Cape Canaveral Vision Statement
We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming
residential feel, characterized by low-rise buildings. This residential and business friendly atmosphere is
a livable, attractive, safe,inclusive and sustainable coastal community that embraces the oceanside and
riverside as the main amenities,and supports and promotes local tourism, culture,recreation, commerce,
municipal civic interests and education.
We envision: A City network of"complete streets"with a native-landscaped and tree-lined median
with traffic calming elements and dark-sky street lighting. "Complete street"amenities include
bicycle facilities,covered transit stops and safe pedestrian crossings that invite pedestrians and bicyclists to
access the beach,river, local neighborhoods and adjacent communities. Our improved"complete streets"will
allow us to travel calmly to intimate waterfront destinations and a walkable uptown core. Multi-use paths
lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or
bicycle safely anywhere in town, day or night.
We envision: Welcoming community entrance features that create a sense of arrival and unique community
identity as The Space Between®. The"uptown"and other areas will contain an architecturally rich and
unique mix of uses,with wide tree shaded sidewalks and umbrella covered café tables at restaurants
and bistros where friends gather, interact and enjoy drinks and dinner.
We envision: An engaged and compassionate community that;removes or transforms blighted and unfinished
buildings into attractive structures, offers City-wide green spaces,provides a pet-friendly park with ample
shade,acts progressively but deliberately and actively recruits and supports businesses that enhance economic
viability and serve our residents and visitors with goodwill.
We envision: Open shorelines and rivers accessible to the public including amenities that take advantage of
the water, such as limited and quaint water-view establishments and intimate public gathering and
entertainment places that may include pavilions, gazebos or a performance stage.

Changes to The Weekly Update
In the last four weeks of 2018, you will begin to notice changes to the Weekly Update. There are
several large undertakings simultaneously happening that involve the Weekly Update, website,
social media and general community
outreach efforts stemming from results of
the Community Survey and recent
community input. Nothing endures but change.
You will begin to see shorter and sharper
department sections with more hyperlinks Heraclitus
leading you to the City website or external
resources. By no means does this mean the
Weekly Update will house less information,
it means the City is moving to utilize more of its tools and resources to inform its residents and
visitors.
Please help our Community be aware of current and upcoming projects, meetings, events and
available resources by sharing "The Weekly Update" email with your neighbors and on your social
media feeds. And if you ever have a City question, Staff is here to assist you. Please don't hesitate to

returned to the lobby reception area at City Hall by 5
p.m. on December 17, 2018.
We ask that all gifts be UNWRAPPED so we can avoid duplicates to any one child and ensure that
gifts are age-appropriate.

RE: Monthly Financial Report—October 2018
Staff is pleased to present the Monthly Financial Report for the period ending October 31, 2018.
At this point in the Fiscal Year,the Year to Date Actuals should be 8.3%of the total annual budget.
Total General Fund Departmental costs are under target at 4%. Administrative Services is running
under target at 2.7%. Fire Rescue and Protective Services combined costs are above target by
1.3%. Community and Economic Development and Building and Code Enforcement are under
costs by 4.8%. Leisure Services is 4.3% below target. Non-Departmental expenditures are under
budgetary projections at 3.3%.
The Community Redevelopment Agency (CRA) has not incurred any costs for the current Fiscal
Year.
Wastewater Fund overall costs are under target at 1.6%.
The Stormwater Fund is under target by 5%.
The Enterprise Capital Fund has not incurred any costs for the current Fiscal Year.
The City's General Fund investments total $9,685,074.67; Special Revenue investments total
$317,462.60; and Enterprise Fund investments total $735,156.83. The Grand total of all
investments is $10,737,694.10. The Annual Rate of Return for each Investment is attached.

Fund Narrative
Period Ended October 31, 2018
Revenue
Ad Valorem Tax
As of October 31st, the City has received 0% of its ad valorem revenue. The City will see this
revenue source spike during the months of November and December as escrowed taxes are
remitted to the County.
Local Option Gas Tax
This amount represents an accrual for October based on average collections from the previous ten
months. Fiscal Year 2018-19 budget is slightly more than Fiscal Year 2017-18. This revenue
stream is somewhat seasonal in nature.
Franchise Fees, Utility Service Taxes and Communications Service Tax
This amount represents an accrual for October based on average collections from the previous ten
months. This revenue is right on target at this point.
Permits and Licenses
Permits and Licenses are below target at 5.1%. This amount will rise significantly due to upcoming
commercial construction.
State Shared Revenues
This amount represents an accrual for October based on average collections from the previous ten
months. This revenue source is currently slightly above target at 8.5%.
Garbage and Recycling Revenues
This amount represents collections for the month of October. This revenue line is slightly below
target at 8.1%. However, this revenue source tends to fluctuate from month to month.
Recreation Fees (Leisure Services)
Recreation Fees are above target at 10.3%. Friday Fest activities and leagues have resulted in
increased revenue to the City.
Investment Income
Investment Income is above target at 40%. This is due to interest received from the maturity of a
Term Series CD.
Utility Operating Income (Wastewater Fund)
Utility Operating Income is right on target at 8.3%.
Stormwater Utility Fees (Stormwater Fund)
Stormwater Utility Fees are under target at 7.2%.

Community Development Department
Building Division
• Conducted 58 inspections and completed 30 plan reviews.
• Processed 20 new building permit applications and 29 payments for permits that were picked
up.
Code Enforcement
• Issued 15 courtesy letters for violations of Section 34-97 Duties and responsibilities for
maintenance.
• Gained voluntary compliance of seven violations observed during community policing.
• Investigated four complaints which resulted in no violations.
Planning
• Coordinated, attended and prepared meeting minutes for the Development Review
Committee meeting to review recommendations for the design of Canaveral City Park and
the Multi-Generational Facility.
• Prepared legal notices for Rezoning and Comprehensive Plan Amendments for properties
located at: 8811 Sea Shell Land and 225 Holman Road.
• Participated in a phone conference with staff of the East Central Florida Regional Planning
Council (RPC)regarding the City's administrative effort to address historical zoning patterns
within the N. Atlantic Avenue corridor. In short, there are numerous residential structures
within the corridor that are located in commercial zoning districts. As residential uses are not
permitted in commercial zoning, these structures are non-conforming and therefore, subject
to certain limitations. Rezoning to address these nonconformities will be considered by the
Planning & Zoning Board, who will make recommendations for City Council final action.
• In preparation for the City's community-based resiliency assessment, Staff visited the City of
Satellite Beach to gain insight and share information on sustainable initiatives. In 2015, the
City of Satellite Beach worked with the East Central Florida Regional Planning Council
(ECFRPC)to develop a vulnerability analysis. From this, Satellite Beach developed a plan to
address these vulnerabilities. The City of Cape Canaveral is participating in a similar process.

Based on Staff's observations during the Satellite Beach tour, the City of Cape Canaveral has
been forward-thinking over the past 10 years with policies and strategies that incorporate
resiliency well before the completion of the City's vulnerability assessment. Examples of this
range from the stormwater exfiltration system under Canaveral City park to EV chargers on
municipal properties and LEED equivalent design in the AlA Economic Opportunity
Overlay District. Each of these initiatives,big or small, allow the City to establish viable
benchmarks for a more resilient and environmentally friendly Community. For more

Public Works Services Rebranding and Restructuring
The Public Works Services (PWS) Department has undergone a reorganization of its duties and
reporting structure intended to provide citizens with comprehensive one-stop customer service as it
pertains to City operations, projects and services. PWS has been re-branded the Community Services
Department, a re-designation that more accurately denotes the primary function of the department.
Joshua Surprenant, formerly the Director of Community Engagement and Deputy Director of PWS
is appointed Community Services Director, reporting to the City Manager. While the consolidation
of the Community Engagement and PWS leadership shall not necessarily be viewed as permanent,
the restructuring will result in a line item budget savings of$107, 530.45.
• The Community Services Director oversees the Wastewater Reclamation Facility, field
collections (reclaimed water), infrastructure maintenance operations and the activities of the
Community Engagement Specialist.
• The Community Services Director will collaborate with Jeff Ratliff, Capital Projects Director
on the areas of project planning and execution and Jane Ross, Human Resources and Risk
Management Director in the City's emergency management strategy.

Water Reclamation Facility (WRF)
Sanitary Sewer System
Lift Station No. 2 and Holman Road Sewer Improvements
This project includes the excavation and replacement of the existing sanitary sewer pipe and
manholes from Lift Station No. 2 on Center Street to the northwestern corner of Holman Road. All
sewer pipes and manholes have been installed; remaining work includes tie-ins of several laterals
and extensive cleanup activities. The project is due for completion in May 2019, however the
contractor is attempting to complete construction by the end of 2018.
City Park Reclaimed Effluent Disposal Project
Bid specs and engineering drawings for this Request for Proposal (RFP) are complete. The project
was advertised for public bid in Florida Today and the Demandstar computer bidding system. Bids
are due December 13, 2018, at 2:00 PM. The project includes alterations to the exfiltration system
beneath City Park to allow for the discharge of reclaimed water into the underground stormwater
chambers. Permits were received from both St. Johns River Water Management District(SJRWMD)
and Florida Department of Environmental Protection (FDEP). Completion of the project will likely
eliminate the need to discharge excess reclaimed water from the WWTP to the Banana River.
Stormwater
FDEP Statewide Annual Report (STAR)
Staff submitted the STAR(stormwater report) to FDEP detailing the City's progress toward
implementing water quality and quantity projects. The STAR will greatly assist policymakers and
local stakeholders in keeping track of the myriad of restoration strategies, fulfilling the requirements
of Section 403.0675, Florida Statutes. The STAR will include updates on the status of Basin
Management Action Plan projects completed through December 31, 2018. A copy of the report
describing projects completed or initiated in 2018 is on the City News webpage, linked here.
Stormwater Pipe Repair- Canaveral Beach Boulevard
The City's contractor is replacing the stormwater pipe beneath Canaveral Beach Boulevard. The
existing pipe consists of metal, is failing in several areas and is impacting the overlying pavement

Infrastructure Maintenance
State Road (SR)AlA Mast Arm Construction Project
This project was initiated on October 8, 2018, and includes the installation of traffic light mast arms
and other improvements at the following intersections with SR AlA:
• Holman Road
• Center Street
• North Atlantic Avenue
Initial tasks include drainage, lighting, sidewalk, curbing and crosswalk improvements at each
intersection. Extensive Maintenance of Traffic (MOT)will be in place and lanes on both SR Al A
and City-owned side streets will be intermittently closed(primarily nighttime)to vehicular traffic.
Sidewalks will also be intermittently closed to pedestrians. Project funding is through the Florida
Department of Transportation(FDOT). Anticipated completion date is May 2019.

Taylor Avenue Crossover Improvements
Staff removed the existing beach crossover and redesigned the new crossover to replace the steps on
the east end and lower the slope the ramps to improve accessibility. The crossover was constructed
using a compost material called Lumberock®. Lumberock combines HDPE plastic with a natural
mineral fill material to create deck boards that are strong and durable.The deep wood grain pattern
mimics the beauty of natural wood and resists slipping. Staff is also exploring additional slip
resistant coating for all beach crossovers.

New Car Stops at City Beach Ends
Staff is currently upgrading each of the 220 concrete parking stops at City beach access parking
areas. The parking stops are 100%post-consumer recycled rubber, durable, reliable and a
long-lasting alternative to traditional concrete or plastic stops. "Studies have shown that over a
10-year period. concrete wheel stops could cost six times more than recycled rubber wheel stops due
to cracking/maintenance issues."

Beach Renourishment Project
Beach renourishment(pumping of sand) will start near Jetty Park the first week of December
(weather permitting) and progress southward. Parking at the Washington Avenue beach end is
prohibited until project completion. Beach access at crossovers near the work zone will also be
prohibited. Beachfront property owners and the general public should avoid the active work zones at

Athletic Leagues
• Tennis - Tennis players took to the courts again this week after having last week off in
celebration of Thanksgiving. Players are having to bundle up as it seems that winter has finally
arrived in Cape Canaveral. John K. is the current leader for Monday nights with a 3-0 record.
Leslie has gotten off to a hot start in the Wednesday league winning her first two matches.
Thursday is approaching playoffs and Gary remains unbeaten at 6-0.
• Racquetball—Wednesday Night Advanced Racquetball played their third match of the new
season this week and Ernie has jumped out to an early lead, winning all three of his matches.
• Softball - Softball is nearing the season's end and the current standings have players on the edge
of their seats. The Truth and J.F. are sitting atop the leaderboard, each holding a record of 5-2.
The Truth currently holds the tiebreaker between the two teams as they won their first
head-to-head matchup with J.F. by a score of 12-8. The two teams will meet again in the final
game of the season, which will take place December 6.
• Kickball - The winter kickball season kicked off this week with three chilly games. This season
will showcase the talents of ten local teams, all fighting to become the Cape Canaveral league
champions. At the end of the season the winning team will be awarded championship t-shirts that
they will be able to use as team jerseys for seasons to come.

Further Dating Research on the Irma Canoe
Researchers from the University of Georgia and the University of Tennessee, who had worked with
the Irma Canoe following its discovery, have received a grant to do additional dating research on the
historical dugout. The method to be used for this round of testing is called"wiggle matching,"which
takes tiny samples from individual growth bands and attempts to "fit"the carbon 14 results into the
shape of the "wiggles" seen in the calibration curve. While this is a relatively common technique in
Europe, this will be its first application in the Southeastern United States and the first time it will be
used to date a dugout canoe. The researchers are excited about the potential for a more precise age
determination and will present their findings at the Radiocarbon&Archaeology Conference next
spring. The samples needed for this testing are incredibly small and will be taken from the portion of
the canoe that was detached for the dendrochronology testing prior to its arrival at the City. Staff is
excited to have a piece of the City's collection be a part of this historic research milestone, and we
are currently working with the State Division of Historical Resources to make these samples
available for the project.

Cultural Programs
Cape Canaveral's Call for Poets a First for Brevard
We are now accepting applications from residents interested in becoming the City's first Poet
Laureate. The author appointed to this post will serve as an ambassador of the community's cultural
interests,promote the value of the written word and help celebrate the City's literary community.
This is an honorary position that will be awarded to a person who has established a presence in the
world of poetry, demonstrated a commitment to and passion for poetry and embraces the opportunity
to engage the community through poetry.
For consideration, applicants must be a poet and current resident of Cape Canaveral, and available to
collaborate with other local poets and artists to develop poetry-related activities addressing the
objectives of the program. Upon appointment, the Poet Laureate must be willing and able to
participate in City events, mentor a junior Poet Laureate and develop at least one educational
outreach initiative each year of their term. The Poet Laureate shall be appointed to serve a three-year
term,beginning April 1, 2019 and ending March 31, 2022. This is neither a paid nor political
position, and the City of Cape Canaveral will be the first Brevard municipality to create this
honorary post.
Applicants may be self-nominated or nominated by a member of the community. All submissions
will be judged through a blind selection process. The deadline for submissions is Friday, January 11,

18-00389269 Russell Wozniak, W/M, 12/27/1978, was arrested for battery dating
Arrest violence, battery Domestic Violence by strangulation, and depriving use of
911 emergency system.
18-00389416 Beach patrol conducted. One dog was on the beach. The owners, from
Beach Patrol Orlando were advised that dogs are not allowed on the beach. They left the
area without incident.
18-00390126 Subsequent to a traffic crash investigation, Julia Kelly, W/F, 01/12/1958,
Arrest was arrested for DUI and DUI with property damage.
18-00390251 Subsequent to a traffic stop, Melissa Winstanley, W/F, 03/02/1976, was
Arrest arrested for Violation of Probation Onsite reference battery LEO after she
was found having consumed alcoholic beverages.

Trespass Farms in Cape Canaveral.
18-00417670 Beach patrol conducted. Kevin Curtis, W/M, 06/12/1962, was walking his
Beach Patrol dog on the beach. He was advised of the violation and he left the area
without incident.
18-00418623 Keldric Levatt, B/M, approached a deputy in an aggressive manner while
Arrest cursing and yelling at her. He refused to listen to commands and was
arrested for resisting w/o violence. During an inventory search of his
vehicle, a small amount of heroin was located under the driver seat.
18-00419691 Subsequent to a pedestrian stop, Alexandria Morales, H/F, 04/10/1979, was
Arrest arrested for possession of methamphetamine, possession of drug
paraphernalia, and Onsite Violation of Felony Probation.
18-00419668 Subsequent to a traffic stop, Brandon D. Ellis, B/M, 04/14/1994,was
Arrest arrested for possession of drug paraphernalia. He was released from the
scene with a court date.

Canaveral Fire Rescue
1. Weekly meeting with Canaveral Port Authority staff and Brevard County Sheriff's Office.
2. Numerous Port Planning meetings.
3. City Development Review Committee meeting.
4. Personnel along with BCSO delivered 21 Thanksgiving meals.
5. All personnel have now returned from the Panhandle.
6. EMS "Heroes" grant application completed for the purchase of Narcan. Narcan is the drug
we use to treat overdoses.
7. Training with BCSO on bomb suit removal.
8. Training Academy hosted 2 firefighting classes.
9. Annual rescue tools and defibrillator maintenance completed.
10. Final preparations were made for Christmas activities. Publix donated all the candy needed
for Santa in the City. Santa will make his way through City streets starting at 8 a.m. on
December 15.
11. Payroll processed and transmitted.
12. Personnel were treated to numerous food donations including, but not limited to, three
dinners donated by Publix and three homemade carrot cakes donated by Jerry and Joyce Sale.
Jerry and Joyce have been making and delivering these phenomenal cakes for over 20 years.
13. Prevention conducted 11 new and 28 follow up, and 8 new construction inspections.
Additionally, they completed 7 public information requests.
