Cape Canaveral Vision Statement We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming residential feel, characterized by low-rise buildings. This residential and business friendly atmosphere is a livable, attractive, safe,inclusive and sustainable coastal community that embraces the oceanside and riverside as the main amenities, and supports and promotes local tourism, culture,recreation, commerce,municipal civic interests and education. We envision: A City network of"complete streets"with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. "Complete street"amenities include bicycle facilities,covered transit stops and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach,river,local neighborhoods and adjacent communities. Our improved"complete streets"will allow us to travel calmly to intimate waterfront destinations and a walkable uptown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. We envision: Welcoming community entrance features that create a sense of arrival and unique community identity as The Space Between. The"uptown"and other areas will contain an architecturally rich and unique mix of uses,with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact and enjoy drinks and dinner. We envision: An engaged and compassionate community that; removes or transforms blighted and unfinished buildings into attractive structures,offers city-wide green spaces,provides a pet-friendly park with ample shade,acts progressively but deliberately and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors with goodwill. Administrative Services Update for Week Ending July 27, 2018 City Manager's Office The City Manager's Office is responsible for the day-to-day administration of all City departments in accordance with City Council's established policies and direction, local ordinances, resolutions and State and Federal laws,rules and regulations. Telephone conferences, meetings with citizens, documents prepared, reviewed, approved and meetings or conferences held are numerous and may not all be included in the Weekly Update. Highlights: • Communicated with department directors, the Mayor and Council Members regarding various projects, issues and initiatives. • The executive assistant (EA) provided assistance to the city manager, the Mayor, Council Members and department directors. • The EA received and responded to several Community calls and emails and provided coverage at the front window of City Hall. • The EA coordinated interior details for City Hall with Staff and vendors. City Clerk's Office City Clerk's Office (CCO) Staff performed day-to-day duties and responsibilities and assisted with various telephone and walk-in requests from the public and Staff. CCO Staff also provided coverage and assistance at the reception window in City Hall, as well as to the City Manager's Office and City Council Members. Highlights: • Records management An on-the-job (OTJ)training employee assisted with scanning, verifying and preparing records for disposition. We want to hear from YOU! Acknowledged and clarified a request for City permit records. • City Council—Continued preparing and reviewing items and the agenda for the August 21, 2018 budget workshop and regular meeting. • Meetings with Staff—Met with the City manager regarding various initiatives and issues. Met with the financial services and community engagement directors regarding the August City Council budget workshop. Met with the economic development director regarding recording technology in Council chambers. • City elections—The official qualifying period for the Mayor's seat runs from 12 p.m. (noon) on Friday,August 10, 2018 to 12 p.m. (noon) on Friday,August 24, 2018. The first ad for the qualifying period ran July 19, 2018 in"Florida Today." Individuals planning to run—or those who have announced an intention to do so—should visit the City Clerk's Office as soon as possible. Election packets have been finalized and three have been picked up as of July 25, 2018. Two individuals have announced their intention to run. For more information, please visit www.citvofcanecanaveral.ora/election and www.votebrevard.com. • Crossing guards—Conducted the annual training required by the Florida Department of Transportation(FDOT) for the new and returning Cape View Elementary School crossing guards and school resource officer. Human Resources & Risk Management Human Resources (HR) &Risk Management Staff performed day-to-day duties and responsibilities to include training, employee relations, applicant recruiting and screening, benefits administration, Staff performance evaluations and all matters pertaining to workers' compensation, general liability and property insurance. United States Employment Summary According to the U.S. Bureau of Labor Statistics Monthly Employment Situation Summary: • Total nonfarm payroll employment increased by a seasonally adjusted 213,000 in June 2018. • The nation's unemployment rate rose to a seasonally adjusted 4.0%, an increase of 0.2 percentage points. • In June 2017, the jobless rate was 4.3%, and the number of unemployed persons was 7.0 million. • Job growth occurred in professional and business services, manufacturing and health care. • The retail trade lost jobs. • The number of unemployed persons increased by 499,000 to 6.6 million. • The number of long-term unemployed(those jobless for 27 weeks or more) increased by 289,000 in June to 1.5 million. These individuals accounted for 23.0% of the unemployed. Unemployment Rate by Worker Groups • Unemployment rates for adult men (3.7 %), adult women (3.7 %) and Asians (3.2 %) increased in June. • The jobless rate for teenagers (12.6 %), Whites (3.5 %), Blacks (6.5 %) and Hispanics (4.6%) showed little or no change over the month. Greene, City Manager FROM: John DeLeo, Administrative/Financial Services Director DATE: July 24, 2018 RE: Monthly Financial Report—June 2018 Staff is pleased to present the Monthly Financial Report for the period ending June 30. 2018. At this point in the Fiscal Year, the Year to Date Actuals should be 75% of the total annual budget. Total General Fund Departmental costs are under target by 4.6%. Administrative Services is running under target at 61.1%. Fire Rescue and Protective Services combined costs are under target by 3.1%. Community and Economic Development and Building and Code Enforcement are under costs by 25%. Leisure Services is 10.6% below target. Non-Departmental expenditures are under budgetary projections by 20.8%. The Community Redevelopment Agency (CRA) has incurred $54,666 for the current Fiscal Year. Wastewater Fund overall costs are under target at 64.8%. The Stormwater Fund is under target by 1.8%. The Enterprise Capital Fund is under costs at 50.7%. The City's General Fund investments total $9,658,196.80; Special Revenue investments total $315,326.28; and Enterprise Fund investments total $955,962.46. The Grand total of all investments is $10,929,485.54. The Annual Rate of Return for each Investment is attached. If you have questions or wish anything additional, please contact me. 1 City of Cape Canaveral Fund Narrative Period Ended June 30, 2018 Revenue Ad Valorem Tax To date, the City has received 100% plus of its ad valorem revenue. This amount reflects the current and delinquent ad valorem. Local Option Gas Tax This amount represents an accrual for May and June based on actual collections for October through April. Fiscal Year 2017-18 budget is slightly more than Fiscal Year 2016-17. Franchise Fees, Utility Service Taxes and Communications Service Tax This amount represents an accrual for May and June based on actual collections for October through April. This revenue is below target at this point but hopefully this trend will improve. Permits and Licenses Permits and Licenses are above target at 104.8%. This is a direct result of an improved real estate climate resulting in an increase in building permits. State Shared Revenues This amount represents an accrual for May and April based on actual collections for October through April. This revenue source is slightly over target at 76.6%. Garbage and Recycling Revenues This amount represents collections for the months of October through June. This revenue line is slightly under target at 72.8%. This revenue source, however, tends to fluctuate from month to month. Recreation Fees (Leisure Services) Recreation Fees are above target at 93.3%. This revenue source will continue to pick up as the year progresses and additional activities commence. Friday Fest continues to be a big success for the City. Investment Income Investment Income is above target at 101.5%. This is the result of interest rates that continue to move upward. Utility Operating Income (Wastewater Fund) Utility Operating Income is slightly under target at 74.7%. Stormwater Utility Fees (Stormwater Fund) Stormwater Utility Fees are slightly under target at 74.9%. Building Division The Building Division conducted 126 inspections and completed 26 plan reviews. The division also processed 46 new building permit applications, 30 payments for permits that were picked up and 43 renewals or new Business Tax Receipts (BTR), alarm and/or fire notices and payments. Highlights: • Attended diversity awareness training. • Responded to 135 emails, faxes and calls requesting permit, zoning and/or BTR information and 70 voicemails. • Assisted 34 walk-ins regarding miscellaneous items. • Processed one new contractor's information packet consisting of contractor licenses, liability insurance and workers' compensation insurance to allow them to pull permits in Cape Canaveral. • Processed three payments for After-the-Fact Permits/construction contractor citations for contractor work performed prior to obtaining the required building permits. • Processed two payments for re-inspection fees and one payment for expired permit fees. • Provided assistance in completing building permit applications as needed. • Contacted three contractors regarding scheduling final inspections for building permits that are nearing expiration and permits that recently expired. • Started preparation of Business Tax Receipt Renewals for mailing out. • Provided receptionist coverage for the front counter at City Hall. The board approved this by a vote of 3 -2. • Received contracts from the Florida Department of Environmental Protection for $67,000.00 of grant funding for purposes of preparing a resiliency plan. The plan will be prepared by the East Central Florida Regional Planning Council over the next nine months. It was the intention of the Brevard County Natural Resources Office to assemble a utilities panel consisting of public works services directors. Public Works Services Update for Week Ending July 27, 2018 Water Reclamation Facility — Sanitary Sewer System Oxidation Ditch Rehabilitation Project Full bypass operations from the oxidation ditch to the equalization basin were started in mid-January. The ditch was emptied and cleaned of sand, debris and sludge. Structural analysis observed extensive damage to several of the concrete columns and walkways along the northern end of the ditch. Replacement of the columns and walkways is complete. Other ongoing activities include the installation of new mixers, weirs and other equipment prior to placing the ditch back into service. The ditch is scheduled for start-up on September 27, 2018. Current project construction completion: 94%. Force Main #3 Replacement Project The project was initiated and includes the replacement of Force Main#3 located within several right-of-ways in the north-central portion of the City. Work to date includes the installation of sewer pipe in an easement along the western side of the former Craig Technologies parking lot and beneath Thurm Boulevard and W. Central Boulevard. The new line was pressure tested on July 10, 2018 and passed inspection. The contractor is currently waiting on final approval from the Florida Department of Environmental Protection (FDEP) to place the new force main into service. Maintenance of Traffic (MOT) includes occasional lane closures on Thurm Boulevard and W. Central Boulevard in the next few days. Current project construction completion: 95%. Lift Station No. 2 and Holman Road Sewer Improvements This project was initiated and includes the excavation and replacement of the existing sanitary sewer pipe and manholes from Lift Station No. 2 on Center Street to the northwestern corner of Holman Road. Miscellaneous Estuary Grant Property—Long Point Road Staff is reviewing a proposed participation agreement from the St. Johns River Water Management District (SJRWMD)to further define project activities at the west end of Long Point Road. Staff is also discussing the possibility of the City taking ownership of a portion of River Gardens condominiums property for additional habitat rehabilitation with the property owners. The goals of the project are to improve the native habitat by reconnecting the existing mosquito ditches to the Banana River, removing pepper trees and other invasive species and replanting native trees and mangroves. Federal Emergency Management Agency (FEMA) Community Rating System (CRS) Staff assisted the Community Development Department in preparing documentation for the FEMA CRS. Areas of report preparation included stormwater management, floodplain management and drainage system maintenance. A meeting with FEMA Staff is scheduled for Tuesday, July 31, 2018. Final Report—Environmental Protection Agency Section 319 Grant Staff is preparing the final report for the grant received from FDEP for the City Park Stormwater Exfiltration Project. Grant funds supported the installation of over 4,000 stormwater chambers beneath both ballfields at Canaveral City Park. BCSO Warns Residents About Warrant-Styled Phone Scam • The BCSO has received several complaints this week from residents in reference to receiving fraudulent telephone calls from subjects S CA m claiming to be with the BCSO. The scammers inform the resident that he or she has an active ALERT warrant or summons for their arrest and that they need to pay $5,000.00 via a MoneyPak card in order to avoid being arrested.
