We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming

allow us to travel calmly to intimate waterfront destinations and a walkable uptown core. Multi-use paths
lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or
bicycle safely anywhere in town, day or night.
We envision: Welcoming community entrance features that create a sense of arrival and unique community
identity as The Space Between®. The"uptown"and other areas will contain an architecturally rich and
unique mix of uses,with wide tree shaded sidewalks and umbrella covered café tables at restaurants

Update for Week Ending September 28, 2018
City Manager's Office
The City Manager's Office is responsible for the day-to-day administration of all City departments
in accordance with City Council's established policies and direction, local ordinances, resolutions
and State and Federal laws, rules and regulations. Telephone conferences, meetings with citizens,
documents prepared, reviewed, approved and meetings or conferences held are numerous and may
not all be included in the Weekly Update.
Highlights:
• Communicated with department directors, the Mayor and Council Members regarding
various projects, issues and initiatives.
• The executive assistant(EA)provided assistance to the City manager, the Mayor, Council
Members and department directors.
• The EA received and responded to several Community calls and emails and provided
coverage at the front window of City Hall.
• The EA provided assistance in the collection and recording of Business Tax Receipts.
• The EA coordinated interior and exterior details for City Hall with Staff and vendors.
City Clerk's Office
City Clerk's Office (CCO) Staff performed day-to-day duties and responsibilities and assisted with
various telephone and walk-in requests from the public and Staff. CCO Staff also provided coverage
and assistance at the reception window in City Hall, as well as to the City Manager's Office and City
Council Members.

Financial Services
Financial services Staff performed day-to-day duties and responsibilities and assisted with various
telephone calls and walk-in requests from the public.
Highlights:
• Financial services Staff are in the process of completing all required Fiscal Year 2017 2018
closeout actions.
• Mayor Hoog was notified that the Fiscal Year 2017—2018 comprehensive annual financial
report (CAFR)has qualified for the Government Finance Officers Association's (GFOA)
Certificate of Achievement for Excellence in Financial Reporting. This is the highest form of
recognition in governmental accounting and financial reporting, and its attainment represents
a significant accomplishment by a government and its management.
The City's CAFR has been judged by an impartial panel to meet the high standards of the
program, which includes demonstrating a constructive "spirit of full disclosure" to clearly
communicate its financial story and motivate potential users and user groups to read the
CAFR. This is the 23rd year in a row that the City of Cape Canaveral CAFR has qualified for
the GFOA Certificate of Achievement for Excellence in Financial Reporting!
GFOA is a major professional association servicing the needs of
nearly 19,000 appointed and elected local, State, and
Provincial-level government officials and other finance
practitioners. It provides top quality publications, training
programs, services and products designed to enhance the skills and
performance of those responsible for government finance policy
and management. The association is headquartered in Chicago
with offices in Washington, D. C.

Human Resources & Risk Management
Human Resources (HR) & Risk Management Staff performed day-to-day duties and responsibilities
to include training, employee relations, applicant recruiting and screening,benefits administration,
Staff performance evaluations and all matters pertaining to workers' compensation, general liability
and property insurance.
Highlights:
• HR is screening candidates and conducting interviews for job vacancies.
• The director attended a Brevard Emergency Operations Center-sponsored emergency
preparedness and planning training event.
Are Women Better At Creating Safe, Respectful Workplaces?
(Source: Pew Research Center)
In the current climate, Americans are looking to business leaders to ensure workplaces are safe and
respectful. Findings from the Pew Research Center show that many believe female leaders are better
equipped to provide these settings than men are. See the survey results below:
Is it essential for business leaders to create a safe and respectful workplace?
• Yes 89%
• Not important 2%
• Important, but not essential 9%
Who is better at ensuring a safe and respectful workplace?
• Women 43%
• Men 5%
• No difference 52%
Perceptions differ significantly by educational attainment, a gap driven almost entirely by
well-educated women. Roughly two-thirds (64%) of women with a bachelor's degree say female
business leaders do a better job of creating safe and respectful workplaces. This compares with 47%
of men with at least a bachelor's degree, 41% of women without a college degree and 33% of men
without a college degree.
There are also differences by political party. Democrats and Independents are much more likely than
Republicans to say women do a better job in this area(53% vs. 31%). Most Republicans (62%) say
there is no difference between male and female leaders in their ability to maintain a safe and
respectful workplace, compared with 42% of Democrats.

Currently, 4.8% of Chief Executive Officers of Fortune 500 companies are women.
Is sexual harassment a barrier for women trying to succeed in business?
Of people polled, 42% say a major reason why there aren't more women in top positions is because
sexual harassment creates an environment that makes it harder for women to succeed in business.
Half of women say this is a major factor, compared with a third of men.
Is sexual harassment a problem in your industry?
Just under half(47%) of respondents answered yes to this question.
Is sexual harassment a problem in your own workplace?
More than a third(35%) of respondents said this was a problem in their workplaces.

Community Development
Update for Week Ending September 28, 2018
Staff performed day-to-day duties and responsibilities and assisted with various telephone and
walk-in requests from the public, including performing plan reviews,processing permits, conducting
inspections,performing site visits, issuing notices and conducting research.
Building Division
The Building Division conducted 109 inspections and completed 23 plan reviews. The division also
processed 28 new building permit applications and 40 payments for permits that were picked up.
Highlights:
• Responded to emails, faxes and calls requesting permit, zoning and Business Tax Receipts
(BTR) information and voicemails.
• Assisted walk-in customers regarding miscellaneous items.
• Processed new contractors' information packets—consisting of contractor licenses, liability
insurance and workers' compensation insurance—to allow them to pull permits in Cape
Canaveral.
• Processed payments for After-the-Fact Permits/construction contractor citations for
contractor work performed prior to obtaining the required building permits.
• Processed payments for re-inspection fees and one payment for expired permit fees.
• Provided assistance in completing building permit applications as needed.
• Contacted contractors regarding scheduling final inspections for building permits that are
nearing expiration and permits that have recently expired.
• Performed notary services.
• Prepared and printed renewals and new BTRs, alarm and/or fire notices and payments.
• Provided receptionist coverage for the front counter at City Hall.

Code Enforcement
The Code Enforcement Division performed day-to-day duties and responsibilities, assisted with
various requests from the public and provided office coverage throughout the week.
Highlights:
• Received new requests giving life-safety issues priority, followed closely by Community
appearance and property maintenance.
• Issued notices of violation.
• Assisted residents with building and code enforcement requests at the front counter.
• Conducted site inspections.
• Removed signs from right-of-ways and telephone poles within the City.
• Responded to voicemails regarding complaints and inquiries.
• Posted stop work orders.
• Code enforcement officers continue to conduct daily Community sweeps for visible
violations throughout the City.

The Community Engagement Department is primarily responsible for the development,
implementation and evaluation of public programs, Community meetings, public gatherings and
Community engagement activities. Community engagement disseminates up-to-date information via
the City website,Nixle,Nextdoor and social media and also performs routine website maintenance
and content sourcing throughout the City. The department is a bridge between residents and their
local government and is dedicated to ensuring a high quality of life for an engaged Community.

Community Engagement Department will host regular Community Outreach sessions. These
hour-long sessions will serve as an additional channel for Staff to provide details about processes,
procedures and initiatives to Community members who wish to better understand how their local
government works.
The first Community Outreach Session will be Code Enforcement 101. At the session, you'll be
introduced to our code enforcement team and will learn about the process and the ways code
enforcement impacts you. We'll also teach you how to report a concern or perceived violations and
will discuss the different City, State and Federal laws and regulations that must be considered
throughout the process.
The session will be held at 6:00 p.m. on Tuesday, October 23, 2018 in the City Council chambers of
City Hall (100 Polk Avenue). If you're unable to attend, we'll post the video to
www.citvofcanecanaveral.org/watchmeetings within three days.

Threat and Hazard Identification and Risk Assessment
(THIRA) and SPR Workshop
The director participated in the Brevard County THIRA and Stakeholder Preparedness Review
(SPR) Workshop held at the Brevard County Emergency Operations Center. THIRA helps
Communities understand their risks and determine the level of capability they need in order to
address those risks. The result of this process lays the foundation for determining a Community's
capability gaps as part of the SPR. The workshop focused on hazards that could present the greatest
challenge for the 32 core capabilities such as a Category 5 hurricane on Labor Day with landfall at
the Brevard/Volusia County line or an active shooter/coordinated complex attack similar to Pulse in
Orlando. The workshop was a good first step to identifying the areas Brevard County, non-profits,
municipalities and local agencies need to focus on in order to delivery a prepared and coordinated
response.

• Irma Canoe presentation and unveiling
Athletic Leagues
• Kickball—Adult co-ed kickball is nearing the end of its
regular season. Teams will have a few makeup games to
complete before beginning the playoff tournament. W.S. is
the league's current leader with a record of 8–0. They are
hoping to keep their spot in the standings as we finish up
the season. The top seed will receive a first-round bye in
playoffs.

week's playoffs. Tim D. is undefeated so far and is hoping

league,which starts in late October. Now that the weather
is cooling down, many players are returning for this season
of outdoor advanced racquetball.
• Tennis Monday night tennis just wrapped up and Gary
S. still proves to be the player to beat in the Cape LL..
Canaveral area. The next Monday league is scheduled to
start on October 1, 2018.

New Morning Beach Yoga Class
A new morning beach yoga class is being added to the repertoire of activities offered by the Nancy
Hanson Recreation Complex. Instructor Heather Anika, who has studied yoga in Indian and
Indonesian ashrams, will begin her classes Monday, October 8, 2018 off the Washington Avenue

Registration is Open for the City's Third Annual Trunk-or-Treat!
Registration is open for the City's third annual Trunk-or-Treat event which takes place on Friday,
October 26, 2018. Held in conjunction with the Monster Mash dance party, this is the premier
Halloween happening for more than 200 local families. Trunk-or-Treat is a non-commercial event at
which participants are invited to decorate their vehicles and hand out candy to trick-or-treaters. It's
also a great opportunity for City officials, residents, condo associations, local businesses,
Community organizations and non-profits to engage with area residents in a fun, family-friendly
atmosphere.
To add to the excitement this year, prizes will be awarded for the three best decorated vehicles,
which will be determined by the most discerning judges around the kids! There is no charge to
participate, but space is limited to the first 20 vehicles to

Economic Development
Update for Week Ending September 28, 2018
Performed day-to-day duties and responsibilities, conducted various meetings with business
stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted
research as necessary.
City Hall Status
• Free Wi-Fi service will soon be available in City Council chambers.
• Resolved an issue in which lighting for the overspill parking lot was affecting a neighbor.
The neighbor is very grateful for the care shown by the City in addressing her request.
Other
• Working with the Community development director on the upcoming City Council agenda
item to adopt the latest version of the International Property Maintenance Code.
• Attended the Florida Department of Transportation(FDOT) Community Traffic Safety Team
meeting.
• Working with the Community engagement director on a presentation of Keep Brevard
Beautiful's Litter Quitter program for an upcoming City Council agenda. The program's goal
is to reduce Brevard County's plastic footprint by educating and approaching local business
owners and encouraging them to reduce common sources of litter in the form of single-use
plastics such as straws,plastic utensils, plastic bags and polystyrene (styrofoam).
• Briefed a Council Member regarding the status of negotiations with the Ocean Woods
homeowners' association (0WHOA) toward resolving the Brazilian pepper tree overgrowth
in the north buffer zone area and needed improvements to the stormwater drainage swale
system. The City is proposing a resolution which takes into account the desires and needs of
the OWHOA and the neighboring residential area to the north(Harbor Heights).
• In conjunction with the Community engagement director, forwarded correspondence to a
Canaveral Port Authority official regarding a road striping and maintenance complaint
received by the City.
• In furtherance of our continuing stormwater management improvements and protection of the
Indian River Lagoon, Staff continues negotiations with certain property owners and
representatives regarding the potential sale of property. Met with the City manager and
Capital projects director to the review status of these negotiations.
• Working with the Community engagement director on an upcoming memorandum of
agreement with Brevard County toward streamlining the emergency notification process.

Public Works Services
Update for Week Ending September 28, 2018
The Public Works Services (PWS) Department's primary purpose is to provide and maintain utility
services for the general public as well as maintain all City streets and facilities. Staff provides
services in five main categories which include administration, infrastructure maintenance,
laboratory, reclaimed water and wastewater collection.
Water Reclamation Facility (WRF) — Sanitary Sewer System
Oxidation Ditch Rehabilitation Project
Full bypass operations from the oxidation ditch to the equalization basin were started in
mid-January. The ditch was emptied and cleaned of sand, debris and sludge. Structural analysis
observed extensive damage to several of the concrete columns and walkways along the northern end
of the ditch. Replacement of the columns and walkways is complete. Dry and wet testing of the new
system was completed in September 2018 and no issues were encountered. Staff received approval
from Florida Department of Environmental Protection (FDEP)to place the ditch back into service.
The contractor is currently emptying the ditch of reclaimed water and requested the certificate of
substantial completion. Equipment removal, general site cleanup and Staff training will complete the
project.

Force Main #3 Replacement Project
The project was initiated and includes the replacement of Force Main#3 located within several
right-of-ways in the north-central portion of the City. FDEP provided final approval to place the new
force main into service. Tie-ins to the existing force main along Thurm Boulevard and Lift Station
No. 3 on W. Central Boulevard were completed the week of August 6. The final tie-in to Kelsey's
Italian Restaurant&Pizzeria was completed the week of September 24, 2018. Abandonment of the
old force main, minor repairs and cleanup activities remain for project completion, anticipated in
October 2018.
Lift Station No. 2 and Holman Road Sewer Improvements
This project was initiated and includes the excavation and replacement of the existing sanitary sewer
pipe and manholes from Lift Station No. 2 on Center Street to the northwestern corner of Holman
Road. Work completed to date includes the installation of sewer pipe in the vicinity of Lift Station
No. 2 and the former Tech-Vest property located to the south. Current activities include the
installation of sewer pipe and manholes in the easement through the Cocoa Palms Mobile Home
Park and Cape Shores condominiums and paving of the Cape Shores parking lot. The project is due
for completion in May 2019.

Bleach Tank Replacement
During daily inspection, operation Staff discovered a leak in one of the bleach tanks. Action was
quickly taken to replace the tank. This avoided a spill and a loss of 2,000 gallons of bleach.

Waste Pump Control Panel Replacement
The waste pump control panel was replaced due to corrosion, deterioration and age. The panel was
installed during the original plant expansion in 1995 and controls the waste pump that removes
sludge from the bottom of the two clarifiers.

Internal Recycle (IR) Pump Valves
A line stop valve was installed in the 24-inch IR line so that four IR isolation valves can be replaced.
The IR pipe is used to recycle mixed liquor suspended solids from the aeration basin back to the first
anoxic basin.

Stormwater Management Resources
The St. Johns River Water Management District(SJRWMD) continues to receive a high volume of
telephone calls concerning their role in the management of stormwater. Online stormwater

Save Our Indian River Lagoon (SOIRL) Funding Opportunities
Staff will attend a meeting on September 27, 2018 in Viera to discuss funding opportunities from the
SOIRL Program. All funding request documentation for 2019 must be submitted by November 5,
2018. If selected,project funds are then available in late January 2019.
Baffle Box Cleaning
The three nutrient-separating baffle boxes within the central ditch just north of W. Central Boulevard
were cleaned of sediment. The boxes were 60% full of sediment in the lower collection chambers.
The other six baffle boxes located throughout the City did not contain as much sediment and will be
cleaned at a later date.
Infrastructure Maintenance
Sanitary Sewer Line Repair—Central Ditch
A sewer line break was detected and repaired adjacent to the northern end of the central ditch near
Port Canaveral. Staff is investigating possible causes of the line break.
Stormwater Pipe Repair—Pierce Avenue
A major stormwater pipe beneath the intersection of Pierce Avenue and Ridgewood Avenue was
repaired. A hole in the top of the pipe was plugged, and the entire pipe was wrapped with fabric to
eliminate other potential small leaks.
State Road (SR)AlA Mast Arm Construction Project
This project is due to start on October 8 and includes the installation of traffic light mast arms and
other improvements at the following intersections with SR AlA:

• N. Atlantic Avenue
Initial tasks will be sidewalk, curbing and crosswalk improvements at each intersection. Extensive
maintenance of traffic (MOT) will be in place and lanes on both SR A 1 A and City side streets will
be intermittently closed to vehicular traffic. Sidewalks will also be intermittently closed to
pedestrians. This project has been delayed several months due to the lack of availability of
galvanized steel mast arms.
25-Foot Flagpole Installation
Staff installed a 25-foot flagpole at the entrance of the Public Works Services Department. The pole
was originally located at the old City Hall.

Banana River Park Electric Vehicle (EV) Charging Station
Staff installed the City's fourth electric vehicle charging station. This is one of the many stations the
City will be installing throughout the Community. In keeping with our Vision Statement, the City

New Emergency Response Trailer
PWS has acquired a new trailer that will be retrofitted with everything Staff will need for any
emergency that arises. Some of these items include a generator,pump, handwashing station,
sanitizing station, a roll-out shade awning, hoses, a cooler,barricades, traffic cones, caution tape and
every tool needed to accomplish a multitude of tasks. The purpose of this trailer is to decrease
response time for emergencies so the matter at hand can be tackled as quickly and efficiently as
possible.

Taylor Avenue Beach Crossover Renovation
Staff began the renovation of the Taylor Avenue beach crossover. Construction is projected to last
from four to five weeks, during which time the crossover will be closed. Staff is pulling all the old
wood out and remodeling the structures to provide a more accessible beach crossover. The stairs on
the east side are being removed and replaced with a smooth transitional ramp to provide easier
access for everyone.

WRF Sampling Event
The City's consultant collected liquid samples from the following WRF locations on September 7,
2018:
• WRF influent
• Area immediately prior to the reclaimed water tank
• Monitoring well near the maintenance building
The samples are being laboratory analyzed for poly-fluorinated alkyl substances (PFAs)by
Environmental Protection Agency (EPA) Method 537. These compounds were recently detected in
samples collected in Satellite Beach and Cocoa Beach. Lab results are expected the week of October
1, 2018.

Prevent Home Burglary
1. Many people feel somewhat helpless when it comes to home burglaries. It is common to hear
someone say, "If a burglar wants to break in,you're not going to stop them." Thankfully, this
is not the case. Burglars apply the same work ethic to breaking into homes that they do in life
—they are lazy and look for the easiest targets. As a result, you can greatly reduce your
chances of your home being burglarized if you follow some or all of the tips below to make
your home less of an easy target.
o Lock all doors, sliding glass doors and windows. Many burglars simply walk in.
o Close your garage doors all the way. People leaving their garage doors partially open
for pets or ventilation are an invitation to criminals. Criminals simply drop to the
ground, roll under the door and gain entrance to your garage. Once in the garage, they
can take their time breaking into your home. There are tools for them to use. It is very
easy to get into most homes through the garage. They can break through the walls
leading into the house or climb up into the attic and drop down through the ceiling
into your home.
o Equip all exterior doors with a deadbolt lock with a one-inch throw. The lock should
also have a highly pick-resistant cylinder. Some versions even have guard plate,
which adds to the security.
o Exterior doors that have windows or glass panels in them or near them are attractive
to criminals, especially side doors leading into garages. Criminals simply break the
glass, reach around and unlock the lock. For these doors, it is recommended that a
double-cylinder deadbolt be used. This is simply a deadbolt that needs a key for both
sides. When a criminal reaches around, he or she cannot turn the lock. For safety
reasons,please place an additional key on the inside of your home where you can
reach it easily in case of emergencies, but the burglar can't.

o Don't list your name on your mailbox or house. However, it is very important that
your house number is clearly visible for emergency responders. It is a good idea to
have your house number both on your mailbox and in a lighted location on your
home.
o Whenever you go outside, lock your doors and close your garage door, even if you
are just stepping next door or out mowing the backyard. It is not uncommon for
burglars to watch you do lawn work as they burglarize your home. They can see you
easily,but you cannot see them.
2. In addition, don't let criminals get too much visual information at your front door. Criminals
often times pose as someone legitimate so they can go to a front door to:
o See if anyone is home.
o See if the home is easy to break into.
o See if there is a dog.
o See if there is an activated alarm system.
o See if there appears to be anything worth stealing.
o If possible,block the view from the front door into your home. Install a door viewer
or peephole so that you can see visitors,but they cannot see you. If you have an alarm
system, use it. An inactivated alarm system, especially one that has a control panel
that can be seen from the front door, is an invitation to be burglarized. Consider
placing alarm and"Beware of Dog" signs or stickers around your front entrance even
if you do not have an alarm or a dog as an additional deterrent to thieves.
3. When on vacation, make your house look as occupied as possible.
o Have a trusted neighbor or friend remove accumulating newspapers and so forth.
o Consider placing interior lights on timers and exterior lights on dusk-to-dawn sensors.
(Keeping exterior lights on during daytime hours is a bad practice and can alert
criminals to the fact that you are away.)
o Consider leaving a locked vehicle (with no valuables)parked in the driveway or ask a
trusted neighbor to use your driveway to give the appearance someone is there.
o Reduce the amount of people you tell that you are leaving. Only tell those who truly
need to know.

18-00335930 Pursuant to a traffic stop, Dennis M. Harris Jr., B/M, 08/21/1990, was

inventory search of Mr. Harris' vehicle, 2.7 grams of FTP marijuana was
located.
18-335725 During a probation compliance check with probation and parole, Derek
Arrest Griffin,W/M, 03/20/1990 and Matthew Carpenter, WM, 11/07/1990, were
placed under arrest for on-site felony violation of probation after multiple
pieces of drug paraphernalia were located in common areas of the
residence. Both parties also claimed they have been using meth and heroin
recently.
18-00336013 Subsequent to a traffic stop, Amanda M. Jordan, W/F, 11/01/1988, was
Arrest arrested for possession of cocaine and possession of drug paraphernalia.
Howard McCurdy, B/M, 06/29/1983 was arrested for possession of a

the intent to sell, possession of marijuana, less than 20 grams,possession
of marijuana with the intent to sell, and possession of drug paraphernalia.
