[Graphics of marquee messages.] Marquee Messages: Founders' Day, Beach Yoga, Jazzercize, Line Dance Lessons Human Resources/Risk Management Distracted Driving Awareness Month Each day in the United States, approximately nine people are killed and more than 1,000 injured in crashes that are reported to involve a distracted driver. Sending a text message, talking on a cell phone, using a navigation system and/or eating while driving are a few examples of distracted driving. Any of these distractions can endanger the driver and others. Texting while driving is especially dangerous because it combines all three types of distraction. Sending or reading a text message takes your eyes off the road for about 5 seconds, long enough to cover a football field while driving at 55 mph. Three main types of distraction: • Visual: taking your eyes off the road. • Manual: taking your hands off the wheel. • Cognitive: taking your mind off driving. To prevent tragedies due to distracted driving: • Turn off electronic devices and put them out of reach before starting to drive. • Set a good example for young drivers. Talk with your teens about responsible driving. • Speak up when you are a passenger and your driver uses an electronic device while driving. Offer to make the call for the driver so their full attention stays on the driving task. • Always wear your seat belt. Seat belts are the best defense against unsafe drivers. Member Education Day HR attended an annual member training event sponsored by Preferred Governmental Insurance Trust (PGIT). Financial Services The City received a check for $181,578.15 due to a lien judgement on 7521 Magnolia Avenue Cape Canaveral, Florida. This brings the overall total collected in code enforcement actions to $203,669.02 on this property. Community Development Planning Resiliency Workshop #2 On Thursday, April 4th at City Hall, City Staff in conjunction with the East Central Florida Regional Planning Council (ECFRPC) conducted a second workshop/open house on Resilient Cape Canaveral. As part of the City's ongoing efforts to address the impacts of sea level rise and flooding, this workshop presented an opportunity for residents to review progress thus far and engage with regional stakeholders and provide additional feedback. Issue 11.19 of The Weekly Update April 8, 2019 [Photo of Council Chambers meeting.] liV Residents, stakeholders and Staff listen as the ECFRPC present an overview of the vulnerability assessment thus far and their findings from the online resiliency survey. An important component of this effort is the completion of a vulnerability assessment, which will evaluate facilities critical to City function, health and safety, and evacuation support. In addition, roadway facilities, land use and social characteristics will be considered to help identify social vulnerabilities to better assist in public services and response. The findings from the assessment will be compiled into a final report to include tables, charts, maps and text. If you were unable to attend the open house, you can always visit the City's website at: www.cityofcapecanaveral.org Community Redevelopment Agency (CRA) Annual Report Community Development Staff prepared the FY17/18 CRA annual report in conformance with Florida Statute Chapter 163.387 (8). Among other things, the report provides a summary of its financial activities for the preceding fiscal year. The report is forwarded to appropriate taxing authorities, to include Brevard County. Below is a chart that shows the increase in value of the properties ($132 million) within the CRA from its establishment in 2012 to present. Issue 11.19 of The Weekly Update April 8, 2019 Presidential Streets Small Area Study Staff from the Community Development and Community Services departments met to discuss a proposal from a transportation and engineering firm that would review, inventory and analyze the Presidential streets and provide recommendations on comprehensive improvements to operations and traffic flow in this area. Such recommendations could include signage, traffic controls, intersection operations and pedestrian routing. The goal is to develop a pattern and traffic flow consistent with the City's vision of creating a network of "complete streets." Building • The Building Division conducted 97 inspections and completed 10 plan reviews. The division also processed 35 new building permit applications and 38 payments for permits that were picked up. • Month End Permit Report for Brevard County Property Appraisers Office. Code Enforcement • Issued two notices of violation. • Posted two properties with Stop Work Orders for work without a permit. We will demonstrate how to navigate online services, how to order them and discuss what you do and don't need. Trash Talk On Friday, March 29th at City Hall, the Assistant to the Community Services Director, Zachary Eichholz, gave a public presentation called Trash Talk regarding how to recycle and the logistics Share the knowledge - Tell at least one friend to read The Weekly Update! Issue 11.19 of The Weekly Update April 8, 2019 behind where the City of Cape Canaveral sends its waste. The Trash Talk presentation was part of an ongoing series of Community Outreach Sessions based on Community-suggested topics and concerns. This particular Outreach Session had the highest attendance to date with twenty-five attendees. Also on hand to help answer questions was Waste Pro District Manager, Dan Robson. Waste Pro has been the City of Cape Canaveral's waste contractor since 2009, handling all residential and commercial solid waste and recycling needs. [Photo of Council Chambers meeting.] Assistant to the Community Services Director, Zachary Eichholz, giving the Trash Talk presentation inside Council Chambers. Over the course of an hour Eichholz discussed the current issues plaguing recycling in the United States in the wake of China's 2017 decision to place a 0.5% contamination rate on all imported recyclables, a rate that according to waste industry leaders in the U.S. is nearly impossible to meet. Since 1992, China has imported 45% of the Worlds recyclables, worth millions of metric tons. Due to the new policy, many U.S. Cities cannot cope with the shear amount of waste, as most do not have the infrastructure necessary to handle it; forcing some recycling programs to be canceled. Fortunately, Brevard County and the City of Cape Canaveral still recycle,but the goods that can be recycled have changed in the wake of China's new policy. According to Waste Management officials who operate the County's only recycling center in Cocoa, residents should only focus on recycling empty and clean plastic bottles, empty and clean aluminum cans, flattened cardboard that isn't contaminated with food oils (as is often the case with pizza boxes), newspapers and flat, non-shredded office paper. Another big point discussed at Trash Talk was what to do with plastic bags. The answer is simple - do not recycle them in your home or business recycling bins and do not bag recyclables in plastic bags. Plastic bags should be returned to designated bag drop offs, which can be commonly found at box stores like Target, Publix, Best Buy and Wal-Mart. Issue 11.19 of The Weekly Update April 8, 2019 In order to make residents aware of these new recycling guidelines the City will be implementing new recycling signage in the form of large infographics at all City facilities, including parks and beach accesses. New stickers meant to be applied directly to recycling receptacles will also be put into place around Cape Canaveral and made available for residential and commercial use. The biggest thing you can do to stop the Worlds litter problem is to REFUSE single-use plastics in the first place as they are one of the biggest contributing components of waste polluting the environment. Single-use plastics include items like plastic water bottles, balloons, plastic utensils, bags, and food containers. Consider switching to reusable metal water bottles, cloth bags for grocery shopping, metal or paper straws and reusable silicone bags in the place of plastic sandwich bags. It's been a long 12 years of wrangling funds, designs and conservation easement agreements with multiple state agencies but we're happy to announce that work on the Estuary Park begins Monday, April 15th! This first phase of development involves a VERY qualified(past projects include similar work for Disney, Florida Department of Environmental Protection, Florida Fish and Wildlife Conservation Commission, the Palm Beach and Brevard Counties) contractor removing invasive species plants from the 7.9 acres on the western end of Long Point Road. With over 20 years of experience, and they are in fact the INVENTORS of the machine they'll use, their staff is highly trained on plant recognition, safety and are well versed on the RIGHT way to get rid these pesky Brazilian Pepper trees. All the old growth trees, mangroves and hardwoods will remain intact to make this future park a beautiful natural setting. The replanting is slated to begin later this year with native canopy trees and mangroves. Future plans include a stunning walkable and bikeable raised boardwalk through the forest to the Banana River opening to riverwalk area perfect for quiet walks and bird watching. This project will allow future generations of residents to enjoy the passive conservation area and the sunsets from a magnificent new park! Issue 11.19 of The Weekly Update April 8, 2019 Staff submitted final disbursement requests to FDEP for SRF Contract Numbers WW05050 and WW05051. All documents were also submitted to FDEP for the City's additional SRF loan request. Utilities Maintenance (UM) Thurm Boulevard 4" Reuse Line Break On March 28, 2019, Staff was alerted to a 4" reuse (reclaim water) service line break at the corner of Manatee Bay Drive and Thurm Boulevard at 10:41 a.m. The break was immediately halted by closing the two main valves at the Water Reclamation Facility next door, resulting in a release of less than 500 gallons. A local contractor (Atlantic Development), who was already on site repairing a 2" main water line, was asked to repair the 4" reuse line. The break was isolated, the pipe was repaired and the reuse service was back on by 3:30 p.m. The Florida Department of Environmental Protection (FDEP) was notified of the break and release via email by the Waste Water Plant Supervisor, June Clark on March 31, 2019. Water Reclamation Facility (WRF) — Sanitary Sewer System WRF Carbon Feed System Staff submitted a FDEP permit application for the installation of a permanent carbon feed system at the WRF. The system will improve the efficiency of the treatment process and further improve water quality. The carbon feed system is required by Consent Order No. 18-0916 dated July 12, 2018. Issue 11.19 of The Weekly Update April 8, 2019 WRF Tank Cleaning This Project was initiated on April Pt and includes the removal of sand and grit from four tanks at the WRF. Removal of excessive amounts of sand and grit will improve efficiency of the treatment process throughout the plant. Approximately 40% of the total project cost ($60,929) is funded from a grant from FDEP. Athletic Leagues Kickball The adult co-ed kickball league was anxious to begin playoffs after having last week's games cancelled due to inclement weather. In the first round of playoffs, S.O.M.B. was able to knock off Kikaho Tribe by a score of 16-8. In the second game of the evening, G.T.R. dominated Kickball of Fury by a final score of 17-4. S.O.M.B. and G.T.R. will advance to the semi-final round on April 17th. A second round of playoffs will take place this Wednesday getting us closer to crowning a Champion. Teams are already registering for next season which will begin May 1st. The league will be limited to the first 8 teams to register. Tennis Monday tennis is currently registering for next season! Thursday night tennis is playing its semi-final round this week. The final four players are fighting to win it all! Racquetball Wednesday racquetball began another great season last week! Players were excited to take the courts and fight to be crowned the Champion of Wednesday nights! Mayors' Fitness Challenge The 2019 Health First Mayors' Fitness Challenge has come to an end! Congratulations to all #TeamCapeCanaveral members on another great year of exercise! We are waiting for the final results to be posted in hopes that#TeamCapeCanaveral was able to do enough in the final week to regain the lead over the City of Cocoa Beach and bring the trophy back to The Space Between®! Issue 11.19 of The Weekly Update April 8, 2019 • Architect is preparing presentations for two City of Cape Canaveral Citizen Advisory Boards: o Community Appearance Board This Board is charged with ensuring the project fits in aesthetically within its environment. The Board's review includes exterior elevations, colors, materials and landscaping. o Planning & Zoning Board After Staff reviews and comments are satisfied, the Board meets to review the Site Plan to ensure all code requirements are met including concurrency items such as potable water service, sewer service and garbage/recycling collection. Additionally, this Board reviews for compliance with zoning codes including use, lot coverage percentage, setbacks and parking regulations.
