Human Resources / Risk Management
Brevard County Emergency Operations Center - (EOC) Updates
HR/Risk Management attended the Brevard County EOC Coordinators briefing where the following
updates were provided to all county-wide partners.
Rebuild Florida
An initiative assisting low-to-moderate income Florida and Puerto Rican residents impacted by
Hurricane Irma has extended their application for assistance deadline to March 30, 2019.
Generator Law Compliance
The EOC will be conducting educational workshops intended to provide compliance assistance to
Nursing Home and Assisted Living Facilities (ALF's). Signed into law by Govenor Scott, this
initiative mandates Nursing Homes and Assisted Living Facilities must develop Emergency Plans that
provide for alternative power sources and fuel capable of maintaining a temperature of no greater than
81 degrees Fahrenheit for at least 96 hours. The law also sets standards for facilities located in
evacuation zones, located within a single campus facility and housed within a multi-story building.
There are 300 facilities still not in compliance and they have been granted an additional six months to
meet standards.
EOC Facility
Brevard EOC struggles to secure funding for the construction of a new EOC facility. To date, permits
have been issued and the EOC has secured $1.5 million to be used toward preliminary sight work. An
additional $1.3 million is needed for completion of all pre-construction sight work.
Space Industry
• The Dragon Demo 11"manned" launch is expected between August-September of 2019. The EOC
is aniticipating significant traffic and visitor congestion. Spectators will be prohibited from parking
along SR 528 and SR A1A.
• Rocket Star, an "amateur rocketry" firm is scheduled to launch a rocket March 28, 2019. The
company's goal is to "truly democratize and open space to everyone, everywhere!"
Hurricane Preparedness
• EOC is working on improving shelter capacity, staffing and communications in advance of the
2019 Hurricane Season.
• The EOC will be scheduling two hurricane exercises during the month of May on a day yet to be
announced.
• Florida Power & Light (FPL) announced a $6 Billion investment effort toward strengthening
Florida's utility storm preparedness through relocating above ground utility lines underground.
Brevard County Health Department
Brevard County Health Department reported a surge in Hepetitus A cases in Brevard County and their
campaign to offer free Hepatitus innoculations to "at risk" populations identified as the homeless, gay

males and individuals suffering from addiction. The surge in Hepatitus cases is a nationwide
phenomenon.
Red Cross
The Red Cross has kicked-off their"Sound the Alarm" nationwide campaign to promote smoke alarm
awareness. Volunteers will be canvassing neighborhoods with a goal of installing 600 million smoke
alarms during the campaign.

• Conducted 59 inspections and completed 25 plan reviews.
• Processed 56 new building permit applications and 42 payments for permits that were picked up.

host a second workshop on resiliency. As part

impacts of sea level rise and flooding, this

Media Summit
City Staff attended the Space Coast
Chapter of the Florida Public Relations
Association Media Summit Thursday,
March 14th in Port Canaveral at the
Exploration Tower. They met local
public relations and marketing
professionals from both the private and government
sectors. A broadcast and print media
panel was held to answer questions and
discuss the best ways to pitch stories
and provide content for their respective
outlets. Their image and video
preferences, deadlines and new ways to
drive coverage to news worthy events
were deliberated. A First Amendment
panel had a great conversation on how the free press is essential to PR professionals. The Keynote
Speaker, Liz Anderson Slobodian, Senior Public Relations Manager for Firehouse Subs, then spoke of
innovative, cost-effective ways to drive press and the ROI behind creative ideas. Staff were able to

Together Kind
The City furthered the spread of the "Kindness Symbol" by sharing social
media posts encouraging signing the petition to make the Kindness Symbol a [Graphic of Kindness Symbol.]

Trash Talk!
Come talk trash with your Community during the City of Cape Canaveral "Trash Talk" on Friday,
March 29th from 2-3 p.m. at the City Hall Council Chambers (100 Polk Avenue)! We will go into
details about the benefits of single stream recycling, share updated best practices in recycling and
explain WHERE exactly your recycling goes. There is all sorts (get it, SORTS 0) of new information
that you don't know until you know, you know?? It will be a fun event where you get to know your
solid waste provider and find where your trash actually winds up! Meet and share ideas with your
neighbors at this light-hearted event aimed at Community education and togetherness.
Water Reclaimation Facility (WRF) - Sanitary Sewer System
County Commissioner Tours the Water Reclamation Facility
On Monday, March 11, Brevard County Commissioner Bryan Lober and several of his staff members
received a tour of Cape Canaveral's Wastewater Reclamation Facility (WRF) so as to better
understand how the facility works and its impact on both residents and the surrounding environment.
After a short presentation by the Community Services Director, the Wastewater Plant Supervisor lead
a facility tour explaining the water reclamation process along the way.
Every time you flush your toilet, shower, wash your hands, or use your kitchen sink for cooking,
wastewater from your household activities comes to this plant, which is located on Long Point directly
bordering the Banana River. On average, the plant will see 1.10 to 1.20 million gallons of sewage
enter into its extensive network of piping, pools and holding tanks. After going through multiple
cleaning phases, which includes filtering screens for large debris, anoxic basins where bacteria help to
breakdown solid waste, skimmers, sand filters, and chlorinated disinfection processes, wastewater is
either sent into three massive holding tanks (the largest of which can hold 2.5 million gallons) to be
used as reclaimed irrigation water for local parks or into the Banana River; but only if the exiting
water meets strict water quality standards implemented by the state. Wastewater discharges are
continually monitored by plant officials through the use of remote sensors to know these standards are
being met. Water entering the Banana River from the plant is usually of higher water quality than the
river water itself. However, 85%to 95% of wastewater is used for reclamation.
Staff members help to man the WRF 16 hours a day, 365 days a year to meet all City sanitation and
sewage needs and to ensure the health of our local environment!

have you covered! Check out the engineering marvel that is the City's Water Reclamation Facility

Lift Station No. 2 and Holman Road Sewer Improvements
This project included the excavation and replacement of the existing sanitary sewer pipe and manholes
from Lift Station No. 2 on Center Street to the northwestern corner of Holman Road (Phases IVIII).
Phase I of this project was completed in 2016 and included replacement of the sanitary sewer pipe
along Holman Road. Cleanup activities continue; all resident requests for repairs due to construction
activities have been satisfied. The project is due for completion in May 2019; however, the contractor
is attempting to complete all construction and cleanup activities in March 2019.

Infrastructure Maintenance (IM)
SR A1A Mast Arm Construction Project
This project was initiated in October 2018 and includes the installation of traffic light mast arms and
other improvements at the following intersections with SR A1A:
• Holman Road
• Center Street
• North Atlantic Avenue
Initial tasks include drainage, lighting, sidewalk, curbing and crosswalk improvements at each
intersection. Maintenance of Traffic (MOT) will be in place and lanes on both SR A1A and City-
owned side streets will be intermittently closed; nighttime closures of SR A1A are scheduled for
March 11 through April 12 as new mast arms are installed. Sidewalks will be intermittently closed
to pedestrians; temporary sidewalks are also being constructed at selected intersections. Project
funding is through the Florida Department of Transportation (FDOT). Anticipated completion date is
May 2019.
Utilities Maintenance (UM)
UM Staff attended an on-site Data Flow Systems (DFS) training this week. The training covered both
the basic/advanced courses in wireless telemetry controls and well level controls. The City currently
utilizes DFS technology on all our wastewater lift stations throughout the City as part of a larger
Supervisory Control and Data Acquisition (SCADA) system. SCADA systems help to maintain
efficiency, process data for smarter decisions and communicate system issues to help mitigate
downtime.

Miscellaneous
Beach Renourishment Project
Beach renourishment (pumping of sand) is currently south of the City limits and will continue to
progress southward through Cocoa Beach. Beach access and parking near the work zone is prohibited.
Beachfront property owners and the general public should avoid the active work zones at all times.
Please be aware that renourishment activities are discontinued when high seas are present. Project is
scheduled for completion in late-April 2019.

Central Ditch Mangrove Trimming
A Request for Bid package was advertised to solicit bids for trimming of mangroves along the Central
Ditch. The work area will be from West Central Boulevard to the "bend" in the Ditch located east of
Wendy's. Sealed bids are due April 12, 2019. Additional areas along the Ditch west of the "bend"
(including west of SR A1A) will be trimmed in FY20/21.
Disaster Debris Management Sites
Staff received notification from Florida Department of Environmental Protection (FDEP) that Manatee
Sanctuary Park and Banana River Park are again approved as Disaster Debris Management Sites for
temporary storage of debris after natural disasters.

Make Plans For Summer Camp!
Summer Camp registration is NOW OPEN for children ages 6-12! This camp offers a safe, fun and
engaging place for campers to stay active throughout the summer! Summer Camp takes weekly field
trips to the Cocoa Beach Aquatic Center, Cape Canaveral Public Library and different local parks all
included in the low cost of $50/week for Cape Canaveral residents and $60/week for non-residents.
Camp hours are from 9:00 a.m. – 3:00 p.m. however, before and after care are offered for $5 each per
week. Do not miss out on the fun this summer! Come into our office at 7300 N. Atlantic Avenue to
register your camper TODAY!

Founders' Day April 13, 2019 from 10:00 a.m.–2:00 p.m.
Founders' Day has always been a celebration with a little something for everyone to enjoy from
live music and beer to bounce houses and vendors—but this year the City is kicking it up a notch
with a Community Chowder Cook-off to help raise funds to build a new playground at Cape View
Elementary School. Cook-off entries will be limited to the first 15 registered participants and the
competition is open to all residents, businesses, non-profit organizations, churches, restaurants,
homeowner/condo associations and municipal services with a Cape Canaveral or Cocoa Beach
address. In addition to making an Out of This World chowder, participants are encouraged to dress-up
and festoon their booth with space/moon landing themed decor. Prizes will be awarded for Ist, 2nd, and
3rd overall as well as top condo/HOA and "Most Spaced Out Booth". Awards will be determined by
People's Choice and judges of all ages are invited to participate for just $5.00 per person! One
hundred percent of the money raised will go towards the Cape View Elementary playground fund. The
deadline to register for the Chowder Cook-off is Monday, April 1st. Visit

This year's event will be held on Saturday, April 13 from 10:00
a.m. to 2:00 p.m. at Manatee Sanctuary Park. General admission
to Founders Day is free and this year's event will feature live
music by Steel Kick'n, numerous local history exhibitors and a

organizations. Families with children are sure to love the free
bounce houses, inflatable obstacle courses and craft table hosted
by the Home Depot Kids Workshop. Kids of all ages can get
hands-on with big trucks, heavy equipment and emergency
vehicles in the Touch-A-Truck exhibit! First place in the Cook-
off will receive a one of a kind art creation that you can use for
next year's event!

Athletic Leagues
Tennis
Thursday night tennis is nearing the end and players are fighting for the top seed. The top eight will
make playoffs and compete for the Championship in what should be a very competitive race to the
finish. Wednesday night tennis players played their Week 4 matches this week and Gary and Leslie are
the two that remain unbeaten. Leagues are constantly registering so if you are interested in joining a
tennis league, call Culture & Leisure Services at (321) 868-1226.
Racquetball
A new round of racquetball is slated to begin next week. Players are enjoying their week off before
taking to the courts again for friendly competition.
Kickball
Graham's and S.O.M.B. are in a tight race for first place as we near the playoffs for season of Cape
Canaveral kickball. Graham's has a slight lead with one game to go in the regular season. Teams are
anxious to get the playoffs started and to compete for the Cape Canaveral Championship. The winning
team will be given custom made t-shirts to remember this unbelievable season of adult co-ed kickball.
Softball
Every Thursday night a group gathers at Canaveral City Park to play 16-inch softball. This pick-up
softball program is open to all people 18 and older. This is a great way to stay active, have fun and
learn a style of softball that nobody else in the Brevard area is playing. Players divide into teams on-

Bocce Ball League
Culture & Leisure Services is adding a new Bocce Ball program to the repertoire of activities that are
offered in the City every week. Registration is now open. The league will play on Monday mornings
at 8:30 a.m. Teams will be made up of two people and the league will begin once 6 teams are
