Cape Canaveral Vision Statement
We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming
residential feel, characterized by low-rise buildings. This residential and business friendly atmosphere
is a livable, attractive, safe, inclusive and sustainable coastal community that embraces the oceanside
and riverside as the main amenities, and supports and promotes local tourism,culture,recreation,
commerce,municipal civic interests and education.
We envision: A City network of"complete streets"with a native-landscaped and tree-lined median
with traffic calming elements and dark-sky street lighting. "Complete street"amenities include
bicycle facilities, covered transit stops and safe pedestrian crossings that invite pedestrians and
bicyclists to access the beach,river, local neighborhoods and adjacent communities. Our
improved"complete streets"will allow us to travel calmly to intimate waterfront destinations and a
walkable uptown core. Multi-use paths lined with shade trees should be wide enough for bikes
and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night.
We envision: Welcoming community entrance features that create a sense of arrival and
unique community identity as The Space Between. The"uptown"and other areas will contain an
architecturally rich and unique mix of uses,with wide tree shaded sidewalks and umbrella covered
café tables at restaurants and bistros where friends gather,interact and enjoy drinks and dinner.
We envision: An engaged and compassionate community that;removes or transforms blighted and
unfinished buildings into attractive structures, offers city-wide green spaces,provides a pet-friendly
park with ample shade, acts progressively but deliberately and actively recruits and supports
businesses that enhance economic viability and serve our residents and visitors with goodwill.

take advantage of the water, such as limited and quaint water-view establishments and intimate

Update for Week Ending July 20, 2018
City Manager's Office
The City Manager's Office is responsible for the day-to-day administration of all City
departments in accordance with City Council's established policies and direction, local
ordinances, resolutions and State and Federal laws,rules and regulations. Telephone
conferences, meetings with citizens, documents prepared, reviewed, approved and meetings or
conferences held are numerous and may not all be included in the Weekly Update.
Highlights:
• Communicated with department directors, the Mayor and Council Members regarding
various projects, issues and initiatives.
• The executive assistant (EA) provided assistance to the city manager, the Mayor, Council
Members and department directors.
• The EA received and responded to several Community calls and emails and provided
coverage at the front window of City Hall.
• The EA coordinated interior details for City Hall with Staff and vendors.
City Clerk's Office
City Clerk's Office (CCO) Staff performed day-to-day duties and responsibilities and assisted
with various telephone and walk-in requests from the public and Staff. CCO Staff also
provided coverage and assistance at the reception window in City Hall, as well as to the City
Manager's Office and City Council Members.
Highlights:
• Records management An on-the-job (OTJ)training employee assisted with scanning,
verifying and preparing records for disposition.
• Public records requests—Coordinated with the Community Development Department to
acknowledge and begin fulfillment of requests for building and construction permit

records and City demolition contractor records. Worked with other City departments to
fulfill a request for truck routes in the City.
• City Council Finalized and distributed the packet and agenda for the July 17, 2018
budget workshop and regular meeting. Continued finalizing and processing reservations
for Council Members to attend the Florida League of Cities Annual Conference in August.
• Meetings with Staff—Met with the City manager regarding various initiatives and issues.
Met with the City Manager's Office executive assistant regarding continuing consulting
agreements processing. Met with human resources regarding crossing guard training. Met
with community engagement and planning regarding website accessibility, standardizing
forms and naming documents throughout all departments.
• Training Attended safety policy training provided by the human resources director.
Assisted the City consultant and Brevard County Sheriff's Office personnel in preparation,
attendance and follow-up of training sessions.
• City elections—The official qualifying period for the Mayor's seat runs from 12 p.m.
(noon) on Friday,August 10, 2018 to 12 p.m. (noon) on Friday,August 24, 2018.
Individuals planning to run or those who have announced an intention to do so
should visit the City Clerk's Office as soon as possible. Election packets have been
finalized and three have been picked up as of July 11, 2018. Two individuals have

combine it with personal details provided by data brokers.
While the Affordable Care Act(also known as the ACA or Obamacare)prohibits insurers
from denying people coverage based on pre-existing health conditions or charging sick people
more for individual or small group plans,patients' personal information is used to determine
risk and determines prices of certain plans.
Such questions are moot in Europe,where a strict law took effect in May that bans trading in
personal data.
Highlights:
• HR and risk management continued to work with the Federal Emergency Management
Agency (FEMA) claims team with hopes of completing the City's claim process for
categories A through G.
• HR and risk management received a claims payment from Preferred Governmental
Insurance Trust, Inc. following property damage to a lift station caused by a lightning
strike.

Community Development
Update for Week Ending July 20, 2018
Staff performed day-to-day duties and responsibilities and assisted with various telephone and
walk-in requests from the public, including performing plan reviews,processing permits,
conducting inspections,performing site visits, issuing notices and conducting research.
Building Division
The Building Division conducted 124 inspections and completed 17 plan reviews. The
division also processed 40 new building permit applications, 31 payments for permits that
were picked up and two renewals or new Business Tax Receipts (BTR), alarm and/or fire
notices and payments.
Highlights:
• Responded to 38 emails, faxes and calls requesting permit, zoning and/or BTR
information and two voicemails.
• Assisted 21 walk-ins regarding miscellaneous items.
• Verified and/or scanned 79 pages of building documents.
• Processed three payments for After-the-Fact Permits/construction contractor citations for
contractor work performed prior to obtaining the required building permits.
• Processed one payment for re-inspection fees and two payment(s) for expired permit fees.
• Processed one new contractor's information packet—consisting of contractor licenses,
liability insurance and workers' compensation insurance to allow them to pull permits
in Cape Canaveral.
• Provided assistance in completing building permit applications as needed.
• Provided receptionist coverage for the front counter at City Hall.
Code Enforcement
Code enforcement performed day-to-day duties and responsibilities, assisted with various
requests from the public and provided office coverage throughout the week.

Highlights:
• Received 11 new requests giving life-safety issues priority, followed closely by
Community appearance and property maintenance.
• Issued two notices of violation.
• Assisted 32 residents with building and code enforcement requests at the front counter.
• Conducted 45 site inspections.
• Removed seven signs from right-of-ways and telephone poles within the City.
• Responded to 35 voicemails regarding complaints and inquiries.
• Responded to 22 lien search requests.
• Responded to 18 permit history requests.
• Issued three door tags for visible violations to be corrected.
• Issued warnings for two vehicles parked in the right-of-way and/or street.
• Posted two vehicles for towing.
• Code enforcement officers continue to conduct daily Community sweeps for visible
violations throughout the City.
Planning
The Planning Division performed day-to-day duties and responsibilities, assisted with various
requests from the public and provided office coverage throughout the week.
Highlights
• Provided receptionist coverage for the front counter at City Hall.
• Provided coverage for the Building Division counter.
• Provided customer assistance with permit applications, fees,payments and record
requests.
• Entered building permit applications into Springbrook.
• Assisted the BTR official with updating Springbrook for upcoming BTR information.
• Coordinated a teleconference with the City Attorney's Office to discuss a number of
department initiatives.

• Conducted a Community Development Department Staff meeting to discuss the July 17,
2018 City Council meeting and opportunities to provide an increased level of service for
residents.
• Received notification that the City has been awarded a Florida Department of
Environmental Protection grant in the amount of$67,000.00 to assist with developing a
vulnerability assessment to guide future City actions as we prepare for sea-level rise and
associated flooding.
• Received an annual lighting survey which identifies all visible lighting on the beach from
adjacent properties to prevent sea turtle hatchling disorientation. Code enforcement Staff
will work with property owners to address identified violations through shielding,
repositioning, replacing or turning off lights after 9:00 p.m. Because adult nesting females
can also be disoriented by improper lighting, restrictions apply from May 1 through
October 31 each year.

Community Engagement
Update for Week Ending July 20, 2018
The Community Engagement Department is primarily responsible for the development,
implementation and evaluation of public programs, Community meetings, public gatherings
and Community engagement activities. Community engagement disseminates up-to-date
information via the City website,Nixle and social media and also performs routine website
maintenance and content sourcing throughout the City. The department is a bridge between
residents and their local government and is dedicated to ensuring a high quality of life for an
engaged Community.

Responses to the survey were strong at first,but they have slowed down a great deal.
Nonetheless, we bypassed our previous record and have received xxx responses as of July 19,

Updated Zagster Bike Share Map and Data
As a result of errors spotted by Council Member
Randels, Staff requested and received corrected
maps of the Space Coast Bike Share. This
update makes it clearer that there is a station (
available in Cape Canaveral's Manatee % 4
Sanctuary Park. The community engagement
director has also been communicating with
Florida's Space Coast Office of Tourism regarding bike share usage data. Staff will analyze
these statistics and use them in our efforts to make the City more bikeable and walkable (See
attached.)

Week 7 of Summer Camp was jam-packed ERAL

playing games at Xeriscape Park and the Nancy CPQ * X93
Hanson Recreation Complex. On Tuesday, the
kids met the new baby manatee statue that will
be added to Manatee Sanctuary Park and
learned about how manatees impact our
ecosystem. Campers provided suggestions for
naming the manatee which will be sent to som■
community engagement Staff who are
organizing a contest to determine what the
manatee will be called.
Wednesday, a nutritionist and Staff from the University of Florida Institute of Food and
Agricultural Sciences taught campers about the food pyramid. After the presentation, campers
participated in a food pyramid fishing game in which they had to identify different food

groups with what they caught. In the afternoon, they learned about Irish traditional
music at the library. Thursday was spent swimming, diving and splashing in the pool at
the Cocoa Beach Aquatic Center. Campers wrapped up the week back at the library with
interactive story time.

Athletic Leagues
• Kickball resumed its season as scheduled and completed Week 3. Teams were excited
to take the field again after a couple weeks off due to rainouts and the Fourth of July.
There are three teams that remain undefeated.Softball completed Week 6 of its 10-
week schedule and The AlA Locals lead the pack with a 4— 1 record. Rainout games
will be made up at the end of the season before beginning playoffs.
• All tennis leagues are in playoffs with registrations taking place for next season. The
anticipated start date will be the week of July 30, 2018. Any player interested in
participating in either intermediate tennis or racquetball is encouraged to contact our
league coordinator, Ryan Shaw, at r.shaw@cityofcapecanaveral.org.
LED Light Replacement Complete!
Great news! All tennis and racquetball courts at the Nancy Hanson Recreation Complex are
officially lit with LED sport lighters! These lights use less than 45% of the energy required by
the old metal-halide bulbs, don't produce hot and cold spots of light on the playing surface
and can be turned on in an instant without requiring a huge draw of electricity to get warmed
up. Each light reflects at a 120-degree radius providing ample and even light coverage. The
last pole of the tennis courts had to be completed by an electrical company due to proximity to
an energized electrical pole.

Outrigger Canoe Regatta
A trial run for a May 2019 event took place at the north end of the City near Jetty Park last
Saturday, July 14, 2018. The trial included members from the local Lokahi Outrigger Canoe
Club as well as members of other clubs from around the State. Lokahi is a Hawaiian word that
means harmony and balance when people or things come together to start something new. The
local club is hosted out of Port Canaveral and all are welcomed to join. If you're interested in
learning about paddling these outrigger canoes,please contact club president Scott at(321)
543-7466. This should be a fascinating competition, and the City is looking forward to having
this one-of-a-kind multicultural event take place on our beach.

With the Space Coast Transportation Planning Organization director and officials from other
jurisdictions through which SR AlA crosses, attended the Florida Department of
Transportation (FDOT) District 5 SR AlA pedestrian studies status review meeting. The
group discussed several FDOT studies that are underway or being scoped to ensure all are in
concurrence on issues and problems along SR AlA. The goal of the meeting focused on a
future SR AlA with design consistency while acknowledging the individual character and
needs of the jurisdictions. Cape Canaveral Staff stressed the importance of our prioritized SR
AlA safety improvement items, especially a reduction of the speed limit to 35 mph
throughout our portion of the corridor and the need for several additional signalized pedestrian
crossings.
Multi-Generational Facility
Worked with the culture and leisure services director to review the latest programmatic design
submittal and critically reviewed space needs. Began a parking analysis which takes into
account the use of all of Canaveral City Park's various current and proposed uses and
schedules.

• Continued working with City Attorney's Office on a resolution of the Ocean Woods
buffer zone issue. The homeowners' association wishes to comply with the requirement to
maintain a 60-foot-wide natural vegetative buffer along its north boundary, while also
maintaining the currently overgrown storm drainage system within the buffer area.
• Meetings: City Council budget workshop and regular meeting of July 17, 2018 and
monthly Staff meeting.

Water Reclamation Facility— Sanitary Sewer System
Oxidation Ditch Rehabilitation Project
Full bypass operations from the oxidation ditch to the equalization basin were started in
mid-January. Current focus is on completion of all the repairs on the aeration bridge which
supports the aeration motors, gearbox, control box and mixer blades. Substantial completion
date for the project is September 28, 2018. Current project construction completion: 85%.

Return Activated Sludge (RAS) Valve Replacement Line Stop Project
Subcontractors replaced two RAS valves and installed an isolation line stop. RAS valve
replacement will help when installing a new RAS pump, motor and base. Current project
completion: 100%.

First Anoxic Basin Mixer Replacement Project
The first anoxic basin is the second stage of the five-stage sludge wastewater treatment
process. The basin is subdivided into two separate basins, and each basin contains one
submerged turbine mixer. Work included the replacement of a single turbine mixer. Both
mixers have now been replaced.

#3 Reuse Pump Motor and Base Project
The reuse pumping pad consists of six reuse water pumps. One pump, motor and base are
scheduled for replacement in each of the next four years fiscal years.

Fermentation Basin Sand Removal
City Staff worked with the inmate crew to remove six 20-yard dumpsters of sand from the
fermentation basin. The sand accumulation reduced the total capacity of the basin.
