Cape Canaveral Vision Statement
We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming
residential feel, characterized by low-rise buildings. This residential and business friendly atmosphere
is a livable, attractive, safe, inclusive and sustainable coastal community that embraces the oceanside
and riverside as the main amenities, and supports and promotes local tourism, culture,recreation,
commerce,municipal civic interests and education.
We envision: A City network of"complete streets"with a native-landscaped and tree-lined median
with traffic calming elements and dark-sky street lighting. "Complete street"amenities include
bicycle facilities, covered transit stops and safe pedestrian crossings that invite pedestrians and
bicyclists to access the beach,river,local neighborhoods and adjacent communities. Our
improved"complete streets"will allow us to travel calmly to intimate waterfront destinations and a
walkable uptown core. Multi-use paths lined with shade trees should be wide enough for bikes
and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night.
We envision: Welcoming community entrance features that create a sense of arrival and
unique community identity as The Space Between. The"uptown"and other areas will contain an
architecturally rich and unique mix of uses,with wide tree shaded sidewalks and umbrella covered
café tables at restaurants and bistros where friends gather, interact and enjoy drinks and dinner.
We envision: An engaged and compassionate community that;removes or transforms blighted and
unfinished buildings into attractive structures,offers city-wide green spaces,provides a pet-friendly
park with ample shade, acts progressively but deliberately and actively recruits and supports
businesses that enhance economic viability and serve our residents and visitors with goodwill.
We envision: Open shorelines and rivers accessible to the public including amenities that
take advantage of the water, such as limited and quaint water-view establishments and intimate

Administrative Services
Update for Week Ending May 4, 2018
City Manager's Office
The City Manager's Office is responsible for the day-to-day administration of all City
departments in accordance with City Council's established policies and direction, local
ordinances, resolutions and State and Federal laws, rules and regulations. Telephone
conferences, meetings with citizens, documents prepared, reviewed, approved and meetings
or conferences held are numerous and may not all be included in the Weekly Update.
Highlights:
• Communicated with department directors, the Mayor and Council Members regarding
various projects, issues and initiatives.
• The executive assistant (EA)provided assistance to the city manager, the Mayor, Council
Members and department directors.
• The EA provided coverage at the reception window in City Hall.
• The EA received and responded to several Community calls and emails.
• The EA coordinated interior details for City Hall with Staff and vendors.
City Clerk's Office
City Clerk's Office (CCO) Staff performed day-to-day duties and responsibilities and
assisted with various telephone and walk-in requests from the public and Staff. CCO Staff
also provided coverage and assistance at the reception window in City Hall, as well as to the
City Manager's Office and City Council Members.
Highlights:
• Records management A volunteer assisted with verifying and prepping records for
future scanning and disposition.
• Public records request—Proceeded with the fulfillment of a request for sewer records.
Responded to and fulfilled requests for City IT budget and contracted personnel costs.

Provided City attorney contract and amendments for human resources public records
requests from the City of Palm Bay.
• City Council meetings Continued preparing for the May 15, 2018 regular meeting.
• Proclamations—Processed a proclamation declaring the second week of May as
Women's Lung Health Week. The proclamation will be officially presented at the May
15, 2018 City Council regular meeting.
• Request for Qualifications (RFQ)#2018-01 Continuing Services Contracts for
Professional Engineering, Planning, Surveying and Architectural Services Attended
the opening of Statements of Qualifications (SOQ). 16 SOQs were received and will be
reviewed and presented to City Council with a Staff recommendation for action at a
future meeting.
• Crossing guard training—The deputy city clerk attended a Florida Department of
Transportation(FDOT)practical training at the Osceola County Sheriff's Office. This is
the second of a two-part program to become a certified crossing guard trainer for the
City's three Cape View Elementary School crossing guards.
• Meetings with Staff—Met with Staff from community development, human resources
and the City Manager's Office regarding reception and lobby duties and permit
processing. Met with the city manager and select department directors regarding various
items and issues.

Human Resources &Risk Management Staff performed day-to-day duties and
responsibilities to include training, employee relations, applicant recruiting and screening,
benefits administration, Staff performance evaluations and all matters pertaining to workers'
compensation, general liability and property insurance.
Labor Market Trends
Online Job Ads Decreased by 69,300 in April
Online advertised vacancies decreased by 69,300 to 4,750,500 in April, according to The
Conference Board Help Wanted OnLine® Data Series released today. The March
supply-and-demand rate stands at 1.37 unemployed for each advertised vacancy, with a total
of 1.8 million more unemployed workers than the number of advertised vacancies. The
number of unemployed was approximately 6.6 million in March.
The professional occupational category saw gains in computer and math(19.1) and arts,
design and entertainment(-8.0). The services and production occupational category saw
changes in sales (-20.8), construction(-17.5) and building and grounds (-12.3).
Highlights:
• HR& Risk Management met with an adjustor from Florida Municipal Insurance Trust's
(FMIT) claims examiner to resolve a disputed claim on damages incurred during
Hurricane Irma on decorative solar lights located along Ridgewood Avenue.
• HR& Risk Management participated in a conference call with legal representatives
provided by FMIT in preparation of efforts to dismiss a 2014 slip-and-fall case against
the City.
• HR& Risk Management accompanied asset appraisers referred by Preferred
Governmental Insurance Trust throughout the City for a period of three days in an effort
to catalog City departmental assets.
• Staff interviewed and is considering a candidate for the current city planner vacancy.

Community Engagement
Update for Week Ending May 4, 2018
The Community Engagement Department is primarily responsible for the development,
implementation and evaluation of public programs, Community meetings,public gatherings
and community engagement activities. Community engagement disseminates up-to-date
information via the City website,Nixle and social media and also performs routine website
maintenance and content sourcing throughout the City. The department is a bridge between
residents and their local government and is dedicated to ensuring a high quality of life for an
engaged Community.

Cape View Elementary Spring Fling C4pE VIEW ELEMENTARY SCHOOL
The director was asked to set up the the City's
Community photo booth at the Spring Fling
event on Thursday, April 26, 2018. More than
200 people enjoyed playing GaGa Ball and
meeting Dora the owl. There were also food s-
trucks, games and prizes for kids and adults.

The director received a special delivery of custom City-branded and-themed bike racks for
select parks and City Hall! Only one person took a try at guessing what was in the boxes,
stating they thought the shipment was an electric vehicle charging station. Nice guess!

We Came in 2nd in the Health First 2018 Mayors' Fitness Challenge!
Cocoa Beach took the title this year, but Team Cape Canaveral definitely went down
swinging! We should all be very proud of our health and fitness accomplishments. You did
great! A free closing ceremony will be held this Saturday, May 5, 2018 at Riverfront Park in
Cocoa Village from 8:30 a.m. — 10:00 a.m., and all are welcome to attend. Staff will
announce the adult winner of a free six-month membership to Workout Anytime in Merritt
Island and the youth winner of two free passes to Cocoa Beach Aerial Adventures and a
light-up scooter as soon as possible.
Sea Turtle Tuesday is Back
Ordinances pertaining to sea turtle nesting season are enforced from May 1 to October 31 in
Cape Canaveral. To help spread awareness about our endangered marine residents, Staff is
once again posting sea turtle facts and turtle-friendly tips on Instagram and Facebook every
Tuesday throughout the season. Learn more about sea turtles in The Space Between at

Update for Week Ending May 4, 2018
Staff performed day-to-day duties and responsibilities and assisted with various telephone
and walk-in requests from the public, including performing plan reviews, processing permits,
conducting inspections, performing site visits, issuing notices and conducting research.
Building Division
The Building Division conducted 84 inspections. The division also processed 71 new
building permit applications, 52 payments for permits that were picked up and 21 renewals or
new Business Tax Receipts (BTR), alarm and/or fire notices and payments.
Highlights:
• Responded to 86 emails, faxes and calls requesting permit, zoning and/or BTR
information. Responded to 55 voicemails.
• Processed eight new contractors' information packets consisting of contractor
licenses, liability insurance and workers' compensation insurance—to allow them to
pull permits in Cape Canaveral.
• Assisted 35 walk-in customers regarding miscellaneous items.
• Processed one payment for an After-the-Fact Permit/construction contractor citation for
contractor work performed prior to obtaining a required building permit.
• Processed one payment for site plan review for the Holiday Inn Cape Canaveral.
• Processed one payment for expired permit fees.
• Contacted one contractor regarding scheduling final inspections for building permits that
are nearing expiration or have recently expired.
• Performed two notary services.
• Provided receptionist coverage for the front counter at City Hall.
• Participated in a conference call on May 3, 2018 for a Florida Association of Business
Tax Officials, Inc. chapter meeting.

Code Enforcement
Code enforcement performed day-to-day duties and responsibilities, assisted with various
requests from the public and provided office coverage throughout the week.
Highlights:
• Received 24 new requests giving life-safety issues priority, followed closely by
Community appearance and property maintenance.
• Assisted 16 citizens with building and code enforcement requests at the front counter.
• Conducted 21 site inspections.
• Removed seven signs from right-of-ways and telephone poles within the City.
• Responded to 40 voicemails regarding complaints and inquiries.
• Responded to 15 lien search requests.
• Code enforcement officers continue to conduct daily Community sweeps for visible
violations throughout the City.
• Issued three door tags for visible violations to be corrected.
Planning
The Planning Division performed day-to-day duties and responsibilities, assisted with
various requests from the public and provided office coverage throughout the week.
Highlights:
• Provided receptionist coverage for the front counter of City Hall.
• Provided customer assistance with permit applications, fees,payments and record
requests.
• Entered permit applications into Springbrook.
• Discussed the Department of Economic Opportunity grant application with the East
Central Florida Regional Planning Council (RPC) Staff. The grant is for technical
assistance from the RPC for funding a vulnerability assessment and stakeholder
engagement to protect the City from sea level rise and flooding issues.

• Finalized Transportation Impact Fee Trust Fund Disbursement Agreement with Brevard
County. The Agreement will reallocate $1.435 million in County Transportation Impact
Fees to the W. Central Boulevard streetscape project.
• Distributed May 9, 2018, Planning &Zoning Board Agenda packet. Agenda items
include:
o Site Plan Approval for an expansion to the Golf-N-Gator Amusement Center
located at 6355 N. Atlantic Avenue.
o Policy discussion regarding allowing vehicle rental facilities within the City's
commercial zoning districts. Currently, these facilities are only allowed in the
M-1 (Industrial) district.
• As a reminder, the City has partnered with several PACE providers that make available
financing to assist with storm hardening and energy efficiency upgrades to residential and
commercial properties.
o "The RenewPACE program continues to expand in Florida, and soon nearly 50%
of Florida homeowners will have access to long-term, affordable financing for
storm-hardening and energy efficiency upgrades. Our 2017 Annual Report
includes more details about the program's many positive economic and

Performed day-to-day duties and responsibilities, conducted various meetings with business
stakeholders,potential investors, citizens, realtors and Staff. Performed site visits and
conducted research as necessary.
City Hall Status
• In the area where the former community development building was demolished(110 Polk
Avenue), the following was accomplished or is taking place:

• Completed installation of fiber-optic cable to connect the Nancy Hanson Recreational
Complex on Taylor Avenue directly to City Hall. This will provide a more efficient and
reliable data signal to the recreational complex and removes our reliance on the radio
tower at old City Hall.
• Continued evaluation of elevator maintenance proposal.
• Evaluated video lighting proposal for Council chambers.
• Completed evacuation route drawings.

Other:
• In support of coming improvements, coordinated staking out the Wagner parcels on both
sides of N. Atlantic Avenue at Southgate Trailer Park.
• With the community engagement and public works services interim director, coordinated
the City's advertisement in the upcoming Florida League of Cities annual Quality Cities
magazine.
• Assisted the community development director with a request for information related to
historical permits at Brevard County-owned property within Cape Canaveral forming part
of Jetty Park in Port Canaveral.
• Received correspondence from the City of Cocoa Beach Commission supporting City of
Cape Canaveral Resolution 2018-01 State Road AlA Priorities. The Cocoa Beach
Commission placed particular emphasis on an updated traffic study and the placement of
additional midblock signalized crosswalks in the City of Cape Canaveral. Additional
support has been requested from Brevard County District 2, Port Canaveral and the
Tourism Development Council (TDC).
• Submitted the TDC initial grant funding application in support of our upcoming
Multi-Generational Center and CAPE Center.

Culture & Leisure Services
Update for Week Ending May 4, 2018

and walk-in requests from the public.
Director Meetings
The director met with:
• The city manager.
• An architectural firm for programming of the Multi-Generational Center and the Culture
Arts Preservation and Enrichment (CAPE) Center.
• A resident regarding a memorial tree.
• An insurance adjustor.
Summer Camp
Registration for the City of Cape Canaveral's Summer Camp Continues!
Summer is almost here. Do you already have plans for
the kids? Camper spaces are over 70% full during some P�Pv�Rp,k_' suMMFRO
weeks and the rest are going fast! Camp will run May 29, �G / q
2018 through August 3, 2018. Campers will take weekly
trips to the Cape Canaveral parks and playgrounds, the itk•
Cape Canaveral Public Library and Cocoa Beach
Aquatic Center. With games, crafts, sports and activities
varying daily,dail , this will be an active summer for all who
participate.
We accept credit cards now!
Summer camp costs are $50 per week for Cape Canaveral residents and $60 per week for
non-residents. Camp hours are from 9:00 a.m. to 3:00 p.m.; however, before and after care
are offered for an additional cost. Before care begins at 8:00 a.m. and after care runs until

Free Summer Food Program
The City of Cape Canaveral will be a feeding site for the Summer BreakSpot meal program.
A free lunch will be offered to anyone under the age of 18 on Monday, Tuesday, Wednesday
and Friday each week from May 29, 2018 to July 20, 2018. Serving times will be advertised
as soon as available. Lunch will be served at the Youth Center located at 7920 Orange
Avenue in Cape Canaveral. The program will start with 25 lunches being distributed, and the
number can increase upon demand. However, if 25 daily lunches can't be distributed, the
program will end. If you know any child who needs a lunch or any parents that just want to
visit the park for lunch and take advantage of the program, we strongly urge you to make the
most of this opportunity.

The tennis courts continue to see plenty of action with the City's three evening tennis
leagues, daytime leagues from Space Coast Tennis, drop-in Wednesday and Friday mixed
doubles and contracted instructor classes. The Monday night league kicked off a new season,
and players enjoyed taking to the courts for a fun-filled night of friendly competition. The
Wednesday night league just wrapped up their second week, and seasoned members seem to
enjoy the new players bringing fresh competition to the game.
Racquetball has edged past the halfway point of the season. Players are fighting for the top
seed in the playoffs to give themselves the best shot at becoming the new league champion.
The current leagues have been fortunate to not have any rainouts thus far, and the season has
been able to move along nicely.
Kickball played the first round of playoffs this week. Next week there will be three games:
two semi-finals and the championship game. Games will be held at 6:15 p.m., 7:15 p.m. and
8:15 p.m. next Wednesday at Canaveral City Park.
Softball is starting back up tonight with six teams that are anxious to get the new season
underway. This season, we welcome a free agent team that was recruited one player at a time

through cold inquiries to the department. The first game of the season will be between The
Free Agent Team and W.S. We will see if The Free Agent Team can come together to pull
off a big win in their first game.

Public Works Services
Update for Week Ending May 4, 2018
Staff performed day-to-day duties and responsibilities and assisted with various telephone
and walk-in requests from the public.
Water Reclamation Facility — Sanitary Sewer System
• Oxidation Ditch Rehabilitation Project
Full bypass operations from the oxidation ditch to the equalization basin were initiated on
January 29, 2018. The ditch was emptied and cleaned of sand, debris and sludge.
Structural analysis observed extensive damage to several of the concrete walkways along
the northern end of the ditch. Replacement of the walkways has been initiated. Other
ongoing activities include the installation of new mixers, weirs and other equipment prior
to placing the ditch back into service. The City received a warning letter from the Florida
Department of Environmental Protection (FDEP) concerning nutrient exceedances in
treated wastewater between June 2017 and January 2018. Staff submitted a response
letter noting that exceedances seem to be related to hurricane activity in 2017. Substantial
completion date of the rehabilitation project is August 2018. Current project construction
completion: 88%.
• Force Main#3 Replacement Project
The project includes the replacement of Force Main#3 located within several
right-of-ways in the north-central portion of the City. TB Landmark Construction, Inc. of
Jacksonville, Florida was the low bidder with a bid of$324,319.00. A revised route will
be used for the replacement force main, shortening the line distance by over 800 feet and
saving $30 to $40k in construction costs. A pre-construction meeting was held on May 3,
2018. The contractor is waiting on a delivery of pipe to initiate project.

• Lift Station No. 2 and Holman Road Sewer Improvements
This project includes the excavation and replacement of the existing sanitary sewer pipe
and manholes from Lift Station No. 2 on Center Street to the northwestern corner of
Holman Road. Several new easements have been obtained with residents,which will
reduce construction costs by more than $350,000.00. Initial project tasks and
mobilization were begun. The project may take up to 365 days to complete.
Stormwater
• Water Reclamation Facility Shoreline Restoration Project
This project will armor the Banana River shoreline—approximately 1,400 linear feet—
adjacent to the Water Reclamation Facility. Mangroves located along the shoreline will
not be impacted but will be used as part of a living shoreline. The project will also
include relocating the western and southern portions of the security fence away from the
shoreline. The contractor completed the placement of rocks along the shoreline. Security
fence installation, sod placement and cleanup activities remain. The project should be
completed in May 2018 and prior to hurricane season. Current project construction
completion: 90%.
• Miscellaneous Shoreline Restoration Projects
Extra rip-rap from the Water Reclamation Facility Shoreline Restoration Project will be
utilized to armor the Banana River shoreline at the following locations, which have
recently experienced erosion:
• The International Drive stormwater outfall
• The kayak launch at Banana River Park
• The Center Street stormwater outfall
• Small areas at Manatee Sanctuary Park and Banana River Park
This work will be completed in May 2018,prior to hurricane season.

Miscellaneous
• Request for Qualifications (RFQ)—Continuing Consulting Services
This RFQ was advertised on March 29, 2018. The City solicited firms for five-year
continuing services contracts in the areas of professional engineering,planning,
surveying and architectural design. The RFQ was advertised in the "Florida Today," on
the City webpage and via Demandstar, a computer bidding system. RFQ responses are
due May 3, 2018. A review team of City Staff will make recommendations to the City
Council.
• State Road (SR) AlA and SR 528 Paving Operations
Paving and drainage pipe maintenance work resumed on the overpass of George King
Boulevard and will continue for the next few days. Lane closures will be required both
day and night. The Florida Department of Transportation(FDOT) contractor will work
on exit and entrance ramps only at night, and at no time will any ramp be completely
closed.
• Bus Shelter Improvements
The City's contractor will initiate the installation of four new bus shelters on May 7,
2018. Several shelters will also be moved to revised Route 9 locations. The four new
shelter locations are as follows:
• N. Atlantic and Jefferson Avenues
• N. Atlantic Avenue and E. Central Boulevard
• N. Atlantic Avenue across from the Southgate Trailer Park
• SR A l A in front of the Radisson Resort
The new shelters were provided by Space Coast Area Transit(SCAT).
• SR AlA Mast Arm Project
This project includes the installation of traffic signal mast arms at the following intersections
with SR AlA:

Florida Department of Transportation(FDOT) awarded this contract on May 1, 2018, and
work may begin as early as late May. Lengthy closures of travel lanes on SR AlA and City

Update for Week Ending May 04, 2018
1. Attended a weekly meeting with Canaveral Port Authority(CPA) Staff and the
Brevard County Sheriff's Office.
2. Attended a CPA cargo operations meeting.
3. Met with ASI and GT USA regarding lumber storage.
4. Attended a Propeller Club Port Canaveral meeting.
5. Met with the United States Coast Guard about upcoming boat races.
6. Met with Brevard County Fire Rescue dispatch IT regarding response algorithms.
7. Began making hurricane season preparations.
8. Took the SOLO paramedic exam administered by Dr. Mac.
9. Processed and transmitted payroll.
10. Instructed a 40-hour live fire training instructor class for our personnel, as well as
personnel from the Cocoa Beach and Rockledge Fire Departments.
11. Prevention conducted 15 new and 25 follow-up inspections.
12. The Insurance Services Office, Inc. (ISO)notified us this week that effective August
01, 2018 our department will be rated as a Class 2,up from our existing Class 3. This
rating is on a scale of 1 to 10, with 1 being the highest. The department was rated on
emergency communications, open tiuiis, manning, training, available water supply
and maintenance. This rating is used when property insurance is purchased and
should benefit all property owners. Adequate funding, excellent personnel and the use
of auto-aid agreements have helped us achieve this rating. We are thrilled to receive
this rating and will strive to do even better in the future.
