Cape Canaveral Vision Statement
We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming
residential feel, characterized by low-rise buildings. This residential and business friendly atmosphere
is a livable, attractive, safe, inclusive and sustainable coastal community that embraces the oceanside
and riverside as the main amenities, and supports and promotes local tourism, culture,recreation,
commerce,municipal civic interests and education.
We envision: A City network of"complete streets"with a native-landscaped and tree-lined median
with traffic calming elements and dark-sky street lighting. "Complete street"amenities include
bicycle facilities, covered transit stops and safe pedestrian crossings that invite pedestrians and
bicyclists to access the beach,river, local neighborhoods and adjacent communities. Our
improved"complete streets"will allow us to travel calmly to intimate waterfront destinations and a
walkable uptown core. Multi-use paths lined with shade trees should be wide enough for bikes
and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night.
We envision: Welcoming community entrance features that create a sense of arrival and
unique community identity as The Space Between. The"uptown"and other areas will contain an
architecturally rich and unique mix of uses,with wide tree shaded sidewalks and umbrella covered
café tables at restaurants and bistros where friends gather, interact and enjoy drinks and dinner.
We envision: An engaged and compassionate community that;removes or transforms blighted and
unfinished buildings into attractive structures, offers city-wide green spaces,provides a pet-friendly
park with ample shade, acts progressively but deliberately and actively recruits and supports

Administrative Services
Update for Week Ending April 20, 2018
City Manager's Office
The City Manager's Office is responsible for the day-to-day administration of all City
departments in accordance with City Council's established policies and direction, local
ordinances, resolutions and State and Federal laws, rules and regulations. Telephone
conferences, meetings with citizens, documents prepared, reviewed, approved and meetings
or conferences held are numerous and may not all be included in the Weekly Update.
Highlights:
• Communicated with department directors, the Mayor and Council Members regarding
various projects, issues and initiatives.
• The executive assistant (EA)provided assistance to the city manager, the Mayor, Council
Members and department directors.
• The EA provided coverage at the reception window in City Hall.
• The EA received and responded to several Community calls and emails.
• The EA coordinated interior details for City Hall with Staff and vendors.
City Clerk's Office
City Clerk's Office (CCO) Staff performed day-to-day duties and responsibilities and
assisted with various telephone and walk-in requests from the public and Staff. CCO Staff
also provided coverage and assistance at the reception window in City Hall, as well as to the
City Manager's Office and City Council Members.
Highlights:
• Records management A volunteer assisted with verifying and preparing records for
future scanning.

• Public records request—Continued working with Council, Staff and the city attorney's
office to estimate costs and fulfill a request received on April 9, 2017 for records
regarding sewer capacity.
• City Council meetings—Attended the April 17, 2018 regular meeting,processed items
approved and/or authorized by the City Council and continued preparing for the May 15,
2018 regular meeting.
• Proclamations Prepared and processed a proclamation declaring April 2018 as
Parental Alienation Awareness Month.
• Request for Qualifications (RFQ)#2018-01 Continuing Services Contracts for
Professional Engineering, Planning, Surveying and Architectural Services—Continued
distributing RFQ packets to interested parties. Statements of Qualifications (SOQ) are
due by 2:00 p.m. on Thursday, May 3, 2018 with the SOQ opening taking place shortly
afterwards in the City Hall conference room.
• Meetings with Staff—Attended a meeting with the city manager and department
directors.

Financial Services
Financial services Staff performed day-to-day duties and responsibilities and assisted with
various telephone calls and walk-in requests from the public.
Highlights:
• Staff attended the City Council meeting on April 17, 2018 and a monthly Staff meeting.
• Received $182,000.00 in ad valorem tax from the Brevard County Tax Collector's Office.
• Conducted various budget meetings with department directors regarding Fiscal Year 2018
–2019 budget preparations.

Human Resources & Risk Management
Human Resources &Risk Management Staff performed day-to-day duties and
responsibilities to include training, employee relations, applicant recruiting and screening,
benefits administration, Staff performance evaluations and all matters pertaining to workers'
compensation, general liability and property insurance.
Labor Market Trends
The Labor Market is Red Hot for Workers Over 55

As baby boomers focus on retirement planning and saving, statistics from the U. S.
Department of Labor show workers over age 55 are in high demand.

• The unemployment rate for workers age 55 and over is 3.2 percent. Otherwise, the
unemployment rate for workers is 4.4%, with the exception of teens who struggle at a
rate of 14.4%.
• Many boomers facing retirement want to work because they fear they don't have enough
money for retirement. The drastic decline in companies that offer traditional pensions
contributes to this uncertainty.
• More companies are hiring experienced senior workers who are viewed as more stable
and reliable and who also help develop and mentor younger workers.
Twenty years ago, less than a third of people 55 and older were employed or looking for
work. Today, that percentage has increased over 10%.

Highlights:
• The department settled a Florida Municipal Insurance Trust Irma claim and collected
$4,751.44. The light at the end of the tunnel is near with one outstanding claim
remaining.
• HR rolled out a new City of Cape Canaveral employment application to make the
screening process more efficient and streamlined. City job applicants will appreciate the
fact that the new application is about 40% shorter.
• The department met with representatives from Preferred Government Insurance Trust.

divorce and custody situations, can cause mental and emotional anguish
to children, depriving them of their right to love and be loved by both
parents; and
WHEREAS, parental alienation takes advantage of the
suggestibility and dependency of children and deprives them of their right
to love and be loved by both parents; and
WHEREAS, parental alienation is considered harmful to children,
robbing them of their sense of security,and can affect them into adulthood
with tragic consequences; and
WHEREAS, childhood establishes the integral fundamental
understanding, concept and importance of gender, religious, economic
and racial equality; and
WHEREAS, Parental Alienation Awareness Month is intended to
increase knowledge and understanding of the problem and to help parents,
caregivers and social services providers stop the abuse of innocent
children caught in the crossfire of the people they love.

Community Engagement
Update for Week Ending April 20, 2018
The Community Engagement Department is primarily responsible for the development,
implementation and evaluation of public programs, Community meetings,public gatherings
and community engagement activities. Community engagement disseminates up-to-date
information via the City website,Nixle and social media and also performs routine website
maintenance and content sourcing throughout the City. The department is a bridge between
residents and their local government and is dedicated to ensuring a high quality of life for an
engaged Community.
Community engagement with residents and local organizations regarding:
• The Community garden • BoxCast meeting livestream broadcasts
• Sea turtle nesting season • Traffic signals and signage
• Arbor Day celebration • Installation of a Little Free Library and two Little
• Water conservation month Free Pantries at Cape View Elementary School
• Hurricane preparedness • Cape View Spring Fling
Community Bike Ride
Ten people showed up on Sunday, April 15, 2018 for a Community bike ride from City Hall
to Port Canaveral. The weather was beautiful, and we had a great time biking through the
City and making new friends. Thanks to Rising Tide Tap & Table for offering our riders 20%
off appetizers and salads. Staff would like to have future Community rides if residents are
interested in attending.
Community Garden — The Case of the Missing Tomatoes
It has recently been brought to Staff's attention that residents who are not active gardeners
have been taking vegetables and herbs from the garden. :(Produce grown in the garden is for
active gardeners only. Please do not climb the fence or reach over to take produce from
within the garden. Our Community Gardeners pay for plants and fertilizer and work very
hard to grow their crops.

BoxCast City Meeting Livestream
Staff is excited to announce that the City has upgraded its livestream broadcast capabilities
via BoxCast. This service provides better audio and video to viewers and allows the meeting
agenda packet to be embedded in the video player. The decision to upgrade was made after
Staff discovered that our former streaming process experienced a severe dip in quality due to
the distance of the device from the dais in the new City Council chambers. The livestream
broadcast is hosted on the City's Watch Meetings webnage and will also be shared via
Facebook. Twitter and YouTube.

Health First 2018 Mayors' Fitness Challenge — We Dropped to 2nd
Again in Week 10 :(
We're coming up on the final week of the Health First 2018 Mayors' Fitness Challenge. and
Cape Canaveral is still fighting for first place! Every minute counts, so let's keep the
momentum going for one more week. We can do this! And don't forget, the adult winner
wins a free six-month membership to Workout Anytime in Merritt Island, while the youth
winner wins two free passes to Cocoa Beach Aerial Adventures and an awesome light-up

Cape View Elementary School Fitness Week
As part of the Health First 2018 Mayors' Fitness Challenge, Staff from the Community
Engagement and Culture &Leisure Services Departments visited Cape View Elementary
School every day this week. Staff assisted Coach Little by keeping students active while
others were completing their fitness exams and by organizing games like rolling
dodgeball, dizzy wiffle ball and hot potato—to help students be more active during their
recess periods. Staff and students alike had a great time!

Community Development
Update for Week Ending April 20, 2018
Staff performed day-to-day duties and responsibilities and assisted with various telephone
and walk-in requests from the public, including performing plan reviews, processing permits,
conducting inspections, performing site visits, issuing notices and conducting research.
Building Division
The Building Division conducted 90 inspections. The division also processed 81 new
building permit applications, 66 payments for permits that were picked up and 10 renewals or
new Business Tax Receipts (BTR), alarm and/or fire notices and payments.
Highlights:
• Responded to 98 emails, faxes and calls requesting permit, zoning and/or BTR
information. Responded to 10 voicemails.
• Processed two new contractors' information packets to allow them to pull permits in
Cape Canaveral.
• Contacted five contractors regarding scheduling final inspections for building permits
that are nearing expiration or have recently expired.
• Assisted 24 walk-in customers regarding miscellaneous items.
• Processed two payments for After-the-Fact permits.
• Verified and scanned 159 pages of Building Department documents.
• Performed 13 notary services.
• Compiled the month-end permit report for the Brevard County Property Appraiser's
Office.
• Provided receptionist coverage for the front window at City Hall.
• Created and distributed the agenda for the Code Enforcement Board meeting on April 19,
2018.
• Prepared the Code Enforcement Board meeting minutes from March 22, 2018.

Code Enforcement
Code enforcement performed day-to-day duties and responsibilities, assisted with various
requests from the public and provided office coverage throughout the week.
Highlights:
• Received 21 new requests giving life-safety issues priority, followed closely by
Community appearance and property maintenance.
• Assisted 15 citizens with building and code enforcement requests at the front window.
• Conducted 24 site inspections.
• Removed five signs from right-of-ways and telephone poles within the City.
• Responded to 32 voicemails regarding complaints and inquiries.
• Responded to 15 lien search requests.
• Code enforcement officers conducted daily Community sweeps for visible violations
throughout the City.
• Issued six door tags for visible violations to be corrected.
Planning
The Planning Division performed day-to-day duties and responsibilities, assisted with
various requests from the public and provided office coverage throughout the week.
Highlights:
• Scanned and verified 60 pages of documents and organized files in Laserfiche.
• Researched records for a public records request.
• Provided receptionist coverage for the front window of City Hall.
• Attended the Community Appearance Board meeting and started preparation of the
meeting's minutes.
• Continued preparations for the upcoming Arbor Day celebration at Manatee Sanctuary
Park on April 27, 2018.
• Provided customer assistance with permit applications, fees,payments and record
requests.

• Entered permit applications into Springbrook.
• Finalized the concurrency evaluation certificate for the Sunbelt Cape dual-branded hotel
located at 9004 Astronaut Boulevard. This certificate documents that adequate public
facilities are available to serve the project.
• Reviewed the draft of the transportation impact fee disbursement agreement with Brevard
County related to the allocation of approximately $1.42M in County transportation
impact fees for the proposed W. Central and Thurm Avenue streetscape project.
• Rescheduled the April 25, 2018 Planning & Zoning Board meeting to May 9, 2018.
Agenda items for the meeting include:
o Site plan approval for an expansion to the Golf N Gator amusement center located
at 6355 N. Atlantic Avenue.
o Policy discussion regarding allowing vehicle rental facilities within the City's
commercial zoning districts. Currently, these facilities are only allowed in the
M-1 (industrial) district.
• Conducted the April 18, 2018, Community Appearance Board meeting that included a
level one application for a proposed expansion to the Golf N Gator amusement center
located at 6355 N. Atlantic Avenue. The expansion, which includes the construction of an
elevated electric go-kart track with accessory buildings, was approved.

Economic Development
Update for Week Ending April 20, 2018
Performed day-to-day duties and responsibilities, conducted various meetings with business
stakeholders,potential investors, citizens, realtors and Staff. Performed site visits and
conducted research as necessary.
City Hall Status
• Continued the review of punchlist items with the superintendent.
• Coordinated the relocation of the 800 MHz radio booster system antenna.
• Continued the development of interior evacuation route maps.

Recently, many residents have asked how to read the tide clock on the
stair tower at City Hall. Here's how it works: The hand moves clockwise

Summer Camp
Registration for the City of Cape Canaveral's Summer Camp Continues!
Don't miss out! With less than two months remaining

Staff anticipates spaces selling out within the next 30
days as parents realize the summer will be here before �q
they know it. Camp runs from May 29, 2018 through
August 3, 2018. Campers will take weekly trips to Cape

Canaveral parks and playgrounds, the Cape Canaveral
fi
Public Library and Cocoa Beach Aquatic Center. With
games, crafts, sports and activities varying daily, this will
be a very active summer for all who participate.
Summer camp costs are $50 per week for Cape Canaveral residents and $60 per week for
non-residents. Camp hours are from 9:00 a.m. to 3:00 p.m.; however, before and after care
are offered for an additional cost. Before care begins at 8:00 a.m. and after care runs until
4:00 p.m. More information can be found on the City website at

Athletic Leagues
Our Monday and Wednesday night tennis leagues are both in championship week. Currently,
Gary leads the pack and looks to be a two-league champ. Next season's leagues are
registered and ready to begin as soon as this season concludes. Thursday evening tennis is
also underway, and the new faces of the league enjoy taking to the courts each week.
Tuesday evening intermediate racquetball is approaching the halfway point of what has
turned out to be a very competitive season. The defending intermediate champion, Shannon,
is also playing in the Wednesday evening advanced league and notices the difference in the
level of play between the two. O'Neil is the current advanced league leader with a perfect 5-0
record. He's hoping to keep his hot streak alive next week against Greg, another tough
competitor.
Kickball is entering the final week of the season next week before playoffs begin. Graham's
Smokehouse is looking to defend their title of league champion. Graham's will face another
strong competitor, W.S., in the final game of the season.
Staff is currently registering teams for a new season of adult co-ed softball. Games are held
on Thursday evenings at 6:15, 7:15 and 8:15 p.m. If you're interested in putting a team
together for what looks to be a great new season,please contact the Culture & Leisure
Services Department at(321) 868-1226. J.F. won last season and is looking to take the
championship for the third time in a row.
2018 Founders' Day
The City would like to extend a big thank you to all the businesses, non-profit organizations,
volunteers and residents that came out to support our fifth annual Founders' Day event last
Saturday,April 14, 2018! The United States Naval Sea Cadet Corps Confidence Division did
a fantastic job presenting the colors as the Church of Our Saviour choir performed the
national anthem. Local business Communication Concepts, Inc. received the business
appreciation award for its 40 years of service to the Community.

As an added bonus, 51 participants joined in for the Mayor's Community Walk with"Florida
Today," earning Team Cape Canaveral 200 extra points in the 2018 Health First Mayors'
Fitness Challenge. In addition, our very own Canaveral Fire Rescue, Brevard County
Sheriff's Office and Public Works Services Department provided vehicles for children to
climb on and even let them honk the horns! It was a beautiful day to celebrate Cape
Canaveral and recognize all the people and businesses that make The Space Between a great
place to live, work and play.

Cultural Programs Manager Presents to Harris Corp Retirees
Association
On Wednesday, April 18, the Harris Corp Retirees Association (HCRA) welcomed Cultural
Programs Manager Molly Thomas to their monthly luncheon to make a presentation on local
history. As the audience was made up of former tech workers, Ms. Thomas geared her

This topic was well received, as the HCRA is assisting with the development of a special
archive at the Florida Institute of Technology(FIT)to preserve the corporation's early
contributions to the field of electronics and communication. A fun fact that came up is that
Radiation a space satellite communication company that merged with Harris in 1967
founded FIT in 1958 and originally held the classes in their facility.

Public Works Services
Update for Week Ending April 20, 2018
Staff performed day-to-day duties and responsibilities and assisted with various telephone
and walk-in requests from the public.
Water Reclamation Facility — Sanitary Sewer System
• Oxidation Ditch Rehabilitation Project
Full bypass operations from the oxidation ditch to the equalization basin were initiated on
January 29, 2018. The ditch was emptied and cleaned of sand, debris and sludge.
Structural analysis observed extensive damage to several of the concrete walkways along
the northern end of the ditch, meaning replacement of the walkways will be required.
Other ongoing activities include the installation of new mixers, weirs and other
equipment prior to placing the ditch back into service. Staff also attended a meeting with
Florida Department of Environmental Protection personnel in Orlando to keep them
apprised of the ongoing project. Substantial completion date is June 2018. Current project
construction completion is at 88%.
• Force Main#3 Replacement Project
City Council approved Staff's contractor recommendation for this project at the April 17,
2018 meeting. The project includes the replacement of Force Main#3 located within
several right-of-ways in the north-central portion of the City. TB Landmark Construction,
Inc. of Jacksonville, Florida was the low bidder with a bid of$324,319.00. A revised
route will be used for the replacement force main, shortening the line distance by over
800 feet and saving $30 to $40k in construction costs. A pre-construction meeting is
currently being scheduled.

• Lift Station No. 2 and Holman Road Sewer Improvements
The City Council approved the recommendation of Staff to select Atlantic Development
of Cocoa, Inc. as the contractor for this project. Staff has forwarded information to
owners of the nine impacted properties along the Banana River and meetings are
continuing. The project includes the excavation and replacement of the existing sewer
pipe and manholes from Lift Station No. 2 on Center Street to the northwestern corner of
Holman Road. Several new easements have been obtained with residents,which will
reduce construction costs by more than $350,000.00. The project is scheduled to begin on
May 1, 2018 and will take up to 300 days to complete.
Stormwater
• Water Reclamation Facility Shoreline Restoration Project
The City's contractor initiated site work on April 11, 2018. This project will armor the
Banana River shoreline approximately 1,400 linear feet adjacent to the Water
Reclamation Facility. Mangroves located along the shoreline will not be impacted but
will be used as part of a living shoreline. The project will also include relocating the
western and southern portions of the security fence away from the shoreline. The project
should be completed within 30 to 45 days and prior to hurricane season.
• Miscellaneous Shoreline Restoration Projects
Extra rip-rap from the Water Reclamation Facility Shoreline Restoration Project will be
utilized to armor the Banana River shoreline at the following locations,which have
recently experienced erosion:
o The International Drive stormwater outfall
o The kayak launch at Banana River Park
o The Center Street stormwater outfall
o Small areas at Manatee Sanctuary Park and Banana River Park

• City Park Exfiltration System Improvements
Staff met with the City's consultant to finalize drawings for the completion of this
project, which will include improvements to allow for the discharge of excess reclaimed
water to the exfiltration system. The project will be advertised for public bid in Fiscal
Year 2018–2019.
Miscellaneous
• Request for Qualifications (RFQ)—Continuing Consulting Services
This RFQ was advertised on March 29, 2018. The City is soliciting firms for five-year
continuing services contracts in the areas of professional engineering,planning,
surveying and architectural design. The RFQ is advertised in the "Florida Today," on the
City webpage and via Demandstar, a computer bidding system. RFQ responses are due
May 3, 2018. A review team of City Staff will then make recommendations to the City
Council.
• State Road (SR) AlA and SR 528 Paving Operations
Paving and drainage pipe maintenance work resumed on the overpass of George King
Boulevard and will continue for the next few weeks. Lane closures will be required both
day and night. The Florida Department of Transportation(FDOT) contractor will work
on exit and entrance ramps only at night, and at no time will any ramp be completely
closed.
• N. Atlantic Avenue Pole Replacement
Weather permitting, Florida Power& Light(FPL) contractors will replace a light pole
near the intersection of N. Atlantic Avenue and Harbor Drive on April 23, 2018. The
work will take place at night between 9:00 p.m. and 6:00 a.m., and both lanes of traffic
on N. Atlantic Avenue will be closed to vehicular traffic during this period. Extensive
Maintenance of Traffic (MOT)—such as detour signage,barricades and the like—will
be in place at the following locations:

4. Attended the April 17, 2018 City of Cape Canaveral City Council meeting.
5. Attended the annual department business meeting and awards ceremony.
6. Participated in emergency medical services mega code training.
7. Held confined space rescue training for all shifts.
8. Hosted Touch-a-Truck at the City of Cape Canaveral's annual Founders' Day event.
9. Provided additional coverage to the Navy League 5K.
10. Continued finalizing Staffing for Adequate Fire &Emergency Response (SAFER)
Grant paperwork.
11. Instructed Incident Command System 300 (or ICS-300) at the Brevard County
