Cape Canaveral Vision Statement We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming residential feel, characterized by low-rise buildings. This residential and business friendly atmosphere is a livable, attractive, safe, inclusive and sustainable coastal community that embraces the oceanside and riverside as the main amenities, and supports and promotes local tourism, culture, recreation, commerce, municipal civic interests and education. We envision: A City network of"complete streets"with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. "Complete street" amenities include bicycle facilities, covered transit stops and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved"complete streets"will allow us to travel calmly to intimate waterfront destinations and a walkable uptown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. We envision: Welcoming community entrance features that create a sense of arrival and unique community identity as The Space Between. The "uptown" and other areas will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact and enjoy drinks and dinner. We envision: An engaged and compassionate community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, acts progressively but deliberately and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors with goodwill. Administrative Services Update for Week Ending April 6, 2018 City Manager's Office The City Manager's Office is responsible for the day-to-day administration of all City Departments in accordance with City Council's established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with Citizens, documents prepared, reviewed, approved and meetings/conferences held are numerous and may not be included in the Weekly Update. Highlights: • Communicated with Department Directors, Mayor and Council Members regarding various projects, issues, and initiatives. • Executive Assistant(EA)provided assistance to the City Manager,Mayor,Council Members and Department Directors. • EA provided Lobby/Reception Desk coverage. • EA received and responded to several Community calls/emails. • EA communicated and met with Staff and Vendors on coordinating interior details for City Hall. City Clerk's Office City Clerk's Office Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided coverage/assistance to the City Manager's Office and City Council. Highlights: • Staff completed training on the new Wells Fargo Gateway Credit Card Program. • Credit Card Services will be available in the City Hall at the Building Permits window effective April 9, 2018. Additionally, these same services will be available at the Culture & Leisure Services Department's customer service window beginning April 11, 2018. • Visa/MasterCard/American Express/Discover cards will be accepted. • Minimum Transaction amount must be $10.00. • Each transaction will incur a 3% convenience fee. Human Resources/Risk Management Human Resources/Risk Management Staff performed day-to-day duties/responsibilities to include training, employee relations, applicant recruiting and screening, benefits administration, Staff performance evaluations and all matters pertaining to Workers' Compensation, General Liability and Property Insurance. President Trump Proclaims April 2018 as Second Chance Month The proclamation states that during the month of April, the United States will emphasize the need "to provide _ opportunities for people with criminal records to earn an �. honest second chance." "Affording those who have been held accountable for their crimes an opportunity to become contributing members of society is a critical element of criminal justice that can reduce our crime rates and prison populations, decrease burdens to the American taxpayer, and make America safer,"Trump said in his proclamation. " Additional Components to the Proclamation Include: • Urge the implementation of "evidence based" in local, state and federal prisons prison programs that focus on job training, drug treatment, mentoring and mental health issues. • Promised to "crack down on crime" and "restore law and order". • Encourage expanded opportunities for those who have worked to overcome bad decisions earlier in life and emphasize belief in second chances for all who are willing to work hard to turn their lives around. Hijihlijihts: • HR administered the intake process for a newly hired Infrastructure Maintenance Division employee. • HR/Risk Management inspected restoration of PWS Water Treatment Facility interior damages incurred during Hurricane IRMA. The Water Treatment Laboratory Facilities have yet to be completed. Staff have identified a qualified vendor, materials have been ordered and installation of water resistant countertops and cabinets will be completed upon receipt of materials. • HR met with Directors of Culture & Leisure Services, Community Development, Public Works Services and Administrative/Financial Services divisions for purposes of anticipating workforce levels needed to achieve operational efficiency for Fiscal Year 2018/19. Community Engagement Update for Week Ending April 6,2018 Community Engagement is primarily responsible for the development, implementation and evaluation of public programs, Community meetings, public gatherings and Community Engagement activities. Community Engagement disseminates up-to-date information via the City website, NIXLE and social media and also performs routine website maintenance and content sourcing throughout the City. The department is a bridge between residents and their local government and is dedicated to ensuring a high quality of life for an engaged Community. Brown. Staff will hold this free event at 6:00 p.m. on Thursdays at Manatee Sanctuary Park for the duration of the fitness challenge. Health First 2018 Mayors' Fitness Challenge - Still in second place for Week 8 ill Our next Community activity is the Keep Brevard Beautiful Trash Bash tomorrow, Saturday, April 7, 2018 from 8:00 a.m. — 12:00 P.M. at Cherie Down Park. Cape View Field Day On Friday, March 30, 2018, the Community Engagement consultant and recreation coordinator attended Field Day at Cape View Elementary School. Staff hosted the GaGa Ball and rolling dodgeball stations throughout as part of the Health First 2018 Mayors' Fitness Challenge. We earned 200 bonus points for the event, but most importantly had an amazing time showing the kids ways to get active and have fun! Community Garden Network of Brevard The Community Engagement consultant attended the first ever Community Garden - Network of Brevard (CGNB) meeting at the k Florida Institute of Technology in44 �, �, y Melbourne. CGNB was formed to unite ' = vt, l n • , °tear r � Brevard County municipalities and organizations so that they can utilize each •i other's experiences and legacy knowledge for resources, information and networking. The CGNB will also help Brevard County • establish itself as a region that is dedicated ��� to sustainability efforts. Water Conservation Month The Honorable Mayor Hoog recently signed a proclamation declaring April to be Water Conservation Month in the City of Cape Canaveral. In honor of this, Staff will be posting tips on ways in which Community members can conserve water throughout the month. City Council Livestream Using BoxCast The director has entered into a three year contract with BoxCast to provide a livestream device, platform and broadcast archiving. Livestream broadcasts will be embedded in the City website for live viewing and shared to the City YouTube, Twitter and Facebook social media platforms. The livestream/recording capabilities will also allow for meeting agendas to be embedded and graphics to be overlaid during the broadcast. This initiative has come from the need to upgrade the livestream quality in the new City Hall Council Chambers and increase civic participation and virtual attendance, while improving and simplifying the Community livestream experience. The annual cost to livestream using BoxCast will be $2,500.00. Community Development Update for Week Ending April 6, 2018 Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews, processing permits, conducting inspections, performing site visits, issuing notices and conducting research. Buildint Division The Building Division conducted 88 inspections;processed 68 new Building Permit Applications; 71 permits picked-up and payments processed; processed 21 renewals (or new) Business Tax Receipts Alarm and/or Fire notices/payments. Highlights: • Responded to 134 e-mails, faxes and/or calls requesting permit, zoning and/or BTR information. Responded to 28 voicemails. • Processed four new contractor's information packets (Contractor Lic., Liability Insurance and W/C Insurance) to allow them to pull permits in Cape Canaveral. • Contacted one contractor regarding scheduling final inspections for building permits that are nearing expiration or recently expired. • Assisted 15 walk-in customers regarding miscellaneous items. • Processed two payments for After the Fact Permit; one payment for Certificate of Completion and one payment for Development Review Committee application for 280 W. Central Blvd. • Processed two new contractor's information packets to allow them to pull permits in the City. • Contacted two contractors regarding scheduling final inspections for building permits that are nearing expiration&permits that recently expired. • Verified and/or scanned 215 pages of Building Department documents. • Performed two Notary services. • Processed one payment for Site permit at 9004 Astronaut Blvd. (Sunbelt Dual Branded Hotel); one payment for Community Appearance Review Application for Coaster Thunder Volt Tract at GolfN' Gator located at 6355 N.Atlantic Avenue and one payment for Certificate of Occupancy at 8010 N. Atlantic Avenue. • Provided receptionist coverage for front counter/Lobby. • Attended training with the Finance Dept. and Wells Fargo in preparation of accepting credit card payments for permits/BTR's, etc. Code Enforcement Code Enforcement performed day-to-day duties/responsibilities, assisted with various requests from the Public and provided office coverage throughout the week. Highlights: • Received 16 new requests giving life-safety issues priority, followed closely by Community appearance and property maintenance. • Conducted 49 site inspections. • Removed 53 signs from right-of-way/telephone poles within the City. • Responded to 25 voicemails regarding complaints/inquiries. • Responded to four lien search requests. • Code Enforcement Officers continue to conduct daily Community sweeps for visible violations throughout the City. • Issued 16 door tags for visible violations to be corrected. • Posted four Stop Work orders. Planning Planning performed day-to-day duties/responsibilities, assisted with various requests from the Public and provided office coverage throughout the week. Highlights: • Records Management — 50 pages of documents scanned/verified and organized files in Laserfiche. • Provided receptionist coverage for front counter/Lobby. • Created/distributed Development Review Committee Agenda for meeting on April 11, 2018, with Wave Development, LLC regarding a mixed use proposal at 8801 Astronaut Blvd. • Provided customer assistance with permit applications and fees/payments. • Assisted customers with application submittals and/or records requests. • Provided Inspection results and entered permit applications into Springbrook. • Attended training with the Finance Department in preparation of accepting credit card payments for application fees. • Participated in Regional Resiliency Stakeholder Sub-committee weekly phone conference. • In conjunction with the City Attorney, drafted correspondence to homeowner in Ocean Gardens subdivision regarding Sec. 110-198(d)of City Code and that it contains a specific exemption (Sec. 110-198(d)) for single and two-family dwelling units which states that non-conforming single- or two-family dwellings can be renovated, repaired or replaced in accordance with a lawfully issued building permit. In other words, a non-conforming single- or two-family dwelling can be rebuilt (replaced) in the event that it is destroyed, provided a building permit is issued by the City and the non-conforming residential use has not been abandoned. • Reviewed draft Demolition Services Agreement for services related to the demolition of a pool on property on Surf Drive. • Began preparation of the Simplified, Nimble, Accelerated Permitting (SNAP) Interim report that will be submitted to the Brevard County Economic Development Council. The SNAP designation was established to recognize local governments that have incorporated business-friendly best practices into their development review/permitting processes. With less than two months remaining before school lets out, Camper spaces are over 50% sold. With continued promotion, Staff anticipates �P��RPp-s"'""ERQ spaces selling out within the next 30 days as parents realize the summer will be here before you know it. Camp will run May 29, 2018 through August 3, 2018. Campers will take weekly trips to the Cape Canaveral • Parks and Playgrounds, Cape Canaveral Public Library and Cocoa Beach Aquatic Center. With games, crafts, sports and activities varying daily, this will be a very active summer for all who participate. Summer camp costs are $50/week for Cape Canaveral residents and $60/week for non-residents. Camp hours are from 9:00 a.m. - 3:00 p.m. however, before and after care are offered for an additional cost. Before care begins at 8:00 a.m. and after care runs until 4:00 p.m. More information can be found on the City website at: www.citvofcanecanaveral.ora/summercamp. Cape Canaveral Library This is the last month to participate in Winter Book Bingo. You still have time to stop by the Library, pick up a bingo card and get reading! The program ends April 30, 2018 with wonderful prizes to be won. Would you like to get a free blood pressure and wellness screening without having to leave the City? You're in luck! The Visiting Nurse Association will be present at the Library April 17,2018 and not only to do the screening but answer questions you might have about living a healthy lifestyle. They will be there for only one hour, from 12:00 p.m. to 1:00 p.m. and assist the public on a first come first served basis. Friday Fest The first Friday Fest of Spring is here and it will be an awesome night. One of Brevard County's favorite band,Vintage,will bring back memories recreating classic rock hits.A great array of food and vendors will further provide for an amazing Friday evening. Wastewater Treatment Facility - Sanitary Sewer System • Oxidation Ditch Rehabilitation Project. Full bypass operations from the Oxidation Ditch to the Equalization Basin were initiated on January 29, 2018. The ditch was emptied and cleaned of sand/debris/sludge; structural analysis observed damage to several of the concrete walkways along the northern end of the ditch. These structural deficiencies are being repaired while other ongoing activities include the installation of new mixers, weirs and other equipment prior to placing the ditch back into service. Substantial completion date is July, 2018. Current project construction completion: 88%. • Force Main #3 Replacement Project. Four bids were submitted for this project which will replace existing Force Main #3 located within several rights-of-way in the north-central portion of the City. TB Landmark Construction, Inc. of Jacksonville, Florida was the low bidder with a bid of$324,319. A revised route will be used for the replacement force main shortening the line distance by over 800 feet and saving $30-$40k in construction costs. Contractor approval will be an agenda item at the April 17, 2018 City Council Meeting. • Lift Station No. 2/Holman Road Sewer Improvements. The City Council approved the recommendation of Staff to select Atlantic Development of Cocoa, Inc. as the contractor for this project. Staff has forwarded information to owners of the nine impacted properties along the Banana River; meetings are upcoming. The project includes the excavation and replacement of the existing sewer pipe and manholes from Lift Station No. 2 on Center Street to the northwestern corner of Holman Road. The project is scheduled to begin on May 1, 2018 and take approximately 300 days to complete. Stormwater • Wastewater Treatment Plant(WWTP)Shoreline Restoration Project. A pre-construction meeting was held on March 27,2018 with the contractor for this project which will"armor" the Banana River shoreline (approximately 1,400 linear feet) adjacent to the WWTP. Mobilization to the site will be initiated the week of April 9, 2018. Mangroves located along the shoreline will not be impacted but will be used as part of a "living shoreline". The project will also include replacing the western and southern portions of the security fence with placement away from the shoreline. The project should be completed within 30- 45 days (prior to hurricane season). Miscellaneous • Request for Oualifications (RFO) - Continuing Consulting Services. This RFQ was advertised on March 29,2018. The City is soliciting firms for five-year continuing services contracts in the areas of professional engineering, planning, surveying and architectural services. The RFQ is advertised on the City webpage and Demandstar (computer bid system) and in Florida Today. RFQ responses are due May 3,2018. A review team of City Staff will make final decisions on selected firms. • SR AlA/SR 528 Paving Operations. Paving/drainage pipe maintenance work resumed on the overpass of George King Boulevard and will continue for the next two weeks. Lane closures will be required both day and night. The Florida Department of Transportation (FDOT) contractor will work on exit/entrance ramps only at night and at no time will any ramp be completely closed. A Florida Power&Light(FPL) contractor will replace a light pole at the intersection with Harbor Drive on April 24,2018. The Work will take place at night; both lanes of traffic on North Atlantic Avenue will be closed to vehicular traffic for seven hours. Maintenance of Traffic (MOT)will be in-place. • SR AlA Mast Arm Project. This project includes the installation of traffic signal mast arms at the following intersections with SR Al A: o Holman Road o Center Street o North Atlantic Avenue FDOT will be advertising this work for public bid in the near future. Work may begin as early as May, 2018. Lengthy closures of travel lanes on SR AlA and City streets will be required.
