Cape Canaveral Vision Statement
We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming
residential feel, characterized by low-rise buildings. This residential and business friendly atmosphere is

allow us to travel calmly to intimate waterfront destinations and a walkable uptown core. Multi-use paths
lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or
bicycle safely anywhere in town, day or night.
We envision: Welcoming community entrance features that create a sense of arrival and unique community
identity as The Space Between®. The"uptown"and other areas will contain an architecturally rich and
unique mix of uses,with wide tree shaded sidewalks and umbrella covered café tables at restaurants

Administrative Services
Update for Week Ending November 9, 2018
City Manager's Office
The City Manager's Office is responsible for the day-to-day administration of all City departments
in accordance with City Council's established policies and direction, local ordinances, resolutions
and State and Federal laws, rules and regulations. Telephone conferences, meetings with citizens,
documents prepared, reviewed, approved and meetings or conferences held are numerous and may
not all be included in the Weekly Update.
Highlights:
• Communicated with department directors, the Mayor and Council Members regarding
various projects, issues and initiatives.
• The executive assistant(EA)provided assistance to the city manager, the Mayor, Council
Members and department directors.
• The EA received and responded to several Community calls and emails, aided in producing
Code Enforcement Courtesy Notices and provided coverage at the front window of City Hall.
• Operated the A/V system for the Community Outreach Session on Bike &Pedestrian Safety
on Monday,November 5, 2018.
• Researched several projects for the Community Engagement Department having to do with
Earth Day, Arbor Day, Founders' Day 2019 and the 50th anniversary of the moon landing
events.
• Coordinated interior and exterior details for City Hall with Staff and vendors.
• Is coordinating the City of Cape Canaveral employees' 2018-19 United Way Campaign. This
year's campaign runs October 22, 2018, to November 9, 2018. United Way donation forms
have been distributed to employees and
should be returned to the EA on or before

City Clerk's Office
City Clerk's Office (CCO) staff performed day-to-day duties and responsibilities and assisted with
various telephone and walk-in requests from the public and Staff. CCO Staff also provided coverage
and assistance at the reception window in City Hall, as well as to the City Manager's Office and City
Council Members.
Highlights:
• City Election—Robert E. Hoog was re-elected Mayor for a three-year term to end
November 2021.
o Mayor Hoog's swearing-in will take place at the November 20, 2018, City Council
meeting.
o All monthly and general election campaign treasurers' reports have been received; the
final report, "2018 TR", is due from all candidates by Monday, February 4, 2019.
o The Brevard County Supervisor of Elections is anticipated to provide a Certificate of
Official Results of the election by the end of next week.

cancellation notice for the November 20, 2018, regular meeting.
• Meetings with Staff—City Manager regarding various issues; Economic Development
Director regarding Space Coast Transportation Planning Organization membership and
electronic marquee; select department directors regarding upcoming agenda items; and CCO
Staff regarding State of the City Report and post-election follow-up.

With the passage of Ordinance No. 07-2018 by the Cape Canaveral City Council on September 18,
2018, seniors 65 years of age and over having a limited income, can now apply for an additional

Community Development
Update for Week Ending November 9, 2018
Staff performed day-to-day duties and responsibilities and assisted with various telephone and
walk-in requests from the public, including performing plan reviews,processing permits, conducting
inspections, performing site visits, issuing notices and conducting research.
Building Division
The Building Division conducted 58 inspections and completed 35 plan reviews. The division also
processed 29 new building permit applications and 37 payments for permits that were picked up.
Highlights:
• Responded to emails, faxes and calls requesting permit, zoning and Business Tax Receipts
(BTR) information.
• Assisted walk-in customers regarding miscellaneous items.
• Processed new contractors' information packets consisting of contractor licenses, liability
insurance and workers' compensation insurance—to allow them to pull permits in Cape
Canaveral.
• Processed payments for After-the-Fact Permits/construction contractor citations for
contractor work performed prior to obtaining the required building permits.
• Processed payments for re-inspection fees.
• Provided assistance in completing building permit applications as needed.
• Contacted contractors regarding scheduling final inspections for building permits that are
nearing expiration and permits that have recently expired.
• Performed notary services.
• Prepared and printed renewals and new BTRs, alarm and fire notices and payments.
• Provided receptionist coverage for the front counter at City Hall.
• Verified and scanned Building Division documents into Laserfiche.
• Attended meetings to discuss software needs.
• Compiled permit data for State of the City for Fiscal Year 2017–2018.

Code Enforcement
The Code Enforcement Division performed day-to-day duties and responsibilities, assisted with
various requests from the public and provided office coverage throughout the week. To view all
pending and closed code enforcement cases, visit:

Highlights:
• Received new requests giving life safety issues priority, followed closely by Community
appearance and property maintenance.
• Assisted residents with building and code enforcement requests at the front counter.
• Conducted site inspections.
• Removed signs from right-of-ways and telephone poles within the City.
• Responded to voicemails regarding complaints and inquiries.
• Issued 10 courtesy letters for violations of Section 34-97 Duties and responsibilities for
maintenance.
• Gained voluntary compliance of seven violations observed during Community policing.
• Investigated three complaints which resulted in no violations.
• Code Enforcement officers continue to conduct daily Community sweeps for visible
violations throughout the City.
Section 105.1 of the Florida Building Code Requires the Issuance of a Permit
Any owner or owner's authorized agent who intends to construct, enlarge, alter, repair, move,
demolish or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair,
remove, convert or replace any impact-resistant coverings, electrical, gas, mechanical or plumbing
system, the installation of which is regulated by this code, or to cause any such work to be
performed, shall first make application to the building official and obtain the required permit.
FLBC Section 110 General Inspection(s)
Construction or work for which a permit is required shall be subject to inspection by the building
official and such construction or work shall remain accessible and exposed for inspection purposes
until approved. Approval as a result of an inspection shall not be construed to be an approval of a

violation of the provisions of this code or of other ordinances of the jurisdiction. Inspections
presuming to give authority to violate or cancel the provisions of this code or of other ordinances of
the jurisdiction shall not be valid. It shall be the duty of the permit applicant to cause the work to
remain accessible and exposed for inspection purposes. Neither the building official nor the
jurisdiction shall be liable for expense entailed in the removal or replacement of any material
required to allow inspection.
Planning
The Planning Division performed day-to-day duties and responsibilities, assisted with various
requests from the public and provided office coverage throughout the week.
Highlights:
• Provided receptionist coverage for the front counter at City Hall.
• In conjunction with Public Works Services and the City Engineer, conducted a field
verification of the draft Oak Lane survey. Items discussed included location of City
infrastructure, structure setbacks from the right-of-way, encroachments, etc.
• Interviewed applicant for possible volunteer service to assist the department with record
retention and management.
• In conjunction with Staff, compiled the Department's contribution to the State of the City
report.
• Responded to several resident concerns about ongoing code enforcement items.
• Participated in a phone conference with the City Attorney to discuss a number of items, to
include:
o Minimum dimensional standards related to the creation of residential lots
o Board membership
o Oak Lane survey
• As part of the City's Capital Improvement Plan—and building on the Community Outreach
Session on Bike & Pedestrian Safety, Staff met with the Public Works Services Department
to discuss upcoming sidewalk projects. The goal is to continue pursuing the City's Vision
Statement of creating a bikeable and walkable Cape Canaveral with"complete streets". Staff
used Google Maps Street View to create a map to inventory sidewalks with the goal of

enabling safe access for all users, including pedestrians, bicyclists and motorists of all ages
and abilities. This map will help guide the planning of projects in the future.

City's vulnerabilities as they relate to coastal resiliency. The project will include public engagement
opportunities and a vulnerability assessment of local infrastructure and assets. From this, a set of
strategies will be developed to guide decision-making for the future.

The Community Engagement Department is primarily responsible for the development,
implementation and evaluation of public programs, Community meetings, public gatherings and
Community engagement activities. Community engagement disseminates up-to-date information via
the City website,Nixle,Next Door and social media and also performs routine website maintenance
and content sourcing throughout the City. The department is a bridge between residents and their
local government and is dedicated to ensuring a high quality of life for an engaged Community.

July 20, 2019, will mark the 50th anniversary of the first moon landing, and the launch of the City of
Cape Canaveral and surrounding areas into history.
City Staff members attended a planning meeting on V ::,..
Thursday,November 8, 2018, to discuss the appip.v.
national and Community events related to the 50t'' [iii Fes•
.„4,,,,anniversarY of the moon landing. The meeting
focused on plans by PBS and WUCF to celebrate
the historic event via film, documentary, television specials and Community events.
Other representatives attending included Harris Corp., Boeing, the
American Space Museum and several local municipalities and
chambers of commerce.

Athletic Leagues
• Tennis—Courts are booming this season every Monday, Wednesday and Thursday nights
with co-ed adult singles leagues. This week, the undefeated John K is leading Monday
nights; Wednesday's league kicked off its winter season with eight players while Cape
Canaveral's long time champion, Gary, is unbeaten on Thursday nights. Cape Canaveral's
tennis leagues run year-round and are always open to register new players.
• Racquetball—The winter season of advanced racquetball is underway with 12 veteran
players vying for this season's championship glory. Players took the courts for their first
season match this week.
• Softball—Adult co-ed softball has just four games left in the season and three teams are tied
up with a 3-2 record. So far, the Honey Badgers are at the top of the heap, allowing only 35
runs this season.
• Kickball—Adult co-ed kickball league wrapped up its fall season this week with Graham's
Smokehouse winning the championship game by a final score of 13-4. Congratulations to not

only our champions but kudos to all our teams that played this season! Teams will enjoy a
couple weeks off before starting the winter season after Thanksgiving.

Cape Canaveral has awesome players participating in its
leagues/programs and we wanted to start showcasing one
every month for their dedication to quality of life in the City. .
This month's showcase athlete is Dallas! Dallas, also known
as "Bunni", is 35 years old and has played in the Cape
Canaveral kickball and softball leagues for 7 years. Bunni ,.
lives and works in the City and plays left field for his teamArj }
every Wednesday night when they take the field to compete.
Outside of kickball and softball, Bunni likes bowling and
dancing.

Public Works Services
Update for Week Ending November 9, 2018
The Public Works Services (PWS) Department's primary purpose is to provide and maintain utility
services for the general public as well as maintain all City streets and facilities. Staff provides
services in five main categories which include administration, infrastructure maintenance,
laboratory,reclaimed water and wastewater collection.
Water Reclamation Facility (WRF) — Sanitary Sewer System
Oxidation Ditch Rehabilitation Project
The reconditioned oxidation ditch is now fully operational; the project is complete!
Lift Station No. 2 and Holman Road Sewer Improvements
This project was initiated and includes the excavation and replacement of the existing sanitary sewer
pipe and manholes from Lift Station No. 2 on Center Street to the northwestern corner of Holman
Road. Work completed to date includes the installation of sewer pipe in the vicinity of Lift Station
No. 2, the former Tech-Vest property and Cape Shores condominiums. Work continues southward
toward Holman Road. The project is due for completion in May 2019; however, the contractor is
attempting to complete construction in January 2019.

Stormwater
FDEP Statewide Annual Report (STAR)
Staff is preparing the next STAR (stormwater report) to FDEP detailing the City's progress towards
implementing water quality and quantity projects. The STAR will greatly assist policymakers and
local stakeholders in keeping track of the myriad of restoration strategies, fulfilling the requirements
of Section 403.0675, Florida Statutes. The STAR will include updates on the status of Basin
Management Action Plan projects completed through December 31, 2018.
Infrastructure Maintenance
State Road (SR)AlA Mast Arm Construction Project
This project was initiated on October 8, 2018 and includes the installation of traffic light mast arms
and other improvements at the following intersections with State Road(SR) AlA:
• Holman Road
• Center Street
• N. Atlantic Avenue
Initial tasks include drainage, lighting, sidewalk, curbing and crosswalk improvements at each
intersection. Extensive maintenance of traffic (MOT) will be in place and lanes on both SR Al A and
City-owned side streets will be intermittently closed to vehicular traffic,primarily at night.
Sidewalks will also be intermittently closed to pedestrians. Project funding is through the Florida
Department of Transportation(FDOT). Erosion control will be placed at all three locations the week
of November 5, 2018. This project has been delayed several months due to the lack of availability of
galvanized steel mast arms. Anticipated completion date is May 30, 2019.
SR AlA Corridor Improvements
FDOT contractors will be performing extensive surveying activities the next few weeks on SR AlA
from Long Point Road to the northern City limits. Extensive MOT will be in place and lanes on both
SR A 1 A and City-owned side streets may be intermittently closed to vehicular traffic.

Beach Renourishment Project
Staff attended the pre-construction meeting held at the Canaveral Port Authority Commission Room
on October 26, 2018 for the beach renourishment project scheduled for Cape Canaveral and Cocoa
Beach. The selected contractor,Norfolk Dredging Company, will begin moving equipment to the
Washington Avenue crossover area in early November; pumping of sand will be initiated in
mid-November beginning near Jetty Park and progressing southward. Parking at the Washington
Avenue beach end will be prohibited until the project is complete. Additionally,beach access at
crossovers near the work zone will be prohibited. Beachfront property owners and the general public
should avoid the active work zones at all times.
