• Staff continues coordination with BS & A for implementation of the Community Development
and Building Department's new software modules.
• Submitted the Completed sub-grant agreement with the Florida Division of Emergency
Management for Hurricane Irma. This will allow the City to begin receiving reimbursements
on its Hurricane Claim.
• Completed Monthly Financials for February 2019 (See attached).

• Processed 25 new building permit applications and 40 payments for permits that were picked
up.

• Attended the Brevard County City Clerks' Association luncheon where discussion centered
around Americans with Disabilities Act (ADA) guidelines and the actions that Cities must take
in order to become more compliant with Federal guidelines and Web Content Accessibility
Guidelines (WCAG).
• Conducted the March 20, 2019 Community Appearance Board (CAB) meeting, at which the
Board took the following actions:
o Approved the December 5, 2018 meeting minutes.
o Elected Randy Wasserman and Bob Nienstadt as Board Chair and Vice-Chair for the
upcoming year.
o Approved a Level 1 application and authorized an increased building height of 65 feet
for a proposed TownPlace Suites Hotel located west of Zachary's restaurant (PIN 24-
37-15-00-766).
• Received a settlement proposal from Council for the property owner of 7521 Magnolia Drive
to settle the $181k for $90k.

WRF Tank Cleaning
This Project is scheduled to begin on March 28, 2019 and includes the removal of sand and grit from
four tanks at the WRF:
• Anoxic Tanks 1 and 2
• Fermentation Basins 1 and 2
Removal of excessive amounts of sand and grit will improve the treatment process throughout the
plant. Approximately 40% of the cost ($60,929) is funded from a grant from FDEP. The Project will
take 7-10 days to complete.

Infrastructure Maintenance (IM)
City Working with FPL on Sea Turtle Friendly Street Lighting
Staff is working closely with Florida Power & Light (FPL) on issues related to the LED light project
and Sea Turtle Season lighting rules. As the lights were changed from HPS (high pressure sodium) to
energy efficient LED lighting, FPL failed to install 'sea turtle friendly' shields during the transition. A
total number of 53 street lights located on beach ends, along Ridegwood Avenue and within view of
the beach were shut off two weeks ago.
Staff was informed by FPL last week that many of the shields had been installed, but it was discovered
by Staff that the shields were installed incorrectly and actually directed more light east/onto the beach.
According to Brevard County and the Fish and Wildlife Conservation (FWC), sea turtle season runs
from March 1st to October 31st and lights are to be turned off, adjusted or shielded during this time.
Numerous attempts to have FPL shield these lights correctly have been made over the last month, and
according to FPL the lights will be turned back on-with the proper shields -within 3 to 4 weeks.
There are seven street lights required by FWC to be shut-off for the duration of Sea Turtle Season,
they are located at:
• 8498 Ridgewood Avenue
• 515 Fillmore Avenue
• Madison Avenue (1 LT E/O Aurora Ct N/S)
• Johnson Avenue (2 LT E/O Ridgewood Ave S/S)
• 8497 Ridgewood Avenue
• 555 Fillmore Avenue
• 7916 Aurora Court

Founders' Day to Feature an "Out of this World" Chowder Cook-off
There are still some spots left for the "Out of this World"
Chowder Cook-off! This competition is open to all residents,
[First Place businesses, non-profit organizations, churches, restaurants,
Prize - Cutting homeowner/condo associations and municipal services with a
Board] Cape Canaveral or Cocoa Beach address! Entries are limited to
the first 15 registered participants.
In addition to making an "out of this world" chowder,
participants are encouraged to dress-up and festoon their booth
with space/moon landing themed decor. Prizes will be awarded
for 1st, 2nd and 3rd overall, as well as top condo/HOA and
"Most Spaced-out Booth". Awards will be determined by
People's Choice and judges of all ages are invited to
participate for just $5.00 per person! One hundred percent of the money raised will go towards the
Cape View Elementary playground fund. The deadline to register for the chowder cook-off is

Athletic Leagues
Tennis
The Monday night Tennis league is scheduled to start next week, but there are still a few openings for
any last minute players looking to register. The Wednesday night league has reached the half-way
point of the season with only Gary and John undefeated. The regular season schedule has concluded
for the Thursday night league, leaving only a handful of make-up matches before going into its first
round of play-offs. If you are interested in joining one of our leagues call Culture and Leisure Services

Racquetball
The Wednesday Racquetball league didn't even get to play their first match before rain started to fall.
Players are looking forward to clear skies this week so they can get their season underway!
Kickball
It looks like Graham's have a chance to go undefeated into the play-offs, boasting an 8-0 record. But
SOMB and GTR are right on their heels, both vying for the Championship. New teams are registering

Softball
Our weekly 16-inch Softball scrimmage is swiftly gaining popularity. Every Thursday night players
and groups drop-in for a fun night on the field. Players divide into teams on-site, so you don't have to
come with a large group to take part. This pick-up softball program is open to adults 18 and older and
costs $3/player. If you are interested in playing, or just want to see what a 16-inch softball looks like,
drop-by Canaveral City Park any Thursday evening between 6:00 — 8:00 p.m.
Bocce Ball League
Culture and Leisure Services is adding a new Bocce Ball program to the repertoire of activities that are
offered in the City every week. Registration is now open. The league will play on Monday mornings at
8:30 a.m. Teams will be made up of two people and the league will begin once 6 teams are registered.

Cultural Programs Manager to Present at FHS Symposium
The Florida Historical Society's (FHS) 2019 Annual Meeting and Symposium will be held at the
Radisson Resort at the Port on May 16—18, 2019. The City's Cultural Programs Manager, Molly
Thomas, will be presenting at this conference; discussing trends and successes in digital history and
the promotion of public accessibility to historical records. Ms. Thomas' presentation, "New Directions
in History: Archives and Digital History" will take place during the second session on May 17, starting
at 9:30 a.m.
The theme for this year's Symposium is "Countdown to History: Ice Age to the Space Age," giving a
nod to Brevard's rich cultural legacy. It will feature speakers from across the state, to include Dr. Glen
Doran of the Windover dig, former Senator Bill Nelson and space historian Dr. Lori Walters to name a
few. This event welcomes both professionals and amateur history enthusiasts. To view the complete

Off-leash Doggy Spot Update!
Staff is putting the finishing touches on the new
doggy `digs' inside Xeriscape Park. Meanwhile, over •
100 people cast their vote in our online poll to give
this new portion of the park its name... drumroll mat
please... The name of the first off-leash dog spot in
the City of Cape Canaveral is... Rover's Space!
Rover's Space will open to the public soon and we
are targeting a grand opening and ribbon cutting the
first week of May. Stay tuned to our social media

Summer Camp - Register today!
Summer Camp registration is in full swing! Families that want to enroll in this safe, fun and incredibly
popular annual program need to move quick! While the camp has been expanded to accommodate 50
children per week, these spaces go quickly. The City's Summer Camp program is one of the most
engaging and affordable youth programs in Brevard. Campers enjoy countless activites and weekly
field trips to the Cocoa Beach Aquatic Center, Cape Canaveral Public Library and several local parks
and playgrounds for just $50/week for Cape Canaveral residents and $60/week for non-residents.

• Work continued regarding developing 3-phase electric service to site via City Rights-of-Way.
The closest 3-phase power is currently approximately 690 ft. West/North West of project site.
The City's first preference is to locate the electric utility underground.
Other Items of Local Interest
• With additional City Staff, attended phone conference with representatives from East Central
Florida Regional Planning Council (ECFRPC) regarding the City's ongoing Vulnerability
Assessment, focusing on the economic impact analysis for SR AlA along the northern part of
the corridor.
• Participated in teleconference with Cape Canaveral's Bikeshare service provider (Zagster)
regarding docked e-scooters and e-bikes and effective local regulation.
• Completed review of Florida Department of Transportation's (FDOT) Draft Access
Management Study of the SR AlA corridor. The City's review comments tracked with the
City's goals for SR A1A as stated in Resolution 2019-01.
• At the March 19th City Council Meeting, the Council approved Resolution 2019-01, regarding
our A1A Priorities. The document was forwarded to appropriate agencies including FDOT,
USDOT and SCTPO. The priorities still include a reduced speed limit to 35 mph at the top of
the list.
New inclusions:
• A fully-signalized intersection at SR A1A and Thurm Boulevard.
• Clarified pedestrian safety enhancements at new crosswalks:
o HAWK (High-intensity Activated crossWalK) beacons or
o PHB (Pedestrian Hybrid Beacons)
• A City Staff-proposed Conceptual Section that includes a bike lane separator.

How to Avoid March Madness Phishing Scams
The NCAA basketball tournament is expected to bring a surge in phishing emails looking to steal your
personal information and money. Before you rush to enter an old friend's March Madness pool this
week, you may want to think twice.
There's nothing wrong with a little camaraderie. It's just that the invite message might actually be
coming from a cybercriminal looking to steal your personal information or money. Cybersecurity
researchers say the annual NCAA basketball tournament brings with it a slew of phishing emails from
scammers looking to capitalize on the public's eagerness to join in on the fun.
Like other big seasonal events, March Madness has a way of capturing widespread attention, which
means emails that mention it have a better chance of drawing clicks from unsuspecting victims. The
yearly rush to get brackets filled out before the first game tips off adds a sense of urgency, says Sam
McLane, head of security operations for Arctic Wolf Networks.
That combination makes March Madness a slam dunk for cybercriminals. "With emails regarding
taxes and banking, you know what to expect; you know who your provider is," explains McLane. So
you're less likely to bite. "With March Madness, you could be getting an email from an old college
buddy who uses Bob's House of Brackets and it wouldn't seem strange," he adds.

"A March Madness-related phishing attack could take several forms", McLane says. One form taken
may be an email asking you to click on a link to a tournament-themed website. But instead of a well-
known news or bracket site such as ESPN or CBS, the link might take you to something that looks like
a team fan site. You then might be asked to confirm your identity by logging in to Gmail, Facebook or
another social media site. And that's how the thief gets access to your information.
Many people, even those who wouldn't normally fall prey to phishing emails, may not stop and think
before clicking and entering that information. "There's a sense of trust," McLane says. "You're dealing
with your friends and your co-workers and you're excited about the prospect of winning. There's no
perception that there could be a security risk."
The attack may also come in the form of an email from a fellow pool participant who's been hacked.
The message might ask everyone in the group to send their pool payments to a new account. But
instead of going to the pool's organizer, your money goes to the hackers. McLane says people can
quickly put the brakes on this kind of scam just by taking the time to contact the person in charge of
the pool—maybe by text or through social media—to confirm the change in plans.
"While online NCAA pools have been around for many years, March Madness-related phishing has
only recently become a problem, mainly thanks to the rise of social media", McLane says. That's made
it much easier for criminals to write and send custom scam emails; a practice known as spear
phishing. It wasn't that long ago that cybercriminals had to craft these emails one by one, doing
painstaking research to find the personal details needed to make the emails look real. But now social
media platforms provide them with plenty of personal data on potential victims, and software
automates the composition process, sending out millions of highly customized emails and boosting
their chances of a payoff.
Other March Madness Threats
Phishing isn't the only easy three-pointer for cybercriminals right now. Kaspersky, a Russian
cybersecurity company that makes antivirus products for consumers (and has had its own issues with
hacking), says people need to be on the lookout for other NCAA tournament-related threats, too.
• Online Ticket Scams. Fake websites will be looking to steal payment information from fans in
search of last-minute seats. Consumers should buy directly from the venue whenever possible
and never shop on a site that doesn't start with "https."
• Streaming Scams. Beware of shady sites offering to stream the games for free. If you install
the "player" provided by the site, you could end up with nasty malware on your computer.
Stick with streaming sites you know and trust.
• Mobile App Scams. The same logic applies here. Malicious app creators love to use big events
like this to spread their harmful software. Download apps only from trusted sources and avoid
third-party app stores entirely.
• Payment Scams.Need to send money to someone in your pool? As McLane says, "make sure
it's really going to the right person first". Don't do it over public WiFi and make certain your
computer or mobile device has up-to-date security. Whenever possible, use a VPN or safe
browser.

How to Avoid Getting Scammed
Here are some more tips from digital security experts:
• Think before you click. If something doesn't seem right about an email, just delete it—ideally
before you open it. You're better off not taking the risk.
• Examine the link. Before you click on a link, try hovering your mouse over it. This will reveal
the full address, which can expose signs of fraud. A".ru" on the end, for example, means the
site was created in Russia; ".br"means Brazil. Misspellings are another good tipoff to a fake
website. For example, if the URL says marchmadnness.com, it's best to avoid it. And if you get
an email advertising a great deal on game day gear at a major retailer, open a window in your
browser, search for the retailer's web address, and compare it with the one in your email. Don't
assume that a website is legitimate just because its URL starts with"https." Criminals like to
use encryption, too.
• Don't open attachments. Attachments may contain malware. You should never type
confidential information into a form attached to an email. The sender can potentially track the
info you enter.
• Guard your financial information. Be wary of emails asking for account numbers, credit
card numbers, wire transfers and failed transactions. There is no reason to share such info via
message or an unsecure site.

RE: Monthly Financial Report—February 2019
Staff is pleased to present the Monthly Financial Report for the period ending February 28, 2019.
At this point in the Fiscal Year, the Year to Date Actuals should be 41.7% of the total annual
budget.
Total General Fund Departmental costs are under target at 33.5%. Administrative Services is
running under target at 35.1%. Fire Rescue and Protective Services combined costs are above cost
by 2.3%. Community and Economic Development and Building and Code Enforcement are under
costs by 11.2%. Leisure Services is 9.5%below target.Non-Departmental expenditures are above
budgetary projections at 55.2%.
The Community Redevelopment Agency(CRA)has incurred$846,077 in expenses for the current
Fiscal Year; $737,958 represents the repayment of annual debt service.
Wastewater Fund overall costs are under target by 7.9%.
The Stormwater Fund is under target by 14.7%.
The Enterprise Capital Fund is under target at 13.9%.
The City's General Fund investments total $9,784,963.71; Special Revenue investments total
$319,892.34; and Enterprise Fund investments total $740,125.42. The Grand total of all
investments is $10,844,981.47. The Annual Rate of Return for each Investment is attached.

Period Ended February 28, 2019
Revenue
Ad Valorem Tax
To date, the City has received 90.4% of ad valorem revenue. The City saw a spike in this revenue
source during the month of December and will continue in March and April as escrowed taxes are
remitted to the County.
Local Option Gas Tax
This amount represents an accrual for January and February based on actual collections for October
through December. Fiscal Year 2018-19 budget is slightly more than Fiscal Year 2017-18.
Franchise Fees, Utility Service Taxes and Communications Service Tax
This amount represents an accrual for January and February based on actual collections for October
through December. This revenue is below target at this point, however, this trend will improve.
Permits and Licenses
Permits and Licenses are above target at 55.6%. This is a direct result of business tax renewals and
an increase in building permits.
State Shared Revenues
This amount represents an accrual for January and February based on actual collections for October
through December. This revenue source is slightly below target at 40.7%.
Garbage and Recycling Revenues
This amount represents collections for the months of October through February. This revenue line
is slightly under target at 40.4%. This revenue source, however, tends to fluctuate from month to
month.
Recreation Fees (Leisure Services)
Recreation Fees are below target at 30.3%. This revenue source will continue to pick up as the
year progresses and additional activities commence. Friday Fest continues to be a big success for
the City.
Investment Income
Investment Income is above target at 102.4%. This is due to interest received from the maturity of
a Term Series CD.
Utility Operating Income (Wastewater Fund)
Utility Operating Income is slightly above target at 42.3%.
Stormwater Utility Fees (Stormwater Fund)
Stormwater Utility Fees are slightly under target at 37.8%; however, this revenue source tends to
fluctuate so any shortfall could be made up.
