Cape Canaveral Vision Statement We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming residential feel, characterized by low-rise buildings. This residential and business friendly atmosphere is a livable, attractive, safe, inclusive and sustainable coastal community that embraces the oceanside and riverside as the main amenities, and supports and promotes local tourism, culture, recreation, commerce, municipal civic interests and education. We envision: A City network of"complete streets"with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. "Complete street" amenities include bicycle facilities, covered transit stops and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved"complete streets"will allow us to travel calmly to intimate waterfront destinations and a walkable uptown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. We envision: Welcoming community entrance features that create a sense of arrival and unique community identity as The Space Between. The "uptown" and other areas will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact and enjoy drinks and dinner. We envision: An engaged and compassionate community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, acts progressively but deliberately and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors with goodwill. We envision: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos or a performance stage. Administrative Services Update for Week Ending March 30, 2018 City Manager's Office The City Manager's Office is responsible for the day-to-day administration of all City Departments in accordance with City Council's established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with Citizens, documents prepared, reviewed, approved and meetings/conferences held are numerous and may not be included in the Weekly Update. Highlights: • Communicated with Department Directors, Mayor and Council Members regarding various projects, issues, and initiatives. • Attended 2018 Strategic Planning Retreat on March 28, 2018. • Executive Assistant(EA)provided assistance to the City Manager,Mayor,Council Members and Department Directors. • EA received and responded to several Community calls/emails. • EA communicated and met with Staff and Vendors on coordinating interior details for City Hall. City Clerk's Office City Clerk's Office Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided coverage/assistance to the City Manager's Office and City Council. Highlights: • Records Management — Volunteer assisted with verifying scanned records and preparing records for future scanning. • Council Meetings — Attended March 28, 2018 Strategic Planning Retreat; continued preparing/reviewing items for April 17, 2018 Regular Meeting. • Community Redevelopment Agency (CRA) — Ad ran in Florida Today on Thursday, March 29, 2018 regarding publishing of the CRA Annual Report for Fiscal Year 2016/2017. • Bid#2018-02 "Lift Station #3 12"Force Main Replacement" —Attended Bid Opening on March 29,2018 and processed Bid Opening documents; Staff will review bids with selection recommendation to take place at a future Council Meeting. • RFQ #2018-01 "Continuing Services Contracts for Professional Engineering. Planning. Of the $80,000 owed to the City by FEMA this brings the overall total received to $52,000. Human Resources/Risk Management Human Resources/Risk Management Staff performed day-to-day duties/responsibilities to include training, employee relations, applicant recruiting and screening, benefits administration, Staff performance evaluations and all matters pertaining to Workers' Compensation, General Liability and Property Insurance. Department of Labor Update - Background 1 . ... .... .. .... Unites New Budget Law Protects Worker's Tips Department of Labor While most Americans assume service gratuities (tips) . belong to the workers who provide the service, Federal law has never clearly stated this assumption. At the direction of President Trump, Secretary of the Department of Labor Alexander Acosta, eliminated the 2011 Obama Administration rule, which established that tips were the property of workers who earned them, regardless of the worker's hourly rate of pay. The powerful National Restaurant Association comprised of restaurant and casino owners, applauded this move. Seven legal groups and Attorney Generals from twelve states expressed opposition. Tucked away in the 2,232-page Omnibus Budget Bill, signed into law by President Trump, are updates to the Fair Labor and Standards Act which include protections of worker's tips. The new rule allows employers to share a worker's tips with a larger pool of workers if the worker who receives the tip is paid the full minimum wage. (Under Federal law, the minimum wage for tipped workers is only$2.13/hr.; the full minimum wage is $7.25/hr.) Highlights: • HR participated in the March 28, 2018 Strategic Planning Retreat. As the City charts a course that ensures continued excellence, sustainability and innovation, HR is dedicated to identifying and retaining the talent necessary to implement the Vision. • HR successfully screened candidates for the Infrastructure Maintenance Worker vacancy with an anticipated start date of April 2, 2018. Greene, City Manager FROM: John DeLeo, Administrative/Financial Services Director DATE: March 22, 2018 RE: Monthly Financial Report—February 2018 Staff is pleased to present the Monthly Financial Report for the period ending February 28, 2018. At this point in the Fiscal Year, the Year to Date Actuals should be 41.7% of the total annual budget. Total General Fund Departmental costs are over target by 4.2%.Administrative Services is running under target at 35.1%. Fire Rescue and Protective Services combined costs are slightly under target by 1.2%. Community and Economic Development and Building and Code Enforcement are under costs by 11.6%. Leisure Services is 11.1% below target. Non-Departmental expenditures are over budgetary projections by 7.2%. The Community Redevelopment Agency (CRA) has incurred $2,017 for the current Fiscal Year. Wastewater Fund overall costs are under target at 34.3%. The Stormwater Fund is under target by 16.7%. The Enterprise Capital Fund is under costs at 17.6%. The City's General Fund investments total $9,697,828.90; Special Revenue investments total $315,085.28; and Enterprise Fund investments total $950,678.10. The Grand total of all investments is$10,963,592.28. The Annual Rate of Return for each Investment is attached. If you have questions or wish anything additional, please contact me. City of Cape Canaveral Fund Narrative Period Ended February 28, 2018 Revenue Ad Valorem Tax To date, the City has received 90.3% of ad valorem revenue. The City saw a spike in this revenue source during the month of December and will continue in March and April as escrowed taxes are remitted to the County. Local Option Gas Tax This amount represents an accrual for January and February based on actual collections for October through December. Fiscal Year 2017-18 budget is slightly more than Fiscal Year 2016-17. Franchise Fees, Utility Service Taxes and Communications Service Tax This amount represents an accrual for January and February based on actual collections for October through December. This revenue is below target at this point,however,this trend will improve. Permits and Licenses Permits and Licenses are above target at 55.3%. This is a direct result of business tax renewals and an increase in building permits. State Shared Revenues This amount represents an accrual for January and February based on actual collections for October through December. This revenue source is slightly above target at 42.3%. Garbage and Recycling Revenues This amount represents collections for the months of October through February. This revenue line is slightly under target at 40.2%. This revenue source, however, tends to fluctuate from month to month. Recreation Fees (Leisure Services) Recreation Fees are above target at 43.5%. This revenue source will continue to pick up as the year progresses and additional activities commence. Friday Fest continues to be a big success for the City. Investment Income Investment Income is slightly above target at 43.5%. Utility Operating Income (Wastewater Fund) Utility Operating Income is slightly under target at 41.0%. Stormwater Utility Fees (Stormwater Fund) Stormwater Utility Fees are slightly under target at 39.2%; however, this revenue source tends to fluctuate so any shortfall could be made up. LiveStream, Boxcast and Ustream all have livestream and archiving services, and all three are currently or have been used by local municipalities. It has become clear that the current livestream, if it were to continue, will have to be upgraded due to the new City Hall chambers. Tesla's Destination Charging Program (� PlugShare The Community Engagement consultant has been = Manatee Sanctuary Park X corresponding with Tesla regarding their Destination _ - Charging Program. Through this program, Tesla will provide the City with 36 – 40 Tesla and universal electric vehicle (EV) chargers at no cost. Building Division The Building Division conducted 151 inspections; processed 62 new Building Permit Applications; 33 permits picked-up and payments processed; processed 53 renewals (or new) Business Tax Receipts Alarm and/or Fire notices/payments. Highlights: • Responded to 70 e-mails, faxes and/or calls requesting permit, zoning and/or BTR information. Responded to 19 voicemails. • Processed four new contractor's information packets (Contractor Lic., Liability Insurance and W/C Insurance) to allow them to pull permits in Cape Canaveral. • Contacted one contractor regarding scheduling final inspections for building permits that are nearing expiration or recently expired. • Provided inspection results for 39 building permits. • Assisted 21 walk-in customers regarding miscellaneous items. • Processed three payments for After the Fact Permit; one payment for Certificate of Completion and one payment for Development Review Committee application for 280 W. City's Cultural Programs Manager Elected as Chair of the Brevard County Historical Commission This week, the City's Cultural Programs Manager was elected to serve as Chairperson of the Brevard County Historical Commission(BCHC). As an active member since March of 2015, Ms. Thomas has written several articles for both of the Commission's local history publications, assisted with the acquisition of two State historical markers, recorded and updated numerous listings for the Florida Master Site File, and serves as a judge for the County's youth history fairs. She is currently working on the acquisition of a State historical marker commemorating the century old S.F. Travis Co. building in Cocoa Village. Also, the upcoming 2018 Spring/Summer volume of the BCHC's Indian River Journal, will feature the first installment of her new article series discussing the Florida's military history and its residual economic impacts that are visible on the Space Coast today. Ms. Thomas was honored by this appointment and looks forward to furthering the BCHC's mission in preserving and promoting Brevard's invaluable cultural legacy and representing the residents of District 2 therein. Among the first homes built on the Cape and standing for nearly 75 years, these residences housed the families that managed the Cape Canaveral Lighthouse. Sadly, after the USAF acquisition of the property,the structures were left vacant and eventually succumbed to the elements. Some sources suggest they were used for fire practice in the 1960s and diemolished soon after. In October of last year, Brevard County Board of Commissioners approved TDC's request for $500,000 in funding support of the project and with additional support from the 45th Space Wing, the Florida State Senate and House of Representatives and other industry partners, the Foundation broke ground on the project last week. The full scope of the Cottage Project will include a Replica Cottage, Education Center and a Museum - Archaeology Center. Each building will be constructed according to the plans for the original structures, as acquired by the Coast Guard in 1942, and the designs for each structure have been prepared by Architects RZK, Inc.,the same firm that received the contract for the City's new Multi-Generational Center and C.A.P.E. Center. Public Works Services Update for Week Ending March 30, 2018 Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant - Sanitary Sewer System • Oxidation Ditch Rehabilitation Project. Full bypass operations from the Oxidation Ditch to the Equalization Basin were initiated on January 29, 2018. The ditch was emptied and cleaned of sand/debris/sludge; a structural engineer is currently inspecting the ditch walls and walkways for any damage. Other ongoing activities include the installation of new mixers, weirs, other equipment and concrete walkways prior to placing the ditch back into service. Substantial completion date is July 2018. Current project construction completion: 88%. • Force Main #3 Replacement Project. Four bids were submitted for this Project which will replace existing Force Main #3 located within several rights-of-way in the north-central portion of the City. TB Landmark Construction, Inc. of Jacksonville, Florida was the low bidder with a bid of$324,319. A revised route will be used for the replacement force main shortening the line distance by over 800 feet and saving $30-$40k in construction costs. Bid submittals are currently under review by Staff. • Sanitary Sewer Manhole Replacements. Lids/concrete collars to eight sanitary sewer manholes located along the Central Ditch north of West Central Boulevard are being replaced. The manhole lids/collars are in disrepair and are leaking stormwater into the sanitary sewer line during heavy rain events. Stormwater • Wastewater Treatment Plant(WWTP)Shoreline Restoration Project. A pre-construction meeting was held on March 27,2018 with the contractor for this Project which will"armor" the Banana River shoreline (approximately 1,400 linear feet) adjacent to the WWTP. Mobilization to the site will be initiated in the next two weeks. Mangroves located along the shoreline will not be impacted but will be used as part of a "living shoreline". The Project will also include replacing the western and southern portions of the security fence with placement away from the shoreline. The Project should be completed within 60 days (prior to hurricane season). Miscellaneous • Beach Renourishment Project — North Reach. The beach renourishment contractor completed pumping sand onto the beach in the Cape Canaveral portion of the North Reach. Additional grading of the beach for sea turtle nesting season will take place prior to May 1, 2018. The Washington Avenue beach crossover and parking area are now open. More information can be found on the Brevard County Natural Resources Management Department website. • Request for Oualifications (RFO) - Continuing Consulting Services. This RFQ was advertised on March 29, 2018. The City will be selecting firms for five-year continuing services contracts in the areas of professional engineering, planning, surveying and architectural services. The RFQ is advertised on the City web page and Demandstar (computer bid system) and in Florida Today. RFQ responses are due May 3, 2018. A review team of qualified Staff will make final decisions on selected firms. • Banana River Shoreline Master Plan —Phase I. Staff continues preparation of a Master Plan-Phase I for the City's Banana River Shoreline. The Master Plan will include potential improvements to the following properties located along the shoreline: o Port Canaveral property at northern City limits (leased by the City) o Banana River Park o Manatee Sanctuary Park o Estuary property at end of Long Point Road o Center Street Park o Extension to properties in Cocoa Beach A major goal of the study is to eventually have a State-recognized Kayak Trail along the City's Banana River waterfront. Potential improvements will be prioritized and grant applications submitted to selected agencies for funding assistance.
