Cape Canaveral Vision Statement
We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming
residential feel, characterized by low-rise buildings. This residential and business friendly atmosphere
is a livable, attractive, safe,inclusive and sustainable coastal community that embraces the oceanside
and riverside as the main amenities, and supports and promotes local tourism, culture,recreation,

We envision: A City network of"complete streets"with a native-landscaped and tree-lined median
with traffic calming elements and dark-sky street lighting. "Complete street"amenities include
bicycle facilities,covered transit stops and safe pedestrian crossings that invite pedestrians and
bicyclists to access the beach,river, local neighborhoods and adjacent communities. Our
improved"complete streets"will allow us to travel calmly to intimate waterfront destinations and a
walkable uptown core. Multi-use paths lined with shade trees should be wide enough for bikes
and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night.
We envision: Welcoming community entrance features that create a sense of arrival and
unique community identity as The Space Between. The"uptown"and other areas will contain an
architecturally rich and unique mix of uses,with wide tree shaded sidewalks and umbrella covered
café tables at restaurants and bistros where friends gather, interact and enjoy drinks and dinner.
We envision: An engaged and compassionate community that;removes or transforms blighted and
unfinished buildings into attractive structures, offers city-wide green spaces,provides a pet-friendly
park with ample shade, acts progressively but deliberately and actively recruits and supports
businesses that enhance economic viability and serve our residents and visitors with goodwill.
We envision: Open shorelines and rivers accessible to the public including amenities that
take advantage of the water, such as limited and quaint water-view establishments and intimate

Administrative Services
Update for Week Ending June 8, 2018
City Manager's Office
The City Manager's Office is responsible for the day-to-day administration of all City
departments in accordance with City Council's established policies and direction, local
ordinances, resolutions and State and Federal laws,rules and regulations. Telephone
conferences, meetings with citizens, documents prepared, reviewed, approved and meetings or
conferences held are numerous and may not all be included in the Weekly Update.
Highlights:
• Communicated with department directors, the Mayor and Council Members regarding
various projects, issues and initiatives.
• The executive assistant(EA)provided assistance to the city manager, the Mayor, Council
Members and department directors.
• The EA provided coverage at the reception window in City Hall and entered building
permits into the processing system.
• The EA received and responded to several Community calls and emails.
• The EA coordinated interior details for City Hall with Staff and vendors.
City Clerk's Office
City Clerk's Office (CCO) Staff performed day-to-day duties and responsibilities and assisted
with various telephone and walk-in requests from the public and Staff. CCO Staff also
provided coverage and assistance at the reception window in City Hall, as well as to the City
Manager's Office and City Council Members.
Highlights:
• Records management An on-the-job training employee assisted with scanning,
verifying and preparing records for disposition.

• Public records requests—Received, acknowledged and coordinated with the Community
Development Department in fulfillment of requests for site plan application and solar
panel permitting records.
• City Council—Continued preparing and reviewing the agenda and items for the June 19,
2018 regular meeting at 6:00 p.m. Prepared and processed reservations,payment and
paperwork for two Council Members to attend Institute for Elected Municipal Officials
basic training June 8 through June 10, 2018 in Jupiter, FL.
• Community Redevelopment Agency(CRA) Board Continued preparing and reviewing
items and the agenda for the June 19, 2018 CRA Board regular meeting at 5:30 p.m.
• Community calendar Distributed an email regarding calendars for the month of June on
the City's website, available at www.citvofcanecanaveral.org/calendar.
• Meetings with the city manager—Met with the city manager and select department
directors to plan a security and meeting procedure session for the chairs and vice chairs of
the City's advisory boards, City Council Members, recording secretaries and associated
directors.
• Meetings with Staff—In coordination with the Community Engagement and Culture &
Leisure Services Departments, met with Brevard County Supervisor of Elections Staff for
a polling place site review at the Nancy Hanson Recreation Complex (7300 N Atlantic
Avenue). Cape View Elementary School will no longer be utilized for polling purposes.
• City elections—The official qualifying period for the Mayor's seat runs from 12 p.m.
(noon) on Friday, August 10, 2018 to 12 p.m. (noon) on Friday, August 24, 2018. It would
be prudent for individuals planning to run—or those who have announced an intention to
do so—to visit the City Clerk's Office as soon as possible. Election packets have been
finalized and one has been picked up as of June 6, 2018. For more information,please

Highlights:
• Received the final Federal Emergency Management Agency (FEMA) payment of
$5,898.00 for the City's Hurricane Matthew claim.
Human Resources & Risk Management
Small Towns Offer Incentives to Young Professionals.
(Sources: Forbes,NBC, CBS, Reuters)
The Department of Labor reported a national unemployment rate of 3.8% in May 2018,
indicating small towns and Cities desperately need to retain their young professionals. This
has resulted in some organizations being willing to offer financial incentives in an effort to
coax their recent college graduates into returning home. Small towns in Michigan, South
Carolina, Indiana, Ohio and Iowa are experimenting with these awards.
St. Clair County Michigan has offered a $15,000.00 Come Home Award since 2016. Of 45
applicants, 10 have received the award. While 10 young professionals may not seem
significant, that's 10 professionals planting roots and possibly starting families, which makes
a significant impact to the continued wellbeing of a small town. Award winners use the
money to pay student loan debt, buy a house or start a business. A fresh college degree,

Health Alert
Summer is tick season
According to the Florida Department of Health, the most common diseases spread by ticks in
Florida are ehrlichiosis, anaplasmosis, Lyme disease, Rocky Mountain spotted fever and other
spotted fever illnesses. Symptoms of tick-borne diseases usually commence within two weeks
of being bitten. Tell your doctor immediately if there's any chance you might be experiencing
signs of tick-borne illness. It's possible that

• HR continues to search for and interview licensed wastewater plant operators.
• HR completed the review and statistical analysis of the City Manager's annual

Community Development
Update for Week Ending June 8, 2018
Staff performed day-to-day duties and responsibilities and assisted with various telephone and
walk-in requests from the public, including performing plan reviews,processing permits,
conducting inspections,performing site visits, issuing notices and conducting research.
Building Division
The Building Division conducted 86 inspections. The division also processed 47 new building
permit applications, 58 payments for permits that were picked up and 27 renewals or new
Business Tax Receipts (BTR), alarm and/or fire notices and payments.
Highlights:
• The building official attended the 2018 Building Officials Association of Florida
conference. The event ran from June 4 to June 7, 2018 and took place in Orlando, FL.
• Responded to 68 emails, faxes and calls requesting permit, zoning and/or BTR
information and 54 voicemails.
• Processed four new contractors' information packets—consisting of contractor licenses,
liability insurance and workers' compensation insurance to allow them to pull permits
in Cape Canaveral.
• Assisted 36 walk-in customers regarding miscellaneous items.
• Processed two payments for After-the-Fact Permits/construction contractor citations for
contractor work performed prior to obtaining the required building permits.
• Processed one payment for expired permit fees
• Processed and issued one certificate of occupancy for 605 Manatee Bay Drive.
• Entered 12 inspection results into Springbrook.
• Provided assistance in completing building permit applications as needed.
• Contacted one contractor regarding scheduling final inspections for building permits that
are nearing expiration or have recently expired.
• Scanned and verified 151 documents.

• Performed three notary services.
• Compiled the May month-end permit report for the Brevard County Property Appraiser's
Office.
• Provided receptionist coverage for the front counter at City Hall.
Code Enforcement
Code enforcement performed day-to-day duties and responsibilities, assisted with various
requests from the public and provided office coverage throughout the week.
Highlights:
• Received eight new requests giving life-safety issues priority, followed closely by
Community appearance and property maintenance.
• Assisted five citizens with building and code enforcement requests at the front counter.
• Conducted 20 site inspections.
• Removed three signs from right-of-ways and telephone poles within the City.
• Responded to 26 voicemails regarding complaints and inquiries.
• Responded to 19 lien search requests.
• Code enforcement officers continue to conduct daily Community sweeps for visible
violations throughout the City.
• Issued four door tags for visible violations to be corrected.
• Staff obtained compliance in the field for four visible code violations.
• Staff completed the removal process of a dilapidated pool in accordance with The
Standard Unsafe Building Abatement Code. Below are before and after images of the site.

Planning
The Planning Division performed day-to-day duties and responsibilities, assisted with various
requests from the public and provided office coverage throughout the week.
Highlights
• Scanned and verified 906 pages of documents. Organized files in Laserfiche and prepared
1.5 cubic feet of large format plans for off-site scanning.
• Provided receptionist coverage for the front counter at City Hall.
• Provided coverage for the Building Division counter.
• Provided customer assistance with permit applications, fees,payments and record
requests.
• Entered building permit applications into Springbrook.
• Assisted the Building Division with its inspection schedule.
• Prepared and distributed the agenda packet for the upcoming Planning & Zoning Board
meeting on June 13, 2018 at 6:00 p.m.
• In conjunction with the city planner, met with the city manager to discuss strategy
regarding non-conforming residential uses in the City's commercial districts. Similar to
the circumstances surrounding the condo projects that are over density, these
commercially zoned residential uses could not be rebuilt if destroyed.
• Corresponded with representatives of Florida Engineering Group regarding the site plan
application for the Holiday Inn hotel proposed at the south end of Columbia Road.
• Participated in a phone conference regarding the East Central Florida Regional Planning
Council's Resiliency Action Plan.
• Met with several property owners in the City regarding possible development projects.
Discussion included the approval process as well as timeframe and zoning considerations.

Community Engagement
Update for Week Ending June 8, 2018
The Community Engagement Department is primarily responsible for the development,
implementation and evaluation of public programs, Community meetings, public gatherings
and Community engagement activities. Community engagement disseminates up-to-date
information via the City website,Nixie and social media and also performs routine website
maintenance and content sourcing throughout the City. The department is a bridge between
residents and their local government and is dedicated to ensuring a high quality of life for an
engaged Community.

City of Cape Canaveral 2018 Community Survey
At the most recent Cape Canaveral Strategic Planning Retreat on March 28, 2018, a
Community survey was established as a City leadership goal. This strictly online survey will
permit the collection of large quantities of data regarding citizen perspectives at a relatively
low cost.
The purpose of the survey will be to systematically gather and use the perspectives of the
Community concerning matters of public interest over which City leadership have some
reasonable level of control. Results from the Community survey will be used by the City
Council, city manager and City Staff as one source of input in the strategic planning process.
The survey will permit the analysis and reporting not only of overall results,but results
specific to given demographic groups such as age, neighborhood, size of household and so
forth. It will also be used to gauge Community reactions to current amenities and services and
future potential quality-of-life projects. The survey has been constructed collaboratively by

the Community Engagement Department and Dr. Tom Freijo, with input from the Economic
Development and Community Development Departments.
The Community survey will use the web-based service SurveyMonkey and will be advertised
at City events and via Nixie, social media, direct mail and the City's website. Dr. Freijo will
then analyze the results and prepare a detailed report based on his findings. Dr. Freijo has
considerable experience in developing, analyzing and reporting survey results.
The cost of the Community survey project is approximately $4,000.00 per year,which
includes the annual subscription(approximately$400.00) for the web-based service
SurveyMonkey. The remainder of the cost will be for developing (or updating) the survey
questionnaire, results analysis and report preparation. The Community survey will be
administered yearly or every other year, as is deemed appropriate at the time.
If approved by City Council, Staff will begin to solicit survey responses on Monday, June 25,
2018. The survey will remain open through Friday, August 24, 2018. If allowed to proceed,
the Community survey report will be presented at the September 18, 2018 City Council
meeting.
City Received a New Trademark— Sun, Space & Sea°
The director has received the final official U.S. trademark registration certificate for Sun,
Space & Sea! This trademark initiative began in 2016 as a way to complete the City
rebranding initiative. With the addition of this trademark the City now controls the following:

Community survey and signing up
for the Weekly Update.
The majority of the gathering centered around Culture & Leisure Services Director Gustavo
Vergara's presentation regarding three different architectural renderings and options for the
Multi-Generational Facility and the CAPE Center. These projects were identified as City
leadership goals at the 2016, 2017 and 2018 Strategic Planning Retreat sessions. The facilities
are long-term Community desires that were expressed in multiple Community surveys and
engagement opportunities, including the 2009 Envision Cape Canaveral workshops which
resulted in the Cape Canaveral Vision Statement and the 2015 rebranding initiative.
Both projects have been discussed with involved members of the Community throughout the
planning and development phases at Council meetings, advisory board meetings, Community
Brainstorms and events. They have also been advertised on the City website, in the Weekly
Update and via social media.
The brainstorm was simulcast via BoxStream to YouTube, Twitter and Facebook and has
been viewed by more than 800 people as of June 7, 2018.

Community Garden End-of-Season Meeting
On Thursday, June 7, 2018, seven members of the Community Garden met at the Nancy
Hanson Recreation Complex. Topics of discussion included lessons learned that could be
applied to the fourth season of the garden, adapting the garden model to have individual plots,
implementing mandatory Community work days and having an increased presence at the
garden and Community events. The gardeners also talked with each other about what plants
they'd like to grow more of and are considering planting fruit trees in the future! Season four
will begin in the fall of 2018. New gardeners are selected by lottery every season. To enter

Summer Camp
Summer is finally here, and camp is off to an amazing start! Nineteen children between the
ages of five and 10 registered for the first week of camp and kicked off the season with a
fun-filled week at Canaveral City Park. Campers enjoyed mornings at Sandpiper Park, free
game time at the Youth Center and team sports on the basketball courts and baseball fields.
There was even an ice cream party! What a great way to cool down after a hot and busy day!
Counselors Carrie and Nathan are having a blast getting to know the children. They work hard
to plan games and activities to keep the kids entertained and give them the best summer camp
experience possible. The Cape Canaveral Summer Camp is a great way for kids to remain
engaged both physically and mentally throughout the summer. Each week they have the
opportunity to express themselves through art and crafts, physical activity and teambuilding
exercises.

Location of Summer Camp to Change
During the yearly subterranean termite inspection of the Youth Center building which
hosts the summer camp and the Brevard County Sheriff's Office Police Athletic League—a
drywood termite infestation was discovered. These termites could have come from anywhere
as they fly and live in dead tree branches, older wood homes and are particularly attracted to
wood structures like the Youth Center.
While the termites pose no threat to humans, Staff decided that it would be in everyone's best
interest to relocate the summer camp to the Nancy Hanson Recreation Complex(7300 North
Atlantic Avenue)next week, June 11 to June 15, 2018. After that, summer camp will be
permanently located in the former City Hall building at 105 Polk Avenue. It is with a heavy
heart we say goodbye to the building at 920 Orange Avenue. It provided many years of
service to the children of Cape Canaveral and is filled with happy memories.
Tennis Light Retrofit
This week, we resumed retrofitting the
tennis courts to full LED lighting.
Staff waited until summer to complete
this project to cause minimal
disruption to the City's tennis
programs. This week, the old lights -
were removed, and brackets were put
into place. Next week, new lights will
be installed making the Nancy Hanson .
Recreation Complex the first and only
Brevard County municipal tennis complex fully lit with LED light technology.

Economic Development
Update for Week Ending June 8, 2018
Performed day-to-day duties and responsibilities, conducted various meetings with business
stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and
conducted research as necessary.
City Hall Status
• Site work and preparation continues at the east parking lot.
• HVAC service items continue.
Multi-Generational Center and the CAPE Center
• Attended the Community Brainstorm event of June 6, 2018 at which several members of
the Community voiced their preferences for exterior elevations, site design, floor plans
and overall projects. The overwhelming majority preferred the contemporary elevation
versions of both facilities.
• Continued working on a grant funding application through the Tourism Development
Council (TDC)with the culture and leisure services director.
State Road (SR) AlA Update:
• From N. Atlantic Avenue to George King Boulevard
o Curb and gutter design funding is approved. The design process will begin in
Fiscal Year 2019.
• From SR 520 to N. Atlantic Avenue
o The Florida Department of Transportation(FDOT) Traffic Engineering and
Operations Office is currently conducting a pedestrian safety scoping and a study
will begin later this year. Once improvements are identified, smaller improvements
could be implemented via a pushbutton project or programmed as a separate
project in the FDOT work program.

o Staff input will continue to focus on fully signalized audible pedestrian crossings
for this segment and, ultimately, all of SR A 1 A in Cape Canaveral.
• From 5th Street South (Cocoa Beach)to George King Boulevard
o Separate from the above projects, the FDOT Bicycle and Pedestrian Planning
Facilities are conducting a planning study for possible bicycle and pedestrian
improvements. The first phase—existing conditions study—has been completed.
Additional improvements that result from this planning study will need to be
scoped and specific projects will need to be programmed.
The Space Coast Transportation Planning Organization (SCTPO) will kick off its Federal
certification review with a public meeting Your Voice. Your Brevard: Transportation
Planning for the Future—on June 11, 2018,beginning at 5:00 p.m. at the Viera Government
Center located at 2725 Judge Fran Jamieson Way, Melbourne, FL. The meeting will take
place in Building C.
Every four years the Federal Highway Administration(FHWA) and the Federal Transit
Administration(FTA) conduct a review of the SCTPO to certify that the organization is
satisfactorily meeting the planning requirements as defined in Federal laws and regulations.
This evaluation also provides FHWA and FTA the opportunity to add value to the SCTPO's
planning process by sharing best practices, techniques and technical tools.
At the open house, SCTPO Staff is seeking public input on the transportation planning process
and is encouraging citizens to voice concerns about trending projects in Brevard. The
presentation will begin at 5:00 p.m. and will be followed by a period of open discussion.

Water Reclamation Facility — Sanitary Sewer System
• Oxidation Ditch Rehabilitation Project
Full bypass operations from the oxidation ditch to the equalization basin were initiated on
January 29, 2018. The ditch was emptied and cleaned of sand, debris and sludge.
Structural analysis observed extensive damage to several of the concrete walkways along
the northern end of the ditch. Replacement of the walkways and columns continues. Other
ongoing activities include the installation of new mixers, weirs and other equipment prior
to placing the ditch back into service. Substantial completion date is delayed until
September 2018. Current project construction completion: 90%.

#TheSpaceBetween High-Tech+High Tide®
• Force Main #3 Replacement Project
The project includes the replacement of Force Main#3 located within several
right-of-ways in the north-central portion of the City. TB Landmark Construction, Inc. of
Jacksonville, FL was the low bidder with a bid of$324,319.00. A revised route will be
used for the replacement force main, shortening the line distance by over 800 feet and
saving $30 to $40k in construction costs. Construction should be completed in July 2018.
Maintenance of Traffic (MOT) includes traffic lane closures on Thurm Boulevard and W.
Central Boulevard in the next few weeks. Current project construction completion: 10%.
• Lift Station No. 2 and Holman Road Sewer Improvements
This project includes the excavation and replacement of the existing sanitary sewer pipe
and manholes from Lift Station No. 2 on Center Street to the northwestern corner of
Holman Road. Several new easements have been obtained with residents, which will
reduce construction costs by more than$350,000.00. Work has been initiated in the
vicinity of Lift Station No. 2. MOT will be in place on Center Street and includes frequent
closure of one lane of traffic. The project may take up to 365 days to complete. Current
project construction completion: 2%.

Sanctuary Park. Beemats are
floating islands of vegetation that
uptake nitrogen and phosphorous
in stormwater. Periodic harvesting of the mature plants prevents the sequestered nutrients

from re-entering the water when the plants die and decompose. Staff will prepare a
recommendation after further analysis.
Miscellaneous
• Estuary Grant Property—Long Point Road
The St. Johns River Water Management District(SJRWMD) contacted the City to inquire
about using the western half of the City's property at the end of Long Point Road for
mitigation. The Florida Department of Transportation(FDOT) needs mitigation credits in
the area for the future widening of State Road(SR) 528 from I-95 to Port Canaveral. The
eastern half of the property will also be used for mitigation by a local developer. In
addition, SJRWMD would like to include the property to the south owned by River
Gardens Condominium. The goals of the project are to improve the native habitat by
reconnecting the existing mosquito ditches to the Banana River, removing pepper trees
and other invasive species and replanting native trees and mangroves. City Staff continues
to work with SJRWMD in performing initial project tasks.

• Request for Qualifications (RFQ)—Continuing Consulting Services
This RFQ was advertised on March 29, 2018. The City solicited firms for five-year
continuing services contracts in the areas of professional engineering, planning, surveying
and architectural design. The RFQ was advertised in the "Florida Today," on the City
webpage and via Demandstar, a computer bidding system. Sixteen RFQ responses were
received. A review team of City Staff will make recommendations to the City Council at
the June 2018 meeting.
• N. Atlantic Avenue Pole Replacement 1
A Florida Power& Light (FPL) contractor will replace a light pole north of the
intersection of N. Atlantic Avenue and Harbor Drive on Monday, June 11, 2018, weather
permitting. This was originally scheduled to take place on Monday, May 14, 2018 but was
cancelled due to inclement weather. The work will take place at night between 8:00 p.m.
and 6:00 a.m., and both lanes on N. Atlantic Avenue will be closed to vehicular traffic
during this period. Extensive MOT—such as detour signage,barricades and the like—
will be in place at the following locations:
• N. Atlantic Avenue and W. Central Boulevard
• N. Atlantic Avenue and George King Boulevard
• W. Central Boulevard and SR AlA
• George King Boulevard and SR AlA
• All City streets in the vicinity of Harbor Drive
• All along N. Atlantic Avenue near the proposed work
• SR AlA Mast Arm Project
This project includes the installation of traffic signal mast arms at the following
intersections with SR AlA:
• Holman Road
• Center Street
• N. Atlantic Avenue

Installation of the mast arms has been delayed by FDOT until September or October 2018.
Lengthy closures of travel lanes on SR AlA and City streets will be required to install the
mast arms.

Serving the city of Cape Canaveral& Canaveral Port Authority
Update for Week Ending June 08, 2018
1. Attended a weekly meeting with Canaveral Port Authority(CPA) Staff and the
Brevard County Sheriff's Office.
2. Met with the State Fire Marshal's Office volunteer coordinator.
3. Sent personnel to Texas A&M for foam school.
4. Shift personnel performed walk-throughs of marinas.
5. Prevention conducted 24 new and 26 follow-up inspections, as well as one new
construction inspection. Additionally, they completed four plans reviews and three
citizen requests for information.
