Telephone conferences, meetings with citizens, documents prepared, reviewed, approved and meetings or conferences held are numerous and may not all be included in the Weekly Update. Highlights: • Communicated with department directors, the Mayor and Council Members regarding various projects, issues and initiatives. • The executive assistant(EA)provided assistance to the city manager, the Mayor, Council Members and department directors. • The EA provided coverage at the reception window in City Hall and entered building permits into the processing system. • The EA received and responded to several Community calls and emails. • The EA attended the May 15, 2018 regular City Council meeting and monthly Staff meeting that followed. • The EA coordinated interior details for City Hall with Staff and vendors. City Clerk's Office City Clerk's Office (CCO) Staff performed day-to-day duties and responsibilities and assisted with various telephone and walk-in requests from the public and Staff. CCO Staff also provided coverage and assistance at the reception window in City Hall, as well as to the City Manager's Office and City Council Members. #TheSpaceBetween Oceanside + RiversidesM Highlights: • Records management A part-time, on-the-job training employee assisted with scanning, verifying and preparing records for disposition. • City Council meetings Prepared Council chambers for and attended the May 15, 2018 regular meeting. Processed items approved and/or authorized by City Council. Continued preparing and reviewing the agenda and items for the June 19, 2018 regular meeting. • City advisory boards—Attended a celebration of life for Joanna Atwood, 1932–2018. Ms. Atwood served as a Library Board member for more than 24 years. (See attached.) • Meetings with Staff—Attended a monthly Staff meeting with other directors and the city manager. • Brevard County City Clerk's Association(BCCCA) Coordinated with the Cocoa Beach City Clerk's Office to co-host the May 14, 2018 meeting of the BCCCA. Attended and prepared minutes for the event. The guest speaker was Brevard County Supervisor of Elections Lori Scott and her Staff. Highlights: • Met with Federal Emergency Management Agency(FEMA) and the risk management director to discuss the remaining documentation required to complete the City's Hurricane Irma claim. • Attended the May 15, 2018 City Council meeting and the monthly Staff meeting that followed. • Continued to work on the Fiscal Year 2018 —2019 budget. Human Resources & Risk Management Human Resources & Risk Management Staff performed day-to-day duties and responsibilities to include training, employee relations, applicant recruiting and screening,benefits administration, Staff performance evaluations and all matters pertaining to workers' compensation, general liability and property insurance. a' • ". pe- -.....,,,- 3 , , .., • , More Americans Without Health Insurance The Commonwealth Fund Affordable Care Act Tracking Survey indicates consumers are struggling to afford individual health insurance. The numbers are as follows: #TheSpaceBetween Oceanside + RiversidesM • The number of uninsured working-age adults—between 19 and 64—increased from 12.7% in 2016 to 15.5% in 2018. • An estimated four million people have lost coverage since 2016. • Lower-income adults defined as those living in households earning less than about $30K for an individual and less than about $61K for a family of four saw uninsured rates rise from 20.9% in 2016 to 25.7% in March 2018. While employer-provided group health enrollment numbers remain level, employers know that group health insurance premiums are negatively impacted when the number of uninsured individuals increases. The cost of providing services to the uninsured are passed along in the form of higher monthly insurance premiums and price hikes for services and prescriptions. Medical providers will recoup their losses from those who can pay. Highlights: • Staff received an update on the City's pending negligence trip-and-fall suit from legal defense provided through the City's risk management provider at the time of the alleged incident, Florida Municipal Insurance Trust. Legal defense has declined mediation and settlement in favor of taking the case to trial, with a trial date set for December. • HR completed the hiring intake process for two recreation leaders assigned to the Culture & Leisure Services Summer Camp Program. The recreation leaders will train through the remainder of this week in preparation for the May 29, 2018 start of summer camp. • A candidate has been selected for the database coordinator and reclamation inspection technician position assigned to the Public Works Services Department. We are confident he will contribute to the success of the A'my ""Jsummer camp. #TheSpaceBetween Oceanside + Riversides" Joanna Atwood, 1932-2018 Joanna Atwood,a Cape Canaveral resident whose interests combined serving others and exploring the world,died of pneumonia on April 3, 2018. She was 85. Extensive travel started early.At age 25,Joanna drove and camped across the USA with her younger sisters,Margaret and Christine. Exploring Europe with Margaret came next. Then, employed by Gulf Oil,Joanna taught"oil patch"American kids in South Korea, Denmark,and Venezuela. While in South Korea,she returned to her home state, Connecticut,by way of India, circling the globe. Living in Denmark led to more European exploration. While in Venezuela, Joanna traveled by bus and river boat throughout South America. In Colombia, she studied Spanish,a language in which she became fluent. In Costa Rica,she taught English to young people preparing for study in America. Retired from teaching at age 55,Joanna settled in Cape Canaveral with her life partner Robert Wagner,a petroleum engineer from Sheridan,WY,whom she had met in Venezuela. Joanna and Bob had a home in Sheridan where they spent summers. They were frequent users and supporters of the libraries in both Sheridan and Cape Canaveral. In Cape Canaveral,Joanna volunteered at the circulation desk,chaired used book sales,served on the Library Board and Friends of the Library,and lobbied in Tallahassee for funding. Exploring the world continued: Ireland,Tuscany,China,Morocco. In addition to Robert Wagner,his son Carl, daughter Kathy,daughter-in-law Clara,and grandsons Stefan and Michael,Joanna's family includes her sister Margaret Robinson, brothers-in-law Claude Robinson and George Mulford,of Swarthmore, PA; niece Zoe Mulford and Zoe's husband Bijan Parsia,of Manchester, England; nephew Toby Mulford,Toby's wife Rachel Spicknall Mulford, and grand-niece Wilona Christine Mulford,daughter of Toby and Rachel,of Cheverly,MD; and Joanna's and Bob's"Chinese son and daughter,"Shan Xue and Lixing Gu. A Celebration of Joanna's life will be held at 2:3o pm on Saturday,May 12,in the Cape Canaveral Library. At the Celebration,anyone who wishes to may share a remembrance of Joanna. Donations in Joanna's name may be made to the Cape Canaveral library. 2018 Legislative Update Passed: Both approved by Governor HB 6009 Repeals section 99.0615, F.S., which provided for residency of write-in candidates. The Florida Supreme Court declared this section unconstitutional. Based on that, write-in candidates will be required to be a resident in the district represented by the office at the time of election or when they assume office rather than at the time of qualifying. Jxmrm Community Development Update for Week Ending May 18, 2018 Staff performed day-to-day duties and responsibilities and assisted with various telephone and walk-in requests from the public, including performing plan reviews,processing permits, conducting inspections,performing site visits, issuing notices and conducting research. Building Division The Building Division conducted 70 inspections. The division also processed 54 new building permit applications, 39 payments for permits that were picked up and 20 renewals or new Business Tax Receipts (BTR), alarm and/or fire notices and payments. Highlights: • Responded to 113 emails, faxes and/or calls requesting permit, zoning and/or BTR information. Responded to 29 voicemails. • Processed three new contractors' information packets consisting of contractor licenses, liability insurance and workers' compensation insurance to allow them to pull permits in Cape Canaveral. • Assisted 46 walk-in customers regarding miscellaneous items. • Processed one payment for an After-the-Fact Permits/construction contractor citation for contractor work performed prior to obtaining the required building permits. • Processed one payment for expired permit fees • Verified and/or scanned 125 pages of Building Dept. documents. • Performed three notary services. • Provided receptionist coverage for the front counter at City Hall. • Prepared and distributed Code Enforcement Board agenda for a meeting on May 17, 2018. Code Enforcement Code enforcement performed day-to-day duties and responsibilities, assisted with various requests from the public and provided office coverage throughout the week. #TheSpaceBetween Oceanside + Riversides" Highlights: • Received 21 new requests giving life-safety issues priority, followed closely by Community appearance and property maintenance. • Assisted 15 citizens with building and code enforcement requests at the front counter. • Conducted 23 site inspections. • Removed three signs from right-of-ways and telephone poles within the City. • Responded to 37 voicemails regarding complaints and inquiries. • Responded to 22 lien search requests. • Code enforcement officers continue to conduct daily Community sweeps for visible violations throughout the City. • Issued one door tag for visible violations to be corrected. Planning The Planning Division performed day-to-day duties and responsibilities, assisted with various requests from the public and provided office coverage throughout the week. Highlights: • Provided receptionist coverage for the front counter at City Hall. • Provided coverage for the Building Department counter. • Provided customer assistance with permit applications, fees,payments and records requests. • Entered building permit applications into Springbrook. • Prepared 2.0 cubic feet of Building Department documents for disposition. • Met with the assistant city attorney and proposed revisions to the City's tree replacement language as well as adoption of the newest version of the International Property Maintenance Code. • In conjunction with the economic development director, met with a potential investor regarding the Gould property located at N. Atlantic Avenue and W. Central Avenue. • Participated in phone conference as a member of the Regional Resiliency Action Plan Steering Committee. Discussed implementation strategies and how best to enlist local participation. • Provided and applicant with final site plan comments resulting from the Planning & Zoning Board meeting related to the Golf N Gator amusement center expansion. #TheSpaceBetween Oceanside + RiversidesM • Discussed traffic analysis parameters with a traffic consultant related to the site plan application for the proposed Holiday Inn hotel on Challenger Way. #TheSpaceBetween Oceanside + Riversides" Community Engagement Update for Week Ending May 18, 2018 The Community Engagement Department is primarily responsible for the development, implementation and evaluation of public programs, Community meetings, public gatherings and Community engagement activities. Community engagement disseminates up-to-date information via the City website,Nixle and social media and also performs routine website maintenance and content sourcing throughout the City. The department is a bridge between residents and their local government and is dedicated to ensuring a high quality of life for an engaged Community. The consultant and the director are both members of the Brevard County Public Information Network(PIN), which was created to ensure that municipalities and organizations throughout the County speak with the same voice regarding emergency situations such as hurricanes. The guest speaker of the meeting was National L Weather Service Melbourne Warning Coordination -.0 :0‘11.11 )1° Meteorologist Scott Spratt. Spratt brought the PIN up to speed regarding the new modeling and forecast information that will be used this season. Afterwards, the group worked to refine their 2018 Hurricane Season messaging. Parents, residents, Staff and Mayor Hoog, Mayor Pro Tem Brown and Council Member Raymond were all present in the audience. Under the direction of Ms. Charlotte Reinhart, the chorus sang a variety of selections including"Florida(Where the Sawgrass Meets the Sky)" and"Don't Worry Be Happy."Audio of the performance was livestreamed via BoxCast and a recording can be found at httns://bit.ly/2rK3fzv. Director Meetings • Met with the city manager. • Attended the May 15, 2018 City Council meeting. • Met with a Cocoa Beach High School student for a mentoring session. • Provided an employee with a 30/60/90-Day Training Plan review. Summer Camp Registration for the City of Cape Canaveral's Summer Camp Continues! Since the end of school is less than two weeks away, we wanted to provide everyone with an updated count on �. Camp hours are from 9:00 a.m. to 3:00 p.m.; however, before and after care are #TheSpaceBetween Oceanside + RiversidesM offered for an additional cost. Free Summer Food Program The City of Cape Canaveral will be a feeding site for the Summer BreakSpot meal program. A free lunch will be offered to anyone under the age of 18 on Monday, Tuesday, Wednesday and Friday each week from May 29, 2018 to July 20, 2018. Serving times will be advertised as soon as available. Lunch will be served at the Youth Center located at 7920 Orange Avenue in Cape Canaveral. The program will start with 25 lunches being distributed, and the number can increase upon demand. However, if 25 daily lunches can't be distributed, the program will end. If you know any child who needs a lunch or any parents that just want to visit the park for lunch and take advantage of the program, we strongly urge you to make the most of this opportunity. (See attached.) Local Archaeological Update Ais Village Trail, Inc. (AVT) is a grassroots non-profit archaeology organization based out of Cape Canaveral. AVT volunteers are currently investigating a local Ais settlement site, and the City has invited them to share their progress in"The Weekly Update." (See attached.) As a community-based group, AVT hopes to create awareness for Cape Canaveral's rich heritage and to engage residents with a hands-on history experience. This first update was submitted by Alan Brech, the lead archaeologist on the project. (See attached.) National Kids to Parks Day Weather permitting,join us in Canaveral City Park this Friday evening for a fun afternoon of baseball, games and a movie under the stars. The event will kick off at 5:30 p.m. with the Space Coast Little League championship game, which will be broadcast live on Periscope. #TheSpaceBetween Oceanside +Riversides' The game will be followed by GaGa ball, disc golf, slackline, music on the softball field and a showing of"Ferdinand" (PG) on the big screen at 8:00 p.m. This will be the last movie of the spring Movie in the Park season. The Brevard County Sheriff's Office Police Athletic League (PAL)will be on hand selling hotdogs, snacks and drinks. We'll see you Friday night! (See attached.) Lobby Murals Installed in City Hall The lobby in City Hall is now home to two newly commissioned pieces of art. The paintings —works of renowned Florida muralist Keith Goodson—celebrate many of the City's most treasured natural resources and illustrate our place as The Space Between® Oceanside+ RiversidesM. Goodson is a Space Coast native celebrated for his bold use of color and realistic renderings. He was instrumental in the development of the mural program in Lake Placid, Florida and is known locally for his 22' x 36' mural"Paddling Our Wildlife Paradise" in Titusville. Shortly after completing these paintings, Goodson accepted a position as the senior artist for Sea World, where his talents will certainly thrive. Four TDC presentations are required prior to being heard by Brevard County Commissioners: 1. May 23, 2018 at 3:00 p.m. An overview of the economic impact of each project will be presented to the TDC Capital Facilities Committee. No action will be taken at this meeting. 2. June 15, 2018 at 3:00 p.m. —TDC Board Member Q&A session. No action will be taken at this meeting. 3. July 13, 2018 at 2:00 p.m. Applicants will make their formal presentations to the TDC Board. The Capital Facilities Committee will announce recommendations for the TDC Board at this meeting. 4. July 25, 2018 at 2:00 p.m. The second formal presentation will be made to the TDC Board. • 7521 Magnolia Avenue code enforcement foreclosure and bankruptcy action update: o The United States Bankruptcy Court has ordered a motion to dismiss the bankruptcy case. o The date is set for May 29, 2018. o Assuming the motion to dismiss is ordered, the City will continue its foreclosure action. • State Road(SR)AlA Staff worked with the Space Coast Transportation Planning Organization to identify four target locations south of the SR AlA and N. Atlantic Avenue intersection which would be prime candidates for signalized audible crosswalks. These locations were forwarded to the Florida Department of Transportation (FDOT). FDOT approaches these requests on a case-by case basis. Ultimately, we plan to request audible crosswalks at all crosswalk locations. #TheSpaceBetween Oceanside + RiversidesM Public Works Services Update for Week Ending May 18, 2018 Staff performed day-to-day duties and responsibilities and assisted with various telephone and walk-in requests from the public. Water Reclamation Facility — Sanitary Sewer System • Oxidation Ditch Rehabilitation Project Full bypass operations from the oxidation ditch to the equalization basin were initiated on January 29, 2018. The ditch was emptied and cleaned of sand, debris and sludge. Structural analysis observed extensive damage to several of the concrete walkways along the northern end of the ditch. Replacement of the walkways has been initiated. Other ongoing activities include the installation of new mixers, weirs and other equipment prior to placing the ditch back into service. The City received a warning letter from the Florida Department of Environmental Protection(FDEP) concerning nutrient exceedances in treated wastewater between June 2017 and January 2018. Staff submitted a response letter noting that exceedances seem to be related to hurricane activity in 2017. Substantial completion date is delayed until September 2018. Current project construction completion: 88%. • Force Main #3 Replacement Project The project includes the replacement of Force Main#3 located within several right-of-ways in the north-central portion of the City. TB Landmark Construction, Inc. of Jacksonville, Florida was the low bidder with a bid of$324,319.00. A revised route will be used for the replacement force main, shortening the line distance by over 800 feet and saving $30 to $40k in construction costs. A pre-construction meeting was held on May 3, 2018. The project will be initiated on or about May 29, 2018 and will include traffic lane closures on Thurm Boulevard and W. Central Boulevard. #TheSpaceBetween Oceanside + RiversidesM • Lift Station No. 2 and Holman Road Sewer Improvements This project includes the excavation and replacement of the existing sanitary sewer pipe and manholes from Lift Station No. 2 on Center Street to the northwestern corner of Holman Road. Several new easements have been obtained with residents, which will reduce construction costs by more than$350,000.00. Initial project tasks were begun. The project may take up to 365 days to complete. Stormwater • Water Reclamation Facility Shoreline Restoration Project This project will armor the Banana River shoreline—approximately 1,400 linear feet— adjacent to the Water Reclamation Facility. Mangroves located along the shoreline will not be impacted but will be used as part of a living shoreline. The project will also include relocating the western and southern portions of the security fence. The contractor completed the placement of rocks along the shoreline. Security fence installation and clean-up activities are in progress. The project should be completed in May 2018 and prior to hurricane season. Current project construction completion: 92%. • Miscellaneous Shoreline Restoration Projects Extra rip-rap from the Water Reclamation Facility Shoreline Restoration Project was used to armor the Banana River shoreline at the following locations: • The International Drive stormwater outfall • The kayak launch at Banana River Park • The Center Street stormwater outfall • Small areas at Manatee Sanctuary Park and Banana River Park Current project construction completion: 100%. #TheSpaceBetween Oceanside + RiversidesM Miscellaneous • Estuary Grant Property—Long Point Road The St. Johns River Water Management District(SJRWMD) contacted the City to inquire about using the western half of the City's property at the end of Long Point Road for mitigation. The Florida Department of Transportation(FDOT) needs mitigation credits in the area for the future widening of State Road(SR) 528 from I-95 to Port Canaveral. The eastern half of the property will also be used for mitigation by a local developer. In addition, SJRWMD would like to include the property to the south owned by River Gardens Condominium. The goals of the project are to improve the native habitat by reconnecting the existing mosquito ditches to the Banana River, removing pepper trees and other invasive species and replanting native trees and mangroves. The City solicited firms for five-year continuing services contracts in the areas of professional engineering, planning, surveying and architectural design. The RFQ was advertised in the "Florida Today," on the City webpage and via Demandstar, a computer bidding system. Sixteen RFQ responses were received. A review team of City Staff will make recommendations to the City Council at the June 2018 meeting. • Bus Shelter Improvements The City's contractor initiated the installation of four new bus shelters on May 7, 2018. Several shelters will also be moved to revised Route 9 locations. The four new shelter locations are as follows: • N. Atlantic and Jefferson Avenues • N. Atlantic Avenue and E. Central Boulevard • N. Atlantic Avenue across from the Southgate Trailer Park • SR AlA in front of the Radisson Resort The new shelters were provided by Space Coast Area Transit(SCAT), which will also reimburse the City for installation costs. The project should be completed the week of May 21, 2018. • SR AlA Mast Arm Project This project includes the installation of traffic signal mast arms at the following intersections with SR Al A: • Holman Road • Center Street • N. Atlantic Avenue. Florida Department of Transportation(FDOT) awarded this contract on May 1, 2018, and work may begin as early as late May. (ISO)notified us this week that effective August 01, 2018 our department will be rated as a Class 2,up from our existing Class 3. This rating is on a scale of 1 to 10, with 1 being the highest. The department was rated on emergency communications, open tiuus, manning, training, available water supply and maintenance. This rating is used when property insurance is purchased and should benefit all property owners. Adequate funding, excellent personnel and the use of auto-aid agreements have helped us achieve this rating. We are thrilled to receive this rating and will strive to do even better in the future.
