Cape Canaveral Vision Statement
We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming
residential feel, characterized by low-rise buildings. This residential and business friendly atmosphere
is a livable, attractive, safe,inclusive and sustainable coastal community that embraces the oceanside
and riverside as the main amenities, and supports and promotes local tourism, culture,recreation,
commerce,municipal civic interests and education.
We envision: A City network of"complete streets"with a native-landscaped and tree-lined median
with traffic calming elements and dark-sky street lighting. "Complete street"amenities include
bicycle facilities,covered transit stops and safe pedestrian crossings that invite pedestrians and
bicyclists to access the beach,river,local neighborhoods and adjacent communities. Our
improved"complete streets"will allow us to travel calmly to intimate waterfront destinations and a
walkable uptown core. Multi-use paths lined with shade trees should be wide enough for bikes
and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night.
We envision: Welcoming community entrance features that create a sense of arrival and
unique community identity as The Space Between. The"uptown"and other areas will contain an
architecturally rich and unique mix of uses,with wide tree shaded sidewalks and umbrella covered
café tables at restaurants and bistros where friends gather, interact and enjoy drinks and dinner.
We envision: An engaged and compassionate community that; removes or transforms blighted and
unfinished buildings into attractive structures,offers city-wide green spaces,provides a pet-friendly
park with ample shade,acts progressively but deliberately and actively recruits and supports

Administrative Services
Update for Week Ending July 13, 2018
City Manager's Office
The City Manager's Office is responsible for the day-to-day administration of all City
departments in accordance with City Council's established policies and direction, local
ordinances, resolutions and State and Federal laws,rules and regulations. Telephone
conferences, meetings with citizens, documents prepared, reviewed, approved and meetings or
conferences held are numerous and may not all be included in the Weekly Update.
Highlights:
• Communicated with department directors, the Mayor and Council Members regarding
various projects, issues and initiatives.
• The executive assistant (EA) provided assistance to the city manager, the Mayor, Council
Members and department directors.
• The EA received and responded to several Community calls and emails and provided
coverage at the front window of City Hall.
• The EA coordinated interior details for City Hall with Staff and vendors.
City Clerk's Office
City Clerk's Office (CCO) Staff performed day-to-day duties and responsibilities and assisted
with various telephone and walk-in requests from the public and Staff. CCO Staff also
provided coverage and assistance at the reception window in City Hall, as well as to the City
Manager's Office and City Council Members.
Highlights:
• Records management An on-the-job (OTJ)training employee assisted with scanning,
verifying and preparing records for disposition.
• Public records requests—Coordinated with the Community Development Department to
acknowledge and begin fulfillment of requests for building and construction permit

records and City demolition contractor records. Worked with other City departments to
fulfill a request for truck routes in the City.
• City Council Finalized and distributed the packet and agenda for the July 17, 2018
budget workshop and regular meeting. Continued finalizing and processing reservations
for Council Members to attend the Florida League of Cities Annual Conference in August.
• Meetings with Staff—Met with the City manager regarding various initiatives and issues.
Met with the City Manager's Office executive assistant regarding continuing consulting
agreements processing. Met with human resources regarding crossing guard training. Met
with community engagement and planning regarding website accessibility, standardizing
forms and naming documents throughout all departments.
• Training Attended safety policy training provided by the human resources director.
Assisted the City consultant and Brevard County Sheriff's Office personnel in preparation,
attendance and follow-up of training sessions.
• City elections—The official qualifying period for the Mayor's seat runs from 12 p.m.
(noon) on Friday,August 10, 2018 to 12 p.m. (noon) on Friday,August 24, 2018.
Individuals planning to run or those who have announced an intention to do so
should visit the City Clerk's Office as soon as possible. Election packets have been
finalized and three have been picked up as of July 11, 2018. Two individuals have
announced their intention to run. For more information,please visit

Financial Services
Financial services Staff performed day-to-day duties and responsibilities and assisted with
various telephone calls and walk-in requests from the public.
• The City of Cape Canaveral's Proposed Budget Fiscal Year 2018-2019 and Capital
Improvement Plan Fiscal Year 2018-2019–2022-203 was completed and given to the

Human Resources & Risk Management
Human Resources (HR) & Risk Management Staff performed day-to-day duties and
responsibilities to include training, employee relations, applicant recruiting and screening,
benefits administration, Staff performance evaluations and all matters pertaining to workers'
compensation, general liability and property insurance.
Highlights:
• Training Tuesdays—HR presented three Staff workshops outlining specifics pertaining
to the City's safety policy. The next Staff training sessions will be conducted on July 24
and will focus on diversity awareness.

Community Development
Update for Week Ending July 13, 2018
Staff performed day-to-day duties and responsibilities and assisted with various telephone and
walk-in requests from the public, including performing plan reviews,processing permits,
conducting inspections,performing site visits, issuing notices and conducting research.
Building Division
The Building Division conducted 141 inspections and completed 14 plan reviews. The
division also processed 33 new building permit applications, 43 payments for permits that
were picked up and 70 renewals or new Business Tax Receipts (BTR), alarm and/or fire
notices and payments.
Highlights:
• Attended City safety policy training.
• Responded to 13 emails, faxes and calls requesting permit, zoning and/or BTR
information and 23 voicemails.
• Assisted three walk-in customers regarding miscellaneous items.
• Provided assistance in completing building permit applications as needed.
• Provided receptionist coverage for the front counter at City Hall.
Code Enforcement
Code enforcement performed day-to-day duties and responsibilities, assisted with various
requests from the public and provided office coverage throughout the week.
Highlights:
• Received 11 new requests giving life-safety issues priority, followed closely by
Community appearance and property maintenance.
• Issued two notices of violation.
• Assisted 32 citizens with building and code enforcement requests at the front counter.

• Conducted 48 site inspections.
• Removed seven signs from right-of-ways and telephone poles within the City.
• Responded to 35 voicemails regarding complaints and inquiries.
• Responded to 22 lien search requests.
• Responded to 18 permit history requests.
• Issued three door tags for visible violations to be corrected
• Issued warnings for two vehicles parked in the right-of-way and/or street.
• Posted two vehicles for towing.
• Code enforcement officers continue to conduct daily Community sweeps for visible
violations throughout the City.
Planning
The Planning Division performed day-to-day duties and responsibilities, assisted with various
requests from the public and provided office coverage throughout the week.
Highlights
• Provided receptionist coverage for the front counter at City Hall.
• Provided coverage for the Building Division counter.
• Provided customer assistance with permit applications, fees,payments and record
requests.
• Entered building permit applications into Springbrook.
• Prepared and distributed the agenda packet for the upcoming Planning& Zoning Board
meeting on July 25, 2018. Agenda includes:
o Quasi-judicial and/or public hearing: Consideration and recommendation re:
Ordinance 06-2018 to rezone 8550 Astronaut Boulevard(Parcel
#24-37-15-00-815) from C-2 to planned development, per City Code of
Ordinances, Section 110-742 Cape Canaveral joint venture, applicant.
• Attended City safety policy training, How-to-Run-an-Effective Meeting training session
and safety training during board meetings.
• Met with a resident about the use of native species for buffering and sound mitigation
purposes.

• Met with a resident regarding the construction of a duplex on Pierce Avenue. The site has
historically been a flooding problem, so discussion involved the City engineer and how
best to deal with stormwater.
• Met with a resident regarding the addition of a 2'story to a residential structure and how
best to address the structure's non-conforming status.

Community Engagement
Update for Week Ending July 13, 2018
The Community Engagement Department is primarily responsible for the development,
implementation and evaluation of public programs, Community meetings, public gatherings
and Community engagement activities. Community engagement disseminates up-to-date
information via the City website,Nixle and social media and also performs routine website
maintenance and content sourcing throughout the City. The department is a bridge between
residents and their local government and is dedicated to ensuring a high quality of life for an
engaged Community.

Fire Rescue to tour the firehouse. Firefighters
gave them an idea of what a day in the life of a I'

firefighter looked like. Campers were shown all
the equipment that is kept in the truck and
learned what each tool was used for. That same / .
week, they met the newest deputy in the
Brevard County Sheriffs Office K-9 Unit. His
name is Blue, and he is a 12-week-old
bloodhound puppy that was sworn in as a deputy on July 11, 2018. Campers learned all about
the training these dogs go through and saw how dogs use their noses to find what they are
looking for. They asked Blue's handler questions about what it is like to be a deputy and
learned all about the equipment he carries.

LED Light Replacement Continues
This week, Staff focused on replacing the old metal-halide lamps with energy-efficient LED
lights inside the racquetball courts. In the long run, these lights will save over 50% in electric
costs while in use and will improve visibility inside the courts. Below are before and after

Our library is so much more than books and media, so stop by and experience all of the
wonderful programs it has to offer. On Tuesday of next week, for example, a nurse from VNA
Community Wellness will be providing free health screenings from 12:00 p.m. to 1:00 p.m.

all current studies that are underway or being scoped for SR AlA in Cape Canaveral and
neighboring jurisdictions to ensure all are in concurrence on issues or problems in each
jurisdiction. Cape Canaveral concerns were detailed in Resolution 2018-01, adopted by
City Council earlier this year. Cape Canaveral priorities include the lowering of the speed
limit to 35 mph and additional signalized pedestrian crossings.
• Segment from N. Atlantic Avenue to George King Boulevard:
o Curb and gutter design funding is approved, and design will be completed in Fiscal
Year 2019.
o There will be right-of-way impacts. TPO can only fund so much. FDOT will need
to provide the rest. We will know more about the extent of the impacts when the
design is complete.
o Kick-off meeting to be scheduled soon.
• Attended the City safety policy training meeting hosted by the human resources director.
• Attended How-to-Run-an-Effective-Meeting session with board chairs and department
directors, hosted by City Consultant Dr. Tom Freijo.
• Met with several department directors and commercial property owners regarding
maintenance issues related to W. Central Boulevard.
• Ocean Woods buffer zone update: Corresponded with the homeowners' association
president. Obtained site development plans regarding utility easements in the required
vegetative buffer area. Reviewed this with the capital projects director. Staff will
coordinate with the City Attorney's Office to assess the scope of the challenges regarding
stormwater and swale systems maintenance and the overgrowth of Brazilian pepper trees.

Public Works Services
Update for Week Ending July 13, 2018

walk-in requests from the public.
Water Reclamation Facility— Sanitary Sewer System
• Lift Station No. 2 and Holman Road Sewer Improvements
This project was initiated and includes the excavation and replacement of the existing
sanitary sewer pipe and manholes from Lift Station No. 2 on Center Street to the
northwestern corner of Holman Road. Work to date includes dewatering and the
installation of sewer pipe in the vicinity of Lift Station No. 2. Future activities include
connection of the sewer pipe to Lift Station No. 2 and installation of sewer pipe in the
easement adjacent to the former Tech-Vest Facility. MOT will be in place on Center Street
and includes frequent closure of one lane of traffic. The project may take up to 365 days to
complete. Current project construction completion: 4%.

• Oxidation Ditch Rehabilitation Project
Full bypass operations from the oxidation ditch to the equalization basin were initiated on
January 29, 2018. The ditch was emptied and cleaned of sand, debris and sludge.
Structural analysis observed extensive damage to several of the concrete walkways along
the northern end of the ditch. Replacement of the walkways and columns continues. An
initial concrete pour was inspected, and voids were observed. Repairs are currently being
performed. Other activities include the installation of new mixers, sonar tubes on site,
weirs and other equipment prior to placing the ditch back into service. Substantial

• Force Main #3 Replacement Project
The project was initiated and includes the replacement of Force Main#3 located within
several right-of-ways in the north-central portion of the City. Work to date includes the
installation of sewer pipe in an easement along the western side of the former Craig
Technologies parking lot and beneath Thurm Boulevard and W. Central Boulevard. The
new line was pressure tested on July 10, 2018 and passed inspection. Current activities
include connection to Lift Station No. 3 on W. Central Boulevard. Maintenance of Traffic
(MOT) includes occasional traffic lane closures on Thurm Boulevard and W. Central
Boulevard in the next few days. Current project construction completion: 95%.

Miscellaneous
• Estuary Grant Property—Long Point Road
Staff continues to work with personnel from St. Johns River Water Management District
(SJRWMD) and River Gardens condominiums to clarify the scope of work and
participation agreement for the proposed habitat rehabilitation project at the western end
of Long Point Road. The Florida Department of Transportation(FDOT) needs mitigation
credits in the area for the future widening of State Road 528 from I-95 to Port Canaveral.
The eastern half of the City's property will also be used for mitigation by a local
developer. Additionally, SJRWMD wants to include the property to the south owned by
River Gardens condominiums. The goals of the project are to improve the native habitat
by reconnecting the existing mosquito ditches to the Banana River, removing pepper trees
and other invasive species and replanting native trees and mangroves.

CANAVERAL FIRE RESCUE

Update for Week Ending July 13, 2018
1. Attended a weekly meeting with Canaveral Port Authority(CPA) Staff and the
Brevard County Sheriff's Office.
2. Attended CPA cargo operations, budget and public safety meetings.
3. Attended Rockledge High maritime programs education committee meeting.
4. Attended City closed special meeting.
5. Provided additional coverage for Fourth of July activities and a Florida Beer
Company special event.
6. Sent two personnel to liquefied natural gas training in Ft. Lauderdale.
7. Provided massive water operation training to all shift personnel.
8. Personnel attended Brevard Emergency Operations Center(EOC) damage assessment
training.
9. Assisted in instructing the Incident Command System 400 class at the EOC.
10. Conducted two courses at the academy.
11. Provided training to the Joint Military Attaché School.
12. Processed and transmitted payroll. r■
13. Prevention conducted 26 new, 27 follow-up and two new construction inspections.
