Cape Canaveral Vision Statement
We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming
residential feel, characterized by low-rise buildings. This residential and business friendly atmosphere is
a livable, attractive, safe, inclusive and sustainable coastal community that embraces the oceanside and
riverside as the main amenities, and supports and promotes local tourism, culture, recreation, commerce,
municipal civic interests and education.
We envision: A City network of"complete streets"with a native-landscaped and tree-lined median
with traffic calming elements and dark-sky street lighting. "Complete street" amenities include
bicycle facilities, covered transit stops and safe pedestrian crossings that invite pedestrians and
bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our
improved"complete streets"will allow us to travel calmly to intimate waterfront destinations and a
walkable uptown core. Multi-use paths lined with shade trees should be wide enough for bikes
and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night.
We envision: Welcoming community entrance features that create a sense of arrival and
unique community identity as The Space Between®. The "uptown" and other areas will contain an
architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café
tables at restaurants and bistros where friends gather, interact and enjoy drinks and dinner.
We envision: An engaged and compassionate community that; removes or transforms blighted and
unfinished buildings into attractive structures, offers City-wide green spaces,provides a pet-friendly
park with ample shade, acts progressively but deliberately and actively recruits and supports businesses
that enhance economic viability and serve our residents and visitors with goodwill.
We envision: Open shorelines and rivers accessible to the public including amenities that
take advantage of the water, such as limited and quaint water-view establishments and intimate
public gathering and entertainment places that may include pavilions, gazebos or a performance stage.

Santa's helpers were busy wrapping stacks of gifts this week at City Hall, thanks to all the generous
donations to the Cape View Giving Tree. Residents and City staff were invited to pick a tag from the
tree and donate a gift. Each tag listed a gender and age. Some had more information or a wish list, others
were left for Santa's elves to decide. The outpouring of generosity was absolutely amazing. Each family
lives in Cape Canaveral, and each will have a very special Christmas thanks to your donations. This is
just one way we all help our neighbors in The Space Between. Happy holidays to all!

Human Resources and Risk Management
2019 changes in retirement and minimum wage
' Florida minimum wage will increase from $8.25 to $8.46 per hour. Tipped
e ki employees will also see an increase from $5.23 to $5.44 per hour. The 2019

minimum 4: ; increase is the biggest the state has seen since 2012. Source:Florida

• More than 20 states and a number of municipalities will increase the minimum wage just before
or on New Year's Day 2019, including recent statewide increases approved by voters in
Arkansas and Missouri.
• Federal minimum wage remains at $7.25, unchanged since 2009.
# The IRA deferred compensation limit will increase for 2019. The 457 contribution limit
Qwill go up by$500 from $18,500 to $19,000. If you are age 50 or over, the catch-up
areicontribution limit will stay the same at$6,000 in both 2018 and 2019. Employer match or
profit-sharing contributions aren't included in these limits.

City Hall Status
• Electrical subcontractor continued work on electrical punch list items.
Multi-Generational Center and the CAPE Center
• Submitted to architect the comments on design developmental plans.
• With Culture & Leisure Services Director, reviewed flooring samples toward developing a
specification.
Business Tax Receipts Issued
• Enviro-USA American Manufacturer, LLC
Other
• Provided DRC review comments on a proposed commercial building on N. Atlantic Avenue,
adjacent to the Harbor Heights subdivision.
• With capital projects director, working with a commercial property owner along Center St. to
evaluate a possible land purchase to further the City's stormwater treatment goals and further
protect the Indian River Lagoon.
• Met with community services director, community development director and capital projects
director to review a potential development at the intersection of Thurm Boulevard and Astronaut
Boulevard. The development could theoretically help the intersection meet eligibility criteria for
a fully signalized intersection. This would help with our public safety goals along SR AlA.
• Mr. Arlyn DeBlauw was appointed to the Citizens Advisory Committee for the Space Coast
Transportation Planning Organization.
• Voice Your Vision! SCTPO seeks public input for the 2045 Transportation Plan. It's time to
voice your vision! Take the survey to share your views on travel and mobility in Brevard
County. Access the survey by visiting www.voicevourvisionbrevard.com/. It will only take 5-10
minutes to complete.
• The Bicycle/Pedestrian Master Plan Steering Committee will host a series of public meetings to
gather input for their April 2019 meeting. The purpose is to help gather public comment on
walking and biking improvements in Brevard County. The TPO will begin a social media
campaign at the end of this month. The first meeting is in Cape Canaveral from 5:00 p.m. to 7:00
p.m. January 23, 2019, at the library.

Community Development Department
Building Division
• Conducted 151 inspections and completed 12 plan reviews.
• Processed 25 new building permit applications and 31 payments for permits that were picked up.
Code Enforcement
• Issued two courtesy letters for violations of Section 34-97 Duties and responsibilities for
maintenance.
• Issued notices of violation.
• Posted two stop work orders for work without a permit.
Planning
• Met with City Attorney to discuss proposed Development Agreement for construction of a
mixed-use project on Astronaut Boulevard. Proposed uses include vacation rentals, retail, office
and integrated parking
• Reviewed draft language for the establishment of two new zoning districts in the City:
conservation and public recreation. Although the City's Comprehensive Plan includes these
future land use categories, there have never been corresponding zoning districts created.
• Met with property owner of 7521 Magnolia Avenue to discuss the status of on-going code
enforcement action. The appeals court denied the owner's motion to extend time to file a brief
from the foreclosure judgement. The brief is due on or about January 17, 2019. If the City
prevails on the appeal, then the trial court will be asked to reset the foreclosure sale date. The
bankruptcy court has dismissed the owner's bankruptcy in its entirety.
• Participated in a webinar hosted by the East Central Florida Regional Planning Council to review
the East Central Florida Regional Resiliency Action Plan. The action plan was funded by a 2017
Florida Department of Environmental Protection grant and seeks to develop a set of goals and
objectives to guide climate change and resiliency adaptation strategies in Brevard and Volusia
counties. The webinar reviewed the action plan that was developed as a result of stakeholder
engagement. More information on the plan can be found here:

• The City will host a workshop at 6:00 p.m. on January 8, 2019, to discuss a proposed master
rezoning project along the North Atlantic Avenue corridor. The workshop will be held at City
Hall (100 Polk Avenue) and is open to anyone who is interested. The issue driving this project is
that there are more than 750 properties that have been built with a residential structure but are
commercially zoned. City code prohibits this and should one of these non-conforming structures
be destroyed, they may not be able to be rebuilt. This project, which is spearheaded by the East
Central Florida Regional Planning Council, will propose a comprehensive fix to this situation.

Water Reclamation Facility (WRF)
Sanitary Sewer System
Canaveral City Park Reclaimed Effluent Disposal Project
A single bid was received from Carr& Collier, Inc. in the amount of$194,100. Staff recommends
acceptance of the bid due to a number of factors including that Carr& Collier, Inc. was the contractor
for the original installation of the exfiltration system at Canaveral City Park. The project includes
alterations to the exfiltration system beneath the park to allow for the discharge of reclaimed water into
the underground stormwater chambers. Permits were received from both St. Johns River Water
Management District(SJRWMD) and Florida Department of Environmental Protection(FDEP).
Completion of the project will likely eliminate the need to discharge excess reclaimed water from the
Water Reclamation Facility into the Banana River.

St.John's River Water Management District Grant Applications for WRF
Staff is preparing grant applications to the SJRWMD Cost-Share Program for two projects: Tertiary
filter/influent screen replacements and intermediate lift station improvements. The City is requesting
approximately 1 million dollars in construction-cost funding from the program. Applications are due
February 13, 2019.
Infrastructure Maintenance
State Road AlA Mast Arm Construction Project
• This project was initiated on October 8, 2018, and includes the installation of traffic light mast
arms and other improvements at the following intersections with State Road AlA:
o Holman Road
o Center Street
o North Atlantic Avenue
Initial tasks include drainage, lighting, sidewalk, curbing and crosswalk improvements at each
intersection. Extensive traffic modifications will be in place and lanes on both SR AlA and city-
owned side streets will be intermittently closed to vehicular traffic (primarily at night). Sidewalks
will also be intermittently closed to pedestrians; temporary sidewalks are being constructed at each
intersection. Project funding is through the Florida Department of Transportation. Anticipated
completion date is May 2019.

Stormwater guard on the end of Center Street
Staff replaced an old stormwater guard at the end of Center Street that was rusted and not properly
secured. The stormwater guard is used to keep such things as manatees and alligators from getting into
our stormwater pipes, but still allows adequate water flow during rain events. It is also used to keep
bigger debris from entering the river.

Culture & Leisure Services
Athletic Leagues
• Tennis - Monday tennis is nearing the end of the regular season. Thorpe currently leads the
Monday league with a 5-1 record. Players will take next week off before returning for one final
match before the playoff tournament. Leslie is currently leading the Wednesday league with an
undefeated record. She will still have to face the league champion, Gary,before entering the
playoffs. Thursday tennis is in the semi-final round of the playoffs this week. Gary will play
Charles and Ryan will take on Richard to punch their ticket to the championship match.
• Racquetball-Racquetball players took to the courts for the sixth game of the season this week.
Ernie is the current leader with a perfect 4-0 record. This season has 12 players competing each
week to become the next league champion.
• Kickball-Adult co-ed kickball played the fourth game of the season this week. W.S. and G.T.R.
are currently undefeated with a 3-0 record. Next week players will enjoy a week off to celebrate
the Christmas holiday. The next time teams take the field is Wednesday, January 2, 2019.
• Softball - The City of Cape Canaveral is currently registering players for the first-ever 16-inch
softball league in all of Brevard County. The season will begin as soon as four teams are
registered. The cost per team is $275 for up to 20 players on the roster. The season will include
10 games plus a single elimination playoff tournament following the regular season. Games will
be played at 6:30 p.m. on Thursdays at Canaveral City Park.

We are now accepting applications from residents
interested in becoming the City's first Poet Laureate.
The author appointed to this post will serve as an
CAPE CANAVERAL ambassador of the community's cultural interests,
030 ET promote the value of the written word and help celebrate
the City's literary community. This is an honorary
position that will be awarded to a person who has
established a presence in the world of poetry,
WANTED demonstrated a commitment to and passion for poetry
and embraces the opportunity to engage the community
through poetry.
For consideration, applicants must be a poet and current
resident of Cape Canaveral and available to collaborate
with other local poets and artists to develop poetry-
related activities addressing the objectives of the program. Upon appointment, the Poet Laureate must be
willing and able to participate in City events, mentor a junior Poet Laureate and develop at least one
educational outreach initiative each year of their term. The Poet Laureate shall be appointed to serve a
three-year term, beginning April 1, 2019, and ending March 31, 2022. This is neither a paid nor political
position, and the City of Cape Canaveral will be the first Brevard municipality to create this honorary
post.
Applicants may be self-nominated or nominated by a member of the community. All submissions will
be judged through a blind selection process. The deadline for submissions is Friday, January 11, 2019.
