2. Ordinance No. 11-2013; adopting the Annual General Fund, Wastewater
Enterprise Fund, Stormwater Enterprise Fund, Enterprise Capital Fund,
Special Revenue Funds, Capital Project Funds, and Agency Fund
Budgets for the Fiscal Year beginning October 1, 2013, and ending
September 30, 2014; providing for an effective date, second reading.

decides to appeal any decision made by the City Council with respect to any matter considered at
this meeting, that person will need a record of the proceedings, and for such purpose that person
may need to ensure that a verbatim record of the proceedings is made, which record includes the
testimony and evidence upon which the appeal is to be based. This notice does not constitute
consent by the City for the introduction or admission into evidence of otherwise inadmissible or

Valorem Taxes for Fiscal Year 2013/2014 on all taxable property located within the City
of Cape Canaveral, Brevard County, Florida; providing for an effective date.

Summary: Adopt a Combined Rate of 3.9102 mills for FY 2013/14 which represents the
rolled back rate. This includes four segments:
1 General Government Police millage
1 General Government Fire/Rescue millage
1 General Government Beautification millage
1 Library Dependent Special District
1.9187 mills
1.4390 mills
0.4816 mills
0.0709 mills
These rates are those identified in the Fiscal Year 2013/14 Proposed Budget.
Per "Truth in Millage Compliance", the Ad Valorem Tax Rates(s) can be lowered from
the initial tax rate proposal. However, no tax rate can be increased.
The City Council previously adopted the following:
1) Resolution No. 2013-12 — Tentative Proposed Millage Rate of 3.9102, adopted July
16, 2013; and
2) Resolution No. 2013-17 — Proposed Millage Rate of 3.9102, adopted September 3,
2013.
Resolution No. 2013-20 is the second and final approval establishing the Millage Rate
for Fiscal Year 2013/2014.

Financial Impact: This adopted Final millage rate of 3.9102 will provide $3,177,387 in
property tax revenue. These revenues are utilized in the Proposed FY 2013/14 Budget
at a 95% receipt rate and allow for a balanced budget.

RESOLUTION NO. 2013-20
A RESOLUTION OF THE CITY OF CAPE CANAVERAL
OF BREVARD COUNTY, FLORIDA, ADOPTING A FINAL
MILLAGE RATE FOR THE LEVY OF AD VALOREM
TAXES FOR FISCAL YEAR 2013/2014 ON ALL TAXABLE
PROPERTY LOCATED WITHIN THE CITY OF CAPE
CANAVERAL, BREVARD COUNTY, FLORIDA;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the electors approved in the 1985 referendum election the construction,
maintenance and operation of a library by Ad Valorem Taxes; and
WHEREAS, the electors approved in the 1986 referendum election the imposition of Ad
Valorem Taxes for beautification projects; and
WHEREAS, the electors approved in the 1990, 1994 and 2001 referendum elections the
imposition of Ad Valorem Taxes for Fire/Rescue Services; and
WHEREAS, the electors approved in the 1990, 1994 and 2002 referendum elections the
imposition of Ad Valorem Taxes for Police Services; and
WHEREAS, the City wishes to impose said Ad Valorem Taxes.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cape
Canaveral, Brevard County, Florida, as follows:
Section 1. The total millage for all City operating purposes is 3.9102 mills on the
dollar of taxable value for the 2013/2014 Fiscal Year for the City of Cape Canaveral, Florida.
This millage represents the rolled -back rate.
Section 2. The City of Cape Canaveral, Brevard County, Florida, hereby adopts and
imposes a final millage rate of 0.4816 mills for Beautification General Operating Millage, as
approved in the 1986 referendum election. This proposed Ad Valorem Tax shall be levied upon
the 2013 Tax Assessment Roll for Ad Valorem Tax on all taxable property located within the
City of Cape Canaveral, Flonda

City of Cape Canaveral and is to be used for the City's Fiscal Year beginning October 1, 2013
and ending September 30, 2014.
Section 3. The City of Cape Canaveral, Brevard County, Florida, hereby adopts and
imposes a final millage rate of 0.0709 mills for the Library Dependent Special District, as

approved in the 1985 referendum election. This proposed Ad Valorem Tax shall be levied upon
the 2013 Tax Assessment Roll for Ad Valorem Tax on all taxable property located within the
City of Cape Canaveral and is to be used for the City's Fiscal Year beginning October 1, 2013
and ending September 30, 2014.
Section 4. The City of Cape Canaveral, Brevard County, Florida, hereby adopts and
imposes a final millage rate of 1.4390 mills for Fire/Rescue Service General Operating
Millage, as approved in the 1990, 1994 and 2001 referendum elections. This proposed Ad
Valorem Tax shall be levied upon the 2013 Tax Assessment Roll for Ad Valorem Tax on all
taxable property located within the City of Cape Canaveral and is to be used for the City's Fiscal
Year beginning October 1, 2013 and ending September 30, 2014.
Section 5. The City of Cape Canaveral, Brevard County, Florida, hereby adopts and
imposes a final millage rate of 1.9187 mills for Police Protection General Operating Millage,
as approved in the 1990, 1994 and 2002 referendum elections. This proposed Ad Valorem Tax
shall be levied upon the 2013 Tax Assessment Roll for Ad Valorem Tax on all taxable property
located within the City of Cape Canaveral and is to be used for the City's Fiscal Year beginning
October 1, 2013 and ending September 30, 2014.
Section 6. This Resolution shall become effective immediately upon its adoption.
ADOPTED BY the City Council of the City of Cape Canaveral, Brevard County,
Florida, this 17th day of September, 2013.

Summary: City Council has completed two workshops and a Special Meeting
pertaining to the development of Budgets for Fiscal Year 2013/2014. The Budgets
reflect Council direction from those meetings and revised revenue/spending estimates.
The Budget for the Fiscal Year 2013/2014 totals $29,489,393. This represents a
34.62% increase from the Fiscal Year 2012/2013 Budget.
City Council adopted Ordinance 11-2013 on first reading at its September 3, 2013
meeting. The Notice of Hearing was scheduled for publication in Florida Today on
September 12, 2013 and the Ordinance is presented for second reading and final
adoption.

WASTEWATER ENTERPRISE FUND, STORMWATER ENTERPRISE
FUND, ENTERPRISE CAPITAL FUND, SPECIAL REVENUE FUNDS,
CAPITAL PROJECT FUNDS, AND AGENCY FUND BUDGETS FOR THE
FISCAL YEAR BEGINNING OCTOBER 1, 2013, AND ENDING
SEPTEMBER 30, 2014; PROVIDING FOR AN EFFECTIVE DATE.
BE IT RESOLVED by the City Council of the City of Cape Canaveral, Brevard County,
Florida, as follows:
SECTION 1. The Annual General Fund, Wastewater Enterprise Fund, Stormwater
Enterprise Fund, Enterprise Capital Funds, Special Revenue Funds, Capital Project Funds and
Agency Fund Budgets which are attached hereto in Attachment #1 by reference made a part hereof,
of the City of Cape Canaveral, Florida for the Fiscal Year beginning October 1, 2013, and ending
September 30, 2014, are hereby approved and adopted.
SECTION 2. This Ordinance shall take effect immediately upon its adoption.
ADOPTED BY the City Council of the City of Cape Canaveral, Florida, this 17th day of
September, 2013.
