Cape Canaveral Vision Statement
We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming
residential feel, characterized by low-rise buildings. This residential and business friendly atmosphere
is a livable, attractive, safe,inclusive and sustainable coastal community that embraces the oceanside
and riverside as the main amenities, and supports and promotes local tourism, culture,recreation,
commerce,municipal civic interests and education.
We envision: A City network of"complete streets"with a native-landscaped and tree-lined median
with traffic calming elements and dark-sky street lighting. "Complete street"amenities include
bicycle facilities,covered transit stops and safe pedestrian crossings that invite pedestrians and
bicyclists to access the beach,river,local neighborhoods and adjacent communities. Our
improved"complete streets"will allow us to travel calmly to intimate waterfront destinations and a
walkable uptown core. Multi-use paths lined with shade trees should be wide enough for bikes
and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night.
We envision: Welcoming community entrance features that create a sense of arrival and
unique community identity as The Space Between®. The"uptown"and other areas will contain an
architecturally rich and unique mix of uses,with wide tree shaded sidewalks and umbrella covered
café tables at restaurants and bistros where friends gather, interact and enjoy drinks and dinner.
We envision: An engaged and compassionate community that; removes or transforms blighted and
unfinished buildings into attractive structures,offers city-wide green spaces,provides a pet-friendly
park with ample shade, acts progressively but deliberately and actively recruits and supports
businesses that enhance economic viability and serve our residents and visitors with goodwill.
We envision: Open shorelines and rivers accessible to the public including amenities that
take advantage of the water, such as limited and quaint water-view establishments and intimate
public gathering and entertainment places that may include pavilions, gazebos or a performance stage.

Administrative Services
Update for Week Ending August 10, 2018
City Manager's Office
The City Manager's Office is responsible for the day-to-day administration of all City
departments in accordance with City Council's established policies and direction, local
ordinances, resolutions and State and Federal laws,rules and regulations. Telephone
conferences, meetings with citizens, documents prepared, reviewed, approved and meetings or
conferences held are numerous and may not all be included in the Weekly Update.
Highlights:
• Communicated with department directors, the Mayor and Council Members regarding
various projects, issues and initiatives.
• The executive assistant(EA)provided assistance to the city manager, the Mayor, Council
Members and department directors.
• The EA received and responded to several Community calls and emails and provided
coverage at the front window of City Hall.
• The EA coordinated interior details for City Hall with Staff and vendors.
City Clerk's Office
City Clerk's Office (CCO) Staff performed day-to-day duties and responsibilities and assisted
with various telephone and walk-in requests from the public and Staff. CCO Staff also
provided coverage and assistance at the reception window in City Hall, as well as to the City
Manager's Office and City Council Members.

Highlights:
• Staffing Staff welcomed new hire and part-time Clerical Assistant William Cardinale.
William started volunteering for the City in the CCO department over a year ago, assisting
with scanning and verifying records. This volunteering transitioned into an on-the-job paid
training position through the Brevard Achievement Center, in which he began learning
about the City's records management program and the State of Florida's General Records
Schedule, GS 1-SL. He has now become a much-needed and valued Cape Canaveral team
member and will be helping all City departments with their records while learning more
about keeping our City in compliance.
• Records management Continued processing on-site records for off-site scanning,
verification and disposition. Started planning for the annual off-site records facility
disposition visit.
• Public records requests Continued processing a request for City demolition contractor
records of public records request records. Acknowledged and clarified a request for
contact information records. Coordinated with the Community Development Department
in fulfillment of a request for building permit records. Fulfilled a request for an
employment contract record.
• City Council—Continued preparing and reviewing items and the agenda for the August
21, 2018 budget workshop and regular meeting.
• Meetings with Staff—Met with the City manager regarding various initiatives and
issues. Met with the City's IT consultant regarding electronic records and data storage
capacities.
• City elections—The official qualifying period for the Mayor's seat began at 12 p.m.
(noon) on Friday,August 10, 2018 and will end at 12 p.m. (noon) on Friday,August
24, 2018. Two ads for the qualifying period ran July 19 and August 2, 2018 in"Florida
Today." Individuals planning to run—or those who have announced an intention to do so
—should visit the City Clerk's Office as soon as possible. Election packets have been
finalized and three have been picked up as of August 8, 2018. Two individuals have
announced their intention to run. For more information,please visit

Human Resources & Risk Management
Human Resources (HR) & Risk Management Staff performed day-to-day duties and
responsibilities to include training, employee relations, applicant recruiting and screening,
benefits administration, Staff performance evaluations and all matters pertaining to workers'
compensation, general liability and property insurance.
Florida Is Among the 10 Worst States for Health Care

Florida ranks 42nd among all U.S. States for health care based on cost, accessibility and
outcomes. The best State in terms of affordability, access to care and better patient outcomes
is Vermont.
• Florida has the second-lowest adult insured rate in the country,with only 53% of adults
insured.
• The child insured rates are the fourth lowest at 92%.
• High numbers of uninsured adults and children has contributed to Florida's poor health
services outcomes.

• The average American spends more than $10,000.00 a year on health care.

• 15% of Florida patients were discharged without a care plan, which informs patients on
what they need to do to avoid re-admittance, including instructions about prescriptions and
physical restrictions needed to promote a positive medical outcome.
• 38% of Floridians have not seen a dentist in over two years.
• 36% of Florida patients reported hospital Staff failed to provide patient-centered care, did
not respond to their calls for restroom assistance and did not provide adequate pain
management.
• 33% of Florida children have not received their immunizations.
• Only 62% of Florida children have received their basic wellness checkup.
• Best states for health care: Vermont, Massachusetts,New Hampshire, Minnesota, Hawaii,
Rhode Island, Colorado, District of Columbia, Iowa and Maryland

assigned to the City Clerk's Office! William earned his BS in -Ilk
interdisciplinary studies from the University of Central
Florida and has been a volunteer with the City over the past -
year. In that time, he has made significant progress in } ,

Community Development
Update for Week Ending August 10, 2018
Staff performed day-to-day duties and responsibilities and assisted with various telephone and
walk-in requests from the public, including performing plan reviews,processing permits,
conducting inspections,performing site visits, issuing notices and conducting research.
Building Division
The Building Division conducted 106 inspections. The division also processed 36 new
building permit applications, 34 payments for permits that were picked up and 57 renewals or
new Business Tax Receipts (BTR), alarm and/or fire notices and payments.
Highlights:
• Attended active shooter training.
• Responded to 135 emails, faxes and calls requesting permit, zoning and/or BTR
information and 70 voicemails.
• Assisted 33 walk-ins regarding miscellaneous items.
• Processed two new contractors' information packets consisting of contractor licenses,
liability insurance and workers' compensation insurance—to allow them to pull permits
in Cape Canaveral.
• Provided assistance in completing building permit applications as needed.
• Contacted three contractors regarding scheduling final inspections for building permits
that are nearing expiration and permits that recently expired.
• Processed one payment for expired permit fees.
• Entered nine inspection results into Springbrook.
• Provided one notary service.
• Compiled the month-end Brevard County permit report for July 2018.
• Completed the preparation of Business Tax Receipt renewals for mailing out.
• Provided receptionist coverage for the front counter at City Hall.

Code Enforcement
The Code Enforcement Division performed day-to-day duties and responsibilities, assisted
with various requests from the public and provided office coverage throughout the week.
Highlights:
• Received 19 new requests giving life-safety issues priority, followed closely by
Community appearance and property maintenance.
• Issued four notices of violation.
• Assisted 29 residents with building and code enforcement requests at the front counter.
• Conducted 38 site inspections.
• Removed four signs from right-of-ways and telephone poles within the City.
• Responded to 37 voicemails regarding complaints and inquiries.
• Responded to 22 lien search requests.
• Responded to 24 permit history requests.
• Issued one door tag for visible violations to be corrected
• Code enforcement officers continue to conduct daily Community sweeps for visible
violations throughout the City.
Planning
The Planning Division performed day-to-day duties and responsibilities, assisted with various
requests from the public and provided office coverage throughout the week.
Highlights:
• Provided receptionist coverage for the front counter at City Hall.
• Provided coverage for the Building Division counter.
• Provided three notary services.
• Provided customer assistance with permit applications, fees,payments and record
requests.
• Entered building permit applications into Springbrook.
• Attended active shooter training.

• In an effort to modernize City data and remain up to date, the City recently purchased a
membership to Esri's ArcGIS Online. ArcGIS is the industry standard in regard to
mapping and analysis. It allows organizations the ability to connect people, locations, and
data using interactive maps created through geographic information systems (GIS) data.
Historically, the City has used outside vendors to produce various maps. However, as
Cape Canaveral grows and transitions into more modern development, ArcGIS is a critical
tool that will allow information to drive context through a more robust mapping
application by bridging the gap between City officials, residents and business owners.
Staff has begun building a database and will update various maps over time. One example
of a recent update can be viewed at www.citvofcanecanaveral.ora/mobimat.

• Participated in a phone conference with Kimley-Horn regarding the preparation of
a neighborhood plan for the N. Atlantic corridor, north of Monroe Avenue. This
effort will address non-conforming residential properties in commercial zoning
districts. In addition, the area will be themed for purposes of signage, lighting and
so forth.

• In conjunction with the City attorney, met with representatives of Cape Canaveral
Joint Venture, LLC regarding the rezoning of the 8550 Astronaut Boulevard
property. Discussion included revising the land use plan per comments from the
Planning &Zoning Board. The timing of the application and code requirements of
the planned development approval were also discussed.
• In conjunction with the City attorney, met with representatives of the Wave
development project located at 8801 Astronaut Boulevard. Discussed various
options for land use approvals as well as the timing and sequence of City board
reviews.
• Met with a property owner on Monroe Avenue to discuss the installation of brick
pavers on his driveway and City code requirements for such.

Update for Week Ending August 10, 2018
The Community Engagement Department is primarily responsible for the development,
implementation and evaluation of public programs, Community meetings, public gatherings
and Community engagement activities. Community engagement disseminates up-to-date
information via the City website,Nixle,Nextdoor and social media and also performs routine
website maintenance and content sourcing throughout the City. The department is a bridge
between residents and their local government and is dedicated to ensuring a high quality of
life for an engaged Community.

Summer Camp
Cape Canaveral Summer Camp has come to an
end, but let's do a quick recap of all the fun we 40ERAL • SU�MER�
had! During our 10-week program, campers
enjoyed awesome field trips to the Cocoa
Beach Aquatic Center, Canaveral Fire Rescue
station and Cape Canaveral Public Library.
This summer we also received visits from
groups such as RC1 Hobbies,NASA Launch
Services Program, the University of Florida
mommi
Institute of Food and Agricultural Sciences and
the Brevard County Sheriff's Office's K-9
Unit, all of whom brought one-of-a-kind activities for campers.
During Week 10, the kids launched the rockets that they built earlier in the season. On Friday,
all campers were invited to the end-of-summer celebration. Brady's Bouncers provided
inflatable bounce houses and obstacle courses and we ended the summer with a pizza party! A

Athletic Leagues
• Kickball—Halfway through the season, Graham's and
Who's Sober? are undefeated, while Big Boats and Grass
Kickers are both without a win. The league has seven teams vying for a playoff spot and
competition is only getting hotter.
• Softball—The AlA Locals and Jungle Fever are leading the league at this point. Each
has only one loss as we approach the season's end. Five teams remain with no clear
runaway for first place.
• Racquetball and tennis—Racquetball saw a great turnout for Week 2. Craig remains
undefeated and is looking to continue his streak next week. Monday night is headed into
their last couple of weeks before playoffs start. Wednesday night just crowned a champion

winning yet another championship;

Manatee Sanctuary Park
Our baby manatee has been reunited with its parent! If you want to see a real cast of a baby
manatee, stop by Manatee Sanctuary Park. We will be naming the manatee at Fido Field Dav
on August 25. 2018. That will be the last place to supply a suggestion, so make sure you get

A pair of alligator siblings have found a new home at the park, too. Since most of the public
bike racks were taken up by the most successful bike share program in Brevard County, the
Public Works Services Department cleared and prepped the area and poured new slabs for the
siblings. It's a real family affair at Manatee Sanctuary Park!

Economic Development
Update for Week Ending August 10, 2018
Performed day-to-day duties and responsibilities, conducted various meetings with business
stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted
research as necessary.
City Hall Status
The Public Works Services Department continued installing the art railing inside the building.
Multi-Generational Facility and the CAPE Center
Worked with the culture and leisure services director to review parking needs and drafted an
accommodating conceptual parking plan option.
Other
• 7521 Magnolia Avenue update:
o Attended a teleconference with the City Attorney's Office and the City's
foreclosure attorney in preparation for an evidentiary hearing on the bankruptcy
proceedings.
o Provided tax collector documentation, recent photos and a status report of ongoing
violations.
o Attended the evidentiary hearing at the federal courthouse in Orlando and testified
to the long history of code violations at the property.

• Attended City Staff training class entitled"How to Survive an Active Shooter."
• With the City manager, City attorney, community development director, community
engagement director,public works services director and capital projects director, reviewed
a request for transfer of property from the City to the Ocean Oaks condominium
association. Discussion included the Ocean Woods buffer zone area and Ridgewood
Avenue sidewalk completion.
• Met with the public works services director to complete interdepartmental orientation with
the Economic Development Department goals and objectives.
• With the community engagement director,public works services director and public
works supervisory Staff, met with representatives from Communications Concepts, Inc. to
review the scope of a potential virtual tour of the public works processing facilities and

Public Works Services
Update for Week Ending August 10, 2018
The Public Works Services (PWS) Department's primary purpose is to provide and maintain
utility services for the general public as well as maintain all City streets and facilities. Staff
provides services in five main categories which include administration, infrastructure
maintenance, laboratory, reclaimed water and wastewater collection.
Water Reclamation Facility — Sanitary Sewer System
Oxidation Ditch Rehabilitation Project
Full bypass operations from the oxidation ditch to the equalization basin were started in
mid-January. The ditch was emptied and cleaned of sand, debris and sludge. Structural
analysis observed extensive damage to several of the concrete columns and walkways along
the northern end of the ditch. Replacement of the columns and walkways is complete. Other
ongoing activities include the installation of new mixers, weirs and other equipment prior to
placing the ditch back into service. The ditch is scheduled for startup in late September.

Force Main #3 Replacement Project
The project was initiated and includes the replacement of Force Main#3 located within
several right-of-ways in the north-central portion of the City. The new line was pressure tested

on July 10, 2018 and passed inspection. Florida Department of Environmental Protection
(FDEP)provided final approval to place the new force main into service. Tie-ins to the
existing force main along Thurm Boulevard and Lift Station No. 3 on W. Central Boulevard
were completed the week of August 6, 2018. Minor repairs and clean-up activities remain for
project completion.

Laboratory Replacement Project
The laboratory was flooded during Hurricane Irma, causing major damage to the cabinets
within. All the cabinets in the main laboratory had to be replaced. The new cabinets that were
installed are commercial-grade metal that should last 30 to 50 years.

Lift Station No. 2 and Holman Road Sewer Improvements
This project was initiated and includes the excavation and replacement of the existing sanitary
sewer pipe and manholes from Lift Station No. 2 on Center Street to the northwestern corner
of Holman Road. Work to date includes dewatering and the installation of sewer pipe in the
vicinity of Lift Station No. 2. Current activities include the installation of sewer pipe and
manholes in the easement adjacent to the former Tech-Vest Facility. MOT will be in place on
Center Street and may include closure of one lane of traffic. The project may take up to 365
days to complete.

Infrastructure Maintenance
Pre-Construction Conference—State Road (SR) AlA Mast Arms
Staff attended a Florida Department of Transportation pre-construction meeting on August 8,
2018. The project involves the installation of traffic light mast arms on SR Al A at the
intersections with Holman Road, Center Street and N. Atlantic Avenue as well sidewalk and
crosswalk improvements. Preliminary work is scheduled to begin in early October. Mast arm
installation is scheduled for January 2019. Much of the work will be completed at night and
will require lane closures on SR A 1 A and intersecting roadways. MOT will be in place.
Concrete Pad and Sidewalk Installation Project
Staff worked on numerous concrete jobs throughout the week. Pads for new bike racks were
poured in Manatee Sanctuary Park and at Center Street Park. In addition, new sidewalks were
poured at the intersection of Commerce Drive and W. Central Boulevard and in the east
parking lot area of the Nancy Hanson Recreation Complex to allow residents using mobility
vehicles or assistive devices safer and easier access to the main sidewalk areas.

Sidewalk from the parking lot just east of the tennis courts to the existing sidewalk at the
Nancy Hanson Recreation Complex making it easier for residents that vote at this new polling
station to access the building.
Replacement of Hurricane-Damaged Lights on Ridgewood and N. Atlantic Avenues
A contractor finished replacing five solar lights that were damaged by Hurricane Irma. This
was the last phase of Hurricane Irma damaged replacement items within the City.

Solar-Powered Pedestrian Crossing Signs Installed at
Washington and N. Atlantic Avenues
Staff installed solar-powered crosswalk signs at the 3'
intersection of Washington Avenue and N. Atlantic
Avenue. These are the first solar-powered crosswalk
signs to be installed in Cape Canaveral. The LED-lighted •
crosswalk signs are just another addition to fulfill the �' i, '�
City's Vision Statement of a walkable and bikeable -
Community. The push buttons also meet ADA, Manual = _
on Uniform Traffic Control Devices and Traffic IIS
Advisory Council requirements.
Columbia Boulevard Solar Light Project
A contractor installed 10 double-headed solar-powered LED lights down the Columbia
Boulevard medians. The decorative energy-efficient lighting replaced the old single-pole
lighting. The lights were carefully selected with energy efficiency,uniformity and safety in
mind. The downward lighting concentrates more light on the roadway and surrounding
ground areas.

Miscellaneous
Groundwater Sampling—City Monitoring Wells and Water Reclamation Facility
Water samples will be collected from two City-owned monitoring wells and the Water
Reclamation Facility(WRF) the week of August 13, 2018. One well is located at the WRF
and the other is located at Canaveral City Park. Influent and effluent samples will be collected
from the WRF. The water samples will be analyzed for concentrations of fluorinated
compounds that were recently detected in water samples collected at various locations in
Brevard County. Results from the laboratory analyses will be available in three to four weeks.

School Bus Safety Tips for Motorists
Florida school buses carry precious cargo our children. Motorists should always be alert
and drive with caution around school buses and in school zones where children may be
present like schools themselves, bus stops, school buses and school parking lots. Parents
should also go over safety tips with their children to make sure they are safe on and around
school buses and school zones.
• Be alert and watch for children especially near schools, bus stops, school buses and in
school parking lots.
• Children on bicycles can be unpredictable and can make sudden changes in direction. Be
especially careful when children are present in school zones and in residential areas.
• Pay extra attention to lower speed limits in school zones.
• Watch for and obey signals from school crossing guards.
• Only drive or park in authorized areas to drop off or pick up children at school.
• Motorists are required to stop when approaching a school bus that is stopped with its red
lights flashing and stop signal extended. (See some different situations in the diagram
below.)

• All drivers moving in either direction on a two-way street must stop for a school bus
displaying a stop signal and must remain stopped until the road is clear of children and the
school bus stop arm is withdrawn. (See diagram titled TWO LANE.)
• On a highway divided by a paved median, all drivers moving in either direction must stop
for a school bus displaying a stop signal and must remain stopped until the road is clear of
children and the school bus stop arm is withdrawn. (See diagram titled MULTI-LANE
PAVED ACROSS.)
• The only time traffic approaching an oncoming school bus does not need to stop is if there
is a raised barrier such as a concrete divider or at least five feet of unpaved space
separating the lanes of traffic. (See diagram titled DIVIDED HIGHWAY.)
• On a highway divided by a raised barrier or an unpaved median at least five feet wide,
drivers moving in the opposite direction do not have to stop for the bus. (Note that painted
lines or pavement markings are not considered barriers). However, these motorists should
slow down and watch for students loading or unloading from the bus. (See diagram titled
DIVIDED HIGHWAY.)
Penalties for passing a stopped school bus include:
• A moving violation subject to citation
• Requirement to complete a basic driver improvement course upon conviction
• Four points on your driver's license
• A minimum fine of$165.00 (If you pass on the side where children enter and exit, you
will receive a minimum fine of$265.00.)
