MEETING MINUTES
JANUARY 31, 2019
A meeting of the Culture and Leisure Services Board was held on January 31, 2019, at Cape
Canaveral City Hall, 100 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order
at 5:30 p.m. by Chairperson Gene Petre. The Secretary called the roll.

ACTION/DISCUSSION ITEMS:
Election of Officers
■ Motion by Ms. Michel to nominate Gene Petre to remain as Chairperson, motion seconded
by Ms. Kellum. Vote on the motion carried unanimously.
■ Motion by Mr.Petre to nominate Douglas Raymond to remain as Vice Chairperson,motion
seconded by Ms. Kellum. Vote on the motion carried unanimously.
Public Comment
Councilmember Angela Raymond explained the significance of appointing a Poet Laureate for the
City of Cape Canaveral, citing it as a great value to the City and a way to share the City's culture.
Approval of Meeting Minutes of November 29, 2019
Motion by Ms. McPeek to approve meeting minutes of November 29, 2018 as written—seconded
by Ms. Kellum. Vote on the motion carried unanimously.
OLD BUSINESS:
■ Mr. Vergara recapped record setting December events and detailed upcoming projects.
■ Mr. Petre inquired about the Space Coast Arts Festival.
■ Mr. Vergara updated board on current programming and league activities.
■ Mr. Petre requested an update on the Community Garden.
■ Ms. Kellum and Mr. Raymond commended the current gardeners for upkeep of the garden.

■ Mr. Raymond encouraged participation in the Mayors' Fitness Challenge.
Recommendation of Poet Laureate
Motion by Mr. Raymond to appoint Timothy Bass to the honorary position of City Poet Laureate,
motion was seconded by Ms. Kellum. Vote on the motion carried unanimously.
ADJORNMENT:
There being no further business,Ms. Kellum made a motion to adjourn—seconded by Ms. Michel.
Vote on the motion carried unanimously and the meeting adjourned at 6:23 p.m.

Special Events
Founders'Day to Feature an Out of this World Chowder Cook-off Founders' Day has always
been a celebration with a little something for everyone from live music and beer to bounce
houses and vendors but this year the City is kicking it up a notch with a community chowder
cook-off to help raise funds to build a new playground at Cape View Elementary School. Cook-
off entries will be limited to the first 15 registered participants and the competition is open to all
residents, businesses, non-profit organizations,
churches, restaurants, homeowner/condo

ire � >> ill associations and municipal services with a Cape
Canaveral or Cocoa Beach address. In addition to
making an out of this world chowder, participants
are encouraged to dress-up and festoon their booth
with space/moon landing themed decor. Prizes will
be awarded for Ist, 2nd, and 3rd overall as well as
top condo/HOA and Most Spaced Out Booth.
Awards will be determined by People's Choice and

judges of all ages are invited to participate for just
$5.00 per person! One hundred percent of the money
raised will go towards the Cape View Elementary

This year's Founders Day will be held on Saturday, April 13 from 10:00 to 2:00 pm at Manatee
Sanctuary Park. General admission to Founders' Day is free and this year's event will feature
live music by Steel Kick'n, numerous local history exhibitors, and a Community Showcase of
local businesses and non-profit organizations. Families with children are sure to love the free
bounce houses, inflatable obstacle courses, and craft table hosted by the Home Depot Kids
Workshop. Kids of all ages can get hands-on with big trucks, heavy equipment and emergency
vehicles in the Touch-A-Truck exhibit!
Movie in the Park Returns The spring
Movie in the Park series kicked off last week
�,.., at Canaveral City Park with Incredibles 2.
j The series coninues next month with First
�l Man, on Friday, April 19. This movie will be
part of the City's #summerofspace
celebration, and was selected to not only for
its relevance to the 501h anniversary of the
moon landing but to increase this event's
appeal among older audiences.
2019 Friday Fest Event Season: The 2019 Friday Fest event season is in full-swing! This family
and leashed-dog friendly street fair takes place on Taylor Avenue in Cape Canaveral, and
features food trucks, local artists, craft/retail vendors, and a huge bounce house area to keep the
kiddos entertained. The next event will take place Friday, April 5 I and will feature variety rock
band and 30-year veterans of the Space Coast rock-n-roll scene, Even Odds. Beer and wine sales
from this event will benefit the Space Coast Little League. This event welcomes guests of all
ages and as always, admission is free.
Movin' in the City: The City hosted the
2nd Annual Movin in the City Event
along with a custom bike show this past
Saturday as a way to kick-off the 2019
Health First Mayors' Fitness Challenge.
This year's event featured over 20
different health and fitness related
service providers from around Brevard
County as well as 25 custom bikes from
all around the State. Bikes were voted
on by the attendees and awarded 1st, 2nd and 3rd place trophies. Participants started the event
with a two-mile walk, followed by the health and fitness expo. The City partnered with Brevard
County Sheriff's Office for a Community bike ride to conclude the event. The `Tour de Cape'
bike ride, consisted of a 2.7-mile loop around Cape Canaveral. Deputy Butler and other leaders
of the community lead the group as they toured the City.
The Egg Hunt: Hard to believe that its almost time for the Annual Egg Hunt at Canaveral City
Park again! This time-honored local tradition will take place on Saturday, April 20 and as
promised, the#summerofspace will be celebrated in every City event this year to include the Egg
Hunt! In addition to the golden prize eggs, this year will feature special "Martian eggs"filled
with space slime silly putty and a guest appearance by the Astro-bunny! This activity is open to
kids 10 and under. The hunt begins at 10:00 am sharp, so come early and don't forget your
camera!
Athletic Leagues
Racquetball: A new round of Racquetball is slated to begin next week. Players are enjoying their
week off before taking the courts again for friendly competition.
Kickball: Graham's and S.O.M.B. are in a tight race for first place as we near the playoffs for
season of Cape Canaveral kickball. Graham's has a slight lead with one game to go in the regular
season. Teams are anxious to get the playoffs started and to compete for the Cape Canaveral
championship. The winning team will be given custom made t-shirts to remember this
unbelievable season of adult co-ed kickball.
Softball: Every Thursday night a group gathers at Canaveral City Park to play 16-inch softball.
This pick-up softball program is open to all people 18 and older. This is a great way to stay
active, have fun and learn a style of softball that nobody else in the Brevard area is playing.
Players divide into teams on-site and play from 6:00 p.m. —8:00 p.m. The cost to play is
$3/player. If you are interested in playing,join us at Canaveral City Park every Thursday night.
Tennis: Thursday night tennis is nearing the end and players are fighting for the top seed. The top
eight will make playoffs and compete for the championship in what should be a very competitive
race to the finish. Wednesday night tennis players played their Week 4 matches this week and
Gary and Leslie are the two that remain unbeaten. Leagues are constantly registering so if you
are interested in joining a tennis league, call Culture and Leisure Services at 321-868-1226.
Youth Programs
Make Plans for Summer Camp! Summer Camp registration is NOW OPEN for children ages
6-12! This camp offers a safe, fun and engaging place for campers to stay active throughout the
summer! Summer Camp takes weekly field trips to the Cocoa Beach Aquatic Center, Cape
Canaveral Public Library and different local parks all included in the low cost of$50/week for
Cape Canaveral residents and $60/week for non-residents. Camp hours are from 9:00 a.m. —3:00
p.m. however, before and after care are offered for $5 each per week. Do not miss out on the fun
this summer! Come into our office at 7300 N. Atlantic Avenue to register your camper TODAY!

Manatee Sanctuary Park
Playground: You asked for it, we
answered! A new set of swings has
been installed at Manatee Sanctuary
Park. The swing set features tot,
youth, all abilities and a very special
expression swing that allows a parent
and tot to swing simultaneously. A

Cultural Programs
Florida Historical Society's Annual Symposium Comes to Cape Canaveral The 2019 meeting
of the Florida Historical Society (FHS)will take place May 16 – 18, right here at the Radisson
Resort in Cape Canaveral. FHS, who's statewide headquarters is located in in Cocoa Village, is
excited to bring this annual event back to the Space Coast, choosing this location specifically to
commemorate the 50th anniversary of the Apollo 11. The theme for this year's event is titled,
"Countdown to History: Ice Age to the Space Age," giving a nod to Brevard's rich cultural
legacy.
This meeting will feature speakers from across the state, to include Dr. Glen Doran of the
Windover dig, former senator Bill Nelson and space historian Dr. Lori Walters just to name a
few. Public registration is set to begin next week and is open to both history professionals and
amateur enthusiasts. More speakers and activities will be announced as the event approaches.

City's Cultural Programs Manager Continues as Chair of the Brevard County Historical
Commission Molly Thomas, the City's cultural programs manager, has been elected to a
second term as chairperson of the Brevard County Historical Commission (BCHC). Serving on
this board since 2015, Ms. Thomas has had numerous articles about the City featured in its bi-
annual publication, The Indian River Journal (IRJ) and has facilitated the acquisition of two state
historical markers, with a third application pending review. The 2019 Spring/Summer edition of
the IRJ will go to print next month and will feature her most recent article "A Place in Time &
Space" a historical narrative about life in the City in the 1960s taken from memories shared
by both current and former residents.

Sec. 54-2. - Procedures for naming of city parks.
(a) intent and purpose; findings.The intent and purpose of this section is to establish a uniform
method and procedure to assist the city council in naming certain city parks. The city council
hereby finds that the authority to name city parks is solely vested in the city council. Nothing
herein shall be construed as a delegation of any authority to name a city park to any other
person or entity. The naming of city parks shall be determined in the sole and absolute
discretion of the city council.
(b) Generally.The naming of a city park shall be determined by the city council either(i) based
on its own initiative, (ii) upon a recommendation by the director of leisure services, (iii) upon
the request of any person or entity desiring to assist the city council in determining the name
of any city park, or (iv) as part of city council approval of a new land development project
which consists of a new city park pursuant to the city's land development regulations. The
director of leisure services may make a recommendation to the city council based on the
director's own initiative, or as part of an assistance petition as set forth below.
(c) Naming guidelines. When considering the naming of any city park, the director of leisure
services and city council shall consider the following naming attributes:
1. Recognized geographic names;
2. Natural historic features;
3. Significant historic contributions to the city, State of Florida, or United States;
4. Significant material or financial contributions to the city;
5. Persons of historic service to the city;
6. Persons of outstanding civic service to the city; and
7. Documented community support for the name.
(d) Other factors. When considering the naming of any city park, the director of leisure services
and city council shall also consider the following other factors:
1. The cost that the naming or renaming will have on the city or any other person who is
or could be materially affected by the name or name change;
2. Naming proposals that promote alcohol and tobacco products or political organizations
will not be considered;
3. Preference shall be given to names of long established local usage and names that lend
dignity to the park or recreational facility to be named;
4. Persons currently serving on the city council or serving as an existing city employee
shall not be considered;
5. Names selected shall be of enduring, honorable fame, not notoriety and shall be
commensurate with the significance of the city park;
6. Names with connotations which by contemporary community standards are derogatory

or offensive shall not be considered;
7. Proliferation of the same name for different city parks shall be avoided;
8. Proliferation of multiple names for different parts of a particular city park shall be
avoided; and
9. If the name is an individual person, whether the individual has ever been convicted of a
felony.
(e) Assistance petitions. Any person or entity wishing to assist the city council in determining the
name of a city park shall submit an assistance petition to the director of leisure services for
evaluation and a recommendation by the director. The petition shall be in writing and shall
demonstrate the basis on which the petitioner believes the naming request satisfies the
naming guidelines and other factors set forth in subsections (c) and (d) and demonstrate that
requisite minimum community support has been obtained by the petitioner pursuant to
subsection (f). Upon receipt of duly submitted assistance petition, the director shall make a
recommendation to the city council either for approval or disapproval of the assistance
petition.
(f) Minimum community support for assistance petitions. Each assistance petition submitted to
the director pursuant to subsection (e) shall be accompanied by petition signatures that
demonstrate minimum community support. Minimum community support is demonstrated if
an assistance petition is signed by at least five percent of the residents of Cape Canaveral
based on the last officially reported population statistics maintained by the city.
No assistance petition shall be processed by the city manager unless said petition has the
minimum number of signatures required by this subsection.
