Cape Canaveral Vision Statement We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming residential feel, characterized by low-rise buildings. This residential and business friendly atmosphere is a livable, attractive, safe, inclusive and sustainable coastal community that embraces the oceanside and riverside as the main amenities, and supports and promotes local tourism, culture, recreation, commerce, municipal civic interests and education. We envision: A City network of"complete streets"with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. "Complete street" amenities include bicycle facilities, covered transit stops and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved"complete streets"will allow us to travel calmly to intimate waterfront destinations and a walkable uptown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. We envision: Welcoming community entrance features that create a sense of arrival and unique community identity as The Space Between. The "uptown" and other areas will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact and enjoy drinks and dinner. We envision: An engaged and compassionate community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, acts progressively but deliberately and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors with goodwill. We envision: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos or a performance stage. Administrative Services Update for Week Ending January 12, 2018 City Manager's Office The City Manager's Office is responsible for the day-to-day administration of all City Departments in accordance with City Council's established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with Citizens, documents prepared, reviewed, approved and meetings/conferences held are numerous and may not be included in the Weekly Update. Highlights: • Communicated with Department Directors regarding various projects, issues, and initiatives. • Executive Assistant(EA)provided assistance to the City Manager and Department Directors. • EA assisted CCO/Directors with the proofing, reviewing and/or revising of the January 12, 2018 Weekly Update. • EA received and responded to several Community calls/emails. • EA communicated and met with Staff and Vendors on coordinating interior details for the move into the new City Hall. • EA arranged and attended training classes in prep for the move into the new City Hall. City Clerk's Office City Clerk's Office Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided coverage/assistance to the City Manager's Office and City Council. Highlights: • Records Management—Disposition completed on 7.5 cubic feet(5 boxes)of records;2 cubic feet(1 extra-large box)of records prepared for disposition;4.5 cubic feet of records(3 boxes) of records sent for offsite scanning; continued to prepare boxes/drawers of records for disposition and/or offsite scanning in preparation for the move to the new City Hall. • Public Records Requests —Coordinated with other Departments and City Attorney's Office to acknowledge/prepare response to two (2)requests for records: correspondence to the City regarding local business owner and records of correspondence regarding a condominium association. • Council Meetings — Attended December 19, 2017 Regular Meeting; processed items approved/adopted by Council; prepared/reviewed Agenda Items and finalized/published Agenda/Packet for January 16, 2018 Regular Meeting. • 2017 City Election—Campaign Treasurer's Report, Code 2017 TR, due from all Candidates by close of business February 5, 2018; two (2)reports have been received. • RFQ#2017-01 "New Multi-Generational Center and Repurpose/Renovate Former City Hall Building(CAPE Center)"—Received nine (9) Statement of Qualifications packets; attended RFQ Meeting; processed meeting minutes/paperwork. • Bid#2018-01 "Lift Station No. 2 Gravity Sewer Improvements —Phases II/III"—Ad ran in Florida Today on January 4,2018; in coordination with Capital Projects Director,distributed information packets to prospective bidders. Bid packets are due 2:00 p.m., January 31, 2018 in the City Clerk's Office; the Bid Opening to take place 2:15 p.m., January 31, 2018 in the City Hall Conference Room. • City Council Members — Following City Manager's final review, new Council Members were provided a digital copy of an orientation book. Each Department's role/function is presented in an easy-to-read and comprehensive format. Financial Services Financial Services Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the Public. Highlights: • Staff continued to work remaining open items for the City's Annual Audit. • Staff attended multiple training classes in preparation for the move to the new City Hall. Training areas included: operation of telephone systems; safety and security; and familiarization with Audio/Video Technology in the new Council Chambers. • Continued to meet with the Human Resources/Risk Management Director regarding claim status for Hurricane Irma. • Completed Financials for November 2017 (attached). Human Resources/Risk Manatfement Human Resources/Risk Management Staff performed day-to-day duties/responsibilities to include training, employee relations, applicant recruiting and screening, benefits administration, Staff performance evaluations and all matters pertaining to Workers' Compensation, General Liability and Property Insurance. A Few New Florida Laws for 2018 • Florida's minimum wage increased on N EW STATE LAWS January 1, 2018, to $8.25 an hour. In 2014 voters passed a constitutional amendment TAKING EFFECT THIS JANUARY that requires the Florida Department of Economic Opportunity to annually calculate the rate based on changes in a Federal consumer price index. • Health insurers and health maintenance organizations must offer "medication synchronization"to customers at least once a year. Under medication synchronization local HMO or health insurance providers are required to give customers the option of coordinating one day a month where you can pick up all your prescriptions. • If unmarried and divorced parents are unable to agree on time-sharing arrangements for their children, the Court can decide for them. • Law enforcement is allowed to review body camera footage while filing police reports in an effort to make investigations more accurate. • Therapy dogs will be allowed in the courtroom to help comfort child victims. • Ride sharing companies like Uber and Lyft now need to comply with the same State laws as taxi companies. . 7 11 Igt -Rolm ,_ ' * Tax Cuts and Jobs Act \‘ Y _ __ : *1:-'--- : 7; HR is awaiting the yet to be released IRS Form W-4 for 2018,the completion of which will be • Il . required of all employees as a result of the Tax i _ Cuts and Jobs Act signed into law by �� President Trump days before Christmas. Hurricane Irma Progress is slow in wrapping up the City's FMIT claim, a prerequisite for moving forward on FEMA reimbursement. The City's Flood Insurance is expected to go a long way towards restoring damages in the Public Works Services Plant Lab, break room and training room. HR/Risk Management will continue to aggressively follow-up with the FMIT claims processor until the City's property loss claim is satisfactorily resolved and payment is received. Greene, City Manager .t FROM: John DeLeo, Administrative/Financial Services Director DATE: December 22, 2017 ar../ RE: Monthly Financial Report—November 2017 Staff is pleased to present the Monthly Financial Report for the period ending November 30,2017. At this point in the Fiscal Year, the Year to Date Actuals should be 16.7% of the total annual budget. Total General Fund Departmental costs are under target at 13.7%. Administrative Services is running under target at 7.2%. Fire Rescue and Protective Services combined costs are slightly under target at.3%. Community and Economic Development and Building and Code Enforcement are under costs by 12.9%. Leisure Services is 6.2%below target. Non-Departmental expenditures are under budgetary projections at 6.3%. The Community Redevelopment Agency (CRA) has incurred $175 for the current Fiscal Year. The Capital Construction Fund related to construction of the New City Hall has incurred $3,714 in cost this Fiscal Year. Wastewater Fund overall costs are under target at 4.3%. The Stormwater Fund is under target by 9.8%. The Enterprise Capital Fund has not incurred any costs for the current Fiscal Year. The City's General Fund investments total $9,702,003.43; Special Revenue investments total $313,724.60; and Enterprise Fund investments total $946,859.34. The Grand total of all investments is $10,962,587.37. The Annual Rate of Return for each Investment is attached. If you have questions or wish anything additional, please contact me. City of Cape Canaveral Fund Narrative Period Ended November 30, 2017 Revenue Ad Valorem Tax To date,the City has received 23.1%of ad valorem revenue. The City will see this revenue source spike during the months of December and January as escrowed taxes are remitted to the County. Local Option Gas Tax This amount represents an accrual for October and November based on average collections from the previous ten months. Fiscal Year 2017-18 budget is slightly more than Fiscal Year 2016-17. This revenue stream is somewhat seasonal in nature. Franchise Fees,Utility Service Taxes and Communications Service Tax This amount represents an accrual for October and November based on average collections from the previous ten months. This revenue is above target at 17.6%. Permits and Licenses Permits and Licenses are below target at 13.8%. This is a direct result of October fees waived due to Hurricane Irma. State Shared Revenues This amount represents an accrual for October and November based on average collections from the previous ten months. This revenue source is right on target at 16.7%. Garbage and Recycling Revenues This amount represents collections for the month of October. This revenue line is slightly below target at 16.2%. However, this revenue source tends to fluctuate from month to month. Recreation Fees (Leisure Services) Recreation Fees are above target at 22.3%. These revenue sources will pick up as the year progresses and additional activities commence. Friday Fest continues to be a big success for the City. Investment Income Investment Income is slightly under target at 15.2%. This should change as interest rates appear to be moving upward. Utility Operating Income (Wastewater Fund) Utility Operating Income is slightly under target at 16.1%. Stormwater Utility Fees (Stormwater Fund) Stormwater Utility Fees are under target at 15.1%. Beach Re-nourishment Project Project activities should begin on or about January 27, 2018; North Reach portion of project (including Cape Canaveral) should be completed in mid-February. As with past beach improvement projects, pipeline and other equipment will be temporarily stored in the southern half of Cherie Down Park along Washington Avenue. Beach access for heavy equipment will be the Washington Avenue crossover area. More information about this project, and past beach re- nourishment projects, can be found on the Brevard County Natural Resource website. Public Works Services Staff has been removing any large chunks of vegetative debris before the beach re-nourishment project begins. Our natural beaches/sea turtles/coastline have taken quite a beating this year due to a VERY active hurricane season, harsh winter winds/storms and heavy surf conditions. Some residents have been posing questions on Facebook as to why the City is not cleaning the beach of the naturally occurring seaweed (beach wrack). The City is committed to preserving the sea turtle nesting area and our natural beach environment to include the beach wrack. They ended up beating Crossley Shear Wealth Management in the final game of the season. Congratulations to all teams for the hard work and great season. The game was broadcasted live on Periscope and an astounding 707 viewers enjoyed the evening's competition. A new season is slated to begin January 18, 2018 with many returning teams as well as a couple of new ones. Kickball is eagerly awaiting playoffs to start. Weather has not cooperated over the past two weeks causing games to be cancelled due to unsafe field conditions. Playoffs are scheduled to start on January 17, 2018. Tuesday Intermediate Racquetball was rained out this week, however the Wednesday Advanced league was able to play. Wednesday night Advanced Racquetball is entering its 11th week and nearing playoffs. Only 4 weeks remain until the regular season comes to a close and the playoff matchups will be set. Tennis has taken a huge step forward with the City now hosting league play three nights each week. Monday's, Wednesday's and Thursday's players take the courts in a competitive singles league. The City is beginning a doubles league on Wednesday mornings from 8:30 a.m. - 10:30 a.m. This league is a fun,round robin style of play where players can come out and play in a non-competitive atmosphere.Play was scheduled to begin this week, January 10, 2018, however was cancelled due to rain. Capital Projects Update Despite the daily rain, resurfacing of the shuffleboard courts is nearly complete. The multi- step/multi-layer process of resurfacing is very intricate and weather plays a big part in not only the ability to do the work but the speed of paints curing before the next step can be performed. The last item left is line painting and the courts will reopen for business. Weather permitting, this project will be complete next week. Kids Yoga in the Garden The Cape Canaveral Culture & Leisure Services Department will be offering a special kids yoga session in the Cape Canaveral's Community Garden on Saturday, January 13, 2018. Cape Canaveral fitness instructor, Rebecca Chapman, will instruct a specialized yoga session, geared towards children ages 6-12 years old and is designed to promote healthy lifestyle activities. Using music, games, and the refreshing outdoor atmosphere, children learn to focus their minds and stretch their bodies, all while having loads of fun. This one -of -a -kind yoga event will be held at 10:00 a.m. in Patriots Park located at 200 Long Point Road in Cape Canaveral. This session will also include a complementary tour of the Community Garden afterwards. Cost for this activity is $5.00 per child and parents are invited to join in for free. Wastewater Treatment Plant - Sanitary Sewer System • Oxidation Ditch Rehabilitation Project. Full bypass operations from the Oxidation Ditch to the Equalization Basin scheduled for late -January. A five-day test of the redesigned Equalization Basin was performed in December 2017 with no malfunctions. Final training session for Staff conducted on January 10, 2018. Substantial completion date for the Oxidation Ditch Project is July 24, 2018. Project publicly bid on January 4, 2018; bids are due January 31, 2018. This project includes the excavation/replacement of the sanitary sewer line from Holman Road to Lift Station No. 2 located on Center Street and will take 7-9 months to complete. Stormwater • West Central Boulevard Baffle Box Rehab. This baffle box was fitted with new interior screens for conversion to a more efficient "second generation" baffle box. Additional floating debris and sediment will be captured by the "new" baffle box thus improving water quality. The City will receive significant credits from FDEP's Total Maximum Daily Load (TMDL) Program for these improvements to water quality which again aligns with the City of Cape Canaveral's goals in the sustainability and initiatives taken in helping to save the Lagoon. West Central Boulevard baffle box location upon completion of construction activities - (note three, at -grade manholes) — looking east. Infrastructure Maintenance • Brevard County Sheriff's Office Generator. The mobile generator formerly located at Brevard County Sheriff's Office (BCSO) was replaced with a new, 100kw generator (stationary) which will provide service for both BCSO and the old City Hall. The generator formerly located at BCSO was transported to PWS for upgrades and future use throughout the City during power outages. • WWTP Shoreline Restoration. Staff and the City Engineer are finalizing bid specs and drawings to "armor" the Banana River shoreline adjacent to the WWTP. Mangroves located along the shoreline will not be impacted but will be used as part of a "living shoreline". The Project will also include moving the security fence away from the shoreline. Erosion of Banana River shoreline at WWTP — looking west. Miscellaneous • Annual Sea Oats Planting Event. This event is scheduled for February 10, 2018 at 9:00 a.m. at Cherie Down Park. Volunteers are needed to plant 7,200 sea oats along the City's beachfront; exact planting locations will be determined based on the progress of beach re -nourishment activities. This annual project is even more important this year due to beach/vegetation damage from Hurricanes Mathew and Irma. • Beach Renourishment Project — North Reach. Project activities will begin on or about January 27, 2018; North Reach portion of project (including Cape Canaveral) should be completed in late -February or early -March. As with past beach improvement projects, pipeline and heavy equipment will be temporarily stored in the southern half of Cherie Down Park along Washington Avenue. Beach access for the project will be the Washington Avenue crossover area. Resident parking will not be allowed in this area until project completion. More information about this project, and past beach re -nourishment projects, can be found on the Brevard County Natural Resources Management Department website: www.brevardfl. gov/NaturalResources/Beaches/RestorationProi ects. • SR A1A Mast Arm Project. Final engineering drawings were issued by Florida Department of Transportation (FDOT); project will be publicly bid in early -2018. Project is scheduled for construction in May 2018. Work will include: (1) installation of traffic signal mast arms at SR A1A intersections with Holman Road, Center Street and North Atlantic Avenue, (2) construction of intersection drainage improvements and (3) construction of numerous Americans with Disabilities Act (ADA) improvements (e.g., sidewalks and curbing). • Estuary Grant. Staff and the City Attorney will meet with Legal Staff from St. Johns River Water Management District (SJRWMD) to finalize documentation for mitigation at the Long Point Road site. An area developer proposed to clear cut and replant four acres at the City - owned property as part of required mitigation.
