City Clerk's Office
Records Management
ADA Compliance
• City Clerk's Office (CCO) was informed by the City's codification and online code-hosting
contractor, Municode, of their compliance with ADA requirements (Code available at:
library.municode.com/fl/cape canaveral/codes/code of ordinances).
• CCO continued coordinating with Staff and other departments in ongoing ADA compliance
activities; www.cityofcapecanaveral.org/ada.
Online Public Records Portal/Laserfiche Weblink—Spider Bots and Crawlers
Staff and IT continue to work with the vendor to resolve online issues in accessing public records
through the City website. Staff continues to actively monitor and resolve web crawling spider bots or
"crawlers" during work hours. Although the City recently purchased additional licenses to better serve
its customers, please be advised that access to the Portal may be limited outside of City business hours
of 8:30 a.m. to 5:00 p.m., Monday through Friday. If you have questions or need assistance, please
contact the City Clerk's Office.
Public Records Requests
In coordination with Community Services, City Attorney's Office and Community Development Staff,
acknowledged and responded to requests for reported concerns records and business tax receipt
records.

Recorded one Code Enforcement Satisfaction and Release document with the County.

Finalized preparations with SCLOC Staff, sponsors and convention center personnel and attended
City-hosted April meeting. Canaveral Fire Rescue Chief Dave Sargeant gave a presentation regarding
the safety preparations and future use of liquefied natural gas at Port Canaveral.

National Work Zone Awareness Week
This year, the National Work Zone Awareness Week (NWZAW) was April 8th—April 12th, 2019, with
the theme "Drive Like You Work Here". NWZAW is held annually at the start of the road
construction season. Safety tips for driving in work zones include the following:
• Plan ahead-work zones account for 10% of overall congestion. Expect delays and leave early!
• Obey road crews and signs.
• Slow down.
• Move over.
• Avoid distractions.
• Watch for sudden stoppages - 25% of fatal work zone crashes involved rear-end collisions.
• Watch for large vehicles and avoid sudden lane changes in front of trucks - 50% of fatal work
zone crashes involve large trucks or busses.
U.S. Labor Market Dynamics
It should come as no surprise that there are an increasing number of jobs requiring analytical skills and
knowledge of data science. An analysis of hiring trends paints an interesting picture of how innovation
is impacting skills needs and pay trends.
• Expect the workforce to move away from the need for manual dexterity and strength.
• Robots will not eliminate jobs,but rather increase demand for workers with broader sets of
skills relating to marketing and data analysis.
• Mechanical engineers, CNC machinists and plant managers are currently in high demand and
will continue to be so, with wages increasing as qualified workers become more difficult to
find.

Financial Services
Technology Meeting with Wells Fargo
The Finance Team met with Wells Fargo to discuss new technology in the areas of security, credit
card software and customer service enhancements. Meetings like these ensure the City of Cape
Canaveral citizens are receiving the best quality banking and service they deserve.
Fiscal Year 2019-2020 Budget
Preparation for the Fiscal Year 2019-2020 Budget has begun. Budget worksheets have been
distributed to all Department Directors. The Proposed Budget process goes through a series of defined
stages and culminates on July 1, 2019 with a Proposed Budget delivered to Council.
Community Development
Planning
• In conjunction with the City Engineer conducted field inspection to review several site
development issues for a property on W. Central Boulevard. Items included site visibility and
stormwater inlet damage.
• Met with Code Enforcement Staff on strategies to improve department's reporting on activities
and accomplishments.

• The Building Division conducted 71 inspections and completed 16 plan reviews. The division
also processed 37 new building permit applications and 41 payments for permits that were
picked up.
• Compiled Quarterly Surcharge Report for Department of Business & Professional Regulation.

• Issued six courtesy letters for property conditions.

• TIMING of fertilizer application. It's a thing and it matters!
Sec. 92-5. - Timing of fertilizer application.
No applicator shall apply fertilizers containing nitrogen and/or phosphorus to turf and/or
landscape plants during the prohibited application period, or to saturated soils. In addition,
fertilizer containing nitrogen or phosphorus shall not be applied to turf or landscape plants
during the restricted application period, defined as June 1 to September 30.

Research what you are putting on your lawn. The City recently purchased, and is exploring the
use of a vinegar based weed killer called Green Gobbler. You can order or learn more about

Infrastructure Maintenance (IM)
• IM Staff worked with Eau Gallie
Electric (EGE) to replace the
malfunctioning solar light on the
corner of Harrison and Ridgewood
Avenues. EGE also installed a solar
light damaged last year by a utilities
contractor at the intersection of
Washington and North Atlantic
Avenues.
• Staff worked to clear a line of site
concern in the median area of West Central Boulevard west of the Central Ditch. Two cabbage
palms were removed from the median, and will be replaced with trees planted in different
locations throughout the City.
• IM completed work at the intersections of Orange and Taylor Avenues and Poinsetta and
Taylor Avenues where Staff re-sod sidewalk erosion areas. Re-sodding these areas will keep
the sidewalks safer for bikers and pedestrians. This will be an ongoing project throughout the
City.

• Staff worked to install new lettering
(100 Polk Avenue) and freshen-up
the marque in front of the City Hall

• Staff contacted Superior Coatings to
continue installing a clear anti-slip
safety coating on City crossovers in
an effort to provide better traction
for beachgoers. The product was
installed on three crossovers
(Jefferson Avenue, Madison Avenue and Tyler Avenue) in January of this year, to test the
product before committing to more crossovers. Due to its success, the City plans on getting the
last eight crossovers completed before the end of June. From Thursday to Saturday Superior
Coatings applied the coating to the Lincoln Avenue, Monroe Avenue and Tyler Avenue
crssovers.
Other Items of Local Interest
Estuary Property—Long Point Road
Florida Department of Environmental Protection (FDEP) issued an Environmental Resource Permit
for the City's Estuary Property at the western end of Long Point Road. The contractor is mobilizing to
the site and will begin work this week (April 15th). The scope of work includes the cutting of Brazilian
Pepper trees and other invasives and replanting with native species. The removal of invasives should
take approximately two-to-three weeks; replanting is typically performed one-to-two months after
removal. Site activities are being funded primarily by St. Johns River Water Management District
(SJRWMD). Staff forwarded a letter to area residents informing them of the site activities and project
schedule. Project updates are available in The Weekly Update, on the City web page and on City social
media posts.
Central Ditch Mangrove Trimming
Two bids were received on April 12th for the removal of invasives and trimming of mangroves along
the Central Ditch; bids are currently under review by City Staff. The work area will be from West
Central Boulevard to the "bend" in the ditch located east of Wendy's Restaurant. Additional areas
along the ditch west of the "bend" (including west of SR A1A) will be trimmed in FY19/20. Invasives
and mangroves have encroached on the Central Ditch waterway and are inhibiting surface water flow.
Water Reclamation Facility (WRF) — Sanitary Sewer System
WRF Tank Cleaning
This Project was completed the week of April 8th and included the removal of sand and grit from four
tanks at the WRF. Removal of excessive amounts of sand and grit improves efficiency of the treatment
process throughout the plant. Approximately 40% of the total project cost ($60,929) was funded from
a grant from FDEP.

Commercial/Industrial Business Ouestionnaire
Staff is finalizing a questionnaire to be distributed to commercial businesses and industrial facilities
located within the City as part of an illicit discharge study. Goals of the study are to identify: (1)
chemical compounds which are discharged into the City's sewer system and (2) illegal chemical
discharges which could disrupt the treatment process at the WRF. This study is a requirement of the
City's consent order with FDEP dated July 2018.
Stormwater
Inlet Replacements
The City's contractor replaced stormwater inlets with Type 'C' inlets at the following locations:
• Taylor and Magnolia Avenue intersection—NW, SW and SE corners
• 200 block of Harrison Avenue (2)
This is part of the City's long-term project to replace all stormwater inlets with Type 'C' inlets since
they trap much more debris than open throat inlets.Culture and Leisure Services
Summer of Space—Movie in the Park—First Man
You're invited to Canaveral City Park this Friday, April 19th for a showing of First Man. This PG -13
rated movie will be part of the City's #SummerOfSpace celebration. Concessions will benefit Space
Coast Little League with field games and entertainment starting at 6:00 p.m. Movie will start at 7:00
p.m. (dusk). Come experience what put Cape Canaveral on the map, and humans on the Moon!
The Egg Hunt—Free Admission!
This Saturday, April 20th will be a very special morning as the City's decades old Egg Hunt will take
place at Canaveral City Park (7920 Orange Avenue) starting at 10:00 a.m. sharp! The "Astro Bunny"
will make a special appearance for pictures pre and post hunt. Special eggs will be hidden within each
age group's area for an 'out of this world' prize. Over four thousand eggs will be hidden for children
ages 10 and under to find. Staff will be on site to assist with any special need or request, look for us
wearing the red polo shirts. Hope you can make this "Egg-cellent Event!"
Space Coast Art Festival
The Space Coast Art Festival (SCAF)notified the City (See attached) that the event would no longer
be held in the City of Cape Canaveral. The termination notice was done in compliance with the
executed Event Agreement.
The event was first held at Manatee Sanctuary Park on Thanksgiving weekend 2017 and directly
competed with an art show held in Cocoa Beach. Post-event feedback indicated that lack of proper
advertising and confusion between the two shows contributed to low attendance numbers. However,
one of the biggest factors affecting the show from the onset was parking; with only 44 paved parking
spaces and approximately 40 spaces designated for overflow parking, onsite parking was not able to
meet the parking needs of the event. At the first meeting held with the group in 2017, parking
limitations and concerns were discussed and the event was approved with a significant number of

parking spaces provided by offsite parking and shuttle rides from nearby locations (Radisson Resort at
the Port"field", Puerto Del Rio adjacent "field" and 8550 Astronaut Boulevard).
Additional planning between City Staff and the SCAF organization was to help ensure the 2018 Event
was successful. The ongoing challenge of parking was discussed at length as well as signage concerns
as Manatee Sanctuary Park's proximity to SR Al A made it necessary to direct traffic via temporary
signs. The 2018 SCAF was held the last weekend of October. Attendance had increased, but remained
below expectations, leaving both show organizers and artists unsure as to whether or not a 2019 event
would take place.
In 2019, with current and/or planned construction taking place at the Radisson Resort at the Port
property, Puerto Del Rio adjacent "field" and at 8550 Astronaut Boulevard, the availability of offsite
parking has decreased. Going forward, Staff recognizes that fewer options will be available within the
City to accommodate offsite parking and events of this size at Manatee Sanctuary Park.
Although the City of Cape Canaveral clearly demonstrated its commitment to the success of the Space
Coast Art Festival ($5,000 event sponsorship,waivers for permit fees and facility rental fees, loaning
of equipment and many hours of Staff time), at this time the City does not know where or if the event
will take place in 2019,but we wish the SCAF the best of luck with future endeavors.
As a reminder, for the past 13 years, the City has hosted the Central Brevard Art Association's annual
show and sale at the Cape Canaveral Public Library. This long running show spotlights over 30 juried
artists each year, this show continues to thrive and will return February 8th of 2020. Furthermore, the
opportunity for a City organized outdoor art show will be closer to fruition once the C.A.P.E. (Culture,
Arts, Preservation and Enrichment) Center is fully operational at 105 Polk Avenue (previous City Hall
building).
Athletic Leagues
Kickball
The run for the Championship looks to be very tight at this point. Reds' Cabin will play Who's Sober
to determine a place in one semi-final game while Grahams will play 2 Legit to Kick for a spot in the
other. Next week we will have the two semi-final games at 6:30 p.m. and 7:30 p.m. with an exciting
Championship at 8:30 p.m.
Tennis
Monday tennis is currently registering for next season! There are only two spots left in this league so
if you are interested, please email r.shaw@cityofcapecanaveral.org before it's too late. Wednesday
tennis is nearing the end of the season. Players are looking to squeeze into the playoff rounds to have a
chance at competing for the title. We are currently registering for next season, if interested please
contact our office ASAP. Thursday tennis will have the Championship match this week between Ryan
B. and Gary S. Ryan looks to dethrone the great Gary for the first time in 4 seasons! If you're
interested in playing tennis on Thursday nights, contact us and you'll be in the game!

Racquetball
Wednesday racquetball season is in the second week and already a great atmosphere to be around. A
very intense, but friendly competition is showing signs of a great season ahead.
Summer Camp
Interviews for Staff continue to take place and parents continue to register their children for this
amazing Summer Camp experience! The camp includes weekly field trips, guest presenters,
entertainers and much more for the low cost of $50/child per week for Cape Canaveral residents and
$60/child per week for non-residents. Don't wait to sign your camper up for the best and most
affordable summer camp in Brevard County!
Economic Development Department
City Hall (100 Polk Avenue) Status
• The contracted A/C maintenance company completed their first (quarterly) scheduled A/C
service on the equipment at City Hall.
• Contractor continued punchlist items with interior tile and base repairs.
• Working with an additional electrical contracting company to get a proposal to provide
infrastructure for additional EV Charging Stations in the parking lot.
Multi-Generational Facility
• Staff is obtaining quotes for directional boring work to provide utilities and services to the
facility.
• City of Cocoa Utilities Department has approved the water connection plan. The approval also
references policy requirements during construction and for post-construction acceptance.
• Members of Staff met with representatives of the contractor who will be installing the
Reclaimed Water Vault Valve at Canaveral City Park. The company will provide a proposal to
install the Cortez Sectional Bathroom Building (a set-in-place, one-piece bathroom facility to
be located south of the east little league field dugout). This bathroom facility will serve the
entire park.

• Staff is investigating the possibility of providing electric utility to both the Cortez Sectional
Bathroom Building, and an electric vehicle (EV) charging station in the parking lot via the
electrical panel in the east little league field dugout.
• Civil Engineer has submitted application packets for two City Board meetings: Community
Appearance Board (CAB) and Planning & Zoning Board (P&Z).

Dockable Micromobilitv Service/Dockable e-scooter Program
• Staff continues to work with Zagster on a potential Micromobility Pilot Program in the City of
Cape Canaveral. The premise is that Zagster is already a provider of dockable mobility
devices/service (Space Coast bike share program is currently available in the City of Cape
Canaveral). Given the growing popularity of e-scooters in the "last mile"/rideshare market and
the fact that unregulated dockless e-scooters are causing some headaches in metropolitan areas
around the Country, Zagster and Staff are working to team up on a new model—a dockable e-
scooter program. What Staff research is showing to be the best of both worlds. Measures are
being explored to limit rider speed, constrain rideable routes and require proof of docking via a
picture.

The Florida Legislature is currently considering regulations that would preempt local authority
over MicroMobility Devices. Please see excerpt from an opinion article below.

Florida Politics
Micromobility isn't a new buzzword in Florida. Dockless scooters have been in Coral Gables
for a year followed by Fort Lauderdale, and a bunch of cities across the state have had bike-
share systems for years. Just last week, Miami launched a scooter pilot, and Tampa plans to do
so soon. Scooters have been widely lauded as a new transportation option that both reduce
dependency on cars and lets riders catch some rays while in transit. So far, dockless mobility
options have been regulated by cities,which protect their sidewalks and rights of way
according to the unique needs of their communities. However, some companies believe that the
state knows city streets better than the local governments and communities themselves, and
they have convinced a legislator or two to believe the same. HB 453, sponsored by state Rep.
Jackie Toledo, intends to give control of local sidewalks to the state. Creating statewide
regulations for ride-sharing makes some sense, as cars are usually used to travel distances that
cross multiple municipal borders. But electric scooter (and bike) operators are different. The
vast majority of scooter trips are shorter than 2 miles - traveling only within a city's
boundaries. The hyperlocal nature of scooter use means that scooters traverse streets and bike
lanes where you might find pedestrians, the elderly, and strollers. With such a wide range of
characteristics in individual communities, it seems unlikely that the state Legislature would be
as in tune with local needs as the local government itself. Source:

Shorewood Dr. affecting the Shorewood Community. As the Successor to Cape Caribe,
Holiday Inn Vacation Club has ongoing maintenance duties on Shorewood Dr.

1. Weekly meeting with BCSO and Port Public Safety.
2. LNG Presentation made to the League of Cities and East Merritt Island Homeowners
Association.
3. Attended Friday Fest and Corvette Club Show. Cape Kennedy Corvette Club donated $700 to
the Canaveral BCSO/Fire Charity Fund.
4. Received 50 doses of Narcan (Opiate overdose drug) from a grant through the State EMS
Office.
5. Awarded a grant for the replacement of our Fire and EMS reporting software through the State
EMS Office. This grant also includes the purchase of five tablets for the Advanced Life
Support Vehicles.
6. Additional coverage provided for the Falcon Heavy Lift Launch.
7. Personnel attended the Sea Trade Conference in Miami.
8. Pump ops training and driver training for shift personnel.
9. Drill on USCG Vigilant.
10. Personnel responded to 64 calls for emergency service.
11. Training Academy hosted two classes for 27 personnel.
12. Prevention conducted 27 new, 24 follow-up and four new construction inspections.
Additionally, they completed six new construction plan reviews and four public information
requests.

Dear Sir,
The Space Coast Art Festival®, Inc. Board of Directors would like to thank the City of Cape Canaveral,
Mayor Hoog, its' Council Members, and the City Staff for hosting and accommodating our 53rd and 54th
Annual fine arts show in 2017 & 2018.
Manatee Sanctuary Park is an absolute beautiful location for a relaxing stroll along the Banana River,
while enjoying great art, music and food.Your staff has been most accommodating and have helped us
through your permitting process, which was a new adventure for us. We also appreciate having been
allowed to participate in your "Friday Fests" and your Founder's Day Program, to promote and publicize
our Fine Arts Show.
However, due to the park being located away from the major roadway,ongoing problems regarding
sufficient parking and the rules and regulations regarding signage within the City,we feel that we must
withdraw from the Agreement entered into with the City of Cape Canaveral on 21 February, 2017.
Therefore, please consider this our official request to terminate the City of Cape Canaveral and the
Space Coast Art Festival ®,Inc. agreement, effective immediately.
Thank you, once again, for hosting our Festival and providing our "Artists" with a wonderful opportunity
to exhibit their talents.
