Administrative Services Update for Week Ending August 17, 2018 City Manager's Office The City Manager's Office is responsible for the day-to-day administration of all City departments in accordance with City Council's established policies and direction, local ordinances, resolutions and State and Federal laws,rules and regulations. Telephone conferences, meetings with citizens, documents prepared, reviewed, approved and meetings or conferences held are numerous and may not all be included in the Weekly Update. Highlights: • Communicated with department directors, the Mayor and Council Members regarding various projects, issues and initiatives. • The executive assistant(EA)provided assistance to the city manager, the Mayor, Council Members and department directors. • The EA received and responded to several Community calls and emails and provided coverage at the front window of City Hall. • The EA assisted the Building Division with the receipt and recording of Business Tax Receipts. • The EA coordinated interior details for City Hall with Staff and vendors. City Clerk's Office City Clerk's Office (CCO) Staff performed day-to-day duties and responsibilities and assisted with various telephone and walk-in requests from the public and Staff. CCO Staff also provided coverage and assistance at the reception window in City Hall, as well as to the City Manager's Office and City Council Members. Save the date! Highlights: • Records management Continued processing on-site records for off-site scanning, verification and disposition. Continued planning for the annual off-site records facility disposition visit. • Public records requests—Fulfilled a request for an agenda packet item. • City Council—Finalized and distributed the agenda and packet for both the budget workshop and regular meeting on August 21, 2018. Continued processing items and the agenda for the September 4, 2018 special and September 18, 2018 regular meetings. • Meetings with Staff—Met with the City manager regarding various initiatives and issues. Met with the Finance and Community Development Department directors regarding updated Community Redevelopment Agency(CRA)task assignments, schedules and duties. Met with various directors and the City attorney regarding a tentative item for an upcoming City Council meeting. Met with the new Public Works Services Department Staff to provide an overview of the CCO's functions related to elected officials, City meetings and agenda and packet production, records management, public records requests and so forth. • City elections—The official qualifying period for the Mayor's seat is open and will end at 12 p.m. (noon) on Friday,August 24, 2018. Individuals planning to run—or those who have announced an intention to do so—should visit the City Clerk's Office as soon as possible. Walk-ins are welcome; however, calling ahead is encouraged to ensure Staff availability for receiving and processing qualifying paperwork. Of the two individuals who have submitted paperwork to pre-qualify, one has officially qualified. Human Resources & Risk Management Human Resources (HR) & Risk Management Staff performed day-to-day duties and responsibilities to include training, employee relations, applicant recruiting and screening, benefits administration, Staff performance evaluations and all matters pertaining to workers' compensation, general liability and property insurance. Highlights: • A candidate has been identified for the infrastructure maintenance vacancy. • A candidate has been identified for the part-time youth center recreation leader vacancy. Training Update HR completed a series of 15 Staff training workshops on the topics of sexual harassment awareness,workplace safety, diversity awareness, workplace violence and how to survive an active shooter. Biggest Trends in Hiring Identifying the best available job candidates is a critical step to ensuring employers have the new talent, insights and perspectives essential for continued growth and innovation. Competition for the best talent combined with technological enhancements to the hiring process has resulted in the following recruitment trends: • Increased use of social media networks for job postings and candidate identification. • Emphasis on promoting a positive employer brand. • Personalization of the employment process in an effort to promote a user-friendly and welcoming image to applicants. • Use of artificial intelligence (AI) in matching vacancies with qualified applicants. Community Development Update for Week Ending August 17, 2018 Staff performed day-to-day duties and responsibilities and assisted with various telephone and walk-in requests from the public, including performing plan reviews,processing permits, conducting inspections,performing site visits, issuing notices and conducting research. Building Division The Building Division conducted 83 inspections and completed 30 plan reviews. The division also processed 50 new building permit applications, 36 payments for permits that were picked up and 81 renewals or new Business Tax Receipts (BTR), alarm and/or fire notices and payments. Highlights: • Responded to 152 emails, faxes and calls requesting permit, zoning and/or BTR information and 36 voicemails. • Assisted 44 walk-ins regarding miscellaneous items. • Processed two new contractors' information packets consisting of contractor licenses, liability insurance and workers' compensation insurance—to allow them to pull permits in Cape Canaveral. • Processed one payment for After-the-Fact Permits/construction contractor citations for contractor work performed prior to obtaining the required building permits. • Processed one payment for re-inspection fees and one payment for expired permit fees. • Provided assistance in completing building permit applications as needed. • Contacted two contractors regarding scheduling final inspections for building permits that are nearing expiration and permits that recently expired. • Performed five notary services. • Entered 13 inspections results into Springbrook. • Provided receptionist coverage for the front counter at City Hall. Code Enforcement The Code Enforcement Division performed day-to-day duties and responsibilities, assisted with various requests from the public and provided office coverage throughout the week. Highlights: • Received 17 new requests giving life-safety issues priority, followed closely by Community appearance and property maintenance. • Issued two notices of violation. • Assisted 34 residents with building and code enforcement requests at the front counter. • Conducted 42 site inspections. • Removed eight signs from right-of-ways and telephone poles within the City. • Responded to 39 voicemails regarding complaints and inquiries. • Responded to 31 lien search requests. • Responded to 15 permit history requests. • Issued three door tags for visible violations to be corrected. • Posted two stop work orders due to work without a permit. • Code enforcement officers continue to conduct daily Community sweeps for visible violations throughout the City. Planning The Planning Division performed day-to-day duties and responsibilities, assisted with various requests from the public and provided office coverage throughout the week. Highlights: • Provided receptionist coverage for the front counter at City Hall. • Provided coverage for the Building Division counter. • Provided customer assistance with permit applications, fees,payments and record requests. • Entered building permit applications into Springbrook. Prepared permit documents for disposition. • Prepared and mailed notices to surrounding property owners for an upcoming variance application and assisted a property owner with signage for a property posting at 409 Washington Avenue. • Prepared deposits from applicants picking up building permits and/or Business Tax Receipts for the Building Division. • As part of a greater effort to better understand the City's unique challenges as a barrier island, Staff met with the City engineer to review stormwater requirements and low impact development(LID) initiatives for all future City development and redevelopment in order to formulate a plan aimed at reducing stormwater impacts and improve the overall water quality of surficial aquifers. The goal is to develop practices that do a better job of mimicking natural UF IFAS processes in order to lessen the burden UNIVERSITY ITY o FLORIDA posed by storm events. Community Engagement Update for Week Ending August 17, 2018 The Community Engagement Department is primarily responsible for the development, implementation and evaluation of public programs, Community meetings, public gatherings and Community engagement activities. Community engagement disseminates up-to-date information via the City website,Nixle,Nextdoor and social media and also performs routine website maintenance and content sourcing throughout the City. The department is a bridge between residents and their local government and is dedicated to ensuring a high quality of life for an engaged Community. Culture & Leisure Services Update for Week Ending August 17, 2018 Staff performed day-to-day duties and responsibilities and assisted with various telephone and walk-in requests from the public. Director Meetings The director met with and/or attended the following: • City manager • Economic development director • Department of Children and Families webinar Athletic Leagues • Kickball—Kickball is playing Week 8 of their 14-week season. All makeup games will be played before beginning playoffs. Currently the defending champions—Graham's and W.S. are the only two teams that remain undefeated. • Softball—Makeup games are taking place this week as teams get ready to enter the playoff tournament. The AlA Locals sit in first place but will face the second-place team J.F. in the last game of the regular season. The final standings will be determined by what happens in this week's games. • Racquetball Wednesday night racquetball is entering Week 3 of league play. The new season has plenty of competition between returning players and a few new athletes. A total of 10 players take the courts every week for their chance at racquetball glory. • Tennis The Monday night league played its final regular season match this week. Players have until August 23, 2018 to make up any matches that were rained out or rescheduled throughout the season. Wednesday night's league is eagerly awaiting the start of a new season. Their first match will be August 22, 2018 at 6:30 p.m. Gary is still dominating the courts. Will anyone step up and dethrone him? Stay tuned! The Thursday league is in full swing as players prepare for the fourth match of the season. This league currently has eight players competing for the top seed. Save the date! This is a family-friendly event and admission is free. The event will feature an array of activities designed to promote responsible pet ownership and the benefits of behavioral training and will also showcase Brevard's numerous rescue organizations. Swift Paws is hosting a lure course activity benefiting the Central Brevard Humane Society. Brevard County Sheriff's Office (BCSO)will have K-9 officers and their handlers on site for meet-and-greet sessions throughout the event. And if you're looking for a new fur-ever friend,representatives from several rescue organizations will be in attendance, including the BCSO Mobile Adoption Unit, Mutley's Miracles and the Brevard County Pug & Boston Terrier Rescue. A light breakfast will be available for purchase, sponsored by Edible Arrangements and other local businesses. Other • State Road(SR) AlA update: Florida Department of Transportation (FDOT) District 5 forwarded the City's request for a safety study on SR AlA via Resolution 2018-01 to the Federal Highway Administration Florida Division. The work has been authorized. The safety study scope is from SR 520 to George King Boulevard. The work is expected to begin in approximately four to five weeks and a draft should be available within 12 weeks after the study. The study will include a review of accidents in the corridor, eight-hour and four-hour traffic movement counts (which are necessary for an access management report and to determine if midblock crosswalks are warranted), midterm improvements that do not need right-of-way acquisition, long-term improvements that would need right-of-way acquisition and cost analyses. • Continued working with the City Attorney's Office regarding the Ocean Woods buffer zone area and the need for stormwater utilities maintenance. • Met with the public works director and supervisory Staff to discuss two additional video production companies to review the scope of a potential virtual tour video of the public works processing facilities and Staff responsibilities. • Continued negotiations with representatives of the owner of W. Central Boulevard lying west of SR AlA, one of the few roads in the City where the land underlying the right-of-way is privately owned. Public Works Services Update for Week Ending August 17, 2018 The Public Works Services (PWS) Department's primary purpose is to provide and maintain utility services for the general public as well as maintain all City streets and facilities. Staff provides services in five main categories which include administration, infrastructure maintenance, laboratory, reclaimed water and wastewater collection. Water Reclamation Facility — Sanitary Sewer System Oxidation Ditch Rehabilitation Project Full bypass operations from the oxidation ditch to the equalization basin were started in mid-January. The ditch was emptied and cleaned of sand, debris and sludge. Structural analysis observed extensive damage to several of the concrete columns and walkways along the northern end of the ditch. Replacement of the columns and walkways is complete. Current activities include the installation of new mixers, weirs and other equipment prior to placing the ditch back into service. The ditch is scheduled for startup in late September. Force Main #3 Replacement Project The project was initiated and includes the replacement of Force Main#3 located within several right-of-ways in the north-central portion of the City. Florida Department of Environmental Protection (FDEP)provided final approval to place the new force main into service. Tie-ins to the existing force main along Thurm Boulevard and Lift Station No. 3 on W. Central Boulevard were completed the week of August 6, 2018. One additional tie-in, abandonment of the old force main, minor repairs and cleanup activities remain for project completion. Lift Station No. 2 and Holman Road Sewer Improvements This project was initiated and includes the excavation and replacement of the existing sanitary sewer pipe and manholes from Lift Station No. 2 on Center Street to the northwestern corner of Holman Road. Work to date includes dewatering and the installation of sewer pipe in the vicinity of Lift Station No. 2 and the former Tech-Vest property located to the south. Current activities Save the date! Two of the new Type C inlet at the intersection of Polk and Poinsettia Avenues Infrastructure Maintenance Utility Location Meeting—State Road (SR) AlA Mast Arms A final utility location meeting was held at the three intersections that will receive mast arm traffic signal salong SR Al A. The project involves the installation of traffic light mast arms on SR AlA at the intersections with Holman Road, Center Street and N. Atlantic Avenue as well sidewalk and crosswalk improvements. Preliminary work is scheduled to begin in early October. Mast arm installation is scheduled for January 2019. Much of the work will be completed at night and will require lane closures on SR Al A and intersecting roadways. Maintenance of traffic (MOT) will be in place. North Atlantic Avenue Entryway Remodel The entryway to Cape Canaveral on N. Atlantic Avenue just south of George King Boulevard had a makeover recently. Estuary Grant Property—Long Point Road Staff is reviewing a proposed Participation Agreement (PA) from St. Johns River Water Management District (SJRWMD)to further define project activities at the western end of the City's property on Long Point Road. Approval of the PA will be an agenda item at the August City Council meeting. If approved, the PA obligates SJRWMD to fund the habitat restoration activities in the western portion of the site. Staff is also preparing a document to present to the owners of River Gardens condominiums regarding the City taking title to the westernmost 5.2 acres of their property. This property would also be clear cut of invasive species and native vegetation would be planted. The goals of the project are to improve the native habitat by reconnecting the existing mosquito ditches to the Banana River, removing invasive species and replanting native trees and mangroves.
