Cape Canaveral Vision Statement
We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming
residential feel, characterized by low-rise buildings. This residential and business friendly
atmosphere is a livable, attractive, safe, inclusive and sustainable coastal community that embraces
the oceanside and riverside as the main amenities, and supports and promotes local tourism,
culture, recreation, commerce, municipal civic interests and education.
We envision: A City network of"complete streets"with a native-landscaped and tree-lined median
with traffic calming elements and dark-sky street lighting. "Complete street" amenities include
bicycle facilities, covered transit stops and safe pedestrian crossings that invite pedestrians and
bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our
improved"complete streets"will allow us to travel calmly to intimate waterfront destinations and a
walkable uptown core. Multi-use paths lined with shade trees should be wide enough for bikes
and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night.
We envision: Welcoming community entrance features that create a sense of arrival and
unique community identity as The Space Between. The "uptown" and other areas will contain an
architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered
café tables at restaurants and bistros where friends gather, interact and enjoy drinks and dinner.
We envision: An engaged and compassionate community that; removes or transforms blighted and
unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly
park with ample shade, acts progressively but deliberately and actively recruits and supports
businesses that enhance economic viability and serve our residents and visitors with goodwill.
We envision: Open shorelines and rivers accessible to the public including amenities that
take advantage of the water, such as limited and quaint water-view establishments and intimate
public gathering and entertainment places that may include pavilions, gazebos or a performance
stage.
Administrative Services
Update for Week Ending February 9, 2018
City Manager's Office
The City Manager's Office is responsible for the day-to-day administration of all City Departments
in accordance with City Council's established policies/direction, local ordinances, resolutions and
State/Federal laws/rules and regulations. Telephone conferences, meetings with Citizens,
documents prepared, reviewed, approved and meetings/conferences held are numerous and may
not be included in the Weekly Update.
Highlights:
• Communicated with Department Directors regarding various projects, issues, and initiatives.
• Executive Assistant(EA)provided assistance to the City Manager and Department Directors.
• EA assisted CCO/Directors with the proofing, reviewing and/or revising of the February 9,
2018 Weekly Update.
• EA received and responded to several Community calls/emails and provided
Lobby/Receptionist coverage.
• EA communicated and met with Staff and Vendors on coordinating interior details for the
new City Hall.
• EA attended Weekly Staff Meeting with Department Directors.
City Clerk's Office
City Clerk's Office Staff performed day-to-day duties/responsibilities and assisted various
telephone/walk-in requests from the Public/Staff and provided coverage/assistance to the City
Manager's Office and City Council.
Highlights:
• Records Management — Volunteer assisted with verifying scanned records and preparing
Community Development records for future scanning.
• Public Records Requests — Met with Staff from Community Development and City
Attorney's Office regarding prior records request fulfillment of condominium association
correspondence; coordinated with Community Development and Public Works Staff in
preparing response to request for street improvement plan records; coordinated with
Financial Services Staff in response to follow-up requests for investment records and permit
records; responded to inquiry regarding 2018 municipal election paperwork.
• Council Meetings — Continued preparing/reviewing Agenda Items for February 20, 2018
Regular Meeting.
• 2017 City Election—All five (5) final Campaign Treasurer's Reports (Code 2017 TR) have
been received.
• New City Hall — Coordinated with Staff regarding procedures/training for recording
secretaries at City meetings in the new City Hall Council Chambers.
• Proclamations — Processed Proclamation declaring March 2018 as Problem Gambling
Awareness Month. (Attached)
• Met with select Department Directors and City Manager regarding various items/issues.

Financial Services
Financial Services Staff performed day-to-day duties/responsibilities and assisted various
telephone/walk-in requests from the Public.
Highlights:
• Met with Wells Fargo to coordinate the implementation of credit card machines at the new
City Hall and Culture & Leisure Services Department.
• Attended weekly Staff Meeting.
• Met with James Moore CPA and Consultants to finalize Financial Statements for the 2017
Annual Audit.
Human Resources/Risk Management
Human Resources/Risk Management Staff performed day-to-day duties/responsibilities to include
training, employee relations, applicant recruiting and screening, benefits administration, Staff
performance evaluations and all matters pertaining to Workers' Compensation, General Liability
and Property Insurance.
U.S. Job Market: 2018 Wage Increases
(Source: CNN Money, Bloomberg)
The U.S. Jobs Market is off to a good start with employers adding 200,000 workers to payroll and
long overdue wage gains.
• Jobless rate held at an almost 17-year low of 4.1%.
• Average wages rose 2.9% from January of 2017. Too soon to tell if the wage increases are
a result of"pre-programed" annual minimum wage increases or if we are seeing a more
durable trend. 18 States announced new minimum wage increases and some Corporations
awarded one time bonuses, less permanent than pay increases.
• Most increases went to exempt supervisors while production workers' wages rose 0.1%.
• Fear of"too much of a good thing" plunged the stock market into an historic downward
rollercoaster ride amid fears of inflation and interest rate hikes by the Federal Reserve.

WHEREAS,the City of Cape Canaveral has recognized March 2018 as Problem Gambling
• Awareness Month to demonstrate its support in addressing problem gambling and the initiative of
the Florida Council on Compulsive Gambling to bring awareness to the issues surrounding
problem gambling in our community; and
WHEREAS, problem gambling is a serious public health issue which impacts family,
friends and businesses with significant societal and economic costs, affecting more than one
million Floridians of all ages, races and ethnic backgrounds in all communities; and
WHEREAS, it is estimated that more than 6 million people of every age, race, ethnicity
and socioeconomic status suffer from problem gambling and need treatment; and
WHEREAS, each problem gambler directly affects 8-10 other individuals with negative
consequences to personal and social relationships of the immediate family; and
WHEREAS, the issue of problem gambling is a community issue, as 8-10 people are
affected for every one problem gambler and conservative estimated social costs are $7 Billion
annually; and
WHEREAS, educating the public about how problem gambling affects everyone in the
community, including youth, older adults and families, is essential if we are to be proactive about
this problem; and
WHEREAS, the Florida Council on Compulsive Gambling's 2018 Shine the Light on
Problem Gambling — The Hidden Addiction awareness campaign provides an opportunity for
the public, policymakers, educators, businesses, mental health, criminal justice professionals, the
gaming industry and others to make known the adverse effects of problem gambling, as well as
available treatment; and
WHEREAS, any individual, professional or organization whom is dedicated to assisting
those in need can participate in raising awareness and treating problem gambling by promoting the
statewide 24-hour HelpLine, 888-Admit-It.
NOW, THEREFORE, I, Robert Hoog, Mayor of the City of Cape Canaveral, Brevard
County, Florida, do hereby proclaim the month of March 2018 as

Update for Week Ending February 9, 2018
Community Engagement is primarily responsible for the implementation and evaluation of Public
Programs, Community Meetings, Public gatherings, development/implementation of Community
Engagement activities. Community Engagement also disseminates up-to-date information to the
City website, NIXLE and Social Media platforms, routine City website maintenance and content
sourcing throughout the City for various digital and Social Media platforms. Community
Engagement is the bridge between residents and their local government and is dedicated to
ensuring a high quality of life for an engaged Community.

Community Development
Update for Week Ending February 9, 2018
Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests
from the public, including performing plan reviews, processing permits, conducting inspections,
performing site visits, issuing notices and conducting research.
Building Division
The Building Division conducted 76 inspections;processed 35 new Building Permit Applications;
30 permits picked-up/payments; processed 57 renewals (or new) Business Tax Receipts Alarm
and/or Fire notices/payments.
Highlights:
• Responded to 123 e-mails, faxes and/or calls requesting permit, zoning and/or BTR
information. Responded to 50 voicemails.
• Processed three (3) new contractor's information packets (Contractor Lic., Liability
Insurance and W/C Insurance) to allow them to pull permits in Cape Canaveral.
• Contacted two(2)contractors regarding scheduling final inspections for building permits
that are nearing expiration or recently expired.
• Provided inspection results for 20 building permits.
• Assisted 36 walk-in customers regarding miscellaneous items.
• Processed three(3)payments for after the fact permit(work performed prior to obtaining
a required Building Permit).
• Processed one (1) payment for plan review for new construction of Springhill Suites
Hotel.
• Processed one (1) payment for Site Plan Application for Sunbelt Cape Dual-Branded
Hampton Inn& Home2 Suites Hotel.
• Verified and/or scanned 375 pages of building Department documents.
• Provided two (2)Notary services.
Code Enforcement
Code Enforcement performed day-to-day duties/responsibilities, assisted with various requests
from the Public and provided office coverage throughout the week.
Highlights:
• Received 19 new requests giving life-safety issues priority, followed closely by
Community appearance and property maintenance.
• Assisted five (5) Citizens with Building/Code Enforcement requests at front counter.
• Conducted 16 site inspections.
• Removed 17 signs from right-of-way/telephone poles within the City.
• Responded to 26 voicemails regarding complaints/inquiries.
• Responded to 12 lien search requests.
• Code Enforcement Officers continue to conduct daily Community sweeps for visible
violations throughout the City.
• Issued three (3) door tags for visible violations to be corrected.
Planning
Planning performed day-to-day duties/responsibilities, assisted with various requests from the
Public and provided office coverage throughout the week.
Highlights:
• Records Management — 16 pages of documents scanned/verified; organized files in
Laserfiche.
• Attended and prepared meeting minutes for the February 7, 2018 Community Appearance
Board meeting.
• Continued preparation of Vested Rights Certificates.
• Provided receptionist coverage for front counter.
• Continued to assist Building Department Staff in organization of permit documentation.
• Assisted walk-in customers with Community Appearance and Site Plan applications.
• Ordered and retrieved documentation for Site Plan Approval for RaceTrac.
• Conducted February 8, 2018 Community Appearance Board which included the following
items:
o Glenn D. Storch—Holiday Inn—Parcel#24-37-15-00-34. A Level 1 Application
and a request to increase the building height to 65 ft. - APPROVED
o Dennis Griffin — Core Surf— 7008 N. Atlantic Avenue — Request to erect a wall
mural -APPROVED
• Conferenced with City Attorney regarding Staff response to Citizen regarding a Stop Work
Order for unpermitted work.
• In conjunction with the City's Community Engagement Director,met with representatives
of Waste Management regarding the City's solid waste needs.
• In conjunction with the City Clerk, conferenced with Dr. Tom Freijo regarding this year's
annual City Council Strategic Planning Retreat.
• The Court has rescheduled the Confirmation Hearing to April 3,2018,regarding the City's
foreclosure action for property located at 7521 Magnolia Street.
• On behalf of the City,the East Central Florida Regional Planning Council submitted a grant
request of$67,000 to the Florida Department of Environmental Protection. The grant, if
awarded,will fund the City's commitment to become more resilient to flooding associated
with sea-level rise. Specifically, the grant will fund:
1. A vulnerability analysis and develop GIS Visualizations for public education and
engagement related to sea level rise, frequent or"nuisance" flooding and storm surge.
2. An effort to engage the residents and businesses in the City through online survey and
public workshops to enhance education on vulnerabilities and obtain input on priorities,
policies, and resiliency and adaptation strategies for implementation.
3. Modeling of economic impacts of a "do nothing" scenario for vulnerable areas and
compare to a scenario that implements an adaptation measure as determined through
the project process.
Economic Development
Update for Week Ending February 9, 2018
Performed day-to-day duties/responsibilities, conducted various meetings with business
stakeholders,potential investors, Citizens,Realtors and Staff. Performed site visits and conducted
research as necessary.
City Hall Status
• Assisted with the creation of a training document for City Meeting Preparations/Procedures
using the A/V system in the new City Hall Council Chambers.
• The first Public Meeting to be held in the new City Hall Council Chambers will be the
February 20, 2018, City Council Meeting. All future City Council Meetings, as well as all
City Board Meetings taking place after that date,will be held in the new Council Chambers.
• Met with Interior Design and Public Works/IM Staff to coordinate installation of the
artwork railing that will be installed in many areas of the building. This artwork railing will
enable us to professionally display hanging artwork throughout the building in support of
our ongoing arts program.
• Public Works IM Staff and inmate crews continue installation of landscaping/ground
cover/sod as well as connecting and testing portions of the irrigation system.

• With Culture & Leisure Services Director, reviewed proposal for selective demolition and
asbestos abatement at the old City Hall facility. This work supports our two upcoming
Capital Projects: The Multi-Generational Facility at Canaveral City Park and the C.A.P.E.
Center at the old City Hall.
• Attended weekly Staff meeting with Team Directors.

16th Annual Central Brevard Art Association Fine Art Show
Join us this weekend at the Cape Canaveral Public Library for the 16th Annual Fine Art Show and
Sale, hosted by the Central Brevard Art Association (CBAA). Featuring more than 50 juried
pieces, members of the CBAA bring out the best of the best with acrylics, pastels, watercolors,
photography, sculpture, silk and digital artwork. Now in its 55th year, the Central Brevard Art
Association illustrates its commitment to the Community by sponsoring an Art Education
Scholarship Program for area high school students. Show organizers will be raffling off gift baskets
throughout the weekend to raise funds for this worthy cause.
Admission to the show is free and will be open to the public from 10:00 a.m. to 5:00 p.m. on Friday
and Saturday; and from 12:00 p.m. to 4:00 p.m. on Sunday.
Cultural Programs Manager Guest Judge for Local History Fair
This week, the City's Cultural Programs Manager/Staff Historian served as a judge for the Hover
History Day competition in Indialantic. As part of the National History Day Program, a handful of
local history professionals were invited to judge the submissions of 55 middle school students,
who completed research projects that they developed into a paper, presentation, performance,
webpage or mini-documentary. Winners from this week's event will go on to the regional
competition. Students that win at the regional level will advance to Florida History Day in
Tallahassee, where they will compete for a chance to represent the State at the National History
Day in Washington D.C. in June. Staff is exploring options to bring this exciting learning and
engagement opportunity to Cape Canaveral.
Athletic Leagues
Kickball is currently registering teams for the upcoming season beginning February 21, 2018. If
you are looking to stay active and would like to play kickball this coming season, contact the
Culture & Leisure Services Department at: (321) 868-1226. Softball is entering week 4 of the
season and there are still 2 unbeaten teams. Only 3 runs separate them in the standings with P.S.
holding a narrow lead over the defending Champions, Innies and Outties. Intermediate
Racquetball is currently in the first round of playoffs with the #1 seed, Shannon, receiving a first
round bye. As players take the courts they will be playing to keep their season alive. Playoffs are
single elimination, so a loss means their season is over. We are currently registering players to
begin the next Racquetball season, with a tentative start date of February 27, 2018. Advanced
Racquetball is finishing the last week of regular season play before entering make-up week.
Players who do not have make-up matches to play, will get the week off to rest before playoffs
begin. This league is highly competitive with 16 athletes competing for the title of Champion. The
League Champion will receive a free entry into next season beginning in March.Monday Evening
Tennis just finished week 5 of the season and Thorpe has taken a commanding lead with a perfect
5-0 record. Gary is trying to catch him in the standings,but still has a few matches to make up. All
tennis leagues are reaching the mid-point of the season and players are eager each week to come
out and play.

Wastewater Treatment Plant - Sanitary Sewer System
• Oxidation Ditch Rehabilitation Project. Full bypass operations from the Oxidation Ditch
to the Equalization Basin were initiated on January 29, 2018. The ditch was emptied and
is being cleaned of sand/debris/sludge; a structural engineer will inspect the ditch walls for
any damage and necessary repairs will be made. New mixers, wiers, other equipment and
concrete walkways will then be installed prior to placing the ditch back into service in June
2018. Substantial completion date is July 24, 2018. Current project construction
completion: 85%.
• Force Main #3 Replacement Project. Construction drawings and bid specifications have
been reviewed by Staff and are being finalized. A revised route will be used for the
replacement force main shortening the line distance by over 800 feet and saving $30-40k
in construction costs. This project will be publicly bid in the next few weeks; funding will
be from the City's Enterprise Capital Fund.
Stormwater
• Wastewater Treatment Plant (WWTP) Shoreline Restoration Project. This project will
"armor" the Banana River shoreline adjacent to the WWTP (approximately 1,400 feet).
Mangroves located along the shoreline will not be impacted but will be used as part of a
"living shoreline".The project will also include replacing the security fence with placement
away from the shoreline. The bid specs and construction drawings were released for public
bid; bids are due March 8, 2018 at 2:00 p.m.
Miscellaneous
• Annual Sea Oats Plantine Event. This event is scheduled for February 10, 2018 at 9:00
a.m. at Cherie Down Park. Volunteers are needed to plant the 7,200 sea oats along the
City's beachfront; exact planting locations will be determined based on the progress of
beach renourishment activities.
• Beach Renourishment Project — North Reach. The beach renourishment contractor
initiated pumping of sand onto the beach from Madison Avenue North toward Jetty Park.
The Washington Avenue beach crossover and parking area are closed until project
completion; several other beach crossovers are also closed or will be closed as the project
progresses to the North. The North Reach portion of the project(including Cape Canaveral)
should be completed in early-March. More information can be found on the Brevard
County Natural Resources Management Department website.
