Cape Canaveral Vision Statement We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming residential feel, characterized by low-rise buildings. This residential and business friendly atmosphere is a livable, attractive, safe, inclusive and sustainable coastal community that embraces the oceanside and riverside as the main amenities, and supports and promotes local tourism, culture, recreation, commerce, municipal civic interests and education. We envision: A City network of"complete streets"with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. "Complete street" amenities include bicycle facilities, covered transit stops and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved"complete streets"will allow us to travel calmly to intimate waterfront destinations and a walkable uptown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. We envision: Welcoming community entrance features that create a sense of arrival and unique community identity as The Space Between. The "uptown" and other areas will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact and enjoy drinks and dinner. We envision: An engaged and compassionate community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, acts progressively but deliberately and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors with goodwill. We envision: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos or a performance stage. Administrative Services Update for Week Ending February 16, 2018 City Manager's Office The City Manager's Office is responsible for the day-to-day administration of all City Departments in accordance with City Council's established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with Citizens, documents prepared, reviewed, approved and meetings/conferences held are numerous and may not be included in the Weekly Update. Highlights: • Communicated with Department Directors regarding various projects, issues, and initiatives. • Executive Assistant(EA)provided assistance to the City Manager and Department Directors. • EA assisted CCO/Directors with the proofing, reviewing and/or revising of the February 16, 2018 Weekly Update. • EA received and responded to several Community calls/emails and provided Lobby/Receptionist coverage. • EA communicated and met with Staff and Vendors on coordinating interior details for the new City Hall. • EA attended Weekly Staff Meeting with Department Directors. U.S. Jobless Rate at 45 Year Low (Source:Reuters) The number of Americans filing for unemployment benefits unexpectedly fell last week, dropping to its lowest level in nearly 45 years as the labor market tightened further. Why is this good news for wages? • Competition for qualified candidates will force employers to pay more in order to attract and retain talent. UNEMPLOYMENT • The labor market is very near "full immix employment" and starting to put pressure on wage growth. • Strong wage growth usually leads to an increase in inflation as employer "pass along" the wage increases to consumers in the form of higher prices for goods and services. Sea Oats Planting +Beach Cleanup +Fitness Event The Director worked with the Brevard County Natural Resources Office to plan and execute a permitted Community Sea Oats Planting and Beach Clean-up Event last Saturday. The event brought together 146 Community volunteers, including visitors from Satellite Beach and Merritt Island, to plant 7,200 baby sea oats! The crowd was pumped to be planting a beach dune for future generations. Three residents (two new / one long-time) attended the meeting and the group had a conversation about: throwable life rings, bicycle traffic laws/safety outreach campaign, a streetscape on W. Central Avenue, future C.A.P.E. Center plans (old City Hall), current phase of the Multigenerational Center and hope that we can stay the Most Fit City! Emergency Response & Hazard Mitigation with the Florida Rural Water Association The Director attended the session in Port Orange on Wednesday, February 14, 2018 to learn more about Hazard Mitigation (any action taken to reduce future disaster losses) and Resiliency (the ability of a Community to grow, resist, absorb, respond, and/or recover in a timely and efficient manner, preserving or restoring its essential basic structures, functions and identity). The meeting discussed many current issues facing Florida including sea level rise, more heavy rains and a warmer ocean. Several ideas will be explored for addition into the City's Hurricane Preparedness Plan. It is the job of the Director, who assumes the role of Incident Commander in extreme weather events, to prepare Staff prior to the start of Hurricane Season 2018 on June 1. Do YOU have a plan? Holly Fortune from the Florida Department of Environmental Protection also gave a presentation on the importance of site spill reporting. Community Development Update for Week Ending February 16, 2018 Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews, processing permits, conducting inspections, performing site visits, issuing notices and conducting research. Building Division The Building Division conducted 101 inspections; processed 55 new Building Permit Applications; 35 permits picked-up and payment process; $124 in fees were waived for Hurricane Irma Damage; processed 40 renewals (or new) Business Tax Receipts Alarm and/or Fire notices/payments and Inactivated 15 accounts. Hiihliehts: • Responded to 98 e-mails, faxes and/or calls requesting permit, zoning and/or BTR information. Responded to 20 voicemails. • Processed two (2) new contractor's information packets (Contractor Lic., Liability Insurance and W/C Insurance) to allow them to pull permits in Cape Canaveral. • Contacted one (1) contractor regarding scheduling final inspections for building permits that are nearing expiration or recently expired. • Provided inspection results for 26 building permits. • Assisted 38 walk-in customers regarding miscellaneous items. • Processed one (1)payment for after the fact permit(work performed prior to obtaining a required Building Permit). • Processed one (1) payment for Impact Fees for new construction at 605 Manatee Bay Drive. • Verified and/or scanned 419 pages of Building Department documents. • Assisted City Clerk with records requests for building permit history for the past seven (7) years. • Provided receptionist coverage for front counter/Lobby. Preliminary Digital Flood Maps for Brevard County Ready for Public Viewing Attend Open House and Learn about Flood Risks in Your Community DATELINE-Newly revised draft preliminary digital Flood Insurance Rate Maps for coastal areas of Brevard County will be available for residents to review at two public open houses on Tuesday, March 13, 2018 and Thursday, March 15, 2018. Flood maps show the extent to which areas are at risk for flooding. When updated maps become effective, they help determine flood insurance and building requirements. Residents and property owners will have the opportunity to see the preliminary coastal maps,learn about their risk of flooding, and ask questions about what the new maps will mean for their property. Residents can meet one-on-one with specialists to discuss flood insurance, engineering, building permits and more. Homeowners, business owners, renters, real estate agents, mortgage lenders, surveyors, and insurance agents are encouraged to attend. They are based on updated modeling data and show coastal flood hazards more accurately than older maps. The goal is to inform property owners and the Community of their flood risks. Over time, flood risks change due to construction and development, environmental changes, watershed conditions and other factors. Flood maps are updated periodically to reflect these changes. By law, federally regulated or insured mortgage lenders require flood insurance on buildings that are located in areas at high risk of flooding. Standard homeowners',business owners', and renters' insurance policies typically don't cover flood damage, so flood insurance is an important consideration for everyone. Flood insurance policies can be purchased from any State-licensed property and casualty insurance agent. Call the National Flood Insurance ProM ram's Help Center at: (800) 427-4661 for more information. Code Enforcement Code Enforcement performed day-to-day duties/responsibilities, assisted with various requests from the Public and provided office coverage throughout the week. Highlights: • Received 17 new requests giving life-safety issues priority, followed closely by Community appearance and property maintenance. • Assisted eight(8) Citizens with Building/Code Enforcement requests at front counter. • Conducted 22 site inspections. • Removed 12 signs from right-of-way/telephone poles within the City. • Responded to 27 voicemails regarding complaints/inquiries. • Responded to 18 lien search requests. • Code Enforcement Officers continue to conduct daily Community sweeps for visible violations throughout the City. • Issued two (2) door tags for visible violations to be corrected. Planning Planning performed day-to-day duties/responsibilities, assisted with various requests from the Public and provided office coverage throughout the week. Highlights: • Records Management — 32 pages of documents scanned/verified; organized files in Laserfiche. • Finalized and mailed Vested Rights Certificates to Management Agents of condominiums. • Provided receptionist coverage for front counter. • Provided Notary services and responded to zoning classification requests. • Met with various property owners regarding possible development projects. Discussions included City Board timelines, Code requirements and proper completion of applications. • Began preparation of Agenda items regarding the 2018/19 City Council Strategic Planning Retreat, to include: o Materials explaining the Strategic Planning process. o Progress Report outlining the goal accomplishment during the 2017/18 FY. o Presentation Report that outline proposed projects for the 2018/19 FY. Director Meetings • Senior Staff Meeting • City Council Chambers A/V Training • Provided Employee 30-60-90 Evaluation 54th Annual Space Coast Art Festival After 53 years,the Space Coast Art Festival, Inc. Board of Directors has voted to change the dates of the Annual Space Coast Art Festival. The 2018 Festival will take place Saturday and Sunday, October 27th and 28th, in Manatee Sanctuary Park. This decision was made at the urging of artists, vendors and patrons. The Space Coast Art Festival is a juried Master Fine Arts Show, drawing artists from throughout the United States as well as Canada, Europe and Australia. Originally held in the City of Cocoa Beach for its first fifty years, the Festival moved to Port Canaveral in 2014 due to construction in downtown Cocoa Beach. Based on our long-standing history as a premier cultural event City, the City of Cape Canaveral, in 2017, entered into an agreement with the SCAF to hold the show in the City as they felt the Festival would enhance the City's vision of supporting local culture and education. The City agreed that Manatee Sanctuary Park would be a great fit not only because of its central location but also due to the possibility of future growth, which would increase artists' space. SCAF recognizes Outstanding Artists with cash awards. Artists exhibit at each festival in 10 different categories including Oils and Acrylics; Watercolors; Drawings, Graphics, Collages, Printmaking and Paper; Clay; Sculpture; Photography; Glass; Jewelry; Leather, Fiber & Wood; and Mixed Media. In conjunction with the Festival, a Student Art Show is held featuring "Budding Artists" from Brevard County Schools who are also competing for cash prize awards. Artists may apply, beginning March 1st for the 2018 Festival through Juried Art Services, Inc. (JAS) at juriedartservices.com through June 14, 2018. Brevard County Students may apply by accessing the Snace Coast Art Festival website and downloading an application form. Athletic Leagues Monday night tennis continues strong and is at the halfway point of the season. Only Sir a couple weeks behind in its schedule, Wednesday night tennis is entering week 5 with Gary, a Cape Canaveral tennis legend, leading the way. Tuesday night racquetball is entering Championship week. The Championship match will be held on Tuesday, February 20, 2018, at 6:00 p.m. Shannon has punched his ticket to the final match and he will play the winner between Jason ,. and Craig. Wednesday advanced racquetball is currently finishing makeup matches before beginning playoffs next week. The playoff bracket will be created after the final standings are set and intense playoff competition will begin on February 21, 2018. dtWednesday night kickball is getting ready to start the spring season of 2018. Captains met this week for team registration and rule overview and the 6 teams will take the field next Wednesday,February 21, 2018, for the first game. Games will be held at Canaveral City Park at 6:30 p.m., 7:30 p.m. and 8:30 p.m. Competition will be fierce this season as all 6 teams are returning from last season and have become familiar with each other. Thursday night softball played the 5th game of its season this week our defending champions, Innies and Outties,have taken over the first spot in the standings,but only Ilk, by a very slim margin. The top two teams will face off this week and a clear first place ilk will be decided. USSSA Certified Umpire, Rob will be the umpire officiating this week's games. Preventative Maintenance/Proiects Due to our extremely corrosive environment, almost anything made out of metal that is exposed to the weather corrodes - City park equipment is no different. Staff has an ongoing list of preventative maintenance projects to ensure equipment lasts. This list includes periodic power washing of playgrounds and metal structures, sanding,priming and repainting as well as replacing when the weather wins the battle. This week,basketball hoops at Canaveral City Park were treated and a corroded grill was replaced at Manatee Sanctuary Park. After several requests were received by residents for added grills to Banana River Park, a dual grill was added to meet this need. Wastewater Treatment Plant - Sanitary Sewer System • Oxidation Ditch Rehabilitation Project. Full bypass operations from the Oxidation Ditch to the Equalization Basin were initiated on January 29, 2018. The ditch was emptied and is being cleaned of sand/debris/sludge; a structural engineer will inspect the ditch walls for damage and if any,repairs will be made.New mixers,wiers, other equipment and concrete walkways will then be installed prior to placing the ditch back into service in June of 2018. Substantial completion date is July 24, 2018. Current project construction completion: 85%. • Force Main #3 Replacement Project. This project will replace existing Force Main #3 located along several streets in the north-central portion of the City. A revised route will be used for the replacement force main shortening the line distance by over 800 feet and saving $30-40k in construction costs. The bid specs and construction drawings will be advertised for public bid on March 1, 2018; bids are due March 29, 2018 at 2:00 p.m. • Holman Road Sewer Replacement Project-Phases II/III. Two bids were submitted for this Project on January 31, 2018 and are currently being reviewed. This Project includes the excavation/replacement of the sanitary sewer line from Holman Road to Lift Station No. 2 located on Center Street and will take 7-9 months to complete. Stormwater • Wastewater Treatment Plant (WWTP) Shoreline Restoration Project. This project will "armor" the Banana River shoreline adjacent to the WWTP (approximately 1,400 feet). Mangroves located along the shoreline will not be impacted but will be used as part of a "living shoreline".The project will also include replacing the security fence with placement away from the shoreline. The bid specs and construction drawings were advertised for public bid on February 12, 2018; bids are due March 8, 2018 at 2:00 p.m. Miscellaneous • Beach Renourishment Project — North Reach. The beach renourishment contractor continues pumping sand onto the beach and is nearing completion in the Cape Canaveral portion of the North Reach. The Washington Avenue beach crossover and parking area remain closed; several other beach crossovers are also closed or will be closed as the project progresses to the South. More information can be found on the Brevard County Natural Resources Management Department website. • State Road AIA Road Repairs. Single lane closures continue on SR AlA at George King Boulevard near Port Canaveral. Closures are expected to stay in place for several more weeks due to a broken pipe beneath the roadway. Unusually cold temperatures in January also delayed paving activities. The construction is part of the FDOT resurfacing project on SR AlA from George King Boulevard to the beginning of SR 528 at SR 401. Staff initiated the preparation of a Master Plan for the City's Banana River Shoreline. The Master Plan will include potential improvements to the five following properties located along the shoreline: o Port Canaveral property at northern City limits o Banana River Park o Manatee Sanctuary Park o Estaury property at end of Long Point Road o Center Street Park Potential improvements will be prioritized and grant applications made to selected agencies for funding assistance. • Major Capital Projects. The transactions were made at four different 11: 111 locations in Brevard County and totaled over $100. Investigation revealed Mr. Derick Pierre was the ipfljydual using the card and it was determined that he was the suspect in several other fraud cases throughout the County. An arrest warrant was issued and Mr. Pierre was subsequently located and arrested.
