Cape Canaveral Vision Statement We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming residential feel, characterized by low-rise buildings. This residential and business friendly atmosphere is a livable, attractive, safe, inclusive and sustainable coastal community that embraces the oceanside and riverside as the main amenities, and supports and promotes local tourism, culture, recreation, commerce, municipal civic interests and education. We envision: A City network of"complete streets"with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. "Complete street" amenities include bicycle facilities, covered transit stops and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved"complete streets"will allow us to travel calmly to intimate waterfront destinations and a walkable uptown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. We envision: Welcoming community entrance features that create a sense of arrival and unique community identity as The Space Between. The "uptown" and other areas will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact and enjoy drinks and dinner. We envision: An engaged and compassionate community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, acts progressively but deliberately and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors with goodwill. We envision: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos or a performance stage. Administrative Services Update for Week Ending April 13, 2018 City Manager's Office The City Manager's Office is responsible for the day-to-day administration of all City departments in accordance with City Council's established policies and direction, local ordinances, resolutions and State and Federal laws, rules and regulations. Telephone conferences, meetings with citizens, documents prepared, reviewed, approved and meetings or conferences held are numerous and may not all be included in the Weekly Update. Highlights: • Communicated with department directors, the Mayor and Council Members regarding various projects, issues and initiatives. • The executive assistant(EA)provided assistance to the city manager, the Mayor, Council Members and department directors. • The EA provided coverage at the reception window in City Hall. • The EA received and responded to several Community calls and emails. • The EA coordinated interior details for City Hall with Staff and vendors. City Clerk's Office City Clerk's Office (CCO) Staff performed day-to-day duties and responsibilities and assisted with various telephone and walk-in requests from the public and Staff. CCO Staff also provided coverage and assistance at the reception window in City Hall, as well as to the City Manager's Office and City Council Members. Highlights: • Records management—A volunteer assisted with verifying and prepping records for future scanning. • Public records request—Received, acknowledged and began processing a request for records regarding sewer capacity. • Council meetings—Prepared,posted and distributed agenda and packet for the April 17, 2018 regular meeting and began preparing for the May 15,2018 regular meeting. #TheSpaceBetween Family+Friends • Meetings with Staff—Met with the financial services director regarding Fiscal Year 2018–2019 budget. Also met with the city manager, economic development director and community engagement director regarding possible technical changes to conducting meetings in chambers. • Request for Qualifications (RFQ)#2018-01 Continuing Services Contracts for Professional Engineering, Planning, Surveying and Architectural Services—Continued distributing RFQ packets to interested parties. Statements of Qualifications (SOQ) are due by 2:00 p.m. on Thursday, May 3, 2018 with the SOQ opening taking place shortly afterwards in the City Hall conference room. • Space Coast League of Cities meeting—Coordinated all last-minute details for the meeting, which was hosted by the City of Cape Canaveral. IV ;IIII'll..11:!;III:';II;';II;;I',;I'll; 6:1.10 P.M. - CIT' ' HALL it Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. • Received$18,269.00 in Federal Emergency Management Agency(FEMA) reimbursement from the State for the City's Hurricane Matthew claim. • Attended the Space Coast League of Cities meeting hosted by the City of Cape Canaveral. • Met with Raftelis Financial Consultants, Inc. to discuss future wastewater and stormwater areas of concern and potential improvements throughout the City to increase efficiencies and lower overall costs. • Conducted various budget meetings with department directors regarding the Fiscal Year 2018– 2019 budget preparation. #TheSpaceBetween Family+Friends Human Resources & Risk Management The human resources (HR) and risk management Staff performed day-to-day duties and responsibilities to include training, employee relations, applicant recruiting and screening, benefits administration, Staff performance evaluations and all matters pertaining to workers' compensation, general liability and property insurance. The Gender Pay Act Gets a Major Tweak (Source: NPR, CNN, "Governing," "Money Magazine," "Los Angeles Times") The 9th Circuit Court ruled Le_ unanimously that employers may not consider prior salaries when setting a person's pay and that to do so perpetuates gender pay 11111 inequality. The court ruled that 50 _ years after the passage of the Equal t X. Pay Act of 1963, the wage gap between men and women persists " Ft through the employer practice ofrr using past earnings to justify lower pay for women. The ruling overturned 30 years of circuit case law. "Women are told they are not worth as much as men," Judge Stephen Reinhardt wrote before he died last month. "Allowing prior salary to justify a wage differential perpetuates this message, entrenching in salary systems an obvious means of discrimination." Employers in the States of the 9th Circuit such as California, Oregon, Washington,Nevada, Arizona, Idaho and Montana must re-evaluate how they view compensation and remove salary questions from their employment applications. ❖ Current Cities, States and territories banning salary disclosure on applications include Delaware, Massachusetts,New Orleans,New York City, Philadelphia and Pittsburgh. The United States territory of Puerto Rico has also banned salary disclosure. ❖ Women working full time are paid approximately 82 cents for every dollar earned by men according to data from the US Department of Labor. This gap has remained stable for the past 15 years. #TheSpaceBetween Family+Friends ❖ Of all U.S. states and territories, Puerto Rico is the only one to have achieved gender income equality. ❖ The department is working with risk management providers to resolve outstanding Hurricane Irma claims and two personal injury claims filed against the City following alleged slip-and-fall incidents. ❖ The department has completed Fiscal Year 2018 —2019 budget projections, which include the minimal staffing level increases needed to deliver expanded services and higher costs associated with anticipated increases in health care premiums. Community engagement disseminates up-to-date information via the City website,Nixle and social media and also performs routine website maintenance and content sourcing throughout the City. The department is a bridge between residents and their local government and is dedicated to ensuring a high quality of life for an engaged Community. Community engagement with residents and local organizations regarding: • Founders' Day(Tomorrow!) • Water conservation month • The Community garden • Hurricane preparedness • Sea turtle nesting season • The installation of a Little Free Library • A United States Postal Service meeting and Little Free Pantries at Cape View about relocating the mailbox at 105 Polk Elementary School to Polk and Poinsetta Avenues Community Bike Ride Spring has sprung, and the Community Engagement Department will be leading a free three-mile cruise this GAPE CAN, Sunday, April 15, 2018. Keep Brevard Beautiful Annual Trash Bash Saturday, April 7, 2018 was the annual Keep Brevard Beautiful Trash Bash at Cherie Down Park. Thanks to everyone who came out to help clean up our beach and neighborhoods, including the Honorable Mayor Hoog and Council Member Morrison. I ki b" r r #TheSpaceBetween Family+Friends Community Development Update for Week Ending April 13, 2018 Staff performed day-to-day duties and responsibilities and assisted with various telephone and walk- in requests from the public, including performing plan reviews, processing permits, conducting inspections,performing site visits, issuing notices and conducting research. Building Division The Building Division conducted 80 inspections. The division also processed 68 new building permit applications, 71 payments for permits that were picked up and 21 renewals or new business tax receipts, alarm and/or fire notices and payments. Highlights: • Responded to 134 emails, faxes and calls requesting permit, zoning and/or Business Tax Receipt(BTR) information. Responded to 28 voicemails. • Processed four new contractors' information packets consisting of contractor licenses, liability insurance and workers' compensation insurance—to allow them to pull permits in Cape Canaveral. • Contacted one contractor regarding scheduling final inspections for building permits that are nearing expiration or have recently expired. • Assisted 15 walk-in customers regarding miscellaneous items. • Processed two payments for After-the-Fact permits, one payment for Certificate of Completion and one payment for a Development Review Committee (DRC) application for 280 W. Central Boulevard. • Processed two new contractors' information packets to allow them to pull permits in the City. • Contacted two contractors regarding scheduling final inspections for building permits that are nearing expiration and permits that have recently expired. • Verified and scanned 215 pages of Building Department documents. • Performed two notary services. • Processed one payment for a site permit at 9004 Astronaut Boulevard for the Sunbelt dual- branded hotel, one payment for a Community Appearance Board review application for Coaster Thunder Volt Tract at Golf N Gator located at 6355 N. Atlantic Avenue and one payment for Certificate of Occupancy at 8010 N. Atlantic Avenue. #TheSpaceBetween Family+Friends • Provided receptionist coverage for the front counter at City Hall. • Attended training with the Financial Services Department and Wells Fargo in preparation of accepting credit card payments for permits, BTRs and so forth. Code Enforcement Code enforcement performed day-to-day duties and responsibilities, assisted with various requests from the public and provided office coverage throughout the week. Highlights: • Received 25 new requests giving life-safety issues priority, followed closely by Community appearance and property maintenance. • Assisted 10 citizens with building and code enforcement requests at the front counter. • Conducted 26 site inspections. • Removed nine signs from right-of-ways and telephone poles within the City. • Responded to 45 voicemails regarding complaints and inquiries. • Responded to 11 lien search requests. • Code enforcement officers conducted daily Community sweeps for visible violations throughout the City. • Issued four door tags for visible violations to be corrected. Planning Division The Planning Division performed day-to-day duties and responsibilities, assisted with various requests from the public and provided office coverage throughout the week. Highlights: • Provided receptionist coverage for the front counter of City Hall. • Attended a DRC meeting and prepared minutes. • Conducted a DRC meeting to include Wave Village—A proposed mixed-use project at 8801 Astronaut Boulevard to include residential, office, retail and restaurant uses. • Created and distributed the Community Appearance Board agenda packet for an upcoming meeting on April 18, 2018 to include level one approval for a proposed expansion to the Golf #TheSpaceBetween Family+Friends N Gator amusement center located at 6355 N. Atlantic Avenue. The expansion includes the construction of an elevated go-kart track with accessory buildings. • Attended a meeting with the City Clerk's Office Staff regarding public records requests. • Met with the City Clerk's Office Staff to discuss a submitted public records request related to City sewer service to property in and around the Homewood Suites project. • Started preparations for the City's upcoming Arbor Day celebration at Manatee Sanctuary Park on April 27, 2018. • Provided customer assistance with permit applications, fees,payments and record requests. • Provided inspection results and entered permit applications into Springbrook. • Met with La Casa Canaveral developer regarding project timing and existing City approvals. #TheSpaceBetween Family+Friends Economic Development Update for Week Ending April 13, 2018 Performed day-to-day duties and responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted research as necessary. City Hall Status • Reviewed the status of remaining punch list items with the newly assigned superintendent of the new City Hall. Items assessed included the building generator, dumpster enclosure, concrete pad locations, the secondary council chamber dais location of the city clerk's station and the lectern floor box relocation. • Assisted the community engagement and public works services deputy director with livestream testing for capturing and streaming public meetings. • Prepared and submitted the City's response to the Fiscal Year 2016—2017 Local Government Economic Development Incentives survey conducted by the Florida Legislature's Office of Economic and Demographic Research. In accordance with sections 125.045 and 166.021, Florida Statutes, each municipal government having annual revenues or expenditures greater than $250,000.00 shall report the economic development incentives in excess of$25,000.00 given to businesses during the previous local fiscal year. During the reporting period, the City of Cape Canaveral did not give economic incentives in excess of$25,000.00. • Attended a Development Review Committee meeting for Wave Village. The proposed project would redevelop the existing commercial property at the corner of W. Central Boulevard and State Road(SR)Al A to become a mixed-use property to include retail and restaurants, as well as short-term or vacation rental condominiums. This year, one of our oldest and longest continuously operated businesses will be honored. • Assisted the culture and leisure services director with a computer-aided design(CAD) drawing for temporary parking at Manatee Sanctuary Park in preparation for Founders' Day. • With the community engagement and public works services deputy director, met with Mayor Hoog and Cocoa Beach Mayor Malik regarding joint support of Cape Canaveral Resolution 2018-01 SR AlA Prioritized Improvements. After all, if SR AlA is safer in Cape Canaveral, it is also likely to be safer in Cocoa Beach. Additional outreach extended to Brevard County District 2 and the Canaveral Port Authority. • Met with the owner of several commercial properties in and around the Imperial Boulevard Cl and M1 district regarding the status of available leases, tenants and City initiatives. • Attended the Space Coast League of Cities dinner meeting at the Radisson Resort. • Met with the Canaveral Port Authority director of real estate regarding City and port initiatives and provided a tour of City Hall. • Attended the Space Coast Transportation Planning Organization Technical and Citizens Advisory Committee (TAC/CAC) meeting in Viera. • Assisted the community engagement and public works services deputy director with research regarding the beach access path located near Ocean Woods. • Assisted a new commercial property owner with locating industry networking connections. The business, relocating from New England, will initially continue its work in thermal conductivity testing machines and intends to quickly expand into prototype and production machining. • Provided information to a property development consultant regarding her request to develop a marketing piece for an SR AlA commercial property to be displayed at an upcoming retail showcase in Orlando. The information provided was related to current and future development surrounding the property, growth trends in the Cape Canaveral hospitality sector, local economic incentives, tools and codes, as well as infrastructure improvements slated to take place near the property within the next year. #TheSpaceBetween Family+Friends Culture & Leisure Services Update for the week ending April 13, 2018 Staff performed day-to-day duties and responsibilities and assisted with various telephone and walk- in requests from the public. Director Meetings • City manager • Development Review Committee • Cocoa Beach high school student mentoring session Athletic Leagues Due to inclement weather at the beginning of the week, Monday night tennis playoffs and Tuesday night racquetball were cancelled. These matches will be made up by players at their convenience before next week. Wednesday night racquetball enjoyed great weather and had a great turnout. The Fever beat P. S. 13 —9, winning for the second season in a row! Close to 500 people checked in to enjoy the action via the live Periscope feed. With less than two months remaining before school lets out, camper spaces are over 50% sold. With games, crafts, sports and activities varying daily, this will be a very active summer for all who participate. Summer camp costs are $50 per week for Cape Canaveral residents and$60 per week for non-residents. Camp hours are from 9:00 a.m. to 3:00 p.m., however, before and after care are offered for an additional cost. Water Reclamation Facility— Sanitary Sewer System • Oxidation Ditch Rehabilitation Project Full bypass operations from the oxidation ditch to the equalization basin were initiated on January 29, 2018. The ditch was emptied and cleaned of sand, debris and sludge. Structural analysis observed extensive damage to several of the concrete walkways along the northern end of the ditch, meaning replacement of the walkways will be required. Other ongoing activities include the installation of new mixers, weirs and other equipment prior to placing the ditch back into service. Substantial completion date is June 2018. Current project construction completion is at 88%. • Force Main #3 Replacement Project Four bids were submitted for this project, which will replace existing Force Main#3 located within several right-of-ways in the north-central portion of the City. TB Landmark Construction, Inc. of Jacksonville, Florida was the low bidder with a bid of$324,319.00. A revised route will be used for the replacement force main, shortening the line distance by over 800 feet and saving $30 to $40k in construction costs. Contractor approval will be an agenda item at the April 17, 2018 City Council meeting. • Lift Station No. 2 and Holman Road Sewer Improvements The City Council approved the recommendation of Staff to select Atlantic Development of Cocoa, Inc. as the contractor for this project. Staff has forwarded information to owners of the nine impacted properties along the Banana River and meetings will be held in the future. The project includes the excavation and replacement of the existing sewer pipe and manholes from Lift Station No. 2 on Center Street to the northwestern corner of Holman Road. Several new easements have been obtained with residents, which will reduce construction costs by more than$350,000.00. The project is scheduled to begin on May 1, 2018 and will take up to 300 days to complete. #TheSpaceBetween Family+Friends Stormwater • Water Reclamation Facility Shoreline Restoration Project The City's contractor initiated site work on April 11, 2018. This project will armor the Banana River shoreline—approximately 1,400 linear feet—adjacent to the Water Reclamation Facility. Mangroves located along the shoreline will not be impacted but will be used as part of a living shoreline. The project will also include relocating the western and southern portions of the security fence away from the shoreline. The project should be completed within 30 to 45 days and prior to hurricane season. • Stormwater Inlet Replacement The City's contractor is replacing five stormwater inlets in the presidential streets area. Type-C inlets will be installed at the following locations. • Three at the intersection of Fillmore and Orange Avenues • Two at the intersection of Pierce and Orange Avenues Type-C inlets are efficient in collecting floatable debris that would otherwise be discharged to the Banana River lagoon. This is part of a long-term maintenance program to replace all stormwater inlets throughout the City. • Baffle Box Improvements Four of the City's first-generation baffle boxes contain surface water or stormwater most of the year and thus cannot be converted to more efficient second-generation boxes. Therefore, to improve nutrient reduction efficiency, the City's contractor will insert Vault-Ox® filter media in each of the boxes. The filter media further enhance the removal of phosphorous, metals, ammonia and so forth in static surface water and stormwater prior to discharge to the Banana River lagoon. Use of Vault-Ox is an extremely cost-effective method to enhance the efficiency of older baffle boxes and improve water quality. Miscellaneous • Request for Qualifications (RFQ)— Continuing Consulting Services. This RFQ was advertised on March 29, 2018. The City is soliciting firms for five-year continuing services contracts in the areas of professional engineering,planning, surveying and architectural design. The RFQ is advertised in the "Florida Today," on the City webpage and via Demandstar, a computer bidding system. RFQ responses are due May 3, 2018. A review team of City Staff will then make recommendations to the City Council. • State Road (SR) AlA and SR 528 Paving Operations Paving and drainage pipe maintenance work resumed on the overpass of George King Boulevard #TheSpaceBetween Family+Friends and will continue for the next few weeks. Lane closures will be required both day and night. The Florida Department of Transportation(FDOT) contractor will work on exit and entrance ramps only at night, and at no time will any ramp be completely closed. • N. Atlantic Avenue Pole Replacement Weather permitting, Florida Power& Light(FPL) contractors will replace a light pole near the intersection of N. Atlantic Avenue and Harbor Drive on April 23, 2018. The work will take place at night between 9:00 p.m. to 6:00 a.m., and both lanes of traffic on N. Atlantic Avenue will be closed to vehicular traffic during this period. Extensive Maintenance of Traffic (MOT)—such as detour signage, barricades and the like—will be in place at the following locations: • N. Atlantic Avenue and W. Central Boulevard • N. Atlantic Avenue and George King Boulevard • W. Central Boulevard and SR AlA • George King Boulevard and SR AlA • All City streets in the vicinity of Harbor Drive • All along N. Atlantic Avenue near the proposed work A detailed map showing the work area and a portion of the MOT is attached. • SR AlA Mast Arm Project This project includes the installation of traffic signal mast arms at the following intersections with SR AlA: • Holman Road • Center Street • N. Atlantic Avenue. FDOT advertised this work for public bid and will award a contract on or about May 1, 2018. Work may begin as soon as late May 2018.
