Cape Canaveral Vision Statement
We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming
residential feel, characterized by low-rise buildings. This residential and business friendly atmosphere
is a livable, attractive, safe,inclusive and sustainable coastal community that embraces the oceanside
and riverside as the main amenities, and supports and promotes local tourism, culture,recreation,
commerce,municipal civic interests and education.
We envision: A City network of"complete streets"with a native-landscaped and tree-lined median
with traffic calming elements and dark-sky street lighting. "Complete street"amenities include
bicycle facilities,covered transit stops and safe pedestrian crossings that invite pedestrians and
bicyclists to access the beach,river,local neighborhoods and adjacent communities. Our
improved"complete streets"will allow us to travel calmly to intimate waterfront destinations and a
walkable uptown core. Multi-use paths lined with shade trees should be wide enough for bikes
and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night.
We envision: Welcoming community entrance features that create a sense of arrival and
unique community identity as The Space Between. The"uptown"and other areas will contain an
architecturally rich and unique mix of uses,with wide tree shaded sidewalks and umbrella covered
café tables at restaurants and bistros where friends gather, interact and enjoy drinks and dinner.
We envision: An engaged and compassionate community that; removes or transforms blighted and
unfinished buildings into attractive structures,offers city-wide green spaces,provides a pet-friendly
park with ample shade,acts progressively but deliberately and actively recruits and supports
businesses that enhance economic viability and serve our residents and visitors with goodwill.
We envision: Open shorelines and rivers accessible to the public including amenities that
take advantage of the water, such as limited and quaint water-view establishments and intimate
public gathering and entertainment places that may include pavilions,gazebos or a performance stage.

Administrative Services
Update for Week Ending June 29, 2018
City Manager's Office
The City Manager's Office is responsible for the day-to-day administration of all City
departments in accordance with City Council's established policies and direction, local
ordinances, resolutions and State and Federal laws,rules and regulations. Telephone
conferences, meetings with citizens, documents prepared, reviewed, approved and meetings or
conferences held are numerous and may not all be included in the Weekly Update.
Highlights:
• Communicated with department directors, the Mayor and Council Members regarding
various projects, issues and initiatives.
• The executive assistant (EA)provided assistance to the city manager, the Mayor, Council
Members and department directors.
• The EA received and responded to several Community calls and emails and provided
coverage at the front window of City Hall.
• The EA coordinated interior details for City Hall with Staff and vendors.
City Clerk's Office
City Clerk's Office (CCO) Staff performed day-to-day duties and responsibilities and assisted
with various telephone and walk-in requests from the public and Staff. CCO Staff also
provided coverage and assistance at the reception window in City Hall, as well as to the City
Manager's Office and City Council Members.
Highlights:
• Records management An on-the-job (OTJ)training employee assisted with scanning,
verifying and preparing records for disposition and off-site scanning. The volunteer/OTJ
scanning and computer station was relocated to the records repository room.

• Public records requests—Coordinated with the Community Development Department to
acknowledge and begin fulfillment of requests for building and construction permit
records.
• City Council—Continued preparing and reviewing items and the agenda for the July 17,
2018 budget workshop and regular meetings. Continued finalizing and processing
reservations for Council Members to attend the Florida League of Cities Annual
Conference in August.
• Meetings with Staff Met with the executive assistant of the City Manager's Office
regarding continuing consulting agreements processing. Met with the economic
development director regarding the upcoming parliamentary procedures and security
training. Met with the human resources director regarding the OTJ training employee.
• Training—Attended sexual harassment awareness training provided by the human
resources director.
• City elections—The official qualifying period for the Mayor's seat runs from 12 p.m.
(noon) on Friday, August 10, 2018 to 12 p.m. (noon) on Friday,August 24, 2018.
Individuals planning to run or those who have announced an intention to do so
should visit the City Clerk's Office as soon as possible. Election packets have been
finalized and two have been picked up as of June 27, 2018. One individual has announced

• City advisory boards Received a resignation from a Board of Adjustment member and
prepared and processed follow-up paperwork accordingly.

Financial Services
Financial services Staff performed day-to-day duties and responsibilities and assisted with
various telephone calls and walk-in requests from the public.
Highlights:
• Completion of the monthly financial report for the period ending May 31, 2018. At this
point in the fiscal year, the year-to-date actuals should be 66.7% of the total annual budget
(See attached).
o Total General Fund departmental costs are under target by 2.3%. Administrative
services is running under target at 54.4%. Fire rescue and protective services
combined costs are slightly under target by 1.5%. Community and economic
development and building and code enforcement are under costs by 23.7%. Leisure
services is 9.7%below target. Non-departmental expenditures are under budgetary
projections by 13.5%.
o The Community Redevelopment Agency (CRA) has incurred $54,666.00 for the
current fiscal year.
o Wastewater Fund overall costs are under target at 15%.
o The Stormwater Fund is under target by 28.6%.
o The Enterprise Capital Fund is under costs at 20.9%.
o The City's General Fund investments total $9,631,265.00. Special Revenue
investments total $314,829.34. Enterprise Fund investments total $954,540.62. The
grand total of all investments is $10,900,634.96. The annual rate of return for each
investment is attached.
Human Resources & Risk Management
Human Resources (HR) & Risk Management Staff performed day-to-day duties and
responsibilities to include training, employee relations, applicant recruiting and screening,
benefits administration, Staff performance evaluations and all matters pertaining to workers'
compensation, general liability and property insurance.

Highlights:
• Training Tuesdays HR began a summer program in which City Staff received training
in a classroom setting on a wide range of topics, including:
• Sexual harassment awareness and prevention
• Diversity awareness
• Safety policy compliance
• Surviving an active shooter
Artificial Intelligence in the Workplace
Much like the Industrial Revolution transformed manufacturing from labor-intensive hand
production to quicker and cheaper machine methods, look to see Artificial Intelligence (AI)
combined with advancing technologies reshape our future workplace.
What Can We Expect?
• Routine labor-intensive jobs will be performed with far greater efficiency by machines
leaving more complicated tasks that require critical thinking skills to humans.
• Best production results will be achieved by skilled humans working in close coordination
with intelligent machines.
• Machines will replace workers such as truck drivers and welders and transform the
work performed in the fields of medicine and education.
• Some of today's well-paying cognitive jobs tax preparers, radiologists, insurance
adjusters, translators and software engineers—will be vulnerable to disruption, similar to
the way in which robotics replaced many steel and automobile manufacturing jobs
decades ago.
• Machines will perform computational tasks while humans will be relied upon to see the
big picture and demonstrate superior interpersonal skills. Workers with the ability to
organize, assess, resolve conflict, communicate and build teams will be in very high
demand.

• While the Industrial Revolution occurred over many decades, the AI Revolution will be
rapid, leaving workers little time to adjust and resulting in a need to relocate for
employment where necessary.
• Income benefits from the AI Revolution will be uneven necessitating the need to
aggressively provide education, training, relocation and income transition assistance.
• Workers will be required to demonstrate flexibility, be lifelong learners and transition to
new occupations. Community colleges and internet training providers will be seeing lots
of new customers

While the City will maintain an open vacancy listing for a licensed wastewater treatment plant
operator, there are no recruitment needs at this time. Candidates interested in exploring

RE: Monthly Financial Report—May 2018
Staff is pleased to present the Monthly Financial Report for the period ending May 31, 2018. At
this point in the Fiscal Year, the Year to Date Actuals should be 66.7% of the total annual budget.
Total General Fund Departmental costs are under target by 2.3%. Administrative Services is
running under target at 54.4%. Fire Rescue and Protective Services combined costs are slightly
under target by 1.5%. Community and Economic Development and Building and Code

Fund Narrative
Period Ended May 31, 2018
Revenue
Ad Valorem Tax
To date, the City has received 98.4% of its ad valorem revenue. The City saw a spike in this
revenue source during the month of December. To date, we have received most of the budgeted
ad valorem revenue and the balance will trickle in during the month of June.
Local Option Gas Tax
This amount represents an accrual for April and May based on actual collections for October
through March. Fiscal Year 2017-18 budget is slightly more than Fiscal Year 2016-17.
Franchise Fees, Utility Service Taxes and Communications Service Tax
This amount represents an accrual for April and May based on actual collections for October
through March. This revenue is below target at this point but this trend should improve.
Permits and Licenses
Permits and Licenses are above target at 95.4%. This is a direct result of an improved real estate
climate resulting in an increase in building permits.
State Shared Revenues
This amount represents an accrual for April and May based on actual collections for October
through March. This revenue source is slightly over target at 67.9%.
Garbage and Recycling Revenues
This amount represents collections for the months of October through May. This revenue line is
slightly under target at 64.7%. This revenue source, however, tends to fluctuate from month to
month.
Recreation Fees (Leisure Services)
Recreation Fees are above target at 83.6%. This revenue source will continue to pick up as the
year progresses and additional activities commence. Friday Fest continues to be a big success for
the City.
Investment Income
Investment Income is above target at 84.4%. Although interest rates appear to be moving upward,
the funds available for investing are shrinking due to a number of large ongoing projects.
Utility Operating Income (Wastewater Fund)
Utility Operating Income is slightly under target at 66.3%.
Stormwater Utility Fees (Stormwater Fund)
Stormwater Utility Fees are slightly under target at 66.1%.

Community Development
Update for Week Ending June 29, 2018
Staff performed day-to-day duties and responsibilities and assisted with various telephone and
walk-in requests from the public, including performing plan reviews,processing permits,
conducting inspections,performing site visits, issuing notices and conducting research.
Building Division
The Building Division conducted 99 inspections and completed 20 plan reviews. The division
also processed 33 new building permit applications, 43 payments for permits that were picked
up and 70 renewals or new Business Tax Receipts (BTR), alarm and/or fire notices and
payments.
Highlights:
• Attended sexual harassment awareness training.
• Responded to 125 emails, faxes and calls requesting permit, zoning and/or BTR
information and 50 voicemails.
• Processed one new contractor's information packet consisting of contractor licenses,
liability insurance and workers' compensation insurance—to allow them to pull permits
in Cape Canaveral.
• Assisted 48 walk-in customers regarding miscellaneous items.
• Processed six payments for After-the-Fact Permits/construction contractor citations for
contractor work performed prior to obtaining the required building permits.
• Provided assistance in completing building permit applications as needed.
• Contacted one contractor regarding scheduling final inspection for a building permit that
was nearing expiration.
• Scanned and verified 463 documents.
• Provided receptionist coverage for the front counter at City Hall.

Code Enforcement
Code enforcement performed day-to-day duties and responsibilities, assisted with various
requests from the public and provided office coverage throughout the week.
Highlights:
• Received 12 new requests giving life-safety issues priority, followed closely by
Community appearance and property maintenance.
• Issued four notices of violation.
• Assisted 34 citizens with building and code enforcement requests at the front counter.
• Conducted 48 site inspections.
• Removed nine signs from right-of-ways and telephone poles within the City.
• Responded to 40 voicemails regarding complaints and inquiries.
• Responded to 20 lien search requests.
• Responded to 15 permit history requests.
• Issued seven door tags for visible violations to be corrected.
• Issued warnings for two vehicles parked in the right-of-way and/or street.
• Posted two vehicles for towing.
• Code enforcement officers continue to conduct daily community sweeps for visible
violations throughout the City.
• Code enforcement officers attended the Florida Association of Code Enforcement Officers
conference gaining valuable information and networking opportunities.
Planning
The Planning Division performed day-to-day duties and responsibilities, assisted with various
requests from the public and provided office coverage throughout the week.
Highlights
• Provided receptionist coverage for the front counter at City Hall.
• Provided coverage for the Building Division counter.

beach end of Polk Avenue. This project has been part of the City Council strategic
planning sessions over the past two years. It would include the installation of additional
public parking, pedestrian paths,brick pavers and street furniture.
• Met with a property owner regarding the construction of a residential structure on a parcel
located on Orange Avenue. This property is low and has a history of flooding during
storm events. Particular attention will need to be given to how storm water will be treated
to not impact adjacent properties.
• Met with a property owner regarding the City's process to plat three townhouses located
on Jefferson Avenue.

The City Council unanimously approved the idea of the community-wide survey during its
regular meeting June 19 and the survey went live June 25 at
httus://www.citvofcauecanaveral.ora/survev.
The survey"addresses many topics ranging from dogs and dog parks to what kinds of
businesses or recreational facilities residents want to see in Cape Canaveral," said the city's
community engagement consultant, Rebekah McLain.
The City Council, city manager and staff plan to use the results to learn more about
community reactions to the city's current amenities and services, as well as potential new
projects, Ms. McLain added.
Officials hope to use the information as one part of the strategic planning process.
The survey, created with Survey Monkey,will be advertised through Facebook, Twitter, the
city's "Weekly Update" email, at city events, on the city's website and through direct mail.
"The City will be targeting all 10,000-plus residents,"Ms. McLain said. "Our goal is to get as
many survey results as possible from residents from all walks of life. We want to hear
everyone's voice."
"We also understand that all residents may not have access to computers and/or reliable
Internet,"Ms. McLain added. "Because of this, we have set up a computer in City Hall (100
Polk Avenue) that will serve the sole purpose of being a survey station for residents. Anyone
is welcome to use it free of charge."
Creation of the survey was a collaborative endeavor involving the city's Community
Engagement Department and City Consultant Dr. Tom Freijo, along with the city's Economic
Development and Community Development Departments.

On Wednesday, the nutrition group from the University of Florida Institute of Food and
Agricultural Sciences taught a lesson on hygiene. Later in the afternoon, campers visited the
Cape Canaveral Public Library for a musical performance by Anna Lusk. Thursday saw the
return of the annual try for the World's Largest Swim Lesson at the Cocoa Beach Aquatic
Center. This year's attempt was a success and all campers went home with ribbons to prove
their record-setting accomplishment! Week 4 ended on a high note with a Friday afternoon
dance party at the Youth Center. The kids showcased their best moves and taught the camp
counselors how to get down!

Athletic Leagues
• The Thursday night tennis league wrapped up its season with an exciting championship
match. The next season will begin July 12, 2018 and there are only a few spaces left if any
new players are interested in joining. Wednesday night's tennis league is down to its last
make-up matches before heading into the playoffs and Staff is currently accepting
registrations for the next season.
• Both the Tuesday and Wednesday night racquetball leagues are also down to their
championships. Anyone interested in joining the next round should contact the league

• The kickball and softball leagues are progressing despite the recent weather cancellations.
Both leagues will be taking a week off for the Fourth of July and will resume their season
the following week.

has released a new issue of"Adventures in Florida Archaeology," featuring a fascinating
article about the Irma Canoe and Florida's long legacy of historic and prehistoric canoe
research. Readers will even catch a glimpse of the City's Cultural Programs Manager Molly

Preventative Maintenance
With the salty sea air that our coastal Community enjoys comes the need for constant
preventative maintenance to fight against rust. This week Staff, with the assistance of a
Community service worker, took on the challenge of addressing the corrosion along the roof

buffer zone maintenance, including stormwater and swale systems and the growth of
Brazilian pepper trees. Staff is working with the city attorney's office toward a
compliance solution that addresses all needs.
• Attended the Florida Department of Transportation Community Traffic Safety Team
meeting.
• With the cultural programs manager, met with a local artist who is considering setting up a
studio and print shop in the area and is researching incentives and support for artists,
building Community through art and an artist-in-residence program.

Water Reclamation Facility— Sanitary Sewer System
• Oxidation Ditch Rehabilitation Project
Full bypass operations from the oxidation ditch to the equalization basin were initiated on
January 29, 2018. The ditch was emptied and cleaned of sand, debris and sludge.
Structural analysis observed extensive damage to several of the concrete walkways along
the northern end of the ditch. Replacement of the walkways and columns continues.
Ongoing activities include the installation of new mixers, sonar tubes on site, weirs and
other equipment prior to placing the ditch back into service. Substantial completion date is
September 2018. Current project construction completion: 93%.

• Lift Station No. 2 and Holman Road Sewer Improvements
This project was initiated and includes the excavation and replacement of the existing
sanitary sewer pipe and manholes from Lift Station No. 2 on Center Street to the
northwestern corner of Holman Road. Work to date includes dewatering and the
installation of sewer pipe in the vicinity of Lift Station No. 2. Future activities include
connection of the sewer pipe to Lift Station No. 2 and installation of sewer pipe in the
easement adjacent to the former Tech-Vest Facility. MOT will be in place on Center Street
and includes frequent closure of one lane of traffic. The project may take up to 365 days to
complete. Current project construction completion: 3%.

The project includes the replacement of Force Main#3 located within several
right-of-ways in the north-central portion of the City. Work to date includes the
installation of sewer pipe in an easement along the western side of the former Craig
Technologies parking lot and beneath Thurm Boulevard and W. Central Boulevard. Future
activities include connection to the existing force main on Thurm Boulevard and Lift
Station No. 3 on W. Central Boulevard. Construction should be completed in early July

2018. Maintenance of Traffic (MOT) includes occasional traffic lane closures on Thurm
Boulevard and W. Central Boulevard over the next few days. Current project construction
completion: 85%.
Stormwater
• System Maintenance
Public works services Staff is currently removing sediment from the bottom of selected
nutrient-separating baffle boxes using a vacuum truck. This is part of an annual
maintenance program to keep the baffle boxes functioning properly.
Miscellaneous
• Estuary Grant Property—Long Point Road
Personnel from the St. Johns River Water Management District(SJRWMD) and the City
attended a meeting on June 18, 2018 to further discuss the proposed participation
agreement to use the western half of the City's property located at the end of Long Point
Road for mitigation. The Florida Department of Transportation (FDOT) needs mitigation
credits in the area for the future widening of State Road 528 from I-95 to Port Canaveral.
The eastern half of the City's property will also be used for mitigation by a local
developer. In addition, SJRWMD wants to include the property to the south owned by
River Gardens Condominiums. The goals of the project are to improve native habitat by
reconnecting the existing mosquito ditches to the Banana River, removing pepper trees
and other invasive species and replanting native trees and mangroves. City Staff will
continue to work with personnel from SJRWMD and the River Gardens Condominium
Association in reviewing proposed project agreements.
