Cape Canaveral Vision Statement
We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming
residential feel, characterized by low-rise buildings. This residential and business friendly atmosphere
is a livable, attractive, safe, inclusive and sustainable coastal community that embraces the oceanside
and riverside as the main amenities, and supports and promotes local tourism, culture,recreation,
commerce,municipal civic interests and education.
We envision: A City network of"complete streets"with a native-landscaped and tree-lined median
with traffic calming elements and dark-sky street lighting. "Complete street"amenities include
bicycle facilities,covered transit stops and safe pedestrian crossings that invite pedestrians and
bicyclists to access the beach,river, local neighborhoods and adjacent communities. Our
improved"complete streets"will allow us to travel calmly to intimate waterfront destinations and a
walkable uptown core. Multi-use paths lined with shade trees should be wide enough for bikes
and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night.
We envision: Welcoming community entrance features that create a sense of arrival and
unique community identity as The Space Between. The"uptown"and other areas will contain an
architecturally rich and unique mix of uses,with wide tree shaded sidewalks and umbrella covered
café tables at restaurants and bistros where friends gather, interact and enjoy drinks and dinner.
We envision: An engaged and compassionate community that; removes or transforms blighted and
unfinished buildings into attractive structures,offers city-wide green spaces,provides a pet-friendly

Administrative Services
Update for Week Ending June 22, 2018
City Manager's Office
The City Manager's Office is responsible for the day-to-day administration of all City
departments in accordance with City Council's established policies and direction, local
ordinances, resolutions and State and Federal laws,rules and regulations. Telephone
conferences, meetings with citizens, documents prepared, reviewed, approved and meetings or
conferences held are numerous and may not all be included in the Weekly Update.
Highlights:
• Communicated with department directors, the Mayor and Council Members regarding
various projects, issues and initiatives.
• The executive assistant (EA)provided assistance to the city manager, the Mayor, Council
Members and department directors.
• The EA attended the monthly City Council meeting and Staff meeting.
• The EA received and responded to several Community calls and emails.
• The EA coordinated interior details for City Hall with Staff and vendors.
City Clerk's Office
City Clerk's Office (CCO) Staff performed day-to-day duties and responsibilities and assisted
with various telephone and walk-in requests from the public and Staff. CCO Staff also
provided coverage and assistance at the reception window in City Hall, as well as to the City
Manager's Office and City Council Members.
Highlights:
• Records management Approximately 5.25 cubic feet of records were sent out for
off-site scanning, while 6 cubic feet of records were prepared for disposition. An
on-the-job training employee assisted with scanning, verifying and preparing records for
disposition and off-site scanning.

• City Council—Attended the June 19, 2018 regular meeting. Processed items approved
and/or authorized by Council. Continued preparing and reviewing items and the agenda
for the July 17, 2018 regular meeting.
• Community Redevelopment Agency(CRA) Board—Attended the June 19, 2018 regular
meeting. Processed items approved and/or authorized by the board.
• Meetings with Staff—Attended Staff meeting.
• City elections—The official qualifying period for the Mayor's seat runs from 12:00 p.m.
(noon) on Friday, August 10, 2018 to 12:00 p.m. (noon) on Friday, August 24, 2018.
Individuals planning to run—or those who have announced an intention to do so—
should visit the City Clerk's Office as soon as possible. Election packets have been
finalized and one has been picked up as of June 13, 2018. The same individual has

• Crossing guards—Coordinated with human resources to interview a candidate for the
open crossing guard position. Continued to plan the upcoming annual training for the 2018
–2019 school year.
Financial Services
Financial services Staff performed day-to-day duties and responsibilities and assisted with
various telephone calls and walk-in requests from the public.
Highlights:
• The deputy finance director attended the Florida Government Officers Association
conference in Orlando, Florida.
• Attended the monthly City Council meeting.
• Attended the monthly Staff meeting.
Human Resources & Risk Management
Human Resources (HR) & Risk Management Staff performed day-to-day duties and
responsibilities to include training, employee relations, applicant recruiting and screening,

benefits administration, Staff performance evaluations and all matters pertaining to workers'
compensation, general liability and property insurance.
Highlights:
• Federal Emergency Management Agency (FEMA) Update—Human resources and
risk management worked with the Financial and Administrative Services Department to
complete the City's FEMA claim following Hurricane Irma. While repairs to damaged
street signs continue, facility restoration has been completed.
• City Manager Annual Performance and Salary Review Each June, the Mayor and
Council Members are required to assess the job performance of City Manager David L.
Greene utilizing a standardized performance evaluation tool. HR collects the completed
performance evaluations and presents a comprehensive statistical and narrative report to
City Council. HR presented the city manager's annual performance review results to
Council on June 19, 2018 for use in determining the terms and conditions for continued
employment as well as the City Manager's annual compensation adjustment. Mr. Greene's
annual performance evaluation indicated exemplary performance, and City Council
approved a 3% salary increase.
Vacancy Update
HR screened applications and conducted interviews for the school crossing guard position. A
qualified candidate was selected for the vacancy pending satisfactory Florida Department of
Children and Families Level II background results.

Community Development
Update for Week Ending June 22, 2018
Staff performed day-to-day duties and responsibilities and assisted with various telephone and
walk-in requests from the public, including performing plan reviews,processing permits,
conducting inspections,performing site visits, issuing notices and conducting research.
Building Division
The Building Division conducted 87 inspections and completed 17 plan reviews. The division
also processed 40 new building permit applications, 40 payments for permits that were picked
up and 66 renewals or new Business Tax Receipts (BTR), alarm and/or fire notices and
payments.
Highlights:
• Responded to 145 emails, faxes and calls requesting permit, zoning and/or BTR
information and 55 voicemails.
• Processed six new contractors' information packets—consisting of contractor licenses,
liability insurance and workers' compensation insurance to allow them to pull permits
in Cape Canaveral.
• Assisted 42 walk-in customers regarding miscellaneous items.
• Processed five payments for After-the-Fact Permits/construction contractor citations for
contractor work performed prior to obtaining the required building permits.
• Provided assistance in completing building permit applications as needed.
• Contacted one contractor regarding scheduling final inspections for building permits that
are nearing expiration or have recently expired.
• Scanned and verified 463 documents.
• Provided receptionist coverage for the front counter at City Hall.

Code Enforcement
Code enforcement performed day-to-day duties and responsibilities, assisted with various
requests from the public and provided office coverage throughout the week.
Highlights:
• Received seven new requests giving life-safety issues priority, followed closely by
Community appearance and property maintenance.
• Assisted 28 citizens with building and code enforcement requests at the front counter.
• Conducted 24 site inspections.
• Removed six signs from right-of-ways and telephone poles within the City.
• Responded to 19 voicemails regarding complaints and inquiries.
• Responded to four lien search requests.
• Issued five door tags for visible violations to be corrected.
• Issued warnings for 11 vehicles parked in the right-of-way and/or street.
• Posted six vehicles for towing.
• Obtained compliance in the field for five visible code violations.
• Code enforcement officers continue to conduct daily Community sweeps for visible
violations throughout the City.
Planning
The Planning Division performed day-to-day duties and responsibilities, assisted with various
requests from the public and provided office coverage throughout the week.
Highlights
• Provided receptionist coverage for the front counter at City Hall.
• Provided coverage for the Building Division counter.
• Provided customer assistance with permit applications, fees,payments and record
requests.
• Entered building permit applications into Springbrook.
• Completed meeting minutes for the Planning&Zoning Board Meeting of June 13, 2018.

• Scanned, verified and organized 281 pages of documents in Laserfiche. Prepared permit
documents for disposition.
• Attended the Development Review Committee meeting and prepared meeting minutes.
• Conducted Development Review Committee meeting to review a request to rezone 8550
Astronaut Boulevard to a planned development district allowing for two out-parcels and to
convert a portion of the building to indoor, climate-controlled storage.
• Met with the owner of the Southgate Mobile Home Park regarding the opportunity of
replacing existing units with newer units. Per City code, the total number of licensed units
cannot increase.
• Met with the owner of Southern Charm restaurant regarding signage and parking lot
issues.
• Met with representatives of SpaceX to discuss permitting considerations regarding a new
site location within the City.
• At its June 22, 2018 regular meeting, the Brevard County Commission approved the
impact fee interlocal agreement. This will allocate $1.42 million in County transportation
impact fees being generated by several hotel projects to the W. Central Boulevard
Streetscape Project. Funds will be available when the hotel(s) are completed.

Community Engagement
Update for Week Ending June 22, 2018
The Community Engagement Department is primarily responsible for the development,
implementation and evaluation of public programs, Community meetings, public gatherings
and Community engagement activities. Community engagement disseminates up-to-date
information via the City website,Nixle and social media and also performs routine website
maintenance and content sourcing throughout the City. The department is a bridge between
residents and their local government and is dedicated to ensuring a high quality of life for an
engaged Community.

Staff used BoxCast to livestream the Community Redevelopment Agency (CRA) and City

The lottery for Season 4 of the Cape Canaveral Community Garden is now open. (Season start
date is TBA,but it will most likely be in late September or early October.) To enter, email

Director Meetings
• Attended the City Council meeting of June 19, 2018.
• Met with the city manager.
Summer Camp
We had a full house for Week 3 of Summer Camp with 25 registered campers! Campers
started off the week with"Moana" and popcorn, then Sensei Donnie taught the kids karate
and basic self-defense techniques. Campers enjoyed the fun-filled workout in which they
learned the history behind karate and the proper techniques of self-defense.
Tuesday, campers played GaGa ball at the Nancy Hanson Recreation Complex, and
Wednesday was a special treat as campers got down at a DJ Zach dance party in the library.
The kids showed off their best dance moves—including the floss—and also learned new
dance moves from the library Staff and volunteers.
On Thursday, campers took a field trip to the Cocoa Beach Aquatic Center to swim and dive
for a couple hours. Friday, campers rounded out the week with a presentation from NASA
Launch Services Program regarding the Delta Heavy launch of a Mars-bound research
mission. The team brought videos and slides to teach the kids about their upcoming mission
and its importance. After the presentation, campers got to build rockets that they'll launch
later this summer!

Athletic Leagues
• Kickball season is underway with week two in the books! Seven teams joined the league
and are enjoying the friendly competition.
• Softball finished game four on Thursday night and is nearing the halfway point of the
season. So far, it's been incredibly tight and competitive. Our eyes are always in the sky as
this is a rainy time of year which can impact game play.
• •Thursday night tennis finished off the first round of playoffs with competitive matches
and hard play. We're excited to see what week two brings us. Registration is taking
place for next season, and any interested players can contact the Nancy Hanson
Recreation Complex at (321) 868-1226 for more information. Wednesday night tennis
completed their regular season play and will head into makeup weeks before entering the
playoffs.

The Indian River Anthropological Society hosts a monthly lecture series at the Brevard
Museum of History and Natural Science (2201 Michigan Avenue, Cocoa, Florida)that is free
and open to the public. Their June lecture will be presented by the City's Cultural Programs
Manager Molly Thomas. Ms. Thomas's lecture will take place this Saturday, June 23, 2018 at
2:00 p.m. Her presentation—"Debunking History"—features a case study of how
technology is changing the field of historical research, based on her experience rewriting the
local legend of the last battle of the American Revolution. For more information on this and
other events and programs hosted by the Brevard Museum of History and Natural Science,

Tennis Light Project
Staff continues to replace tennis court lights with high-efficiency LED lights. The project is
nearly complete with one pole remaining. Unfortunately, the site was originally designed near
an Florida Power& Light(FPL)power pole necessitating FPL to cut power off and reroute
electricity for the day while Staff addresses the lights. This last pole will be completed on a
Saturday to minimally impact daily operations as the Nancy Hanson Recreation Complex will
lose power while the lights are being replaced. Below are several before and after images.

Multi-Generational Facility and CAPE Center Project Update
At Tuesday's June 19, 2018 regular meeting, City Council officially chose a preferred design

CAPE Center design selected by City Council.
To clarify any confusion about these projects, the following recap should further answer any
questions or concerns regarding the development and redevelopment of these facilities. Both
the Multi-Generational Facility(MGF) and CAPE Center projects were molded from
Community desires expressed to past and current City Leadership through public research and
engagement at City meetings, events and Community involvement opportunities from 2006 to
present day.

The MGF will be utilized by residents of all ages and walks of life and will serve as the site of
the City's Youth Center, Summer Camp Program, Brevard County Sheriff's Office Police
Athletic League (PAL) Program, youth and adult athletic programs, senior Pickleball leagues,
and myriad programs and activities, all of which encourage resident health and engagement.
The CAPE Center is a repurposing of the old City Hall building as an accredited institution of
cultural enrichment with a focus on public engagement in all aspects of the arts, as well as the
promotion and preservation of Cape Canaveral history. This center will support a progressive
and welcoming Community of inclusiveness that promotes a healthy lifestyle while enhancing
culture and education, all of which are tenets outlined by residents in the Cape Canaveral
Vision Statement.
In July 2017, the City secured a 10-year, $6.2 million Capital Improvement Revenue Note
(loan) to finance various general government capital improvement projects and acquisitions,
including—but not limited to—the MGF and CAPE Center and to pay the cost of issuance
related to the financing. The loan, which bears interest at 2.05%, is payable semiannually until
final maturity on February 1, 2027. Total principal remaining to be paid on the note is
$5,636,000.00.No ad valorem taxes are pledged to support this Capital Improvement
Revenue Note. This means your real estate and personal property taxes do not fund the
MGF and CAPE Center projects.
The Series 2017 note is secured by pledged revenues from the communications service tax,
the public service tax, the guaranteed entitlement portion of the State revenue sharing funds,
the local government half-cent sales tax, franchise fees and amounts on deposit in the Debt
Service Fund. These annually pledged revenues collectively support the annual debt
repayment of$689,203.00, which comprises $564,000.00 in principal and $125,203.00 in
interest through the maturity date
Of that $6.2 million-dollar loan, the construction budget for the MGF site and building is
$5,000,000.00, including contingency and interior finishes. The old City Hall/CAPE Center
redevelopment was budgeted at$1,000,000.00, including contingency and interior finishes,

with the rest of the funds to be allocated to complete a campus tying the CAPE Center to the
new City Hall. These figures were derived from the original architect on record and are
supported by the current architect on record.
Furthermore, the City uses the International Code Council's' building valuation data sheet to
assess permit fees for new construction projects to ensure contractors are not undervaluing
projects for permit purposes. This valuation calculation is reconfigured yearly for accuracy
and estimates a building like the MGF (A-3, IIA-IIB) at a range of$162.31 –$170.67 per
square foot before taking into account the .91 Florida multiplier which further narrows down
that estimation.
Out of an abundance of caution, the City estimated$200 per sq ft for the MGF, which—at
18,000 sq ft would put the building at roughly $3.6 million. Operationally, the Fiscal Year
2019–2020 budget would add approximately $75,000.00 per year to include Staff, water,
sewer, electric and maintenance. It will proportionally include savings from the existing
amenities at the park, as the building will be built to LEED Silver standards to include LED
lighting for the interior and solar lighting to illuminate walkways through the park. Solar
readiness for the structure will be considered during the design development phase which
we're now entering.
Although not self-sufficient, these public facilities will generate revenue through our existing
contracted instructor process, camps, rentals, leagues, special events, classes,workshops and
gala events. As a practical,very basic example, if you took this fiscal year's (FY17– 18)
operational budget of approximately$23.3 million dollars, the added expense—not
counting any revenue—of the MGF would account for .004 of that budget, which would
not necessitate any kind of ad valorem (personal property and real estate taxes) increase.
Additionally, the life cycle of a structure such as the MGF will be 50 years,which means you
have a building that will last 40 years after you've paid it off. Both projects have been through
numerous planning meetings and discussed at Community Brainstorms, City Council
meetings, City Leadership strategic planning sessions and advisory board meetings over the

last two years. The critical next step for the MGF and CAPE Center was for City Council to
choose an architectural style from the three renderings provided.
In the hired architect's 30+years of experience with similar projects, clients—in this case
City Council declare one style and from that choice the architect proceeds to select
materials, methods, finishes, treatments and a final layout to ensure all will fit within the
budget's parameters. The City was able to propose three different styles to fit within the
budgeted criteria, which means that more was done than normal at no additional cost.
When you take into account the fact that we are working within municipal parameters of
developing capital improvement projects years in advance along with fluctuating costs in
labor and materials, it is impossible to exactly predict construction costs. The exact figure is
only known once hard bids are received. However, at each step of the process, an architect
and engineer will design within a specific budget from their professional experience and the
construction project itself can be bid to not exceed a certain amount. There are other
municipal protocols, like owner-direct purchasing and value engineering, which can further
reduce construction costs.
As a living example, the construction cost of the new City Hall project was reduced by
nearly 7% by using these protocols. The City has acted with caution and in line with how
municipal capital improvement projects are constructed throughout the entirety of this
process. The City of Cape Canaveral is examined annually by an independent auditor to
ensure compliance with Florida Statute Chanter 218. Section 415. Local Government
Investment Policies and in accordance with standards established by the American Institute of
Certified Public Accountants. The City's assets as of September 30, 2017 were
$47,400,000.00. The financial stability of your City is stronger than ever and will continue to
thrive as we move forward acting with the Cape Canaveral Vision Statement as a guide.

Economic Development
Update for Week Ending June 22, 2018
Performed day-to-day duties and responsibilities, conducted various meetings with business
stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and
conducted research as necessary.
Miscellaneous:
• With the Development Review Committee, evaluated an application to rezone a planned
development district to convert a portion of the former NASA NSLD Facility at 8550
Astronaut Boulevard to indoor, climate-controlled storage that would fill approximately
50% of the building.
o There has been additional activity and interest in other portions of the facility, as
well. Multiple companies have toured the facility and showed some interest.
• Attended the Community Redevelopment Agency (CRA) and City Council meetings.
• Attended the monthly Staff meeting with the city manager and department directors.
• Corresponded with a small business owner in the Orlando area about possible relocation to
a Cape Canaveral site and CRA grant programs.
• Responded to an artist who is considering setting up a studio and print shop in the area and
is researching incentives and support for artists, building Community through art and an
artist-in-residence program. Coordinated an upcoming meeting which will include the
cultural programs manager.

Public Works Services
Update for Week Ending June 22, 2018
Staff performed day-to-day duties and responsibilities and assisted with various telephone and
walk-in requests from the public.
Water Reclamation Facility— Sanitary Sewer System
• Oxidation Ditch Rehabilitation Project
Full bypass operations from the oxidation ditch to the equalization basin were initiated on
January 29, 2018. The ditch was emptied and cleaned of sand, debris and sludge.
Structural analysis observed extensive damage to several of the concrete walkways along
the northern end of the ditch. Replacement of the walkways and columns continues.
Specifically, the following tasks have been completed:
• Installation of shoring system
• Installation of safety handrails
• Preparation of surface underneath walkways and within the beam's width(These areas
will be repaired prior to closing beam forms.)
• Drilling and installation of column rebar cages
• Pouring of concrete column
Ongoing activities include the installation of new mixers, sonar tubes on site, weirs and
other equipment prior to placing the ditch back into service. Substantial completion date is
September 2018. Current project construction completion: 92%.
• Force Main #3 Replacement Project
The project includes the replacement of Force Main#3 located within several
right-of-ways in the north-central portion of the City. Work to date includes the
installation of sewer pipe in an easement along the western side of the former Craig
Technologies parking lot and beneath Thurm Boulevard and W. Central Boulevard. Future

Station No. 3 on W. Central Boulevard. Construction should be completed in early July
2018. Maintenance of Traffic (MOT) includes traffic lane closures on Thurm Boulevard
and W. Central Boulevard over the next few days. Current project construction
completion: 75%.
• Lift Station No. 2 and Holman Road Sewer Improvements
This project was initiated and includes the excavation and replacement of the existing
sanitary sewer pipe and manholes from Lift Station No. 2 on Center Street to the
northwestern corner of Holman Road. Work to date includes dewatering and the
installation of sewer pipe in the vicinity of Lift Station No. 2. Future activities include
connection of the sewer pipe to Lift Station No. 2 and installation of sewer pipe in the
easement adjacent to the former Tech-Vest Facility. MOT will be in place on Center Street
and includes frequent closure of one lane of traffic. The project may take up to 365 days to
complete. Current project construction completion: 4%.

Stormwater
• System Maintenance
Public works services Staff is currently removing sediment from the bottom of selected
nutrient-separating baffle boxes using a vacuum truck. This is part of an annual
maintenance program to keep the baffle boxes functioning properly.
Miscellaneous
• Request for Qualifications (RFQ) Continuing Consulting Services
As approved by City Council at the June 19, 2018 meeting, Staff is preparing five-year
continuing services contracts for the 16 firms that submitted responses to the City's
Request for Qualifications for professional engineering,planning, surveying and
architectural services.
• Estuary Grant Property—Long Point Road
Personnel from the St. Johns River Water Management District(SJRWMD) and the City
attended a meeting on June 18, 2018 to further discuss the proposed participation
agreement to use the western half of the City's property located at the end of Long Point
Road for mitigation. The Florida Department of Transportation (FDOT) needs mitigation
credits in the area for the future widening of State Road 528 from I-95 to Port Canaveral.
The eastern half of the City's property will also be used for mitigation by a local
developer. In addition, SJRWMD wants to include the property to the south owned by
River Gardens Condominiums. The goals of the project are to improve native habitat by
reconnecting the existing mosquito ditches to the Banana River, removing pepper trees
and other invasive species and replanting native trees and mangroves. City Staff will
continue to work with personnel from SJRWM D and the River Gardens Condominium
Association in reviewing proposed project agreements.
