sourcing throughout the City. The department is a bridge between
residents and their local government and is dedicated to ensuring a high quality of life for an
engaged Community.

International Youth Exchange Proclamation
The City of Cape Canaveral would like to extend a warm welcome to the 2018 International
Youth Exchange Program(IYEP) from Kimotsuki, Japan. The program chose to visit Cape
Canaveral due to the similarities the City shares with the town of Kimotsuki, including rocket
launch facilities and proximity to citrus-based agriculture. Mayor Hoog delivered a special
proclamation to the students and their chaperones at the City Council meeting on August 21,
2018. The group spent the week immersing themselves in our language and culture while
exploring Brevard County, and several of the students are being hosted by Cape Canaveral
residents.
The City is honored to have been visited by the international delegation. We hope that after this
visit, they consider Cape Canaveral as a place to build a long-lasting international exchange
program.

Staff performed day-to-day duties and responsibilities and assisted with various telephone and
walk-in requests from the public.
Director Meetings
The director met with and/or attended the following:
• City manager
• City Council meeting of August 21, 2018
• Electrical contractor
• Brevard County supervisor of elections
Athletic Leagues
• Kickball—Kickball is playing Week 8 of their 14-week season. All makeup games will
be completed before beginning playoffs. Currently the defending champions—Graham's
and W.S. are the only two teams that remain undefeated.
• Softball—With Week 11 completed, Jungle Fever is still the league leader,with the AlA
locals hot on their heels. The first round of playoffs will take place August 24, 2018
followed by the championship game on August 30, 2018. The championship game will
start at 6:30 p.m. and will be livestreamed via the Citv's Periscope account.
• Tennis—Monday night tennis is preparing for playoffs as they enter the last week of
makeup games. Playoffs will begin next Monday night at 6:30 p.m. Wednesday night
tennis was scheduled to begin this week but was canceled due to inclement weather.

hosting a lure course activity benefiting the

meet-and-greet sessions throughout the event.
And if you're looking for a new fur-ever friend,
representatives from several rescue
organizations will be in attendance, including
the BCSO Mobile Adoption Unit, Mutley's Miracles and the Brevard County Pug &Boston
Terrier Rescue.
A light breakfast will be available for purchase,

Demolition of the Old Youth Center Building
Preparations have begun for the demolition of the old youth Center. Water and electric have been
capped and demolition will take place once all permits have been completed.
Here's some interesting history: The used doublewide trailer was donated to the City in May of
1996 and opened its doors for service on September 16 of the same year. Before taking possession
of the trailer, a special exemption had to be granted to allow the installation of a manufactured
building within the R2 district, with then Mayor John Porter suggesting the trailer could serve as a
police substation. During discussions regarding the trailer, Porter introduced the idea of bringing a
YMCA to the City in lieu of a City-owned facility, with then Council Member Leo Nicholas
requesting the idea be "expanded to a civic center to include senior citizens."And thus the seed
for a Multi-Generational Facility was planted over 23 years ago! The trailer served as the home of
BCSO Police Athletic League (PAL), the City's Summer Camp Program and an afterschool safe
haven for children ages 10— 15 years old.

Cultural Programs Manager Assists Florida Public Archaeology
Network with Conservation Program
On Saturday, Cultural Programs Manager Molly Thomas assisted Staff from the Florida Public
Archaeology Network's (FPAN) East Central Region in teaching a Cemetery Resource Protection
Training (CRPT) course at a historic cemetery in Titusville. CRPT is a public outreach program
that offers instruction on the best practices for historic and not-yet historic cemetery preservation,
as well as the legalities for respecting burials and human remains.
As the chairperson for the Brevard County Historical Commission, Thomas was approached by a
local veterans' organization, Friends of the Cemetery, requesting help in conserving the Brevard
Veterans' Cemetery as well as the adjacent County-owned pauper's cemetery. Recognizing this as
an educational outreach opportunity, Thomas put the organization in touch with FPAN and
offered to assist with the class

Economic Development
Update for Week Ending August 24, 2018
Performed day-to-day duties and responsibilities, conducted various meetings with business
stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted
research as necessary.
City Hall Status
• Florida Department of Transportation(FDOT) has confirmed they will contract the
solid-line striping of State Road(SR)AlA at Polk Avenue.
• Artwork installation has begun on the picture rail on the second floor.
Multi-Generational Facility
• Worked with the culture and leisure services director to develop an
overhead-to-underground utility relocation concept which was forwarded to the project
architect.
Other
• The City forwarded a proposal to the Ocean Woods homeowners' association(0WHOA)
president and respective counsel which would authorize needed stormwater drainage
utility maintenance and limited land clearing in the north vegetative buffer zone. Staff
received comments from the OWHOA president and counsel indicating there are
additional complicating conditions. Staff is looking into these comments and has
scheduled an additional site visit to confirm the conditions.
• In furtherance of our continuing stormwater management improvements and protection of
the Indian River Lagoon, Staff has contacted certain property owners regarding their
interest in the potential sale of property. The director met with the City manager,
community engagement director, capital projects director and City engineer to review
these options.

• The director attended a speaking engagement at the Cocoa Beach Chamber Convention
and Visitors Bureau(CVB)Power Luncheon at Sage Bistro. The Power Luncheon is the
CVB's networking event to get in front of partners who are involved or have an interest in
the tourism industry. After a brief presentation on topics ranging from SR Al A initiatives
to the Cape Canaveral Community Redevelopment Agency (CRA) and current hotel
development trends, Staff conducted a Q&A session.

Public Works Services
Update for Week Ending August 24, 2018
The Public Works Services (PWS) Department's primary purpose is to provide and maintain
utility services for the general public as well as maintain all City streets and facilities. Staff
provides services in five main categories which include administration, infrastructure
maintenance, laboratory, reclaimed water and wastewater collection.
Water Reclamation Facility — Sanitary Sewer System
Oxidation Ditch Rehabilitation Project
Full bypass operations from the oxidation ditch to the equalization basin were started in
mid-January. The ditch was emptied and cleaned of sand, debris and sludge. Structural analysis
observed extensive damage to several of the concrete columns and walkways along the northern
end of the ditch. Replacement of the columns and walkways is complete. The system is scheduled
to undergo dry testing on September 4, 2018 and wet testing on September 18, 2018. The ditch is
scheduled to return to daily operation in late September of this year.

Force Main #3 Replacement Project
The project was initiated and includes the replacement of Force Main#3 located within several
right-of-ways in the north-central portion of the City. Florida Department of Environmental
Protection (FDEP)provided final approval to place the new force main into service. Tie-ins to the

minor repairs and cleanup activities remain for project completion.
Lift Station No. 2 and Holman Road Sewer Improvements
This project was initiated and includes the excavation and replacement of the existing sanitary
sewer pipe and manholes from Lift Station No. 2 on Center Street to the northwestern corner of
Holman Road. Work to date includes dewatering and the installation of sewer pipe in the vicinity
of Lift Station No. 2 and the former Tech-Vest property located to the south. Current activities
include the installation of sewer pipe and manholes in the easement through the Cocoa Palms
Mobile Home Park. The project is due for completion in May 2019.
Stormwater
City Park Exfiltration System
An e-permit application was submitted to St. Johns River Water Management District
(SJRWMD) for approval to use the exfiltration system beneath Canaveral City Park as a disposal
option for excess reclaimed water from the City's Water Reclamation Facility. Engineering
drawings and bid specs will be advertised in October 2018 to complete improvements to the
existing infrastructure in the vicinity of the park. The main purposes of the project are to eliminate
the discharge of excess reclaimed water to the Banana River and to optimize total maximum daily
load stormwater credits.
Miscellaneous
Estuary Grant Property—Long Point Road
At the August 21, 2018 regular meeting, City Council approved a participation agreement(PA)
with SJRWMD to further define project activities at the western end of the City's property on
Long Point Road. The PA obligates SJRWMD to fund the habitat restoration activities in the
western portion of the site.
Staff is preparing a document to present to the owners of River Gardens condominiums regarding
the City taking title to the westernmost 5.2 acres of their property. This property would also be
clear cut of invasive species and native vegetation would be planted.

City Staff met with the board of directors from Canaveral Bay Condominiums to discuss the City
taking title to the westernmost portion of their property. If the board of directors approves, the
City will prepare a document to present to the owners of Canaveral Bay Condominiums.
The goals of the project are to improve the native habitat by reconnecting the existing mosquito
ditches to the Banana River, removing invasive species and replanting native trees and

Safety Belts and Child Passenger Safety
Children should always be buckled up or in a proper child restraint and adults should encourage
everyone to buckle up for safety. Read on to make sure you know the Florida safety belt law and
important safety tips for children of all ages.
Safety Belts
• Florida law requires the use of seat belts or child restraint devices by drivers of motor
vehicles, all front seat passengers and all children under 18 riding in a vehicle.
• Florida's safety belt law is a primary enforcement law, meaning that an officer can stop a
vehicle and issue a citation simply for observing a safety belt or restraint violation.
• Children should be in the rear seats until at least age 12, since deployed front-seat airbags
can be dangerous to children.
Child Restraints — Car Seats and Booster Seats
• Florida law requires children age five and under to be secured properly in a crash-tested,
federally approved child restraint device.
• Children ages zero to three must be in child restraint devices of a separate carrier or a
vehicle manufacturer's integrated child seat.
• Children age four and five must be in a separate carrier, integrated child seat or booster
seat.
• The best child seat is one that fits your child, fits your car and that drivers will use
correctly every time.
• Read the car seat's instruction manual and the portion of your vehicle's owner manual
when you install a car seat.
• Remember to check for car seat and booster seat recalls.
