This residential and business friendly atmosphere is a livable, attractive, safe,inclusive and sustainable coastal community that embraces the oceanside and riverside as the main amenities, and supports and promotes local tourism, culture,recreation, commerce,municipal civic interests and education. We envision: A City network of"complete streets"with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. "Complete street"amenities include bicycle facilities,covered transit stops and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach,river, local neighborhoods and adjacent communities. Our improved"complete streets"will allow us to travel calmly to intimate waterfront destinations and a walkable uptown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. Administrative Services Update for Week Ending August 3, 2018 City Manager's Office The City Manager's Office is responsible for the day-to-day administration of all City departments in accordance with City Council's established policies and direction, local ordinances, resolutions and State and Federal laws,rules and regulations. Telephone conferences, meetings with citizens, documents prepared, reviewed, approved and meetings or conferences held are numerous and may not all be included in the Weekly Update. Highlights: • Communicated with department directors, the Mayor and Council Members regarding various projects, issues and initiatives. • The executive assistant(EA)provided assistance to the city manager, the Mayor, Council Members and department directors. • The EA received and responded to several Community calls and emails and provided coverage at the front window of City Hall. • The EA coordinated interior details for City Hall with Staff and vendors. City Clerk's Office City Clerk's Office (CCO) Staff performed day-to-day duties and responsibilities and assisted with various telephone and walk-in requests from the public and Staff. CCO Staff also provided coverage and assistance at the reception window in City Hall, as well as to the City Manager's Office and City Council Members. Highlights: • Records management The on-the-job (OTJ) training employee continued assisting with organizing, scanning, verifying and prepping records for off-site scanning and disposition. Acquired quotes for potential records disposition and onsite services. • Public records requests Continued processing a request for City demolition contractor and public records request records. Met with economic development and code enforcement Staff regarding the City Hall electronic marquee sign. Met with the City attorney regarding elections law and Community Redevelopment Agency task assignments. Met with the City planner regarding Americans with Disabilities Act(ADA) website compliance and geographic information systems data-sharing program. Attended a Staff meeting to discuss projects and priorities. • City elections—The official qualifying period for the Mayor's seat runs from 12 p.m. (noon) on Friday,August 10, 2018 to 12 p.m. (noon) on Friday,August 24, 2018. The second ad for the qualifying period ran August 2, 2018 in"Florida Today." Individuals planning to run—or those who have announced an intention to do so—should visit the City Clerk's Office as soon as possible. Election packets have been finalized and three have been picked up as of August 3, 2018. Two individuals have announced their intention to run. Community Development Update for Week Ending August 3, 2018 Staff performed day-to-day duties and responsibilities and assisted with various telephone and walk-in requests from the public, including performing plan reviews,processing permits, conducting inspections,performing site visits, issuing notices and conducting research. Building Division The Building Division conducted 84 inspections and completed 14 plan reviews. The division also processed 39 new building permit applications and 43 payments for permits that were picked up and corrected 3,000 Business Tax Receipts (BTR) for mailout. Highlights: • Responded to 102 emails, faxes and calls requesting permit, zoning and/or BTR information and 51 voicemails. • Processed two new contractors' information packets consisting of contractor licenses, liability insurance and workers' compensation insurance—to allow them to pull permits in Cape Canaveral. • Assisted 41 walk-ins regarding miscellaneous items. • Processed two payments for After-the-Fact Permits/construction contractor citations for contractor work performed prior to obtaining the required building permits. • Processed one payment for a variance application for 409 Washington Avenue. • Processed one payment for Community appearance application for 8801 Astronaut Boulevard(Wave Development, LLC). • Provided assistance in completing building permit applications as needed. • Contacted two contractors regarding scheduling final inspections for building permits that are nearing expiration and permits that recently expired. • Provided five notary services. • Provided receptionist coverage for the front counter at City Hall. Code Enforcement The Code Enforcement Division performed day-to-day duties and responsibilities, assisted with various requests from the public and provided office coverage throughout the week. Highlights: • Received 15 new requests giving life-safety issues priority, followed closely by Community appearance and property maintenance. • Issued two notices of violation. • Assisted 25 residents with building and code enforcement requests at the front counter. • Conducted 35 site inspections. • Removed six signs from right-of-ways and telephone poles within the City. • Responded to 46 voicemails regarding complaints and inquiries. • Responded to 19 lien search requests. • Responded to 28 permit history requests. • Issued two door tags for visible violations to be corrected • Code enforcement officers continue to conduct daily Community sweeps for visible violations throughout the City. Planning The Planning Division performed day-to-day duties and responsibilities, assisted with various requests from the public and provided office coverage throughout the week. Highlights: • Provided receptionist coverage for the front counter at City Hall. • Provided coverage for the Building Division counter. • Provided customer assistance with permit applications, fees,payments and record requests. • Entered building permit applications into Springbrook. • Prepared meeting minutes for the Planning &Zoning Board meeting of July 25, 2018. • Assisted the Building Division with Business Tax Receipt (BTR)mailout. • Attended a projects and priorities meeting with directors and Staff. Community Engagement Update for Week Ending August 3, 2018 The Community Engagement Department is primarily responsible for the development, implementation and evaluation of public programs, Community meetings, public gatherings and Community engagement activities. Community engagement disseminates up-to-date information via the City website,Nixle and social media and also performs routine website maintenance and content sourcing throughout the City. The department is a bridge between residents and their local government and is dedicated to ensuring a high quality of life for an engaged Community. Postcards have started hitting mailboxes and as of August 3, 2018, we have received almost 805 responses, which is 200+more than we had last week. A, 3, ,Ai--- , 4 . , I4 , . Athletic Leagues • Kickball—We've reached the halfway point of the summer season and two teams remain undefeated: Graham's and WS. This will all change next week when these teams meet each other on the field. • Softball—The Thursday night league is now in Week 9 with the AlA Locals and JF just one win apart. If the weather cooperates,playoffs will take place at the end of the month. • Racquetball The Wednesday night advanced league started their first week. Energy levels were up, and everyone's game was on point. It looks like it's going to be a very exciting season! • Tennis—The Monday night tennis league is getting close to the end of their season, as bad weather keeps pushing it back. The Wednesday night league will wrap up their playoffs with the championship next week. Cape View's Back-to-School Jam This week, 216 Cape View Elementary School students received the supplies they needed to start their school year right! With the assistance of our Brevard County Sheriff's Office (BCSO) Police Athletic League (PAL)volunteers and the overwhelming generosity of Veterans of Foreign Wars (VFW) Post#10131 and its auxiliary, each bag was packed with grade-specific school supplies for students in kindergarten through sixth grade. Cape Canaveral PAL Kid Grows Up and Gives Back Max Trapasso, a resident of Cape Canaveral who attended Cape View Elementary School and Cocoa Beach Jr/Sr High became involved with the BCSO PAL Youth Directors Council (YDC)when he was just 12 years old. Max volunteered endless hours for the City of Cape Canaveral during his six years with the YDC/PAL program and also worked as a summer recreation leader for the City's summer camp. Because of his tremendous involvement with the PAL organization at both local and State levels, Max was appointed as chairperson for the State of Florida PAL annual conference. He was a recipient of the Tomorrow's Team Scholarship award of$1,000.00 and in 2015 was recognized as PAL's Boy of the Year, receiving both a computer and another$1,000.00 scholarship. Max is currently a senior attending Rosen College of Hospitality Management majoring in entertainment. He also works at Universal Orlando as a relief lead on the Dr. Doom ride where he supervises nearly 60 employees. The PAL program has meant a lot to Max—much more than words can express! In 2015, Max initiated the Max Trapasso Scholarship award as a way of showing his appreciation for the organization that helped him become the leader he is today. Every year Max gathers applications from PAL kids across - the State who write an essay titled"What PAL Means to You."Max presents the winner of this essay contest with a $500.00 check at the annual State of Florida PAL Conference in Orlando. Economic Development Update for Week Ending August 3, 2018 Performed day-to-day duties and responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted research as necessary. City Hall Status The Public Works Services Department continued installing the art railing inside the building. • Met with an electrician to obtain a proposal to install three additional electric vehicle chargers to serve six additional parking spaces. Multi-Generational Facility and the CAPE Center • Reviewed the latest revised schematic plans. The track and basketball standards have been addressed. The owner has expressed an interest in transferring the property ownership to the City in exchange for certain time-bracketed hotel development rights, consistent with current zoning codes. Staff is evaluating. • Continued working with the City Attorney's Office and a homeowners' association(HOA) on a resolution of the Ocean Woods buffer zone issue. The HOA wishes to comply with the requirement to maintain a 60-foot wide natural vegetative buffer along its north boundary, while simultaneously maintaining the currently overgrown storm drainage system within the buffer area. • Reviewed opportunity sites with a residential real estate broker regarding a potential multi-family development. • Created a spreadsheet database of all City of Cape Canaveral restaurants licensed as permanent seating establishments by the State of Florida. There are 29 restaurants currently operating and four more under licensing review by the State. Public Works Services Update for Week Ending August 3, 2018 Staff performed day-to-day duties and responsibilities and assisted with various telephone and walk-in requests from the public. Water Reclamation Facility — Sanitary Sewer System Oxidation Ditch Rehabilitation Project Full bypass operations from the oxidation ditch to the equalization basin were started in mid-January. The ditch was emptied and cleaned of sand, debris and sludge. Structural analysis observed extensive damage to several of the concrete columns and walkways along the northern end of the ditch. Replacement of the columns and walkways is complete. Other ongoing activities include the installation of new mixers, weirs and other equipment prior to placing the ditch back into service. The ditch is scheduled for start-up in late September. Sludge Belt Press and Polymer System The polymer system controls the volume of polymer and dilution water through a motorized mixing chamber to provide an activated polymer solution to feed to the sludge. Take the Community survey www.cityofcapecanaveral.org/survey. Street Repairs The City of Cocoa repaired a large hole that formed at the intersection of Monroe Avenue and the N. Atlantic Avenue right-of-way. The hole formed in an area where the City of Cocoa recently performed a water line repair. Street repairs at the western end of Monroe Avenue, looking west Force Main #3 Replacement Project The project was initiated and includes the replacement of Force Main#3 located within several right-of-ways in the north-central portion of the City. Work to date includes the installation of sewer pipe in an easement along the western side of the former Craig Technologies parking lot and beneath Thurm Boulevard and W. Central Boulevard. The new line was pressure tested on July 10, 2018 and passed inspection. Florida Department of Environmental Protection(FDEP)provided final approval to place the new force main into service. Tie-ins to the existing force main along Thurm Boulevard and Lift Station No. 2 will be completed in the next two weeks. Maintenance of Traffic (MOT) includes occasional lane closures on Thurm Boulevard and W. Central Boulevard. Lift Station No. 2 and Holman Road Sewer Improvements This project was initiated and includes the excavation and replacement of the existing sanitary sewer pipe and manholes from Lift Station No. 2 on Center Street to the northwestern corner We want to hear from YOU! Take the Community survey www.cityofcapecanaveral.org/survey. of Holman Road. Work to date includes dewatering and the installation of sewer pipe in the vicinity of Lift Station No. 2. Current activities include the installation of sewer pipe and manholes in the easement adjacent to the former Tech-Vest Facility. MOT will be in place on Center Street and may include closure of one lane of traffic. The project may take up to 365 days to complete. Stormwater Federal Emergency Management Agency (FEMA) Community Rating System (CRS) Meeting Staff assisted the Community Development Department in preparing documentation and attending the FEMA CRS meeting. Areas of report preparation included stormwater management, floodplain management and drainage system maintenance. Staff is currently preparing a response to FEMA flooding concerns in Cape Canaveral. Miscellaneous Estuary Grant Property—Long Point Road Staff is reviewing a proposed participation agreement(PA) from the St. Johns River Water Management District (SJRWMD)to further define project activities at the western end of the City's property on Long Point Road. Approval of the PA will be an agenda item at the August City Council meeting. If approved, the PA obligates SJRWMD to fund the habitat restoration activities in the western portion of the site. Staff is also discussing the possibility of the City taking ownership of a portion of River Gardens condominiums property for additional habitat rehabilitation with the property owners. Brevard County Sheriff's Office Canaveral Precinct Update for Week Ending August 3, 2018 Parents: Back to School Safety Parents, teach your children: • A stranger is a person you do not know. Most strangers are nice, but bad strangers and good strangers look and act the same, so avoid all strangers. • Their full name, address and phone number, including area code. • Your full name,where you work and your phone number. • Your secret password A word or phrase known only by you and your children. • To never go anywhere unless they have a parent's permission and secret password. Stress how important it is that they have permission even if they are going with a family member, friend of the family, etc. • To never to go with anyone who does not give your secret password. • A sheriff's deputy or police officer is his or her friend. • To scream, kick, yell and shout "Fire!" if they are in trouble. • How to make a long-distance call, get the operator and dial 9-1-1 using a variety of phones. • To take a friend along when they go to playgrounds, stores, movies, etc. • To never walk or play alone outside at night. • To come home before dark. • If anyone in a car bothers them, turn and run in the opposite direction. It is not easy for a car to change directions suddenly. • When frightened, run to the nearest person they can find. Locate a sheriffs deputy or police officer, a person working in a yard or a neighborhood house or store. While they should always stay away from strangers who approach you, it is OK to ask an adult you do not know for help. • If a stranger tries to follow them on foot or tries to grab them, they should run away, scream and make lots of noise. It is safer and more fun. • Never play or hang around in public areas like restrooms or elevators. • Teach your children to walk confidently and stay alert to where they are and what is going on around them. • If something seems wrong or feels wrong, it's okay to say"NO"to an adult, even an adult they know. Teach Children How to Respond How children respond to trouble will depend upon their ages and the particular circumstances they encounter. More importantly, however, is whether a child knows what to do and where to go when feeling threatened. How does your child react when approached by someone unfamiliar? Even preschoolers can learn what to do and what not to do when confronted by a stranger. Here are some tips: • Avoid scare tactics. It can be upsetting for a child to feel she or he lives in a dangerous world filled with strangers who are out to do her or him harm. It's far more helpful for her or him to experience the world as basically a safe place. She or he just needs to know and follow a few simple rules. • Talk about what's OK. Tell her or him, "When you're with Mom or Dad and someone you don't know says `hello' to you, it's nice to say `hello' back to them." • Talk about what's not OK.You can tell your child that most people are nice and friendly and want to help each other. But there are a few bad people who want to harm others. One way you know them is if they ask you to go with them without telling your parents, your teacher or your babysitter. Make sure your children know that their private parts are off limits to any adult or older child. Let your child know that they can tell you anything and that you will believe them. It is important that your child knows that there should be no secrets, especially those involving an adult. We want to hear from YOU! Together, make a list of the ideas you come up with, like testing the stranger with a secret password, running away and yelling "Fire," asking a nearby grownup to help you, looking for a police officer or going to the nearest store, etc. Then choose the ones your child is most comfortable with. • Role play. Play the part of a stranger who may seem friendly and innocent but really isn't: "Hi, want to come to my house? I have a big bag of candy for you." "Your mother is in the hospital, and she told me to come and get you and bring you to her." "I'm a modeling agent and I think you could become a famous model."By rehearsing the scenario in advance, you will have given your child the means and the confidence to protect himself or herself if he or she is ever confronted with the real thing. Brown W/M, 03/01/1987, was arrested for an active Brevard Arrest County warrant. 18-00261955 During a traffic stop, Mr. Clay E Dallas, W/M, 04/23/1999, had in his Arrest possession less than 20 grams of cannabis and a cannabis smoking pipe. Mr. Dallas was arrested and issued a notice to appear. 18-00262158 During the course of a traffic stop, Eric D. Peoples, W/M, 02/23/1995, Arrest provided a false name and date of birth. It was discovered that Mr. Peoples had an active felony arrest warrant. A scale with cannabis residue was located within the center console of the vehicle. Mr. Peoples was transported to jail. 18-00262831 Ms. Jayme M. Bahrenburg, W/F, 08/28/1989, advised she received a Stolen Vehicle phone call on 07/25/2018 from MAK Towing advising her vehicle was impounded approximately two weeks prior and they were attempting to collect payment. After further investigation, it was discovered Ms. Bahrenburg's ex-boyfriend, Mr. John Terrero, W/M, 04/28/1983,posed as a property manager to have her vehicle towed unlawfully from her residence. This case is active and referred to Deputy Butler for further investigation. 18-00263018 Angie Roseneberg, W/F, 3/25/1974, was arrested for a warrant out of Arrest our agency for burglary with a battery. 18-00263378 Mr. Michael Allen Young, W/M,10/09/1990, was trespassed from the 18-00263391 Circle K. Hammer, W/M, 7/15/1985, was arrested for driving under Arrest the influence and possession of Oxycodone without a prescription. Mr. Hammer refused a breath test. 18-00268550 Christine Marie Reynolds, W/F, 8/19/1986, was located at her residence Arrest and taken into custody on a felony violation of probation warrant. Ms. Reynolds was transported to jail without incident. 18-00268850 Pursuant to a traffic stop,Nicole Marie Miller, W/F, 11/19/89,was Arrest arrested for possession of less than 20 grams of marijuana and possession of drug paraphernalia. Ms. Miller was released from the scene with a court date. 18-00268680 Melinda Weaver, W/F, 12/08/1969, was observed running a red light at Arrest Central Boulevard and Astronaut Boulevard. Pursuant to a traffic stop, Ms. Weaver was arrested for driving under the influence. A glass pipe with with marijuana residue was also located during a search of her property. 18-00268750 A white Mazda hatchback bearing Florida tag 981NLX was parked at Arrest the Young Avenue beach access. Contact was made with the occupants, Michael Post, W/M, 05/25/2018, and Olivia Fay W/F, 08/08/2000. During a probable cause search, a small amount of marijuana was located. Mr. Post was charged with possession of less than 20 grams of marijuana and was released from the scene with a court date. 18-00230339 Johnnie Mae Smith, B/F, 9/5/1986,was arrested after she was positively Arrest identified stealing Ms. Tiffany Ayliffe's vehicle on July 1, 2018. Ms. Smith was jailed and booked in on a $2,000.00 bond. 18-00269784 William J. Collyer, W/M, 3/14/1965 and Geoffery L. Parnum, W/M Trespass 8/26/1982,were trespassed from 430 Johnson Avenue#405. They are prior tenants and a standby was completed where they got all of their property and security deposit from the realtor and have no further necessity to come to the residence. 18-00270390 A four-foot sinkhole developed in the roadway at Monroe Avenue and Road Obstruction N Atlantic Avenue.
