Issue 14.19 of The Weekly Update April 29, 2019 City Clerk's Office Records Management ADA Compliance • Continued coordinating with Staff and other departments in ongoing ADA compliance activities. (www.cityofcapecanaveral.org/ada) Online Public Records • IT Contractor initiated upgrade to newer version of Laserfiche. Early observations since upgrade indicate a reduction in Web crawling spider bots "squatting" on public licenses. This will allow for easier, more reliable access to the City's public records portal/Laserfiche weblink. (www.cityofcapecanaveral.org/public_records) Public Records Requests • In coordination with Community Development and Capital Projects, fulfilled requests for property history and bid records. • Acknowledged and coordinated with Community Development and Financial Services in response to new requests for Business Tax Receipt (BTR) and procurement records. Issue 14.19 of The Weekly Update April 29, 2019 Human Resources/Risk Management Supreme Court Will Hear Cases on LGBTO Discrimination Protections Title VII of the Civil Rights Act of 1964 makes it unlawful to hire, fire or otherwise discriminate [Rainbow Flag Graphic] against any individual with respect to their pay or terms of employment because of an individual's race, color, religion, sex or national origin. The Pregnancy Discrimination Act of 1978 amended Title VII to provide protections for pregnant women and The Americans with Disabilities Act of 1990 (ADA) made it unlawful to discriminate in employment against an individual with a disability. In October of this year, the Supreme Court has agreed to hear three cases which will determine whether Title VII's ban on sex based discrimination applies also to sexual orientation and sex stereotyping. With this case, the Supreme Court will address pending LGBTQ protections,proving much needed guidance to employers and employees. The City of Cape Canaveral proactively supports LGBTQ inclusivity in all areas of City services and employment. We look forward to the Supreme Court reaffirming every individual's right to fully participate in all areas of society and realize their maximum potential. Issue 14.19 of The Weekly Update April 29, 2019 Community Development Planning Code Enforcement Case Status In conjunction with Code Enforcement and Community Services Staff, developed a more efficient reporting process for residents/parties to find the status of City code enforcement cases. The new look, will replace the code enforcement case map and allow for easier tracking of cases. The list will be updated weekly and available on the City's webpage. Resiliency • Participated in a phone conference with the East Central Florida Regional Planning Council (ECFRPC) to discuss items relating the City of Cape Canaveral's vulnerability assessment. To learn more about tree protection in the City, visit: https://library.municode.com/fl/cape_canaveral/codes/code_of_ordinances?nodeld=SPBLADE CO_CH102VE_ARTIITRPR Proposed Code Changes Coming—#HeresTheDeal Requirements of City Code Section 110-28 include: signs posted at the subject properties, notices posted at City Hall and mailed notification of property owners within 500 feet of the subject property. There are proposed City Code changes coming in an effort to implement a cost-savings measure to tax payers+property owners. The City is proposing that notification methods to affected property owners change with the times. Please note, the REQUIREMENTS are not changing just the mailing method of communication to the property owners within 500 feet of the subject property. The City currently sends United States Postal Service (USPS) Certified Letters (which costs the City approximately $7.50 a letter) as a courtesy notification method but is proposing to mail all courtesy notices via USPS First Class regular mail in order to notify property owners within 500 feet of subject property. It is important to note that the City's process exceeds the notice standards required by the State of Florida (F.S. 166.041) (www.leg.state.fl.us/Statutes/index.cfm?App mode=Displav Statute&URL=0100- 0199/0166/Sections/0166.041.html). Issue 14.19 of The Weekly Update April 29, 2019 Building • The Building Division conducted 91 inspections and completed 30 plan reviews. The division also processed 32 new building permit applications and 54 payments for permits that were picked up. Code Enforcement • Issued one notice of violation. • Issued six courtesy letters for property conditions. Community Services Community Engagement 2019 International Youth Exchange The Japanese students are coming back to the City of Cape Canaveral! We have once again been contacted by the International Youth Exchange Program from Kimotsuki, Japan to organize host families for a group of exchange students visiting the Space Coast. Based on the success of the 2018 program, another group of 12 students will be visiting August 20 - 25, 2019 in an effort to encourage English education and cultural understanding. The City of Kimotsuki is the "Cape Canaveral" of Japan as they also launch rockets from there! Families are needed to host two students each during their visit. Hosting is done on a volunteer basis, comes with some responsibility and does require you to complete a short and very simple application. If you are interested in being a host family, please contact Samantha Soedetz via email at: kimotsuki.cir@gmail.com as soon as possible. Please note there is a 13-hour time difference. Issue 14.19 of The Weekly Update April 29, 2019 Stormwater Stormwater Inlets The City's contractor is currently replacing 15 stormwater inlets throughout the City. Open-throat inlets are being replaced with Type "C" inlets which trap more debris and are less susceptible to damage. This is a long-term maintenance project to replace all open-throat inlets in the City, where practical. Twenty inlets are replaced each fiscal year. Culture and Leisure Services Rover's Space + 2019 Student Art Show + Friday Fest = May 3rd! The City of Cape Canaveral always seems to have something to celebrate and this Friday will be a "three-for-one" festivity with the ribbon-cutting for Rover's Space, the 20th Annual Student Art Show and our monthly Friday Fest all rolled into one fun-filled event for the Community! #1 - The grand opening celebration for Rover's Space - the City's first off-leash area for dogs, will begin at 5:30 p.m. in the plaza adjacent to City Hall (100 Polk Avenue). Dog owners are encouraged to dress up [Rover's Space graphic.] their four-legged friends for the Sun, Space & Sea® doggy costume contest. The winners of the contest will be crowned "King & Queen" and they will lead the pack in a parade of pooches around the block to the entrance of the park. + • ' #2 - The Student Art Show portion of the event will take place (rain or shine) in the Cape Canaveral Public Library located at 201 Polk Avenue from 6:00 - 7:30 p.m. The show will feature student artwork submitted from 15 Brevard area schools (grades K— 12) as well as from several local home school families. Awards for Best in Show and Best of Grade will be presented on the main stage at 7:00 p.m. (weather permitting). Area schools represented include: Stevenson Elementary, Westside Elementary, Hoover Middle School, Bayside High School, Kennedy Middle School, St. Mark's Academy, Cape View Elementary, Space Coast Jr./Sr. High School, Rockledge High School, Enterprise Elementary, Roosevelt Elementary, Odyssey Charter(Lower), Jackson Middle School, Tropical Elementary and Merritt Island High School. #3 - And bringing it all together is Friday Fest - a free, family + on-leash dog friendly, Community event that runs from 6:00— 10:00 p.m. on Taylor Avenue. There will be dozens of craft vendors and local artists,plenty of food trucks and a kid zone filled with bounce houses to keep the little ones busy. Live entertainment will be provided by the band Perfect Tuesday and beer/wine sales will benefit the Cape Canaveral Soccer Club. Issue 14.19 of The Weekly Update April 29, 2019 Cape Canaveral Featured in Indian River Journal's Summer Issue Hot off the presses! Cape Canaveral makes top billing once again in the 2019 Spring/Summer issue of the Brevard County Historical Commission's Indian River Journal (IRJ). With so [picture of journal] much attention focused on the 50th Anniversary of Apollo 11, it's easy to forget the rest of the history that was happening at that time. Staff Historian Molly Thomas saw this as an opportunity to explore the incredible changes the City experienced during that exciting decade in The Space Between®. In her article, Cape Canaveral: A Place in Time & Space, Ms. Thomas collaborated with both current and former residents to paint a picture of life in the City, as they lived here in the 1960s. Port Canaveral also gets a nod in this issue with an article by George Kistner III, the Records and Information Manager from the Canaveral Port Authority. The new season will start on May 1st with seven teams on deck. Players are excited to take the field again for a new season of friendly competition. Tennis Monday night tennis is looking for players to start a beginner's level league. If you are new to the game and looking to get some court time in with players on your level, contact the Culture and Leisure Services Department at (321) 868-1226. Wednesday night tennis is nearing the mid-way point of the season with players making their final push to get the highest possible seed before playoffs. Thursday's league fires up this week with many new faces making their debut on the Cape Canaveral courts. Racquetball The Wednesday night racquetball league is in full swing with players taking the courts each week in what is shaping up to be an exciting season! Kids ages 6-12 will get to experience a fun and educational camp teaching them about sports, space, arts and much more! For the low cost of$50/week for City of Cape Canaveral residents and $60/week for non-residents, this camp provides an extremely affordable and engaging opportunity for your child! 2019 Egg Hunt Another successful egg hunt is in the books! 4,000 eggs were placed within three main areas of Canaveral City Park and close to 300 children showed up to take part in this awesome tradition. The Astro Bunny made landfall during the event which amplified everyone's excitement. Planning has already started for next year's event as a new temporary location will be used while the park is redeveloped, stay tuned! Issue 14.19 of The Weekly Update April 29, 2019 Economic Development Department Multi-Generational Facility • The Architectural Firm has submitted a draft architectural presentation for the upcoming Community Appearance Board (CAB) meeting to be scheduled soon. Other Items of Local Interest • Ocean Woods Buffer Zone update: Staff received an email that the current Homeowner Association (HOA) President has resigned and all correspondence will now be with an appointed Property Manager. The Property Manager indicated that the required Buffer Zone Property Survey should be available within the week. Using the survey, the HOA will work with the City to obtain permitting for the removal of the overgrowth of invasive Brazilian Pepper trees in the North Buffer Zone adjacent to the Harbor Heights neighborhood. Once the invasive trees are removed, the HOA will obtain permitting for stormwater/drainage improvements. Re-planting of appropriate trees will then take place under conditions of the tree permitting. • Continued discussions with the Founder of Zagster to review terms of a potential Micromobility Pilot Program in the City of Cape Canaveral. • Director continues Continuing Education virtual classes required for the maintenance of State Licenses (Building Code Administrator, Plans Examiner and Inspector). • Attended Florida Department of Transportation(FDOT) Community Traffic Safety Team (CTST) meeting. The group was updated on the City of Cape Canaveral's Micromobility Initiative status. • Volunteered at the City of Cape Canaveral Arbor Day Event. • As part of a Community Outreach Initiative, Director served on a 1-day United Way Allocations Panel, reviewing the effectiveness of Early Education Programs in Brevard County. The Panel toured three facilities, reviewed established performance metrics and made corresponding recommendations on future funding levels. Vacation Preparation Summer and vacations are supposed to be fun times. You can continue to keep your home safe and secure even while you're away by following a few simple steps: • Contact the Cape Canaveral Precinct at (321) 868-1113 and request a "house check" while you are away. • Notify a trusted neighbor that you will be away. Provide them with a key and let them know how to reach you. Also give them your car description and license plate number. Don't forget to take their telephone number with you so you can check in during your vacation. • Contact your newspaper and request a "vacation hold" or temporarily cancel your subscription while you are away. • The Postal Service provides a "hold mail" service, which will safely hold your mail while you are away. Use auxiliary locks, when possible, especially on the sliding glass door. • Use timers on lights and a radio to go off at appropriate times to give the appearance of normal activity. • Turn off the ringer on your telephone so it can't be heard from outside. • DO NOT leave a message on your voice mail that you are away on vacation. • Keep all drapes/shades/curtains in their normal daytime position so that neighbors or police can see into your house. Better yet, ask your neighbor to open and close them daily. • If you are leaving vehicles at your home, make sure they are LOCKED and remove garage door openers. • Ask your neighbor to park in your driveway. • On trash days tell your neighbor they can put their garbage out in front of your home. • Lock your garage door. Disengage or turn off power to the automatic door opener. • Check your lighting to make sure it's in proper working order. Lighting is the#1 crime deterrent! Greene, City Manager FROM: John DeLeo, Administrative/Financial Services Director DATE: April 25, 2019 RE: Monthly Financial Report—March 2019 Staff is pleased to present the Monthly Financial Report for the period ending March 31, 2019. At this point in the Fiscal Year, the Year to Date Actuals should be 50% of the total annual budget. Total General Fund Departmental costs are under target at 37.8%. Administrative Services is running under target at 41.5%. Fire Rescue and Protective Services combined costs are above cost by 1%. Community and Economic Development and Building and Code Enforcement are under costs by 15.8%. Leisure Services is 8.6%below target.Non-Departmental expenditures are above budgetary projections at 57.4%. The Community Redevelopment Agency(CRA)has incurred $846,077 in expenses for the current Fiscal Year; $737,958 represents the repayment of annual debt service. Wastewater Fund overall costs are over target by 1.5%. The Stormwater Fund is under target by 20.9%. The Enterprise Capital Fund is under target at 30.7%. The City's General Fund investments total $9,809,942.72; Special Revenue investments total $320,611.11; and Enterprise Fund investments total $741,719.93. The Grand total of all investments is $10,872,273.76. The Annual Rate of Return for each Investment is attached. If you have questions or wish anything additional, please contact me. City of Cape Canaveral Fund Narrative Period Ended March 31, 2019 Revenue Ad Valorem Tax To date, the City has received 92.6% of ad valorem revenue. The City saw a spike in this revenue source during the month of December. To date,we have received most of the budgeted ad valorem revenue and the balance will trickle in during the months of April and May. Local Option Gas Tax This amount represents an accrual for February and March based on actual collections for October through December. Fiscal Year 2018-19 budget is slightly more than Fiscal Year 2017-18. Franchise Fees, Utility Service Taxes and Communications Service Tax This amount represents an accrual for January and February based on actual collections for October through January. This revenue is below target at this point, however, this trend will improve. Permits and Licenses Permits and Licenses are above target at 61.5%. This is a direct result of business tax renewals and an increase in building permits. State Shared Revenues This amount represents an accrual for February and March based on actual collections for October through January. This revenue source is slightly below target at 48.4%. Garbage and Recycling Revenues This amount represents collections for the months of October through March. This revenue line is slightly under target at 49.1%. This revenue source, however, tends to fluctuate from month to month. Recreation Fees (Leisure Services) Recreation Fees are on target at 50.2%. This revenue source will continue to pick up as the year progresses and additional activities commence. Friday Fest continues to be a big success for the City. Investment Income Investment Income is above target at 119.3%. This is due to interest received from the maturity of a Term Series CD. Utility Operating Income (Wastewater Fund) Utility Operating Income is slightly above target at 51.5%. Stormwater Utility Fees (Stormwater Fund) Stormwater Utility Fees are under target at 46.3%.
