Cape Canaveral Vision Statement
We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming
residential feel, characterized by low-rise buildings. This residential and business friendly atmosphere
is a livable, attractive, safe, inclusive and sustainable coastal community that embraces the oceanside
and riverside as the main amenities, and supports and promotes local tourism, culture, recreation,
commerce, municipal civic interests and education.
We envision: A City network of "complete streets" with a native-landscaped and tree-lined median
with traffic calming elements and dark-sky street lighting. "Complete street" amenities include
bicycle facilities, covered transit stops and safe pedestrian crossings that invite pedestrians and
bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our
improved "complete streets" will allow us to travel calmly to intimate waterfront destinations and a
walkable uptown core. Multi-use paths lined with shade trees should be wide enough for bikes
and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night.
We envision: Welcoming community entrance features that create a sense of arrival and
unique community identity as The Space Between®. The "uptown" and other areas will contain an
architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered
caft tables at restaurants and bistros where friends gather, interact and enjoy drinks and dinner.
We envision: An engaged and compassionate community that; removes or transforms blighted and
unfinished buildings into attractive structures, offers City-wide green spaces, provides a pet-friendly
park with ample shade, acts progressively but deliberately and actively recruits and supports
businesses that enhance economic viability and serve our residents and visitors with goodwill.
We envision: Open shorelines and rivers accessible to the public including amenities that
take advantage of the water, such as limited and quaint water-view establishments and intimate
public gathering and entertainment places that may include pavilions, gazebos or a performance stage.

Daylight Saving Time - Sunday, March 10th at 2:00 a.m.!

Didn't Florida pass a Bill getting rid of daylight saving time?
In 2018, the Florida legislature and Governor Scott approved the Sunshine Protection Act, seeking to
permanently leave Florida in daylight saving time and one hour ahead of the rest of the East Coast
during the winter months. The Bill is still waiting on approval from the U.S. Congress before it can go
into effect. Florida Senator Marco Rubio has put forth two Bills to push the approval forward, but
Congress has taken no action.
Time Change Dangers
1. If your "sleep cycle is out of whack" driving can be dangerous! The National Institute of
Health studies show fatal traffic accidents increase significantly the Monday after both
Spring/Fall time changes.
2. Hospitals report a 10% increase in heart attacks and an 8% increase in strokes following time
changes, particularly with the Spring time change.
3. Older adults and people with cancer show the greatest increase in disturbed sleep.
4 Tips that can Help You Adjust to the Time Change
1. Gradually adjust your routine. About two weeks before the time change, go to bed and wake up
about 10 minutes earlier daily. This helps your body slowly adjust.
2. Keep your schedule and be consistent with eating, social, bed and exercise times. Avoid heavy
workouts within four hours of bedtime.
3. Have a nighttime ritual that slows down your body. Take a warm shower, put your phone or
tablet away and turn off the television to avoid screen time too close to bedtime. High intensity
light hinders the natural hormone (melatonin) which triggers sleepiness.
4. Avoid mid-day napping. Keep your mind and body active and alert during the day, so by
bedtime you are ready for a good night sleep.

• Conducted 58 inspections and completed 28 plan reviews.
• Processed 33 new building permit applications & 40 payments for permits that were picked up.

• Issued two notices of violation.
Planning Division
• Met with the City Clerk's Office, Community Services department and the
Administrative/Financial Services department to discuss ongoing efforts for compliance with
Americans with Disabilities Act (ADA).
• In conjunction with the City Engineer, finalized comments for a property owner on Sea Shell
Lane to finalize outstanding items prior to issuing a building permit.
• In conjunction with department Directors, finalized additional materials for the Council's
annual Strategic Planning Retreat scheduled for March 27, 2019.
• Prepared the City of Cape Canaveral Community Redevelopment Agency (CRA) FYI 7/18
Annual Report.
• In partnership with the East Central Florida Regional Planning Council (ECFRPC), the City
will host a second workshop on resiliency. As part of the City's ongoing efforts to address the
impacts of sea level rise and flooding, this workshop will review progress thus far and engage
with regional stakeholders and Community members for additional feedback. This workshop is
scheduled for April 4, 2019, 6:00-7:30 p.m. in the Council Chambers at City Hall (100

Community Engagement
Together Kind
Tropical Elementary on Merritt Island recently reached out to the City of
Cape Canaveral regarding adopting an official universal symbol of
kindness, aptly named the "Kindness Symbol". The City agreed to [Kindness Symbol - logo]
propose formally adopting this symbol and the Proclamation will be
presented at the April 16th City Council meeting. Children from the
Tropical Elementary TK class will be present in support of the
Proclamation. Post-adoption, the Mayor and Staff will pay a "kindness visit" to Tropical Elementary
in celebration of the Proclamation.
The City then furthered the concept with the idea of engaging young students in a grand visual art
project to promote the spread of kindness. This project is the Paper Chain of Kindness, where students
can link written acts of kindness on rainbow colored paper stamped with City of origin and the
Kindness Symbol together to create an endless chain of kindness. The City has proposed involving
multiple local schools (Tropical Elementary and Cape View Elementary) with future plans to
incorporate this project with other affiliated national and international schools. The chain can then be
partially displayed for the public in City Hall. To further propel this project: parts of the chain can be
exchanged with other schools participating in the Paper Chain of Kindness, the chain can be displayed
at City events and can be an ongoing source of Community pride and Kindness Symbol recognition.
The City will be promoting this effort at future City events like Friday Fest and Founders' Day. We
urge the Community to support the national adoption of the Kindness Symbol by signing the petition

Trash Talk!
Come talk trash with your Community during

Friday, March 29th from 2-3 p.m. at the City
Hall Council Chambers (100 Polk Avenue)!
We will go into details about the benefits of
single stream recycling, share updated best
practices in recycling and explain WHERE
exactly your recycling goes. There is all sorts
(get it, SORTS of new information that
you don't know until you know, you know??
It will be a fun event where you get to know
your solid waste provider and find where your
trash actually winds up! Meet and share ideas
with your neighbors at this light-hearted event
aimed at Community education and
togetherness.
Infrastructure Maintenance (IM)
Fillmore Avenue Crossover
Staff finished the Fillmore Avenue beach
crossover rebuild and upgrade. The beach [Photo of new crossover.]
access was rebuilt using a long-lasting
composite material called Lumber Rock. In
an effort to make the beach accesses more
accessible to all members of the Community,
the pitch of the ramp was lowered to create a
less steep slope on both sides.
Utilities Maintenance (UM)
• Dye testing was completed on the
Central Ditch to locate any possible
leaks into the Indian River Lagoon.
The test uncovered 0 leaks!
• Preventative maintenance (jetting)
was done on gravity sewer lines
throughout the City.
• A 2" reclaim water line was repaired at Ridgewood + Taylor Avenues.
• Work was completed on the grit screen repairs.
Central Ditch Mangrove Trimming
Staff is preparing a Request for Bids package to solicit
bids for trimming of mangroves along the Central Ditch. [Photo of PWS Staff working.]
The work area will be from West Central Boulevard to
the "bend" in the Ditch located east of Wendy's.
Additional areas along the Ditch west of the "bend"
(including west of SR A1A) will be trimmed in FY20/21.
Pierce Avenue Sidewalks
Staff is preparing a Request for Bids package to solicit
bids for the construction of new sidewalks along both
sides of Pierce Avenue. The sidewalks will extend from
SR A1A eastward to the beach.
Culture & Leisure Services
Founders' Day April 13, 2019 from 10 a.m. —2 p.m.
Founders' Day has always been a celebration with a little something for everyone to enjoy from live
music and beer to bounce houses and vendors - but this year the City is kicking it up a notch with a
Community Chowder Cook-off to help raise funds to build a new playground at Cape View
Elementary School.
`Out of this World' Chowder Cook-off.
Cook-off entries will be limited to the first 15 registered participants and the competition is open to all
residents, businesses, non-profit organizations, churches, restaurants, homeowner/condo associations
and municipal services with a Cape Canaveral or Cocoa Beach address. In addition to making an `Out
of this World' chowder, participants are encouraged to dress-up and festoon their booth with
space/moon landing themed decor. Prizes will be awarded for 1st, 2nd and 3rd overall, as well as top
condo/HOA and "Most Spaced-Out Booth". Awards will be determined by People's Choice and
judges of all ages are invited to participate for just $5.00 per person! One hundred percent of the
money raised will go towards the Cape View Elementary playground fund. The deadline to register for

This year's event will be held on Saturday, April 13 from 10:00 to 2:00 p.m. at Manatee Sanctuary
Park. General admission to Founders' Day is free and this year's event will feature live music by Steel
Kick'n, numerous local history exhibitors and a Community Showcase of local businesses and non-
profit organizations. Families with children are sure to love the free bounce houses, inflatable obstacle
courses and craft table hosted by the Home Depot Kids Workshop. Kids of all ages can get hands-on
with big trucks, heavy equipment and emergency vehicles in the Touch-A-Truck exhibit!
Movie in the Park Returns!
The spring Movie in the Park series kicks off
this week with Incredibles 2 at Canaveral
City Park! Pre-show games and activities
will begin at 6:00 p.m. giving the little-ones

movie starts at 7:00 p.m. Guests are f
welcome to bring blankets and lawn chairs to
get comfortable and concessions will be
available, benefiting the Brevard County
Sheriff's Office Police Athletic League. The

Athletic Leagues
Tennis
The Thursday night tennis league is nearing the end and players are making their final push before the
playoff tournament begins. Gary and Ryan are at the top of the leaderboard with Andreas closely
trailing. Wednesday night tennis just started its new season last week and it's great to see some new
faces in the City of Cape Canaveral leagues. The players are looking forward to the new competition.
Racquetball
The Wednesday evening racquetball league came to an end last week. Ernie was crowned the league
Champion after Roger was injured and could not play the match. The new league is already registered
and players are ready to start back up next week.
Kickball
The Wednesday night kickball league is nearing the end of the season, having only a few games left to
play before beginning playoffs. Graham's Smokehouse is in first place with G.T.R. trying to catch
them within the next few weeks. Playoffs for this season will begin March 27th. The next league is
already registering teams for the late April/ spring season.
Bocce Ball League
Culture and Leisure Services is adding a new Bocce ball program to the repertoire of activities that are
offered in the City every week. Registration is now open for an 8:30 a.m. Monday morning Bocce ball
league. Teams will be made up of two people and the league will begin once 6 teams are registered.

play area that will once again set the
standard for quality of life and first class
municipal services for you and your furry
friends. Over the next few weeks, look

Summer Camp Registration StartsToday!
Summer Camp registration is NOW OPEN! This year's camp is open to 50 children (ages 6-12) each
week. Summer Camp offers children a safe, fun and engaging place to be while on summer vacation!
The camp will take weekly field trips to such places as the Cocoa Beach Aquatic Center, local parks
and playgrounds, the Cape Canaveral Public Library and much more. All field trips, guest speakers,
entertainers and activities are included in the low cost of$50/week per camper (for residents) and

During this 8-week competition, it is important for everyone on #TeamCapeCanaveral to track all
active minutes spent doing any physical exercise to give us the best chance at winning! Active minutes
are minutes spent walking, running, biking, swimming, doing activities like yoga or Zumba, or
participating in a favorite game or sport.

Florida Historical Society's Annual Symposium Comes to Cape Canaveral
The 2019 meeting of the Florida Historical Society (FHS) will take place May 16 — 18, right here at
the Radisson Resort in Cape Canaveral. FHS, who's statewide headquarters is located in Cocoa
Village, is excited to bring this annual event back to the Space Coast, choosing this location
specifically to commemorate the 50th Anniversary of Apollo 11. The theme for this year's event is
titled, "Countdown to History: Ice Age to the Space Age," giving a nod to Brevard's rich cultural
legacy.
This meeting will feature speakers from across the state, to include Dr. Glen Doran of the Windover
dig, former Senator Bill Nelson and space historian Dr. Lori Walters just to name a few. Public
registration is set to begin next week and is open to both history professionals and amateur enthusiasts.
More speakers and activities will be announced as the event approaches.

Multi-Generational Facility (MGF) and C.A.P.E. Center
• Coordinated permitting applications for regulatory agencies S. Johns River Water Management
District (SJRWMD) & Florida Department of Environmental Protection (FDEP) as well as
City of Cocoa Water Department site plan review.
• Coordinated routing of 3-Phase power with FPL and revising pad-mounted transformer
accordingly.
• Made contact with City of Cocoa Staff regarding lessons learned with their Splash Pad.
• Reviewed potable water locational and timing requirements with the project's contracted Civil
Engineering firm, Allen Engineering. It was concluded that all current and future planned
amenities at the park can be served by a single 2” water meter. Began working to get this meter
in place prior to the MGF site redevelopment in order to prepare for the coming drop-in-place
bathroom facility at the east side of the park.
