Aftwo CAPE CANCANAVERAL BETWEEN' Cape Canaveral Vision Statement We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming residential feel, characterized by low-rise buildings. This residential and business friendly atmosphere is a livable, attractive, safe, inclusive and sustainable coastal community that embraces the oceanside and riverside as the main amenities, and supports and promotes local tourism, culture,recreation, commerce, municipal civic interests and education. We envision: A City network of"complete streets"with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. Human Resources and Risk Management • Human Resources conducted interviews of eight qualified candidates for the Environmental Analyst vacancy and we expect to make a final hiring decision by early next week. HR continues to search for a qualified candidate for the Building Inspector position. To date, no candidate has applied with a demonstrated ability to obtain State of Florida licensure due to eligibility requirements. HR is reviewing applications for the Utilities Mechanic vacancy. • HR/Risk Management continues to interface with FEMA in efforts to move the City's claim forward. Surveys of neighboring municipalities confirm a general lack of progress in efforts to confirm reimbursements at both the FEMA and state level. This week,we created a video to kick off the Health First 2019 Mayors' Fitness Challenge, starring our own Team Cape Canaveral captain Aaron Leyte, who you might recognize from many of our City recreation activities. Watch for it soon on social media! Water Reclamation Facility (WRF) Sanitary Sewer System Lift Station No. 2 and Holman Road Sewer Improvements This project includes the excavation and replacement of the existing sanitary sewer pipe and manholes from Lift Station No. 2 on Center Street to the northwestern corner of Holman Road. All sewer pipes and manholes have been installed; remaining work includes tie-ins of several laterals and extensive cleanup activities. The project is due for completion in May 2019,however the contractor is attempting to complete construction by the end of 2018. City Park Reclaimed Effluent Disposal Project Bid specs and engineering drawings for this Request for Proposal (RFP) are complete. The project was advertised for public bid in Florida Today and the Demandstar computer bidding system. Bids are due December 13, 2018, at 2:00 PM. The project includes alterations to the exfiltration system beneath City Park to allow for the discharge of reclaimed water into the underground stormwater chambers. Permits were received from both St. Johns River Water Management District (SJRWMD) and Florida Department of Environmental Protection (FDEP). Completion of the project will likely eliminate the need to discharge excess reclaimed water from the WWTP to the Banana River. Stormwater Stormwater Pipe Repair- Canaveral Beach Boulevard The City's contractor is replacing the stormwater pipe beneath Canaveral Beach Boulevard. Extensive Maintenance of Traffic (MOT)will be in place and lanes on both SR Al A and City-owned side streets will be intermittently closed to vehicular traffic (primarily at night). The City calendar can be viewed at www.citvofcanecanaveral.ora/calendar City of Cape Canaveral Weekly Update - Week ending December 7, 2018 Beach Renourishment The Canaveral Harbor Federal Sand Bypass Project(Phase V)will dredge 1,340,000 cubic yards of sand from the shoreline north of Port Canaveral and place the sand along 3.5 miles of shoreline south of the inlet from November 2018 through April 2019. The project transfers sand from north to south across the inlet that is otherwise interrupted from natural drift by the federal inlets,jetties, and channel. This is the fifth construction of the sand bypass project since its inception in 1995. The sand placement will initially widen the beach by about 150 feet, after which the sand will drift southward, maintaining Brevard's beaches at their historical dimensions. The Canaveral Port Authority(CPA) is the project sponsor. Construction is managed and funded by the US Army Corps of Engineers,with additional funding by the CPA and Florida Department of Environmental Protection, and logistical support from the USAF 45th Space Wing and Brevard County. The construction contractor is Norfolk Dredging Company. There will be temporary beach access closures for 2 or 3 days while construction moves north to south along the beach. Note:SRF-State Revolving Fund. 12/4/2018 City of Cape Canaveral Weekly Update - Week ending December 7, 2018 Culture & Leisure Services Athletic Leagues • Racquetball-Defending champion Ernie is the stand-alone leader in Wednesday night's racquetball league with a perfect 4-0 record. Play continues the next two weeks before taking two weeks off to enjoy the holidays. Match play will resume in the new year as players will make their final push before entering playoffs. • Tennis -Monday and Thursday night tennis is currently registering players for the upcoming league that will begin in early January. Wednesday night tennis played the fourth week of match play. Leslie currently leads all other players in the Wednesday league with a 3-0 record. She will still have to play the undefeated champion, Gary, in the weeks to come. • Softball -Adult co-ed softball is entering playoffs next Thursday with The Truth taking the top seed. The semi-finals and championship take place at Canaveral City Park on Thursday December 13, 2018. • Kickball - Kickball is off to a great start this week as teams played week two of the new season. The Cape View Elementary Choir kicks off tonight's festivities with a performance in front of City Hall, followed by the Cocoa Beach High School String Ensemble and a special visitor from the North Pole. The party then moves over to the main stage where Vintage will rock the night away. The library has arts and crafts for all the kids, with great food and vendors capping the start of the holiday season. The author appointed to this post will serve as an ambassador of the community's cultural interests, promote the value of the written word and help celebrate the City's eiet literary community. This is an honorary position that will be awarded �a�Gxat to a person who has established a presence in the world of poetry, CITY OF CAPE CANAVERAL ..) demonstrated a commitment to and passion for poetry and embraces the opportunity to engage the community through poetry. For consideration, applicants must be a poet and current resident of Cape Canaveral and available to collaborate with other local poets and artists to develop poetry-related activities addressing the objectives of the program. Upon appointment, the Poet Laureate must be willing and able to participate in City events, mentor a junior Poet Laureate and develop at least one educational outreach initiative each year of their term. The Poet Laureate shall be appointed to serve a three- year term,beginning April 1, 2019 and ending March 31, 2022. This is neither a paid nor political position, and the City of Cape Canaveral will be the first Brevard municipality to create this honorary post. The City calendar can be viewed at www.citvofcapecanaveral.ora/calendar City of Cape Canaveral Weekly Update - Week ending December 7, 2018 Economic Development • Design work continues (civil, architectural, fire protection, life safety, structural, mechanical, electrical and plumbing) on both the Multi-Generational Center and the CAPE Center • Attended Brevard County Board of County Commissioners (BOCC)meeting, where the board considered a motion to terminate the City of Cocoa's Diamond Square CRA. Florida law authorizes limited CRA lifespan extensions with approval of appropriate governmental agencies (in this case, BOCC). The Diamond Square District has historically been an economically disadvantaged area south of S.R. 520 and west of U.S.1. For 20 years the CRA has provided much needed improvements, including community policing initiatives, lot acquisition, property redevelopment and low-income housing. According to the County Attorney, should the BOCC revoke the authority of an indebted CRA, the County would become responsible for the debt. Because the area is still re-building, it has below-market property values which causes the CRA to have a poor bond rating, precluding indebtedness. Despite this vulnerability and amid passionate testimonials of residents, students and business owners, the Commission voted 2-3 against a Motion to Revoke. This year we received two truckloads of toys, $520.00 in gift cards and $793.00 from the 50/50. All proceeds go to the Public Safety Charity Fund to provide Christmas and Thanksgiving for families and the elderly that may need some help.
