Cape Canaveral Vision Statement
We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming
residential feel, characterized by low-rise buildings. This residential and business friendly
atmosphere is a livable, attractive, safe, inclusive and sustainable coastal community that embraces
the oceanside and riverside as the main amenities, and supports and promotes local tourism,
culture, recreation, commerce, municipal civic interests and education.
We envision: A City network of"complete streets"with a native-landscaped and tree-lined median
with traffic calming elements and dark-sky street lighting. "Complete street" amenities include
bicycle facilities, covered transit stops and safe pedestrian crossings that invite pedestrians and
bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our
improved"complete streets"will allow us to travel calmly to intimate waterfront destinations and a
walkable uptown core. Multi-use paths lined with shade trees should be wide enough for bikes
and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night.
We envision: Welcoming community entrance features that create a sense of arrival and
unique community identity as The Space Between. The "uptown" and other areas will contain an
architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered
café tables at restaurants and bistros where friends gather, interact and enjoy drinks and dinner.
We envision: An engaged and compassionate community that; removes or transforms blighted and
unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly
park with ample shade, acts progressively but deliberately and actively recruits and supports
businesses that enhance economic viability and serve our residents and visitors with goodwill.
We envision: Open shorelines and rivers accessible to the public including amenities that
take advantage of the water, such as limited and quaint water-view establishments and intimate
public gathering and entertainment places that may include pavilions, gazebos or a performance
stage.
Administrative Services
Update for Week Ending March 16, 2018
City Manager's Office
The City Manager's Office is responsible for the day-to-day administration of all City Departments
in accordance with City Council's established policies/direction, local ordinances, resolutions and
State/Federal laws/rules and regulations. Telephone conferences, meetings with Citizens,
documents prepared, reviewed, approved and meetings/conferences held are numerous and may
not be included in the Weekly Update.
Highlights:
• Communicated with Department Directors, Mayor and Council Members regarding various
projects, issues, and initiatives.
• Executive Assistant(EA)provided assistance to the City Manager,Mayor,Council Members
and Department Directors.
• EA received and responded to several Community calls/emails and provided
Lobby/Receptionist coverage.
• EA communicated and met with Staff and Vendors on coordinating interior details for City
Hall.
City Clerk's Office
City Clerk's Office Staff performed day-to-day duties/responsibilities and assisted various
telephone/walk-in requests from the Public/Staff and provided coverage/assistance to the City
Manager's Office and City Council.
Highlights:
• Records Management — Two volunteers assisted verifying scanned records and preparing
records for future scanning.
• Council Meetings — Continued preparing/reviewing items/agenda and finalized/distributed
agenda/packet for March 20, 2018 Regular Meeting; continued preparing/reviewing
agenda/logistics for March 28, 2018 Strategic Planning Retreat.
• Community Redevelopment Agency(CRA)Board—Prepared/distributed Cancellation Notice
for March 20, 2018 Meeting.
• Bid #2018-02 "Lift Station #3 12" Force Main Replacement" — Continued
distributing/tracking Bid Specs/Drawings to prospective bidders/interested parties; Bid
submittals due 2:00 p.m., Thursday, March 29, 2018; the Bid Opening to take place 2:15
p.m., March 29, 2018 in the first floor City Hall Conference Room at 100 Polk Ave.
• City Hall Council Chambers — Met with A/V contractors and Staff from Community
Development and Economic Development to continue testing/troubleshooting recording
software for City Meetings.
• Space Coast League of Cities — Continued coordinating/preparing for City-hosted SCLOC
Meeting in April.
• Met with City Manager regarding various items/issues.
• Met with select Department Directors regarding various items/issues.
Financial Services
Financial Services Staff performed day-to-day duties/responsibilities and assisted various
telephone/walk-in requests from the Public.
Highlights:
• Financial Services' new Accountant began work this week.
• Building, Leisure Services, and Financial Services Staff attended the required training for
the new Gateway Credit Card program, which will be used by the City. This will enhance
operations and provide customers with a much-anticipated service.
Human Resources/Risk Management
Human Resources/Risk Management Staff performed day-to-day duties/responsibilities to include
training, employee relations, applicant recruiting and screening, benefits administration, Staff
performance evaluations and all matters pertaining to Workers' Compensation, General Liability
and Property Insurance.
Healthcare Update
U.S. Spends Double on Healthcare

• U.S. spends approximately twice the rate of 10 other
high-income countries despite receiving the same level of 1
services.
Results:
o U.S. Citizens have the lowest life expectancy compared to peer nations. 78.8 years
compared to 81.7 years.
o U.S. has the highest infant mortality rate compared to peer nations. 5.8 deaths per
1,000 compared to 3.6 deaths per 1,000.
• Healthcare spending surged in 2016 to 18%of Gross Domestic Product(GDP). (Other high
income countries average 10% of GDP.)
• U.S. spends more on pharmaceuticals per person than all other peer nations. ($1,443 per
person compared to $749.) Despite the fact that U.S. patients use generic drugs at the
highest rate (84%), they pay many times more for"brand name" drugs.
What's Driving the High Cost of U.S. Healthcare?
• 8% of U.S. Healthcare dollars go towards administrative and governance costs compared
to 3%by peer nations.
• U.S.patients disproportionally carry the burden for the cost of pharmaceutical research and
development through significantly higher drug prices.
• Salaries for generalists, specialists and nurses are higher in the U.S.than in other countries.

an early start on anticipating employee group health insurance rates for 2018/19.

Update for Week Ending March 16, 2018
Community Engagement is primarily responsible for the development, implementation and
evaluation of public programs, Community meetings, public gatherings and Community engagement
activities. Community Engagement disseminates up-to-date information via the City website,
NIXLE and social media and also performs routine website maintenance and content sourcing
throughout the City. The Department is a bridge between residents and their local government and is
dedicated to ensuring a high quality of life for an engaged Community.

Local Artist Needed to Paint Little Free Pantry
The City is looking for a local artist to paint a Little Free Pantry (LFP) that will be placed just
outside the Cape Canaveral Community Garden. The slogan of the LFP program is, "Neighbors
helping neighbors," and you can learn more about the program by visiting:

Girl Scouts in the Garden
Girl Scout Troop 1059 joined Community Gardener Chris Brown and the Community Engagement
Consultant on Saturday, March 10, 2018 to learn about organic gardening and how a community
garden works. Chris taught the troop about compost, plant identification, how to read a seed packet,
gardening resources and more. The troop even got a lesson on planting seeds and transplanting
flowers, which they got to take home with them!

Update for Week Ending March 16, 2018
Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests
from the public, including performing plan reviews, processing permits, conducting inspections,
performing site visits, issuing notices and conducting research.
Building Division
The Building Division conducted 137 inspections; processed 42 new Building Permit
Applications; 59 permits picked-up and payments processed; processed 63 renewals (or new)
Business Tax Receipts Alarm and/or Fire notices/payments.
Highlights:
• Attended the first Flood Risk Open House at Brevard County Government Center on
March 13, 2018 and the second Open House on March 15, 2018.
• Responded to 104 e-mails, faxes and/or calls requesting permit, zoning and/or BTR
information. Responded to 35 voicemails.
• Processed 7 new contractor's information packets (Contractor Lic., Liability Insurance
and W/C Insurance) to allow them to pull permits in Cape Canaveral.
• Contacted 1 contractor regarding scheduling final inspections for building permits that
are nearing expiration or recently expired.
• Provided inspection results for13 building permits.
• Assisted 27 walk-in customers regarding miscellaneous items.
• Processed 1 payment for After the Fact Permit; 1 payment for Certificate of Completion
and 1 payment for Certificate of Occupancy at 8600 Astronaut Blvd.
• Processed 5 new contractor's information packets to allow them to pull permits in the
City.
• Verified and/or scanned 379 pages of Building Department documents.
• Performed 4 Notary services.
• Provided receptionist coverage for front counter/Lobby.
Code Enforcement
Code Enforcement performed day-to-day duties/responsibilities, assisted with various requests
from the Public and provided office coverage throughout the week.
Highlights:
• Received 24 new requests giving life-safety issues priority, followed closely by
Community appearance and property maintenance.
• Assisted 7 Citizens with Building/Code Enforcement requests at front counter.
• Conducted 27 site inspections.
• Removed 5 signs from right-of-way/telephone poles within the City.
• Responded to 31 voicemails regarding complaints/inquiries.
• Responded to 15 lien search requests.
• Code Enforcement Officers continue to conduct daily Community sweeps for visible
violations throughout the City.
• Issued 3 door tags for visible violations to be corrected.
Plannint
Planning performed day-to-day duties/responsibilities, assisted with various requests from the
Public and provided office coverage throughout the week.
Highlijihts:
• Records Management — 308 pages of documents scanned/verified; organized files in
Laserfiche; prepared 1.5 cubic feet Building Department documents for destruction.
• Provided receptionist coverage for front counter/Lobby.
• Training with Building Department Senior Secretary to provide customer assistance with
permit applications and fees.
• Assisted customers with application submittals.
• Attended Planning and Zoning Board Meeting on March 14, 2018 and started preparation
of Meeting Minutes.
• Met with Staff regarding expansion of utility system in the northern area of the City.
• Met with investment group interested in purchasing residential properties in the City for
renovation and resale.
• Along with the City Manager, met with Strategic Planning Retreat Facilitator to discuss
the upcoming retreat.
• Participated in a Regional Resiliency Action Plan Steering Committee web conference.
• Met with Planning & Zoning Board Chairman to discuss the March 14, 2018 Board
Meeting.
• Conducted Planning and Zoning Board Meeting on March 14, 2018, with the following
actions:
o John Price and Lamar Alexander were re-elected as Chair and Vice-Chair for the
upcoming year.
o Board interviewed & recommended Melissa Bass as an alternate member.
Recommendation will go to the Council for consideration and action.
o Site Plan Approval for the Sunbelt Cape Dual-Branded Hotel Site Plan located
at 9004 Astronaut Boulevard—APPROVED.
o Ordinance No. XX-2017, amending Section 110 of the City of Cape Canaveral
Land Development Code; regulating Medical Marijuana Treatment Center
Dispensing Facilities—APPROVED.
o Ordinance No. XX-2017, amending Section 110 of the City of Cape Canaveral
Land Development Code; regulating Townhomes—APPROVED.
• Continued preparation of Agenda Items regarding the 2018/19 City Council Strategic
Planning Retreat, to include:
o Materials explaining the Strategic Planning process.
o Progress Report outlining the goal accomplishment during the 2017/18 FY.
o Presentation Report that outline proposed projects for the 2018/19 FY.
Economic Development
Update for Week Ending March 16, 2018
Performed day-to-day duties/responsibilities, conducted various meetings with business
stakeholders, potential investors, citizens, realtors and Staff Performed site visits and conducted
research as necessary.
City Hall Status
• Demolition of 110 Polk Ave. is scheduled for March 28, 2018. The required Asbestos
Containing Material Survey for Demolition was performed and reviewed. The survey
determined that Asbestos Containing Material was not detected in amounts regulated by
the EPA National Emission Standards for Hazardous Air Pollutants (NESHAP).
Accordingly, demolition may proceed without Asbestos Abatement.
• With A/V Systems provider, tested line-out audio for camera recordings of Council and
Board meetings.
• Landscaping is approximately 90% complete. Public Works Services is awaiting another
delivery of red rock. The rock ships from Alabama and is currently backordered.
• Met with technician from Johnson Controls, Inc. to review HVAC control items.
• With City Manager's Executive Assistant, Staff is finalizing the signage order which
includes both interior and exterior signage.

• Held teleconference with City Attorney's Office and City Consultant Bankruptcy Attorney
regarding the City's Foreclosure Case for the property at 7521 Magnolia Ave. This blighted
structure has been in the Code Enforcement process for a number of years and has
accumulated a significant City lien. The City's Foreclosure case has been stayed due to the
owner's Bankruptcy Filing. Staff will attend an Evidentiary Hearing scheduled for March
20, 2018 at the U.S. Bankruptcy Court, Middle District of Florida in Orlando. The City's
goal is to lift the stay to allow the Foreclosure Action to proceed.

• Contacted TPO official regarding an initiative to create a signalized intersection at Thurm
Blvd. and S.R. AlA. With an anticipated traffic increase due to the coming occupancy of
Comprehensive Health Services at 8600 Astronaut Blvd., the property owners have
indicated support of the intersection improvement and have offered to realign driveways
to accommodate.
• We welcome Dr.Randall Rigdon and Staff to Cape Canaveral! With a new location at 8400
Astronaut Boulevard, Dr. Rigdon and Nurse Practitioner Trisha White will continue to
provide health care services to their established patients and will also offer walk-in services
to those 16 years of age and older. Pediatric services are not available at this time. The
Practice is scheduled to open on Monday,March 19,2018.Dr.Rigdon is a lifetime resident
of Brevard County and has cared for a countless number of its residents for the past 20
years. He and his Staff look forward to providing for the ever-growing needs of visitors
and residents in Cape Canaveral, Cocoa Beach and the surrounding the Communities.

Summer Camp
Registration for the City of Cape Canaveral's Summer Camp is now open!
Don't wait until it's too late to take part in this great opportunity! Camp will begin May 29, 2018
and run through August 3, 2018. Campers will take weekly trips to the Cocoa Beach Aquatic
Center, Cape Canaveral parks and playgrounds and the Cape Canaveral Public Library. With
games, crafts, sports and activities varying daily, this will be a very active summer for all who
participate.
Summer camp costs are $50/week for Cape Canaveral residents and $60/week for non-residents.
Camp hours are from 9:00 a.m. - 3:00 p.m. however before and after care are offered for an
additional cost. Before care begins at 8:00 a.m. and after care runs until 4:00 p.m. More

Athletic Leagues
Wednesday coed Kickball played its fourth game of the season this week. All teams are making
improvements as the season nears the halfway point. Big Boats uses the field every Monday night
for practice and their team is showing drastic improvement from last year. Players enjoy taking
the field each week for a night filled with fun and energy.
Thursday evening Softball is playing its ninth game of the season this week and players are getting
ready for the upcoming playoff matchups. Innies and Outties are the defending Champions and
they remain undefeated.P.S. is the team currently sitting in second place and they will play Innies
and Outties in the final game of the season next week. P.S. has not played Innies and Outties this
season, so this matchup should be a good one and might decide which team takes the top seed of
the playoffs.
The Tuesday evening intermediate Racquetball league wrapped up week two of its season with
some competitive play. This league currently has 7 players that are all committed to playing each
week and excited to get this new season underway. Wednesday evening advanced Racquetball
league began this week with a great turnout and expected to be a very fun and exciting season. The
advanced league has 12 players all competing to be the new league champion. Roger (pictured
below on left), who was last season's Champion and won the Championship last week, is not
playing outdoor racquetball this season. This competition should be a great one to follow
throughout the season.
Monday and Wednesday evening Tennis leagues are gearing up to enter playoffs and the top 8
players will battle it out for the title of league Champion. Players from both leagues will have one
week of makeup matches while players that do not have makeup matches will get a much needed
week of rest. Thursday evening tennis is beginning its new season this week and all 11 players are
anxious to get this competition underway. Our defending Champion, Gary, is returning this season
and is looking to remain unbeaten as he did last season. Gary (on the right) beat Tomasz in the
championship match 2 sets to 0 last Thursday.

Public Works Services
Update for Week Ending March 16, 2018
Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests
from the public.
Wastewater Treatment Plant - Sanitary Sewer System
• Oxidation Ditch Rehabilitation Project. Full bypass operations from the Oxidation Ditch
to the Equalization Basin were initiated on January 29, 2018. The ditch was emptied and
is being cleaned of sand/debris/sludge; a structural engineer will inspect the ditch walls for
any damage and repairs, if any, will be made. During completion of the ditch cleaning
activities, new mixers, weirs, other equipment and concrete walkways will be installed
prior to placing the ditch back into service. Substantial completion date is July 2018.
Current project construction completion: 85%.
• Force Main #3 Replacement Project. This Project will replace existing Force Main #3
located within several rights-of-way in the north-central portion of the City.A revised route
will be used for the replacement force main shortening the line distance by over 800 feet
and saving $30-$40k in construction costs. The bid specs and construction drawings were
advertised for public bid on March 1, 2018; bids are due March 29, 2018 at 2:00 p.m.
• Holman Road Sewer Replacement Project - Phases II/III. Two sealed bids were
submitted for this Project on January 31, 2018; Atlantic Development of Cocoa was the
low bidder with a bid of$1,512,544. The Project includes the excavation/replacement of
the sanitary sewer line from Holman Road to Lift Station No. 2 located on Center Street
and will take approximately 10 months to complete. Contractor approval will be an agenda
item at the March 20, 2018 City Council Meeting.
Stormwater
• Wastewater Treatment Plant (WWTP) Shoreline Restoration Project. Five sealed bids
were submitted for this Project on March 8,2018; SDV Services LLC of Titusville,Florida
was the low bidder with a bid of$193,850. This Project will "armor" the Banana River
shoreline (approximately 1,400 linear feet) adjacent to the WWTP. Mangroves located
along the shoreline will not be impacted but will be used as part of a "living shoreline".
The Project will also include replacing portions of the security fence with placement away
from the shoreline. Contractor approval will be an agenda item at the March 20, 2018 City
Council Meeting.
• Canaveral City Park Exfiltration Project. Staff is currently reviewing 90% construction
plans for improvements to the exfiltration system at Canaveral City Park. Planned
improvements will allow the City to discharge excess reclaimed water into the system for
infiltration into the surficial aquifer in lieu of discharge to the Banana River. Future
regulations from Florida Department of Environmental Protection(FDEP)will most likely
require the elimination of all reclaimed water discharges to the Banana River.
• Watershed Assessment Overview Seminar. Staff attended this seminar presented by
FDEP. In general, the discussion was focused on the recent condition of the Indian River
Lagoon (IRL) system (including the Banana River). The two attached maps show that
nearly the entire IRL system remains impaired for nitrogen and phosphorous. The City is
located within the Water Basin Identification Number (WBID) 3057B on the attached
maps. The Mosquito Lagoon in northern Brevard County is currently experiencing the
worst water quality conditions in the IRL system.
Infrastructure Maintenance
• Street Sign Removal and Replacement. Staff is working to change-out damaged street
signs and install new ones. The new poles being installed are a better grade aluminum/steel
mixture and can withstand higher winds. This is an ongoing project and the completion
date is unknown.
• City Hall Landscaping. Staff is working on installing the remainder of rock and plants as
part of the first four phases of the City Hall landscaping project. Stage five of the
landscaping project will be completed shortly after the former Building Department
structure is demolished and additional parking added.
Miscellaneous
• Beach Renourishment Project — North Reach. The beach renourishment contractor
completed pumping sand onto the beach in the Cape Canaveral portion of the North Reach.
Additional grading of the beach for sea turtle nesting season will take place prior to May
1, 2018. The Washington Avenue beach crossover and parking area are now open. More
information can be found on the Brevard County Natural Resources Management
Department website.
• State Road AIA Road Repairs. Maintenance activities and paving of the George King
Boulevard/SR A 1 A overpass and adjoining areas are scheduled for completion by April 1,
2018.
• Estuary Rehabilitation Project. Staff is proposing a Conservation Easement with St.Johns
River Water Management District (SJRWMD) on 4.0-acres of this 7.9-acre City-owned
property at the western end of Long Point Road. Establishing the Conservation Easement
will allow a local developer to receive mitigation credits for the filling of wetlands on a
development in Cocoa, Florida. The developer will then remove the non-native invasive
species and replant the 4.0-acres on the property with native trees/shrubs at their expense.
The City will remove the non-native invasive species on the remaining 3.9-acres with
partial funding from a US Army Corps of Engineers grant. This scenario will significantly
reduce the City's cost to remove and replant the entire 7.9-acre property. Approval of the
Conservation Easement will be an agenda item at the March 20, 2018 City Council
Meeting.
