Cape Canaveral Vision Statement
We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming
residential feel,characterized by low-rise buildings. This residential and business friendly atmosphere is
a livable, attractive, safe, inclusive and sustainable coastal community that embraces the oceanside and
riverside as the main amenities, and supports and promotes local tourism, culture,recreation, commerce,
municipal civic interests and education.
We envision: A City network of"complete streets"with a native-landscaped and tree-lined median
with traffic calming elements and dark-sky street lighting. "Complete street"amenities include
bicycle facilities, covered transit stops and safe pedestrian crossings that invite pedestrians and bicyclists to
access the beach,river, local neighborhoods and adjacent communities. Our improved"complete streets"
will allow us to travel calmly to intimate waterfront destinations and a walkable uptown core. Multi-use
paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk

identity as The Space Between®. The"uptown"and other areas will contain an architecturally rich and

The "Cape View Giving Tree" program is a huge success! All tags on the tree have been removed and
the gifts for these tags are now being returned for wrapping and distribution next week. There is still

Human Resources and Risk Management
• Completed the annual workers' compensation audit requested by the City's risk management
insurance provider. Review of all workers' comp employee code designations resulted in a credit in
the amount of$2,711.
• Conducted interviews and screening for the environmental analyst vacancy. An offer of employment
was extended and accepted for the position with a start date of January 2, 2019. Remaining
vacancies are on hold until the first of the year.
• Attended a planning workshop conducted by the Brevard Emergency Operations Center(EOC)
outlining radiological risks and preparedness planning in advance of the Mars 2020 launch. A
federal-level exercise intended to test the county's ability to effectively respond to a radiological
anomaly will be conducted in the near future, and will include an evaluation of multi-county
partners' response to a radiological incident at the St. Lucie Nuclear Power Plant.

Community Development Department
Building Division
• Conducted 108 inspections and completed nine plan reviews.
• Processed 40 new building permit applications and 30 payments for permits that were
picked up.
Code Enforcement
• Issued five courtesy letters for violations of Section 34-97 Duties and responsibilities for
maintenance.
• Removed signs from right-of-ways and telephone poles within the City.
• Posted one stop work order for work without a permit.
Reminder about temporary off-premises signs, Section 94-81:
Section 94-81 Temporary off-premises signs
(a) Temporary off-premises signs may be erected upon issuance of a permit by the administrator
provided the temporary off-premises sign(s)meets the following conditions:
(1) The activity or place so displayed or promoted on the sign will occur or be located within the
jurisdictional boundaries of the city.
(2) The property owner on which the sign will be erected has consented to the placement of the
sign.
(3) The type, use, size, height, and placement of the sign shall comply with the requirements set
forth in section 94-76 for temporary on-premises signs.
(4)No sign shall be erected on or within any right-of-way or within the visibility triangle.
(b)Any permit issued under this section shall have a maximum duration of 15 calendar days. Further, a
maximum of one permit shall be issued per activity or event being displayed on the sign. In addition,
there shall be a four-permit limitation per calendar year for any particular location within the
jurisdictional boundaries of the city.

• As part of the City's Resiliency Plan, Staff reviewed proposed language drafted by the East
Central Florida Regional Planning Council for the creation of"public recreation" and
"conservation"zoning districts.
• The City will host a workshop on January 8, 2019, at 6:00 PM to discuss a proposed master
rezoning project along the N. Atlantic Avenue corridor. The workshop will be held at City
Hall (100 Polk Avenue) and is open to anyone who is interested. The issue driving this
project is that there are more than 750 properties that have been built with a residential
structure but are commercially zoned. City Code prohibits this and should one of these non-
conforming structures be destroyed, they may not be able to be rebuilt. This project,which

is spearheaded by the East Central Florida Regional Planning Council, will propose a
comprehensive fix to this situation.
Financial Services
• James Moore Certified Public Accountants and Consultants conducted the City's annual audit for
the fiscal year ending September 30, 2018. The financial statements and findings will be
finalized in early February 2019, and the report will be presented to the City Council in March
2019 in the Comprehensive Annual Financial Report.
• The City received more than $2 million in ad valorem taxes.
• The City received $468,799 from Brevard County in Tax Incremental Funding for the Cape
Canaveral Community Redevelopment Agency.

Community Services
Brevard County EOC Meeting
The director attended the Brevard County Emergency Management coordinators' meeting and
the Cobalt Magnet Briefing on Tuesday, December 11, 2018. EMCM participants were given a post-
hurricane season summary, an update on the current drought conditions and a look at the potential spring
El Nino by a representative from the National Weather Service Melbourne office. County
representatives who deployed to the panhandle participated in a Hurricane Michael Q&A panel and
discussion. The panel stressed how important it is for local agencies and staff to stay prepared and up-to-
date on training, investing in new technologies and to know the community they serve. Many of the
county representatives were deployed to rural areas where social media, websites and text messages
were not the best way to communicate vital information to residents and emergency staff. City Staff will
spend the hurricane off-season preparing for the 2019 hurricane season. The Cobalt Magnet is a federal-
level exercise that involves a launch anomaly scenario in which the payload has a radiological source.
The City will play an active role in the exercise. Details of the exercise are still being determined by the
Brevard County Emergency Operations Center.

City Meetings and ADA Accessibility
As part of the City's continued effort to meet Americans With Disability Act guidelines for
websites and related media, we will no longer livestream meetings because they cannot be
captioned in real-time with our current livestream device. Staff from multiple departments are
working to update the City website and retooling our online presence for increased transparency,
communication and improved accessibility in order to comply with the ADA. A more in-depth
explanation can be found in the attached memo.
Water Reclamation Facility (WRF)
Sanitary Sewer System
Canaveral City Park Reclaimed Effluent Disposal Project
One bids were received on December 13, 2018, and are currently under review. The project
includes alterations to the exfiltration system beneath Canaveral City Park to allow for the
discharge of reclaimed water into the underground stormwater chambers. Completion of the project
will likely eliminate the need to discharge excess reclaimed water from the WRF to the Banana
River.
SJRWMD Grant Applications for WRF Projects
Staff is preparing grant applications to the SJRWMD Cost-Share Program for two projects at the
WRF: Tertiary Filter/Influent Screen Replacements and Intermediate Lift Station Improvements. The
City is requesting $1,350,000 in construction cost funding from the program.
Florida Department of Environmental Protection Grant Application for WRF Project
Staff is preparing a grant application to FDEP for funding to remove sediment in several tanks at the
WRF. The City is requesting 50 percent of the total cost of sediment removal and offsite disposal.
The application will be submitted in late December.
Stormwater Pipe Repair—Canaveral Beach Boulevard

Infrastructure Maintenance
Taylor Avenue Sidewalk Extension

City crew working on the Taylor Avenue sidewalk.
Staff worked on many sidewalk fixes throughout the City this week. The City strives to keep the
sidewalks as safe as possible for its residents and visitors. As part of our future plans for the area,
Staff removed part of the sidewalk on Taylor across from the Nancy Hanson Recreation Complex
and prepared it to make way for a new, longer sidewalk that will lead to our future dog park and a
new crosswalk that will safely get you from the north side of Taylor to the rec center. More to
come!

SR AlA Corridor Improvements
Florida Department of Transportation contractors continue surveying along SR AlA from Long Point
Road to the northern City limits. Extensive traffic modifications will be in-place and lanes on both
SR AlA and city-owned side streets may be intermittently closed to vehicular traffic.
Replacement of Stormwater Inlets
The City's contractor replaced four stormwater inlets with Type "C"inlets at the intersection of Polk
and Orange avenues. The inlet replacements were completed in accordance with the requirements of
FDEP's consent order with the City for nutrient exceedances at the WTF. The consent order required
that the City perform environmental-related, in-kind services costing a minimum of$8,000.
Miscellaneous
Beach Renourishment Project
Beach renourishment (pumping of sand) was initiated near Jetty Park and will progress southward.
Parking at the Washington Avenue beach end is prohibited until further notice. Beach access at
crossovers near the work zone will also be prohibited. Beachfront property owners and the general
public should avoid the active work zones at all times. The Mobi-Mats will be replaced as the project
progresses. The project is scheduled for completion in late April 2019. Un-to-date proiect information

Annual Basin Management Action Plan Meeting
Staff attended the FDEP meeting on December 12, 2018, in Ft. Pierce, Florida. The purpose of the
meeting was to review Basin Management Action Plan (BMAP) efforts in 2018 to improve water

quality and seagrass growth in the Indian River Lagoon. Key discussion points included the
following:
• Results of 2018 IRL BMAP activities will be presented to the state legislature by July 1, 2019.
Reports from governmental agencies are due in January 2019 (Cape Canaveral's report was
submitted in November).
• Completion of current projects will result in meeting 45 percent of the Total Maximum Daily Load
requirement for reduction of total nitrogen.
• Completion of current projects will result in meeting 40 percent of the TMDL requirement for
reduction of total phosphorous.
• Seagrass occurrence is at an all-time low.
• Major phytoplankton blooms included the "super bloom" in 2011 followed by the "brown algae
bloom" in 2016.
• Scientists are still unsure of the ultimate cause of the algae blooms and why certain phytoplankton
species are more prevalent than others.
• Current Banana River conditions are much worse than the central and north IRL. Due to these
current conditions, FDEP will investigate if TMDLs for the Banana River need to be revised to
tougher standards.
• Revisions of the total nitrogen and total phosphorous TMDLs would require greater efforts (and
more costs) on the part of the governmental agencies located along the Banana River.

supporters. Thanks for a great season! Next season the
City will transition to 16-inch softball and teams are
already signing up to play in the first-ever 16-inch
-- softball league in Brevard County. Come on out and
join us for another exciting season of play!
• Tennis - Monday night tennis is nearing the end and games are getting tough as some players are
fighting to get that top seed. Wednesday night tennis is going to have a nail-biting finish to see
who will come out victorious. Thursday tennis will begin the playoff tournament this week. Gary
is looking to defend his title as Cape Canaveral champion.
• Racquetball—The winter racquetball players have arrived in Cape Canaveral and they are
playing in the very competitive Wednesday night league. All the Wednesday night players seem
to be duking it out on the courts each week, as no one seems to be able to pull away from the
pack.
• Kickball- The adult co-ed kickball league played its third match of the season this week. Teams
are enjoying the new competition in the league. Teams will play next week before taking time
off to enjoy the holiday season.

Andreas G. is a 67-year-old Cape Canaveral resident who loves to stay active by playing in the City
tennis league multiple times per week. Andreas also participates in other recreational programs such
as ballroom dance and the annual Reindeer Run. During his free time, you can find Andreas sailing,
biking or surfing all around Cape Canaveral and beyond. He never misses a Friday Fest and also
loves participating in classes with his wife at the Nancy Hanson Recreation Complex.

Holiday in the City
City Hall was bright with lights and amazing music filled the air as this annual event truly kicked
off the Cape Canaveral holiday season and showcased some of the best our city has to offer. An
innumerable amount of compliments was received regarding the beauty, elegance and sense of
place provided by the new City Hall,plaza and decorations. Friday Fest closed out the night with a
record number of vendors and attendees. It was truly a night to remember.

23rd Annual Reindeer Run 5k Run/Walk
This year's Reindeer Run was one for the record books. Some 604 runners and walkers showed up
at Cherie Down park and took part in what turned out to be a gorgeous morning of fun and exercise.
Sheriff Ivey pumped everyone up before the race, Santa made an appearance to spread good cheer
and holiday music filled the air to raise funds for a great cause. A big thank you to everyone who
worked to make this event happen, it truly takes an all-hands-on-deck approach and almost every
City Department played a role in the event's success.

Cultural Programs
Cape Canaveral's Call for Poets a First for Brevard
We are now accepting applications from residents interested in
becoming the City's first Poet Laureate. The author appointed to this
post will serve as an ambassador of the community's cultural interests,
promote the value of the written word and help celebrate the City's
oetliterary community. This is an honorary position that will be awarded
/eitGxeate to a person who has established a presence in the world of poetry,

�� demonstrated a commitment to and passion for poetry and embraces
the opportunity to engage the community through poetry.
For consideration, applicants must be a poet and current resident of Cape Canaveral and available to
collaborate with other local poets and artists to develop poetry-related activities addressing the
objectives of the program. Upon appointment, the Poet Laureate must be willing and able to
participate in City events, mentor a junior Poet Laureate and develop at least one educational
outreach initiative each year of their term. The Poet Laureate shall be appointed to serve a three-
year term,beginning April 1, 2019 and ending March 31, 2022. This is neither a paid nor political
position, and the City of Cape Canaveral will be the first Brevard municipality to create this
honorary post.
Applicants may be self-nominated or nominated by a member of the community. All submissions

Update for Week Ending December 14, 2018
1. Weekly meeting with BCSO and Port Public Safety.
2. Special meeting with numerous agencies on upcoming special cruise.
3. Meeting with architect on plans submitted for the Multi-Generational Facility.
4. Meeting with the Port public safety director.
5. Meeting with Jacob's Engineering on training academy expansion.
6. Space Coast Fire Chief's meeting.
7. Two personnel to the Florida Fire Health and Safety Conference.
8. Joint training with Cocoa Beach Fire at a donated building.
9. Coverage and Santa provided for the Reindeer Run.
10. Santa to the Holiday in the City event.
11. Annual hose testing completed.
12. Prevention conducted 12 new and 23 follow-up, and 6 new construction inspections.
Additionally, they completed 7 public information requests.
