This residential and business friendly atmosphere is a livable, attractive, safe, inclusive and sustainable coastal community that embraces the oceanside and riverside as the main amenities,and supports and promotes local tourism, culture,recreation, commerce, municipal civic interests and education. We envision: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos or a performance stage. #TheSpaceBetween High-Tech+High Tide Administrative Services Update for Week Ending May 11, 2018 City Manager's Office The City Manager's Office is responsible for the day-to-day administration of all City departments in accordance with City Council's established policies and direction, local ordinances, resolutions and State and Federal laws, rules and regulations. Telephone conferences, meetings with citizens, documents prepared, reviewed, approved and meetings or conferences held are numerous and may not all be included in the Weekly Update. Highlights: • Communicated with department directors, the Mayor and Council Members regarding various projects, issues and initiatives. • The executive assistant (EA)provided assistance to the city manager, the Mayor, Council Members and department directors. • The EA provided coverage at the reception window in City Hall. • The EA received and responded to several Community calls and emails. • The EA coordinated interior details for City Hall with Staff and vendors. City Clerk's Office City Clerk's Office (CCO) Staff performed day-to-day duties and responsibilities and assisted with various telephone and walk-in requests from the public and Staff. CCO Staff also provided coverage and assistance at the reception window in City Hall, as well as to the City Manager's Office and City Council Members. Highlights: • Records management A volunteer assisted with verifying and prepping records for future scanning and disposition. • Public records request—Fulfilled requests for sewer and vendor records. #TheSpaceBetween High-Tech+High Tide • City Council meetings—Finalized and distributed the agenda and packet for the May 15, 2018 regular meeting. • Council chambers—Coordinated with audio/visual and recording software contractors to perform tests on a remote recording location at the dais. Also assisted library staff in preparing for the first Library Board meeting held in the Council chambers. • Meetings with Staff—Met with the human resources director and a representative from the Brevard Achievement Center(BAC)to finalize plans for a volunteer to officially start as a part-time, on-the-job training employee, subsidized by BAC. This individual will be supervised by the City Clerk's Office. The shift away from marijuana testing likely reflects an unwillingness of American employers to exclude many potential workers at a time when filling jobs is more challenging than it's been in 20 years. With the majority of states legalizing the recreational and/or medical use of marijuana, employees in the states of Massachusetts, Connecticut and Rhode Island have won lawsuits in the past year against companies that rescinded job offers or fired workers because of positive tests for cannabis. President Trump's Labor Secretary Alexander Acosta suggested at a congressional hearing last month that employers should take a step back on drug testing. "With Americans looking for work, are we aligning our drug testing policies with what's right for the workforce?" Excluding marijuana from testing marks the first major shift in workplace drug policy since employers began screening applicants in the late 1980's in response to Federal law which required government contractors maintain drug-free workplaces. Community engagement disseminates up-to-date information via the City website,Nixle and social media and also performs routine website maintenance and content sourcing throughout the City. The department is a bridge between residents and their local government and is dedicated to ensuring a high quality of life for an engaged Community. Established in 1956,National Bike Month is a chance to showcase the many benefits of bicycling and encourage more folks to give biking a try. #BiketoSchoolDay #TheSpaceBetween High-Tech+High Tide East Central Florida Regional Planning Council Listening Session The director was invited to participate in the East CentralIP~_ Florida Regional Planning Council-hosted listening session - m to guide the development of the -111111"111it , - Regional Resiliency Action Plan for Brevard and Volusia Counties. The director spent Tuesday morning collaborating with other local jurisdictions and agencies to discuss the roles, responsibilities, opportunities and barriers to promoting resilience based on the following four parameters: leadership and strategy, health and wellbeing, infrastructure and environment and economy and society. Community Brainstorm Meeting On Tuesday, May 8, 2018, the Community Engagement Department hosted a brainstorm meeting that had an outstanding turnout of about 20 people. These gatherings give the Community an opportunity to bring creative new ideas to the table. Some of the many initiatives that got their start from brainstorm meetings include the Community Garden, Little Free Libraries, EV charging stations, allowing leashed dogs in parks and installing Mobi- Mat®beach access pathways. There was some great conversation about bikeablity and walkability in the City,beach crossovers, flashing stop signs on Ridgewood Avenue, beach parking and how to help visitors and residents better navigate Cape Canaveral. About 15 minutes of the conversation involving the Long Point Estuary Park Project. There was a short discussion on how tough the invasive Brazilian pepper trees are to remove, how they would be removed, if a buffer would be planted between a parking lot and the houses, whether the estuary park would close at night and what sort of plan is in place for any old building or hazardous materials found on site. #TheSpaceBetween High-Tech+High Tide Cape View Elementary School Choral Performance The Cape View Elementary School chorus has kindly offered to perform at City Hall in celebration of the 55th anniversary of the City's charter being signed. The performance will take place on Wednesday, May 16, 2018 at 10:15 a.m. and will be livestreamed via BoxCast. On that date, you'll be able to view the performance at www.citvofcanecanaveral.org/watchmeetings. International Firefighters' Day The community engagement consultant and two dozen cupcakes visited the fire station on Tuesday, May 8, 2018 to thank Canaveral Fire Rescue (CFR) for everything they do for the Community. International Firefighters' Day was Friday, May 4, 2018,but Staff was informed the CFR team was booked solid that day. We hope they were busy getting showered with the appreciation they deserve. If you see our firefighters out and about, make sure you give them a big smile and a thank you! #TheSpaceBetween High-Tech+High Tide Community Development Update for Week Ending May 11, 2018 Staff performed day-to-day duties and responsibilities and assisted with various telephone and walk-in requests from the public, including performing plan reviews, processing permits, conducting inspections,performing site visits, issuing notices and conducting research. Building Division The Building Division conducted 107 inspections. The division also processed 56 new building permit applications, 60 payments for permits that were picked up and 22 renewals or new Business Tax Receipts (BTR), alarm and/or fire notices and payments. Highlights: • Responded to 66 emails, faxes and calls requesting permit, zoning and/or BTR information. Responded to 32 voicemails. • Processed six new contractors' information packets —consisting of contractor licenses, liability insurance and workers' compensation insurance to allow them to pull permits in Cape Canaveral. • Assisted 36 walk-in customers regarding miscellaneous items. • Processed three payments for After-the-Fact Permits/construction contractor citations for contractor work performed prior to obtaining the required building permits. • Processed one payment for a zoning verification letter for 8515 N. Atlantic Avenue. • Processed one payment for expired permit fees • Contacted one contractor regarding scheduling final inspections for building permits that are nearing expiration or have recently expired. • Performed two notary services. • Compiled month-end permit report for the Brevard County Property Appraiser's Office. • Provided receptionist coverage for the front counter at City Hall. • Participated in a quarterly phone conference with the State of Florida. • Confirmed and matched BTR payments in Springbrook. #TheSpaceBetween High-Tech+High Tide Code Enforcement Code enforcement performed day-to-day duties and responsibilities, assisted with various requests from the public and provided office coverage throughout the week. Highlights: • Received 19 new requests giving life-safety issues priority, followed closely by Community appearance and property maintenance. • Assisted 12 citizens with building and code enforcement requests at the front counter. • Conducted 26 site inspections. • Removed five signs from right-of-ways and telephone poles within the City. • Responded to 35 voicemails regarding complaints and inquiries. • Responded to 25 lien search requests. • Code Enforcement Officers continue to conduct daily Community sweeps for visible violations throughout the City. • Issued two door tags for visible violations to be corrected. Planning The Planning Division performed day-to-day duties and responsibilities, assisted with various requests from the public and provided office coverage throughout the week. Highlights: • Provided receptionist coverage for the front counter of City Hall. • Provided coverage for the Building Department counter. • Attended the May 9, 2018 Planning &Zoning Board meeting and started preparation of the meeting's minutes. • Provided customer assistance with permit applications, fees,payments and record requests. • Entered building permit applications into Springbrook. • Participated in review of submittals for continuing engineering, architectural and planning services. • Held a conference call with the city attorney regarding notice procedures for demolition activities at 305 Surf Drive. #TheSpaceBetween High-Tech+High Tide • Met with a property owner regarding the development of a real estate office building on N. Atlantic Avenue. • Prepared a response to Council Member Morrison's email questions regarding a proposed townhouse ordinance. • Conducted the May 9, 2018, Planning & Zoning Board meeting. Agenda items included: o Site plan approval for an expansion to the Golf N Gator amusement center located at 6355 N. Atlantic Avenue. This was approved. o Policy discussion regarding allowing vehicle rental facilities within the City's commercial zoning districts. Performed site visits and conducted research as necessary. City Hall Status • In the area where the former community development building was demolished (110 Polk Avenue), the following was accomplished or is taking place: o The new generator was installed, and the initial startup was successful. The director is coordinating weekly testing and startups, as well as arranging a full- load test. o Concrete crews completed footings and constructed vertical walls and bollards for a dumpster enclosure. • T01:1* P . Y F Y - f! 73, , • Reviewed and coordinated fencing details with the contractor and landscaping crews from the Public Works Services Department. • The director is evaluating options for video lighting in the City Council chambers. • Obtained Canaveral Fire Rescue approval for the relocation and revised design of the 800mHz public safety radio system. • Designed a lightweight, secure and non-penetrating roof-mounting system for the relocation of the marquee sign transmitter to new City Hall. • Installed lobby murals. #TheSpaceBetween High-Tech+High Tide Multi-Generational Center and the CAPE Center • The economic development director was designated by the city manager to be project manager for the development of both the Multi-Generational Center and the CAPE Center with ongoing assistance from the director of the Culture & Leisure Services (CLS) Department. • Revised and submitted the Brevard Tourism Development Council grant funding application for both projects. • Provided the design team with civil documentation related to the old City Hall building. Other: • Provided technical audio/visual assistance to the City Clerk's Office and at the Community Development Department's Planning & Zoning Board meeting. • Worked with the capital projects director, community development director and CLS director to review and evaluate submittals for continuing contracts for future and as- needed wastewater, stormwater, surveying, civil, environmental, geo-technical, planning, and architectural services. #TheSpaceBetween High-Tech+High Tide Culture & Leisure Services Update for Week Ending May 11, 2018 Staff performed day-to-day duties and responsibilities and assisted with various telephone and walk-in requests from the public. Summer Camp Registration for the City of Cape Canaveral's Summer Camp Continues! We accept credit cards now! Summer camp costs are $50 per week for Cape Canaveral residents and $60 per week for non-residents. Camp hours are from 9:00 a.m. to 3:00 p.m.; however,before and after care #TheSpaceBetween High-Tech+ High Tide are offered for an additional cost. Free Summer Food Program The City of Cape Canaveral will be a feeding site for the Summer BreakSpot meal program. A free lunch will be offered to anyone under the age of 18 on Monday, Tuesday, Wednesday and Friday each week from May 29, 2018 to July 20, 2018. Serving times will be advertised as soon as available. Lunch will be served at the Youth Center located at 7920 Orange Avenue in Cape Canaveral. The program will start with 25 lunches being distributed, and the number can increase upon demand. However, if 25 daily lunches can't be distributed, the program will end. If you know any child who needs a lunch or any parents that just want to visit the park for lunch and take advantage of the program, we strongly urge you to make the most of this opportunity. Staff waited for over four months for the lowest- quoted contractor due to incredibly high demand for his services. The contractor says he still has a list of 100 customers waiting for soffit repairs. Great year to be a soffit installer! #TheSpaceBetween High-Tech+High Tide The 19th Annual Student Art Show The 19th Annual Student Art Show was one for the record books! With a total of 14 schools participating and more than 270 individual submissions, the show was the largest one to date. Library Staff was on hand to help, engaging the young visitors in a craft activity and bringing the family-friendly arts experience full circle. Street Eats on Taylor Avenue Make plans to have dinner on Taylor Avenue this Saturday evening, as a fleet of food trucks packed with deliciousness roll into town. This event will go on rain or shine. The trucks will be parked outside the Nancy Hanson Recreation Complex, and tables will be set up indoors for your enjoyment. Water Reclamation Facility — Sanitary Sewer System • Oxidation Ditch Rehabilitation Project Full bypass operations from the oxidation ditch to the equalization basin were initiated on January 29, 2018. The ditch was emptied and cleaned of sand, debris and sludge. Structural analysis observed extensive damage to several of the concrete walkways along the northern end of the ditch. Replacement of the walkways has been initiated. Other ongoing activities include the installation of new mixers, weirs and other equipment prior to placing the ditch back into service. The City received a warning letter from the Florida Department of Environmental Protection(FDEP) concerning nutrient exceedances in treated wastewater between June 2017 and January 2018. Staff submitted a response letter noting that exceedances seem to be related to hurricane activity in 2017. Substantial completion date is delayed until September 2018. Current project construction completion: 88%. • Force Main#3 Replacement Project The project includes the replacement of Force Main#3 located within several right-of- ways in the north-central portion of the City. TB Landmark Construction, Inc. of Jacksonville, Florida was the low bidder with a bid of$324,319.00. A revised route will be used for the replacement force main, shortening the line distance by over 800 feet and saving $30 to $40k in construction costs. A pre-construction meeting was held on May 3, 2018. The project will be initiated on or about May 29, 2018. • Lift Station No. 2 and Holman Road Sewer Improvements This project includes the excavation and replacement of the existing sanitary sewer pipe and manholes from Lift Station No. 2 on Center Street to the northwestern corner of Holman Road. Several new easements have been obtained with residents,which will #TheSpaceBetween High-Tech+High Tide reduce construction costs by more than$350,000.00. Initial project tasks were begun. The project may take up to 365 days to complete. Stormwater • Water Reclamation Facility Shoreline Restoration Project This project will armor the Banana River shoreline —approximately 1,400 linear feet— adjacent to the Water Reclamation Facility. Mangroves located along the shoreline will not be impacted but will be used as part of a living shoreline. The project will also include relocating the western and southern portions of the security fence away from the shoreline. The contractor completed the placement of rocks along the shoreline. Security fence installation and clean-up activities will be initiated the week of May 14, 2018. The project should be completed in May 2018 and prior to hurricane season. Current project construction completion: 90%. • Miscellaneous Shoreline Restoration Projects Extra rip-rap from the Water Reclamation Facility Shoreline Restoration Project will be utilized to armor the Banana River shoreline at the following locations, which have recently experienced erosion: • The International Drive stormwater outfall • The kayak launch at Banana River Park • The Center Street stormwater outfall • Small areas at Manatee Sanctuary Park and Banana River Park This work will be completed in May 2018, prior to hurricane season. Miscellaneous • Request for Qualifications (RFQ)—Continuing Consulting Services This RFQ was advertised on March 29, 2018. The City solicited firms for five-year continuing services contracts in the areas of professional engineering,planning, surveying and architectural design. The RFQ was advertised in the "Florida Today," on the City webpage and via Demandstar, a computer bidding system. #TheSpaceBetween High-Tech+High Tide Sixteen RFQ responses were received. A review team of City Staff will make recommendations to the City Council at the June 2018 meeting. • Bus Shelter Improvements The City's contractor will initiate the installation of four new bus shelters on May 7, 2018. Several shelters will also be moved to revised Route 9 locations. The four new shelter locations are as follows: • N. Atlantic and Jefferson Avenues • N. Atlantic Avenue and E. Central Boulevard • N. Atlantic Avenue across from the Southgate Trailer Park • SR AlA in front of the Radisson Resort The new shelters were provided by Space Coast Area Transit (SCAT). • SR AlA Mast Arm Project This project includes the installation of traffic signal mast arms at the following intersections with SR AlA: • Holman Road • Center Street • N. Atlantic Avenue. Florida Department of Transportation (FDOT) awarded this contract on May 1, 2018, and work may begin as early as late May. Lengthy closures of travel lanes on SR AlA and City streets will be required. • N.Atlantic Avenue Pole Replacement A Florida Power& Light(FPL) contractor will replace a light pole north of the intersection with Harbor Drive on Monday, May 14, 2018. The work will take place at night between 9:00 p.m. and 6:00 a.m., and both lanes on N. Atlantic Avenue will be closed to vehicular traffic during this period. Extensive Maintenance of Traffic (MOT) such as detour signage,barricades and the like—will be in place at the following locations: #TheSpaceBetween High-Tech+High Tide o N. Atlantic Avenue and W.
