Cape Canaveral Vision Statement
We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming
residential feel, characterized by low-rise buildings. This residential and business friendly atmosphere
is a livable, attractive, safe, inclusive and sustainable coastal community that embraces the oceanside
and riverside as the main amenities, and supports and promotes local tourism, culture, recreation,
commerce, municipal civic interests and education.
We envision: A City network of"complete streets" with a native-landscaped and tree-lined median
with traffic calming elements and dark-sky street lighting. "Complete street" amenities include
bicycle facilities, covered transit stops and safe pedestrian crossings that invite pedestrians and
bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our
improved"complete streets" will allow us to travel calmly to intimate waterfront destinations and a
walkable uptown core. Multi-use paths lined with shade trees should be wide enough for bikes
and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night.
We envision: Welcoming community entrance features that create a sense of arrival and
unique community identity as The Space Between"'. The "uptown" and other areas will contain an
architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered
caf&tables at restaurants and bistros where friends gather, interact and enjoy drinks and dinner.
We envision: An engaged and compassionate community that; removes or transforms blighted and
unfinished buildings into attractive structures, offers City-wide green spaces, provides a pet-friendly
park with ample shade, acts progressively but deliberately and actively recruits and supports
businesses that enhance economic viability and serve our residents and visitors with goodwill.
We envision: Open shorelines and rivers accessible to the public including amenities that
take advantage of the water, such as limited and quaint water-view establishments and intimate
public gathering and entertainment places that may include pavilions, gazebos or a performance stage.

Human Resources attended a workshop entitled Recruitment Trends 2019 sponsored by ICMA
and presented by the firm NeoGov. The following statistics provide an interesting picture of the
current challenges facing public sector employers.
Why are job postings increasing while number of applicants are falling?
• 10,000 Baby Boomers retire from the workforce each day.
• 37% of the job force is over 50 years old.
• 44% of State and Local Government employers report significant increases in retirements.
• The 17%increase in job vacancies since 2013 is largely due to employee retirement while the
total number of jobs in the U.S. appears static.

The Comprehensive Annual Financial Report (CAFR) for Fiscal Year Ended September 30, 2018
has been completed and will be presented to Council at the February 19, 2019 City Council
Meeting. Mayor and Council Members have been given a final copy for their review.

Buildinp, Division
• The Building Division conducted 53 inspections and completed 33 plan reviews. The division also
processed 29 new building permit applications and 69 payments for permits that were picked up.
Code Enforcement
• Issued four courtesy letters for violation of Section 34-97, Duties and Responsibilities for
Maintenance.
• Issued two notices of violation.
Planninp- Division
• Met with representatives of CBVR, a telecom design/engineering group, to discuss their client's
plans for a cell-network densification program along the beachside. Discussed permitting
requirements to include engineered plans, surveys, timeframes, etc. From the information
provided, the majority of the work will be located in the FDOT rights-of-way on existing utility
poles/structures.
• Completed draft of the agenda packet for the City Council's Annual Strategic Planning Retreat
scheduled for March 27, 2019. The packet includes a report on the progress of projects generated
at last year's Retreat, a draft of the City's Capital Improvement Plan (CIP), an analysis of the
Community Survey completed in 2018 and a report of possible new projects to be considered by
the Council.
• Reviewed draft Development Agreement (DA) for the proposed Wave Village project, which is
located at W. Central Boulevard and Astronaut Boulevard. Once the DA is finalized it will be
presented to the Council for its consideration and action.
• Attended the 2019 Space Coast Area Transit (SCAT) Tourism +
Transit Summit where keynote speaker and author, Peter
Kageyama spoke about loving the cities we live in. Kageyama
notes that cities should aspire to be comfortable, convivial, and
FUN— and when visiting a city, everyone should ask: Where is
the fun? In gTheSpaceBetween, we aspire to be welcoming,
sustainable and fun! Whether it's uniquely branded bike racks or
Mobi-Mats® on the beach, the City of Cape Canaveral is filled

Community Engagement
International Day of Women and Girls in Science
Monday, February 11, 2019 was International Day of
Women and Girls in Science (IDWGS), a day which was
established by the United Nations to recognize the role
women play in the fields of STEM. STEM (Science,
Technology, Engineering, +Mathematics) education is an
interdisciplinary approach to learning where rigorous
academic concepts are coupled with real-world lessons as
students apply science, technology, engineering, and
mathematics in contexts that make connections between
school, community, work, and the global enterprise
enabling the development of STEM literacy and with it
the ability to compete in the new economy (Tsupros,
2009). By exposing students to STEM and giving them
opportunities to explore STEM-related concepts, they
will develop a passion for it and, hopefully, pursue a job
in a STEM field.
In honor of IDWGS-2019 we are putting a spotlight on Jessica Bunnell, the City of Cape
Canaveral's Laboratory Manager. Jessica performs laboratory analyses to determine chemical,
physical and/or biological characteristics and composition of the water reclamation facility
influent (flow in), effluent(flow out), process waters and sludge as required under the City's

Florida Department of Environmental Protection (FDEP)facility permit. Jessica's work is very
important, as it keeps the Waste Water Reclamation Facility accredited under the U.S.
Environmental Protection Agency (EPA), FDEP and National Environmental Laboratory
Accreditation Conference(NELAC) quality assurance studies to maintain laboratory
certifications.
In Jessica's words, "This world has benefited from female minds such as Marie Curie, Barbara
McClintock, Rosalind Franklin, and Lisa Meitner. Without more female input, STEM industries
will only be able to go so far. For me, being a female scientist is empowering and to know that my
work is improving the Community or someone's life, is valuable and rewarding."
Jessica is a new member of Staff, and you might have already read about her in the January 21,
2019 Weekly Update e-newsletter—but just in case you missed that issue, her background is as
follows:
Jessica was awarded a Bachelor of Science degree in Biology from Maryville College, Jessica
began her career as a Senior Chemistry Analyst for Microbac Laboratories. She relocated to
Florida to accept a position with Advanced Environmental Laboratories, the largest water and
wastewater testing vendor in the state. She comes to the City with nine years of experience. We
look forward to Jessica's work in contributing to our mission of environmental excellence and
sustainability!
Congratulations to Jessica and to other women on their success in a STEM-related field as we
honor International Day of Women and Girls in Science!
Infrastructure Maintenance
Sea Oats Planting
On Saturday, February 9, 2019 a call to help from the
City of Cape Canaveral was met with over 120
volunteers to assist with the City's annual sea oats
planting. Sea oats are an incredibly hardy subtropical
grass native to many beaches along the U.S. Southeast �
coast, including Florida. They are commonly found
growing atop the crest of dunes and are capable of
surviving in hot sand, hurricane force winds, and even �� � M �r ", %
brief periods of saltwater inundation.
Sea oats serve to help stabilize the dunes they are
planted in with extensive root structures that can grow" s
UP to 30 feet in length; almost acting like rebar in a �� �� g
concrete building. They also catch windblown sand F
further holding dunes stems together and preventing
erosion. This natural erosion control helps to protect nota¢a , '� N ��` � ° '� ��'` '
only the beach itself but structures built inland.
Numerous species of wildlife, some endangered, also call these plants home.

The February 91' event resulted in 10,000 new sea oats being planted along a one-mile stretch of
beach starting at Cherie Down Park and ending just before Jetty Park. Sea oats are so vital to our
beaches and wildlife that it is illegal to pick or damage these plants in the state of Florida.
To help protect our dunes and ecosystems,please be mindful of the new seedlings and avoid the
roped-off areas where they have been planted.
Thank you to everyone who came out and helped with this event! Actions like this further ensure
the resiliency of the City and its ecosystems.

Miscellaneous
Beach Nourishment Proiect
Beach nourishment(pumping of sand) is currently near Madison Avenue and will continue to progress
southward. Parking at crossovers near the work zone will be prohibited. Beachfront property
owners and the general public should avoid the active work zones at all times. Please be aware
that nourishment activities are discontinued when high seas are present. Project is scheduled for
completion in late-April 2019.

City-wide Traffic Study
The City's consultant is currently performing a City-wide traffic study and preparing a
Transportation Conditions Update Report. Traffic counts using road tube units are being collected
at numerous locations throughout the City. The work should be completed in approximately one
month. The last Report was prepared in 2014.

Tank Cleaning at WRF
Staff finalized the contract with Florida Department of Environmental Protection (FDEP) for the
removal and offsite disposal of sediment in the anoxic tanks and fermentation tanks at the WRF.
Removal of built-up sediment will increase the efficiency of the treatment process. The cleaning
of the tanks is a requirement of the recent Consent Order signed with FDEP for the WRF. Grant
funds total $23,125; City matching funds total $37,804 due to required offsite disposal of
sediment.

Tennis
Monday night tennis league continues registering players for next season. The start date is yet to
be determined as make-up matches are still taking place. The start of Wednesday tennis was
cancelled due to inclement weather. Andreas and Gary are the only two remaining players in the
Thursday night tennis league to remain undefeated. Players will play their Week 4 matches this
week.
Racquetball
Wednesday night's league was cancelled due to inclement weather. As make-up matches
continue, a clear standout is yet to emerge. Anyone interested in registering for next season is
advised to contact us quickly before the league fills up.
Softball
The first ever 16" softball program in Cape Canaveral was a great success! Enough players
showed up to host two games and everyone had a great time. If you are interested in playing, stop
by to Canaveral City Park on Thursday nights from 6:00-8:00 p.m. for the safest and most tactical
softball game out there. The cost for this program is $3 per player.

City Seeking Artwork for New Civic Scenery Proiect
Deadline Extended to February 20th!
Like many municipalities, the City of Cape Canaveral is looking to revamp the drab and defaced
traffic control cabinets along its major thoroughfares. To help with this, the City has issued a Call
for Artists, inviting artists to submit designs that will be utilized to wrap the cabinets at selected
intersections throughout the City. Many of the cabinets are located at highly visible comers along
North Atlantic Avenue and SR AIA.
To make this public art project uniquely Cape Canaveral, this initiative is part of the
gSummerOfSpace celebration, commemorating the 50th Anniversary of the Moon landing—a
noteworthy historical event with indubitable ties to the City. Submitted designs must reflect Cape
Canaveral's role in the history of Space Exploration and the 50th Anniversary of the Moon
landing. The competition is open to artists of all ages and no residency restrictions apply. The
deadline for submissions has been extended to 5:00 p.m. on Wednesday, February 20, 2019.

City Hall Status
• General Contractor crews continue punchlist work.
• Met with Electrical Contractor to obtain proposal to install additional Electric Vehicle Chargers
in the City Hall parking lot.
Multi-Generational Facility and CAPE Center
• With Culture & Leisure Services Director, reviewed interior and exterior lighting fixture
specifications.
• Three parking spaces will be eliminated in order to construct landscaped parking islands for
existing specimen trees on site. Specimen trees are defined in City Code as trees that are over
24" in DBH (diameter at breast height). The City's Tree Protection Code affords additional
protections to specimen trees and they can only be removed in extraordinary cases, and only by
approval of the City Council. The total number of parking spaces at the Canaveral City Park will
still exceed the minimum number required after the Multi-Generational Facility is constructed.
• With representative from FPL, reviewed alternate routes to bring required three-phase power to
the site.
• With Culture and Leisure Services Director, reviewed desired locations of telephone and
computer connections and coordinated changes with Architect.
Other Areas of Local Interest
• Attended the 2019 Tourism+Transit Valentine's Day Summit keynote presentation where many
fun ideas for engagement were presented. A number of those ideas are already in place here in
the City of Cape Canaveral or are in the works (i.e. City branding in the form of bicycle racks,
street pole banners and signage, Little Free Libraries + Pantries, Dog Park and Community
Garden...).
• With Community Services Department Director,teleconferenced with Zagster representatives to
review the status of and discuss the future of the City of Cape Canaveral Bikeshare Program.
• With Community Services Department Director, met with Villages of Seaport Representative to
review/coordinate the City's abutting Wagner Park development.

Canaveral Precinct
Walking and running are popular modes of transportation, especially when our weather is as
beautiful as it is now in Florida. But pedestrians have to share the streets with motorists and
cyclists. The City of Cape Canaveral is taking steps to ensure pedestrian safety and have
partnered with Brevard County Sheriff s Office to provide education and enforcement when
pedestrian, bicyclist and motorist violations occur.
The state of Florida also has several laws related to pedestrian safety. For example:
• Pedestrians generally have the right-of-way within a marked (and sometimes unmarked)
crosswalk. Vehicles must yield to pedestrians who have reached the halfway point or are
quickly approaching it. However,pedestrians cannot enter crosswalks when it would constitute
an immediate hazard. For example, if a car is practically on top of the crosswalk, then that is
not a safe time to cross the street. Additionally, pedestrians only have the right-of-way in
marked crosswalks or within unmarked crosswalks at an intersection.
• If there is a sidewalk, then pedestrians have to walk on it. In other words, you can't walk(or
run) on the road if there's a sidewalk available to you. But if there isn't a sidewalk, Florida law
allows pedestrians to walk on the left side of the road(or in the shoulder), facing oncoming
traffic.
Pedestrians also have the right-of-way on
sidewalks. Drivers emerging from or entering an �
alley, driveway,private road or building that has a
sidewalk extended across the entrance must yield
to pedestrians. For example, if you are walking on
a sidewalk through your neighborhood that
crosses driveways, cars entering or leaving must
yield to you. Even though a pedestrian has a right-
of-way, you should use due care when
approaching these locations to ensure your own
safety.

Drug Arrest Cupac, W/F, 07/28/1985, was arrested for Possession of Cannabis.
