Rising healthcare costs, increased competition and operational efficiencies are putting pressure on insurers' profitability. The division also processed 28 new building permit applications and 46 payments for permits that were picked up. Code Enforcement • Issued three courtesy letters for violation of Section 34-97, Duties and Responsibilities for Maintenance. Planninp- Division • In conjunction with the City Engineer, provided feedback for a property owner on Sea Shell Lane to finalize outstanding items prior to issuing a building permit. • In conjunction with the City Attorney's office, created an "Adopt-A-Median" Program. In short, the program will allow private property owners to beautify and maintain a certain right-of-way, median or landscape area, and incorporate low-impact development(LID)where feasible, above the City's standard maintenance plan. A property or business owner will submit a landscape and maintenance plan for the area to be adopted and if acceptable to the City, an Adopt-A-Median Agreement will be approved, which will authorize work in the City's rights-of-way. Individuals responsible for the work will be required to meet certain minimum program requirements to include releasing the City from any liability. The City will post a sign indicating the area is part of the Adopt-A-Median program and identify the Adopter that is responsible for the location and ongoing maintenance. • Resiliency survey ends February 14! As part of the Capital Improvement Plan (CIP), the City seeks to schedule and purchase plug-in hybrid electric vehicles (PHEV) or fully electric vehicles where appropriate. Several new PHEVs and fully electric vehicles will be available in the next two years including a Kia Soul and Mitsubishi Outlander. The City currently has four Level 2 Electric Vehicle (EV) charging stations (with 8 charging ports)which are available to residents and visitors free of charge. The EV stations are currently located at the Cape Canaveral Library, City of Cape Canaveral City Hall, Manatee Sanctuary Park, and Banana River Park. More EV charging stations are planned and locations will be updated as they become available. The City has one fully electric vehicle (and two hybrid vehicles on order) and will add more alternative fuel vehicles to its fleet as older vehicles are retired. Water Reclamation Facility Sanitary Sewer System City Park Reclaimed Effluent Disposal Proiect On January 30, 2019, Staff and the selected contractor conducted a pre-construction meeting for this Project at Canaveral City Park. The contractor was requested to (1)perform value engineering to attempt to reduce costs and(2) adjust costs based on scope changes required due to the redevelopment of the Park. The Project will allow the City to discharge excess reclaimed water to the ex-filtration system beneath the Park instead of the Banana River. Construction should be completed within 210 days. Miscellaneous State Revolving Fund (SRF)Audit/Asset Management Plan (AMP) Review FDEP staff visited on February 5 and conducted an audit of the City's SRF Program; a report of findings is forthcoming. The audit included file reviews and site visits to the Oxidation Ditch and Holman Road. Staff also conducted a conference call with FDEP Staff to discuss the status of the City's AMP completed in 2015. The City was one of the first municipalities in Florida to complete an AMP which is now required to obtain SRF loans. FDEP will review the effectiveness of the City's AMP activities and will discuss their findings with other municipalities. City Staff will also update the AMP with new projects and other information. City-wide Traffic Study The City's consultant is currently performing a City-wide traffic study and preparing a Transportation Conditions Update Report. Traffic counts using road tube units are being collected at numerous locations throughout the City. The work should be completed in approximately one month. The last Report was prepared in 2014. Ctiltilre stlre Services Athletic Leapaues Tennis Monday night tennis league is currently registering players for next season. The start date is still to be determined as make-up matches are still taking place. Gary defended his title as the Champion of Cape Canaveral last Wednesday, defeating Thorpe 2-0. The next league is already registered to capacity and will play the first matches of the new season on February 13, 2019. Andreas and Gary are the only two remaining players in the Thursday night tennis league to remain undefeated. Players will play their Week 4 matches this week. Racquetball Wednesday night racquetball season is coming to an end. Players will have next week to play any make-up matches before heading into playoffs. Roger S. is our current leader and will get the top seed going into the playoffs. Registration is already taking place for next season and can be completed at the Nancy Hanson Recreation Complex. Kickball Graham's Smokehouse has taken a substantial lead over the rest of the teams in Wednesday nights' kickball league. GTR is hoping to catch them and compete for the top seed when playoffs come around. Playoffs for this season will begin on March 20, 2019. Softball Culture and Leisure Services is starting an Adult Co-Ed, "drop-in" 16-inch softball program this week. Players 18 years and older can show up to Canaveral City Park on Thursday nights from 6:00-8:00 p.m. for a fun night of 16-inch softball. The cost for this program is $3 per player. Pickleball Pickle Ball players have arrived in Cape Canaveral for what looks to be a great season for the up and coming sport! This week we saw 26 players on Wednesday morning using all four courts to play. If you are interested in learning or playing this fast-paced sport, please contact Culture and Leisure Services at: (321) 868-1226. 2nd Annual Movin' in the Cit The City hosted the 2nd Annual Movin' in the City Event along with a custom bike show this past Saturday as a way to kick-off the 2019 Health First Mayors' Fitness Challenge. This year's event featured over 20 different health and fitness related service providers from around Brevard County as well as 25 custom bikes from all around the State. Bikes were voted on by the event attendees and awarded 1", 2nd and 3rd place trophies. Participants started the event with a two- mile walk, followed by the health and fitness expo. The City partnered with Brevard County Sheriff's Office (BCSO) for a Community bike ride to conclude the event. The 'Tour de Cape' bike ride, consisted of a 2.7-mile loop around Cape Canaveral. Deputy Butler and other leaders of the Community lead the group as they toured the City. City Seeking Artwork for New Civic Scenery Proiect Like many municipalities, the City of Cape Canaveral is looking to revamp the drab and defaced traffic control cabinets along its major thoroughfares. To help with this, the City has issued a Call for Artists, inviting artists to submit designs that will be utilized to wrap the cabinets at selected intersections throughout the City. Many of the cabinets are located at highly visible comers along North Atlantic Avenue and SR AIA. To make this public art project uniquely Cape Canaveral, this initiative is part of the gSummerOfSpace celebration, commemorating the 50th Anniversary of the Moon landing—a noteworthy historical event with indubitable ties to the City. Submitted designs must reflect Cape Canaveral's role in the history of Space Exploration and the 50th Anniversary of the Moon landing. The competition is open to artists of all ages and no residency restrictions apply. The deadline for submissions has been extended to 5:00 p.m. on Wednesday, February 20, 2019. With a continued focus on Public Safety/Bikeability/Walkability, the updated version includes a request for a signal at Thurm Blvd. and requests that the remainder of SR A I A within the City of Cape Canaveral, from Long Point Road to the southern jurisdictional limits of the City of Cape Canaveral, and beyond, as appropriate, be placed on the prioritized list of projects for curb and gutter improvements.
