• Staff has continued monitoring Laserfiche since a software upgrade and are pleased to see a
continued reduction in Web crawling spider bots "squatting" on public licenses for access to
the City's public records portal/Laserfiche web link.

Mental health is essential to everyone's overall health and well-being. Much of what we do physically
impacts us mentally, so it's important to pay attention to both your physical health and your mental
health, all of which will help you achieve overall wellness and set you on a path to recovery.

and anxiety, as well as heart disease, diabetes, obesity and other chronic health problems. It can also
play a big role in helping people recover from these conditions.
Getting the appropriate amount of exercise can help control weight, improve mental health and help
you live longer and healthier. Recent research is also connecting your nutrition and gut health with
your mental health. Sleep also plays a critical role in all aspects of our life and overall health. Getting
a good night's sleep is important to having enough physical and mental energy to take on daily
responsibilities. Stress can have a huge impact on all aspects of our health, so it's important to take
time to focus on stress-reducing activities like meditation and yoga.

Financial Services
Fiscal Year 2019-2020 Budget
• Met with FEMA to officially closeout all claims related to Hurricane Irma on the Federal side.
This will allow all funds to be obligated to the City for payment from the State of Florida.
• Completed submission of all data to Wells Fargo to begin the process of acquiring City credit
card service from Wells Fargo, which will allow for complete central banking.

City Staff and the Planning & Zoning Board will meet for a discussion on the more than 700
properties within the City that are improved with a residential structure, but are zoned commercial.
City Code prohibits residential structures in commercial zoning districts. These structures are
considered non-conforming and should one of them be destroyed, restrictions associated with non-
conforming properties would apply. For this reason, a long-term, comprehensive solution is proposed
that will reclassify these structures as conforming and will no longer be subject to restrictions

Proposed Code Chances Coming—#HeresTheDeal
Requirements of City Code Section 110-28 include: signs posted at the subject properties, notices
posted at City Hall and mailed notification of property owners within 500 feet of the subject property.
There are proposed City Code changes coming in an effort to implement a cost-savings measure to tax
payers + property owners. The City is proposing that notification methods to affected property owners
change with the times. Please note, the REQUIREMENTS are not changing just the mailing method of
communication to the property owners within 500 feet of the subject property. The City currently
sends United States Postal Service (USPS) Certified Letters (which costs the City approximately $7.50
a letter) as a courtesy notification method,but is proposing to mail all courtesy notices via USPS First
Class regular mail in order to notify property owners within 500 feet of subject property. It is
important to note that the City's process exceeds the notice standards required by the State of Florida
(link below). As always, the City will continue to go above and beyond by posting information in The
Weekly Update and on our website and social media platforms. For more information visit:

Building
• The Building Division conducted 78 inspections and completed 21 plan reviews. The division
also processed 32 new building permit applications and 43 payments for permits that were
picked up.
Code Enforcement
• Issued two notices of violation.
• Issued three courtesy letters for property conditions.
Code Enforcement Case Status
In conjunction with Code Enforcement and Community Engagement Staff, developed a more efficient
reporting process for residents/parties to find the status of City code enforcement cases. The new look
which will allow for easier tracking of cases, will be updated weekly and available on the City's

Community Engagement
Only let rain down the drain!
City Staff have begun placing medallions [Picture of rebuilt storm drain.]
on each of the City's newly rebuilt
concrete storm drain embankments that
serve as a reminder to residents and
visitors to not dump harmful substances
such as hazardous waste, cleaners,
vehicle fluids, medications, litter, or even
yard waste into the City's stormwater
system. It all flows to the Banana River
and Indian River Lagoon.
Some useful tips include:
• Checking your vehicle for fluid leaks
• Blowing grass clippings back onto your lawn
• Composting your yard waste
• Reducing or eliminating use of fertilizers or moving to naturally-based ones (the City uses
Green Gobbler).

Items of Local Interest
Estuary Property—Long Point Road
Removal of Brazilian Pepper Trees and other invasive species across the property continues. The
remaining removal activities will mostly be by hand due to close proximity to mangroves. Work
should be completed this week.
Future project tasks at the site include:
• May/June 2019
o Inspect for Brazilian Pepper Tree regrowth.
o Treat with herbicide if necessary.
• July 2019
o Replant site with native tree species. (The type of tree planted at each location will be
determined by land elevation, presence of surface water, etc. - generally 20' x 20'
centers).
Staff continues to work with St. Johns River Water Management District (SJRWMD) to obtain the two
wetland properties to the south of the City-owned site. The City would accept title to the properties
from SJRWMD and perform the same scope of work as on the City-owned site. All three properties
together would provide over 14 acres of protected wetlands along the Banana River. The mosquito
ditches will also be reopened to allow for the unimpeded flow of surface water. The majority of these
projects are funded by SJRWMD. Project updates are available in The Weekly Update, on the City

State Revolving Fund (SRF) Loan 05053
FDEP notified the City that the recently submitted Facilities Plan and related planning documents for
pending Loan 05053 are in conformance with SRF requirements (See attached). The City's loan
request for project design funds as described in the Facilities Plan is now on FDEP's agenda for the
May 8th priority list meeting.
Water Reclamation Facility (WRF) — Sanitary Sewer System
Public Sewer Discharge Ouestionnaire
Questionnaires were forwarded to selected businesses located in the City as part of an investigation
into sanitary sewer discharges. Staff will review analytical data available from the facilities and collect
sewer samples as necessary for laboratory analysis. This investigation is one of the requirements of the
Consent Order signed between the City and FDEP for the WRF.
Stormwater
Replacement of Stormwater Inlets
The City's contractor continues to replace 15 stormwater inlets throughout the City. Open-throat inlets
are being replaced with Type "C"inlets which trap more debris and are less susceptible to damage
from vehicles. This is a long-term maintenance project to replace all open-throat inlets in the City,
where practical. Twenty inlets are replaced each fiscal year.

Culture and Leisure Services
Street Eats on Taylor
On Saturday, May 11th, an international flair is descending on our City. Six amazing food trucks will
take over Taylor Avenue from 5:30 p.m. to 8:30 p.m. Light music will be played for ambiance with
Bavarian style tables and chairs set up on the street. Bring your appetite and friends, it will be a great
night!
2019 Backpack Jamboree—Mark your Calendar!
This year's Backpack Jamboree will take place July 10th (7:00 a.m. to 2:00 p.m.) and August 6th
(10:00 a.m. to 4:00 p.m.) at Cape View Elementary. The two dates will coincide with the school's
registration which has proven to be a win/win for the Community. Once again the City will be
partnering with VFW Post 10131 to bring this event to the Community. Children from all grade levels
that need a backpack will get one filled with necessary grade-specific supplies. This event is aimed to
help take away the financial worry of buying expensive school supplies and ensures that local kids
have a great start to the school year with the tools needed to be successful.
Rover's Space
The City's first off-leash dog spot was opened on Friday, May 3rd. While the rain delayed our Grand
Opening, Rover's Space is officially open to the public. It was a true labor of love for Staff to bring
this space to fruition. All of the agility equipment was hand-made by Maintenance Specialist Ian
Anderson and everyone in the Community Services Infrastructure Maintenance Division, including the
very talented crew, had a hand in making this space possible. Steve, Rick, Dave and Tim took pride in
ensuring the park was completed on time for everyone to enjoy. Their hard work is greatly
appreciated!

Monday Tennis is back! The first matches will begin on May 6th. We are excited for their return and
can't wait to see what the new players bring to the court! Wednesday Tennis is on the back end of the

season with a great playoff tournament on the horizon. Gary and Leslie are neck and neck heading into
make-up week. The next season is registering and will begin as soon as this season wraps up.
Thursday's league is off to a great start this season with a tough lineup of matches. Players just
completed their 2nd match of the season and things are off to a great start. Lou and Ryan both won
their first games and jumped out to an early lead in the standings.
Racquetball
Wednesday Racquetball is in full swing. Players took the courts this week for Week 5 of the regular
season. We are seeing competitive matches as players fight to gain some ground in the league
standings. No clear leader has emerged as they are all very much on par with each other.
Kickball
The Wednesday night Kickball League is back with seven registered teams for the spring/summer
season. Graham's beat JT's by a score of 6-2 in the first game of the season. W.S. beat G.T.R. in a
blow-out of 10-2. In the final game of Week 1, S.O.M.B. beat Red's in a close match ending in a final
score of 5-4.

Kristin is 33 years old and has played in the
Cape Canaveral Kickball League for 7 years.
Over the years she has led her team to one
Championship. Kristin hada full knee
replacement in December 2018 and is back on
the field every week helping her team win. She
has been an athlete her whole life: at the age of
14 she played soccer in Europe representing
the United States. In Kristin's free time she
likes to run around with her kids and dogs.
Kristin is the May 2019 Athlete of the Month for
the City of Cape Canaveral. Congratulations

On Thursday May 9th (at 2:00 p.m.) come on out to learn how to create fun cards with matching
envelopes! Donna Herring will teach you how to create these masterpieces. The cost of the class is

Cave Canaveral Book Club
Come join the Cape Canaveral Library Book Club! May's book selection is The Boys in the Boat by
Daniel James Brown. Copies are available for checkout at the Circulation Desk. A gathering of the
Club will take place May 31st (10:00 a.m. to 12:00 p.m.) for a lively and indepth discussion.

Multi-Generational Facility
Met with a representative from the City's Internet Service Provider to review budgetary options for
bringing Internet and Voice Over Internet Protocol (VOIP) technology to the Multi-Generational
Facility. Staff will analyze and compare the cost/benefit/payback period associated with microwave
Internet connectivity from the City Hall Facility vs. underground fiber optic connectivity.

Items of Local Interest
• Ocean Woods Buffer Zone update. A representative from the Ocean Woods Homeowner
Association (OWHOA) has submitted the Buffer Zone Property Survey and requested to meet
with City Staff next week regarding the necessary permitting for the removal of the overgrowth
of invasive Brazilian Pepper Trees in the North Buffer Zone adjacent to the Harbor Heights
neighborhood. Once the invasive trees are removed, the
HOA will obtain permitting for stormwater/drainage
improvements. Re-planting of appropriate trees will then
take place under conditions of the tree permitting.
• Forwarding the City's Vision Statement goal of a walkable
Cape Canaveral that retains and enhances its welcoming [Photo of Pierce Ave.]
residential feel, City Staff is working on an initiative toe
complete the sidewalks on both sides of Pierce Ave.
Director is addressing a handful of private properties with
encroachments (planters, signs, dumpster enclosures, etc.)
built in the planned sidewalk area; working with property
owners to amicably resolve for the benefit of all the
neighborhood's residents.
• Met with the owner of a vacant commercial property on SR
A1A to review the goals and tools of the City's Economic Opportunity Overlay District
(EOOD). The owner is interested in redevelopment consistent with the goals of the EOOD and
wishes to actively market the property.
• Attended Florida Highway Administration (FHWA) Training class sponsored by FDOT
District V at their Cocoa facility. The class provided an overview of FHWA's Emergency
Relief Program.

Vehicle Burglary Prevention Tips
The Brevard County Sheriff's Office would like to give you a few vehicle burglary prevention tips.
There are many things vehicle owners and residents can do to protect themselves, their neighbors and
their property. By taking actions to prevent vehicle burglaries and reporting suspicious activity,
residents can curb vehicle burglaries in their neighborhoods and public parking lots.
• Always lock your doors even if you are making a quick stop at the gas station, convenience
store or mall.
• Do not leave any personal property lying on the seats of the vehicle.
• Always put personal property away (out of sight) prior to arrival at your destination; place the
property under a seat or inside the trunk.
• If you have a pull-out stereo, take it with you. If you have a detachable faceplate stereo, take
the faceplate with you.
• Do not leave money in your cup holder or ashtray.
• Lock your glove box.
• Keep your garage door remote out of plain view, and if stolen, change the remote control
frequency.

• Do not leave a vehicle in unattended parking lots for an extended period.
• Never attach a tag with your name and address to your key ring. If the keys are lost or stolen,
the tag will lead a thief directly to your car and your home. If you have to leave your vehicle
with a parking attendant, leave only the ignition key.
• At night,park in well-lit areas with lots of people around.
• Consider an alarm system.
• Report to the Sheriff's Office any person(s) in your neighborhood who appear suspicious or
out of place. If possible, get a description of the subject(s) and a direction and mode of travel.
• Do not hesitate to call the Sheriff's Office if you are suspicious of someone or something.

SHERIFF'S OFFICE INVESTIGATION
DISMANTLES MAJOR DRUG ORGANIZATION
On May 1, 2019, the Brevard County Sheriff's Office culminated a multi-
month investigation into the distribution of Heroin, Fentanyl and
Methamphetamine. Sheriff's Agents with the Special Investigations Unit,
Fugitive Unit and Game Over Task Force spread across Brevard County to
arrest 100 members of a criminal organization distributing kilogram quantities
of the illicit drugs. The following subjects are from the City of Cape
Canaveral:
