Cape Canaveral Vision Statement We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming residential feel, characterized by low-rise buildings. This residential and business friendly atmosphere is a livable, attractive, safe, inclusive and sustainable coastal community that embraces the oceanside and riverside as the main amenities, and supports and promotes local tourism, culture, recreation, commerce, municipal civic interests and education. We envision: A City network of"complete streets"with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. "Complete street" amenities include bicycle facilities, covered transit stops and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved"complete streets"will allow us to travel calmly to intimate waterfront destinations and a walkable uptown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. We envision: Welcoming community entrance features that create a sense of arrival and unique community identity as The Space Between. The "uptown" and other areas will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact and enjoy drinks and dinner. Administrative Services Update for Week Ending February 2, 2018 City Manager's Office The City Manager's Office is responsible for the day-to-day administration of all City Departments in accordance with City Council's established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with Citizens, documents prepared, reviewed, approved and meetings/conferences held are numerous and may not be included in the Weekly Update. Highlights: • Communicated with Department Directors regarding various projects, issues, and initiatives. • Executive Assistant(EA)provided assistance to the City Manager and Department Directors. • EA assisted CCO/Directors with the proofing, reviewing and/or revising of the February 2, 2018 Weekly Update. • EA received and responded to several Community calls/emails. • Provided Lobby Receptionist coverage and helped hand out tee shirts and water bottles to Citizens signed up for the 2018 Mayors' Fitness Challenge. • EA communicated and met with Staff and Vendors on coordinating interior details for the new City Hall. • EA worked with IT to develop a new room reservation system for City Hall Conference Rooms and Training Room. • EA attended Weekly Staff Meeting with Department Directors. City Clerk's Office City Clerk's Office Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided coverage/assistance to the City Manager's Office and City Council. (� • At the first sign of symptoms,get to the Doctor for Tamiflu. /\ • Disinfect hard surfaces. . rte 1 �w` Healthcare Update Jeff Bezos, Warren Buffett and Jamie Dimon Want to Fix Health Care (Source: CNN Money, Bloomberg) Amazon is partnering with Buffett's Berkshire Hathaway and JPMorgan Chase, the Nation's largest bank, to get into the health insurance business. • The three companies plan to create a company that will provide their U.S. workers and families with a better option on healthcare. • All three companies have 840,000 global employees and while the initial effort will focus on providing health insurance for their employees, they also indicated that their efforts could benefit other workers. , • The new company will be "free from profit-making incentives and constraints." • Per Buffett, "We share the belief that putting our collective resources behind the Country's best talent can, in time, check the rise in health costs, while concurrently enhancing patient satisfaction and outcomes. The ballooning costs of healthcare act as a hungry tapeworm on the American economy." • Employers will be closely watching the progress made by this extraordinary partnership. • News of the innovative partnership precipitated significate stock price drops in firms such as United HealthCare, Aetna, Express Scripts and CVS. Millions More Americans were Uninsured at the End of 2017 The uninsured rate rose 1.3 percentage points to 12.2%last year,according to the Gallup-Sharecare Well-Being Index. That represents an increase of roughly 3.2 million Americans. This is the first increase since the Affordable Care Act went into effect. Where's the New 2018 W-4? (Source:Journal of Accountancy, IRS.Gov) The IRS issued Notice 2018-14 providing more guidance on the withholding rules changed by the passage of the Tax Cuts and Jobs Act. • The notice extends the use of the existing 2017 Form W-4. • Temporarily suspends the rule that employees must notify their ,. employers of changes in status that affect their withholding within 10 days. • Provides the new rate of optional withholding on supplemental wages. • Provides withholding on periodic payments (such as annuities) r when no withholding certificate is in effect be based on the payee as married claiming three withholding allowances. I Americans will need to use a new Internal Revenue Service online calculator to ensure their new paychecks are accurate, said Trump administration officials as they issued guidelines for implementing the recently passed tax law. The online calculator will not be available until sometime next month. If employees find their paychecks are inaccurate, it will be incumbent on the employees to tell their employers to make corrections. Senior Treasury Department officials said they expect employers to update their systems so that the new withholding tables go into effect by February 15, 2018. f OY/��6 VFEM ' Hurricane Irma 4'D5 • The HR/Risk Management and Administrative/ Financial Services Directors met with the City's newly assigned FEMA Project Manager. Despite assurances that the City would enjoy the continuity of a single Project Manager throughout the claims process, realities have proven otherwise. The newly assigned Project Manager assured the City that the transition process would be seamless. The team perseveres to remain optimistic. Greene, City Manager % FROM: John DeLeo, Administrative/Financial Services Director DATE: January 31, 2018 RE: Monthly Financial Report—December 2017 Staff is pleased to present the Monthly Financial Report for the period ending December 31, 2017. At this point in the Fiscal Year,the Year to Date Actuals should be 25%of the total annual budget. Total General Fund Departmental costs are under target at 19.5%. Administrative Services is running under target at 14.2%. Fire Rescue and Protective Services combined costs are slightly under target at 1.8%. Community and Economic Development and Building and Code Enforcement are under costs by 11%. Leisure Services is 9.8% below target. Non-Departmental expenditures are under budgetary projections at 7.5%. The Community Redevelopment Agency (CRA) has incurred $503 for the current Fiscal Year. Wastewater Fund overall costs are under target at 3%. The Stormwater Fund is under target by 15.3%. The Enterprise Capital Fund is under costs at 14.5%. The City's General Fund investments total $9,727,837.14; Special Revenue investments total $314,210.94; and Enterprise Fund investments total $948,240.18. City of Cape Canaveral Fund Narrative Period Ended December 3 I, 2017 Revenue Ad Valorem Tax To date, the City has received 79.1% of ad valorem revenue. The City saw a spike in this revenue source during the month of December and will continue in January as escrowed taxes are remitted to the County. Local Option Gas Tax This amount represents an accrual for November and December based on actual collections for October. Fiscal Year 2017-18 budget is slightly more than Fiscal Year 2016-17. Franchise Fees, Utility Service Taxes and Communications Service Tax This amount represents an accrual for November and December based on actual collections for October. This revenue is below target by 4.4%. Permits and Licenses Permits and Licenses are under target at 22.5%. This is a direct result of October fees waived due to Hurricane Irma. State Shared Revenues This amount represents an accrual for November and December based on actual collections for October. This revenue source is slightly under target at 24.6%. Garbage and Recycling Revenues This amount represents collections for the months of October, November & December. This revenue line is slightly below target at 24.1%. This revenue source, however, tends to fluctuate from month to month. Recreation Fees (Leisure Services) Recreation Fees are above target at 26.0%. These revenue source will continue to pick up as the year progresses and additional activities commence. Friday Fest continues to be a big success for the City. Investment Income Investment Income is under target at 23.2%. This should change as interest rates continue to move upward. Utility Operating Income (Wastewater Fund) Utility Operating Income is slightly under target at 24.4%. Stormwater Utility Fees (Stormwater Fund) Stormwater Utility Fees are under target at 22.6%. Beach Re-nourishment Project Project activities were slated to begin on or about January 27, 2018, but choppy waves and rough ocean conditions have delayed the start. North Reach portion of project (including Cape Canaveral) should be completed in mid-February. As with past beach improvement projects, pipeline and other equipment will be temporarily stored in the southern half of Cherie Down Park along Washington Avenue. Beach access for heavy equipment will be the Washington Avenue crossover area. More information about this project, and past beach re-nourishment projects, can be found on the Brevard County Natural Resource website. Public Works Services Staff has been removing any large chunks of vegetative debris before the beach re-nourishment project begins. Our natural beaches/sea turtles/coastline have taken quite a beating this year due to a VERY active hurricane season, harsh winter winds/storms and heavy surf conditions. Some residents have been posing questions on Facebook as to why the City is not cleaning the beach of the naturally occurring seaweed (beach wrack). The City is committed to preserving the sea turtle nesting area and our natural beach environment to include the beach wrack. 'I 41 Looking for a way to get some Mayors' Fitness Challenge active minutes on the beach? Well, pack up your SPF and grab a hat - it's time for our annual sea oat planting and beach cleanup! The Community will once again be planting 7,200 sea oats on the City's beaches to enhance the coastal area and stabilize our dunes by reinforcing the natural beach wrack. This annual project helps fortify Cape Canaveral's shoreline against erosion that occurs with hurricanes and other significant weather events. This year, we'll also be cleaning debris from the waterline, including micro plastics that have washed up recently. The City will provide all necessary planting supplies and trash bags, and refreshments will be available for volunteers during and after the event. All you need to bring is sun protection and a smile. Please come out and get fit while helping us keep our beaches beautiful and strong! I LI ROM MN II MINN The Community Engagement Director met with a representative from the Brevard County Natural Resources Management Department regarding this year's sea oat planting and beach cleanup scheduled for February 10, 2018. They were very enthusiastic about our projects and Community efforts regarding sea oats, sea turtles and beach wrack. The Community gathering point for the project will be the pavilion at Cherie Down Park, where volunteers can sign in and find trash bags, gloves and refreshments. City Staff will be onsite with several volunteers to help direct and instruct attendees. Each year Staff evaluates the beach and picks a different location to focus on for sea oat planting. This year, we are directing our attention to specific areas near or south of Cherie Down Park, in part due to the current fragile conditions of the dunes. The planned approach will insert sea oats in and on the dunes within existing open gaps. We will not know the exact locations of the planting event until we contact the beach nourishment project contractor on February 9, 2018. In addition to planting sea oats, the Community can assist in a beach cleanup and trash pickup that will encompass the entire beach and shoreline from just south of Jetty Park to Grant Avenue. We will be collecting trash, marine debris and micro plastics. Micro Plastic on the Beach and How You Can Help The City is currently exploring ways to use existing resources to address the micro plastics that washed up after Hurricane Irma and subsequent severe weather events. We also have a beach fitness/cleanup and dune restoration event planned for February 10, 2018. In the meantime, we need the Community's help to beautify our beaches. Here's what you can do: • Pick up micro plastic each time you visit the beach. Every bit helps and there are trash and recycling cans at the end of each beach crossover. • Organize clean-up groups with friends or neighbors. • Spread the word about the need for Community help cleaning micro plastics. • Drink from reusable aluminum water bottles rather than plastic bottles. • Know how to recycle properly. • Recycle plastics instead of throwing them in the trash. • Take reusable grocery bags to the store and invest in reusable produce bags. • Don't use plastic baggies. (They can't be recycled via residential recycling.) • Use compostable trash bags. • Ask for your drink without straws at restaurants. With your help, we can get our beach clean and pristine again! Building Division The Building Division conducted 67 inspections;processed 40 new Building Permit Applications; 46 permits picked-up/payments processed and $722.63 fees were waived for Hurricane Irma damage permits; processed 16 renewals (or new) Business Tax Receipts Alarm and/or Fire notices/payments. Highlights: • Responded to 139 e-mails, faxes and/or calls requesting permit, zoning and/or BTR information. Responded to 51 voicemails. • Processed four (4) new contractor's information packet (Contractor Lic., Liability Insurance and W/C Insurance) to allow them to pull permits in Cape Canaveral. • Contacted two(2)contractors regarding scheduling final inspections for building permits that are nearing expiration or recently expired. • Provided assistance in completing Building Permit Applications as needed. • Provided inspection results for 18 building permits. • Assisted 41 walk-in customers regarding miscellaneous items. • Processed three(3)payments for after the fact permit(work performed prior to obtaining a required Building Permit). • Processed one (1)payment for re-inspection fees. • Processed one (1)payment for plan review for new construction for a 224 room hotel. • Verified and/or scanned 290 pages of building Department documents. • Provided two (2)Notary services. Code Enforcement Code Enforcement performed day-to-day duties/responsibilities, assisted with various requests from the Public and provided office coverage throughout the week. Highlights: • Received 16 new requests giving life-safety issues priority, followed closely by Community appearance and property maintenance. • Assisted seven(7) citizens with Building/Code Enforcement requests at front counter. • Conducted 14 site inspections. • Removed ten(10) signs from right-of-way/telephone poles within the City. • Responded to 22 voicemails regarding complaints/inquiries. • Responded to eight(8) lien search requests. • Code Enforcement Officers continue to conduct daily Community sweeps for visible violations throughout the City. • Issued two (2) door tags for visible violations to be corrected. Q T C On January 25, 2017,the Culture&Leisure Services (CL&S)Advisory Board discussed the topic of on-leash pets in City public parks. The board unanimously voted to allow on-leash dogs in City public parks, while continuing to restrict all non-service animals from City beaches. Although the CL&S Advisory Board is strictly advisory in nature—as are all City Volunteer Advisory Boards their input is a representation of the City Council and Community desire for allowing reasonable pet access to City public parks. Staff has begun the process of replacing signage informing park visitors of the change, using social media to make residents and visitors aware and installing pet- waste bag dispensers at all City public parks to encourage pet owners to keep our shared green spaces clean. The added maintenance tasks of repairing and refilling these dog-related stations will be added to existing park maintenance duties. Over time,the Community Engagement Department will enlist resident volunteers to assist with refilling the stations at certain locations as part of a broader engagement initiative. Wastewater Treatment Plant - Sanitary Sewer System • Oxidation Ditch Rehabilitation Project. Full bypass operations from the Oxidation Ditch to the Equalization Basin were initiated on January 29, 2018. Upon emptying, the Ditch will be cleaned of all sand/debris and inspected by a structural engineer; any necessary repairs will be made by the City's contractor. New mixers and other equipment will then be installed prior to placing the Ditch back into service. Substantial completion date for the Oxidation Ditch Project is July 24, 2018. Current project construction completion: 85%. • Holman Road Sewer Replacement Project-Phases H/IIL Two bids were submitted for this Project on January 31, 2018 and are currently being reviewed. This Project includes the excavation/replacement of the sanitary sewer line from Holman Road to Lift Station No. 2 located on Center Street and will take 7-9 months to complete. Funding for the Project is through the City's State Revolving Fund(SRF) loan. • Force Main #3 Replacement Project. Construction drawings and bid specifications have been reviewed by Staff and are being finalized. A revised route will be used for the replacement force main shortening the line distance by over 800 feet and saving $30-40k in construction costs. This Project will be publicly bid within the next month; funding will be from the City's Enterprise Capital Fund. Stormwater • Statewide Annual Report (STAR). Staff prepared and submitted this Annual Report to Florida Department of Environmental Protection (FDEP). The Report summarizes all stormwater improvement projects performed by the City and details proposed projects for the next five years. • Wastewater Treatment Plant (WWTP) Shoreline Restoration Project. Construction drawings and bid specifications have been reviewed by Staff and are being finalized. The Banana River shoreline at the WWTP was severely eroded over the years and must be "armored"to protect critical infrastructure. Rip rap will be placed at key locations but not in mangrove areas; this Project is similar to shoreline restoration projects recently completed at Manatee Sanctuary and Banana River Parks. This Project will be publicly bid within the next month; funding will be from the City's Stormwater Utility. Infrastructure Maintenance • Brevard County Sheriff's Office (BCSO) Annex Improvements. Staff issued a purchase order to First Aluminum Products, Inc. for the construction of a replacement awning along the southern side of the BCSO building. The old awning was removed to install the new emergency generator. The City's electrical contractor also performed a training class for Staff on the proper operation of the new generator system. • City Hall Landscaping. Staff continues landscaping the new City Hall which includes low maintenance plant species and ground covers.
