Summary: The Florida Local Government Coalition is an organization comprised of
local government associations that work to advocate for local government by educating
citizens and by sharing resources amongst Coalition members. Currently, the
Coalition is focused on an important initiative called Local Works. As the attached flyer
states:
"It can be easy to take things for granted; flip the switch, and the lights come on. Take
the trash to the curb, and it's gone the next day. Call 911 and someone answers. We're
fortunate to live in a place where things just. . . work. It's not like that everywhere in the
world. But in Florida, we enjoy a quality of life like no other."
Our nation has a proud history of local governments providing meaningful services on
behalf of the American people. Local Works Day is a day to bring attention to the hard
work that local government employees do for millions of Floridians each day. It's about
the public works that are easy to take for granted, but which knit our communities
together.

Summary: The Indian River Lagoon — the most biologically diverse estuary in North
America — straddles 156 miles of Florida's east coast, from Ponce de Leon Ilnlet in
Volusia County, south to Jupiter Inlet in Palm Beach County. The central and northern
segments of the Indian River Lagoon have lost more than 47,000 acres of vital sea
grass habitat since 2011 from harmful algae blooms and numerous manatees, dolphins
and pelicans have died in the Lagoon within the past year, resulting in the formal
declaration of an Unusual Mortality Event. The residents of the City of Cape Canaveral
and surrounding areas are becoming increasingly concerned about the status of the
Indian River Lagoon's water quality and overall health.
The St. Johns River Water Management District (SJRWMD) administers the Indian
River Lagoon National Estuary Program, one of 28 national estuary programs funded
with the assistance of the U.S. Environmental Protection Agency. More information on
the Program is provided in Attachment 1. The Marine Resources Council (MRC) has
been combining good science with local volunteers to restore the Indian River Lagoon
for 27 years. With ten scientists and over 800 volunteers who are active every week,
MRC restores over eight million square feet of fish habitat and over fifty thousand native
plants every year. MRC works to create a consensus with the local community and
businesses and has stopped the discharge of billions of gallons of sewage and
industrial wastewater into the Lagoon and raised millions of dollars to preserve sensitive
fish nursery habitats. MRC helped establish the Lagoon as an Estuary of National
Significance bringing millions of dollars for restoration. More information about the MRC

The Indian River Lagoon National Estuary Program and Marine Resources Council are
working cooperatively with local and state governments, organizations and stakeholders
in Brevard County to organize a Hands Across the Lagoon event on National Estuaries
Day on September 28, 2013. National Estuaries Day will be celebrated to recognize the
importance that estuarine ecosystems serve as natural barriers to buffer against storms
and floods, absorb and store carbon, and provide critical habitat for commercial and
recreational fisheries. The City of Cape Canaveral residents will have an opportunity to
demonstrate their support for a restored and vibrant Indian River Lagoon by joining
hands along selected causeway bridges.

The lagoon has tliced challenges over the yeas. By the 1970s, 75 percent of lagoon salt marshes
were lost when dikes were built to separate 40,400 acres from the waterway to control mosquito
breeding, which eliminated juvenile fish nursery grounds. In addition, freshwater discharges
from St. johns River marshes and Lake Okeechobee degraded shellfish habitat and carried soils
and pollutants (.1»imarily nitrogen and phosphorus) into the lagoon, fostering algal growth and
killing seagrasses. Wastewater and stormwater discharges have deposited freshwater and
pollutants, further promoting algal growth and scagrass destruction. The lagoon program has
worked with federal. state and local agencies to:
• Designate the lagoon as a Surface Water Improvement and Management Act basin in.
1987.
• Create the Indian River 1..atzoon National Estuary Program (NEP) in 1990.
• Implement the Indian River Lagoon Comprehensive Conservation and Management Plan.
• Eliminate effluent discharges to the lagoon from more than 40 \vastewater facilities.
• Reconnect more than 31,600 acres of impounded salt marshes through 2012.
• Develop stormwater treatmentsystems, where more than a million pounds of sediments
have been prevented from entering the lagoon since 1989.
• Reduce freshwater discharges from the St. Johns River into the lagoon.
• Complete its Comprehensive Conservation and Management .Plan (developed in 1996).
• Buy 52,600 acres of environmentally endangered land within the lagoon's watershed.
• Remove more than 95,000 cubic yards of muck front Melbourne's Crane Creek in 1998,
more than 380,000 cubic yards of muckwere removed from. Turkey Creek from 1999 to

2001, and about 2 million cubic yards were removed from the St. Sebastian River from
2006 to 2009. Muck removal is also anticipated for the Eau Gallie River.
Additional work that is planned includes:
• Treat stormwater discharges from developed areas to reduce pollution.
• Divert the flow of major stormwater drainage systems away from the lagoon.
• Continue to remove muck from the lagoon and its tributaries.
• Restore and protect natural habitat, including reconnecting an additional 7,000 acres of
impounded salt marshes.
• Monitor water quality, drainage and seagrasses, and identify any impacts from septic
tanks.

Summary: On July 16, 2013, Resolution No. 2013-12, adopting a Tentative Proposed
Millage Rate for the levy of Ad Valorem Taxes for Fiscal Year 2013/2014 on all taxable
property located within the City of Cape Canaveral, Brevard County, Florida; providing
for an effective date, was adopted by the City Council using the rolled -back rate.
This year, the DR -420 Certification of Taxable Value was submitted to the Brevard
County Property Appraiser's Office electronically under the new E -Trim system. After
the submission, a computer-generated error was discovered relating to the
Beautification Millage rolled -back rate. The system initially generated 0.4797
erroneously and when the final computer reports were generated for the 2013 Notice of
Proposed Property Taxes the E -Trim system corrected the entry to 0.4816. This
affected the proposed Ad Valorem rate for next Fiscal Year and the Tentative Proposed
Millage Rate for the Beautification General Operating Millage. The electronic error
changes the Tentative Proposed Operating Millage from 3.9083 to 3.9102 and the
Beautification Millage from 0.4797 to 0.4816.
Resolution No. 2013-16 is proposed to correct the errors and re -affirms use of the
rolled -back rate.

A RESOLUTION OF THE CITY OF CAPE CANAVERAL,
BREVARD COUNTY, FLORIDA, CORRECTING THE
TOTAL MILLAGE FOR ALL OPERATING PURPOSES
AND THE TENTATIVE PROPOSED MILLAGE RATE FOR
BEAUTIFICATION GENERAL OPERATING MILLAGE
PREVIOUSLY SET FORTH IN RESOLUTION NO. 2013-12;
RESTATING RESOLUTION NO. 2013-12 IN ITS
ENTIRETY WHICH ADOPTED THE TENTATIVE
PROPOSED MILLAGE RATE FOR THE LEVY OF AD
VALOREM TAXES FOR FISCAL YEAR 2013/2014 ON ALL
TAXABLE PROPERTY LOCATED WITHIN THE CITY OF
CAPE CANAVERAL, BREVARD COUNTY, FLORIDA;
PROVIDING FOR A RETROACTIVE EFFECTIVE DATE.
WHEREAS, on July 16, 2013, the Cape Canaveral City Council adopted Resolution No.
2013-12, which adopted the tentative proposed millage rate for the levy of ad valorem taxes for
fiscal year 2013/2014 on all taxable property located within the City of Cape Canaveral; and
WHEREAS, Resolution No. 2013-12 reflected the incorrect total millage for all
operating purposes and an incorrect tentative proposed millage rate for Beautification General
Operating Millage; and
WHEREAS, the City Council desires to adopt this Resolution in order to correct the
above stated errors; and
WHEREAS, this Resolution shall further restate Resolution No. 2013-12 in its entirety
and shall become retroactively effective on July 16, 2013, the date of the City Council's original
adoption of the tentative proposed millage rate.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cape Canaveral,
Brevard County, Florida, as follows:
Section 1. The total millage for all City operating purposes is 3.9102 mills on the
dollar of taxable value for the 2013/2014 Fiscal Year for the City of Cape Canaveral, Florida.
This millage represents the rolled -back rate.

Section 2. The City of Cape Canaveral, Brevard County, Florida, hereby adopts and
imposes a tentative proposed millage rate of 0.4816 mills for Beautification General Operating
Millage, as approved in the 1986 referendum election. This tentative proposed Ad Valorem Tax
shall be levied upon the 2013 Tax Assessment Roll for Ad Valorem Tax on all taxable property
located within the City of Cape Canaveral and is to be used for the City's Fiscal Year beginning
October 1, 2013 and ending September 30, 2014.
Section 3. The City of Cape Canaveral, Brevard County, Florida, hereby adopts and
imposes a tentative proposed millage rate of 0.0709 mills for the Library Dependent Special
District, as approved in the 1985 referendum election. This tentative proposed Ad Valorem Tax
shall be levied upon the 2013 Tax Assessment Roll for Ad Valorem Tax on all taxable property
located within the City of Cape Canaveral and is to be used for the City's Fiscal Year beginning
October 1, 2013 and ending September 30, 2014.
Section 4. The City of Cape Canaveral, Brevard County, Florida, hereby adopts and
imposes a tentative proposed millage rate of 1.4390 mills for Fire/Rescue Service General
Operating Millage, as approved in the 1990, 1994 and 2001 referendum elections. This
tentative proposed Ad Valorem Tax shall be levied upon the 2013 Tax Assessment Roll for Ad
Valorem Tax on all taxable property located within the City of Cape Canaveral and is to be used
for the City's Fiscal Year beginning October 1, 2013 and ending September 30, 2014.
Section 5. The City of Cape Canaveral, Brevard County, Florida, hereby adopts and
imposes a tentative proposed millage rate of 1.9187 mills for Police Services General
Operating Millage, as approved in the 1990, 1994 and 2002 referendum elections. This tentative

rolled back rate. This includes four segments:
General Government Police millage
General Government Fire/Rescue millage
General Government Beautification millage
1 Library Dependent Special District
1.9187 mills
1.4390 mills
0.4816 mills
0.0709 mills
These rates are those identified in the Fiscal Year 2013/14 Proposed Budget.
Per "Truth in Millage Compliance'', the Ad Valorem Tax Rates(s) can be lowered from
the initial tax rate proposal. However, no tax rate can be increased.
There will be one more meeting concerning the Ad Valorem Tax Rate to be
implemented for the City's Fiscal Year 2013/14. It will be held on September 17, 2013
at 5:30 pm, at which time a Final Millage Rate will be ado ed

Financial Impact: This proposed millage rate of 3.9102 will provide $3,177,387 in
property tax revenue. These revenues are utilized in the Proposed FY 2013/14 Budget
at a 95% receipt rate and allow for a balanced budget.

A RESOLUTION OF THE CITY OF CAPE CANAVERAL
OF BREVARD COUNTY, FLORIDA, ADOPTING A
PROPOSED MILLAGE RATE FOR THE LEVY OF AD
VALOREM TAXES FOR FISCAL YEAR 2013/2014 ON ALL
TAXABLE PROPERTY LOCATED WITHIN THE CITY OF
CAPE CANAVERAL, BREVARD COUNTY, FLORIDA;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the electors approved in the 1985 referendum election the construction,
maintenance and operation of a library by Ad Valorem Taxes; and
WHEREAS, the electors approved in the 1986 referendum election the imposition of Ad
Valorem Taxes for beautification projects; and
WHEREAS, the electors approved in the 1990, 1994 and 2001 referendum elections the
imposition of Ad Valorem Taxes for Fire/Rescue Services; and
WHEREAS, the electors approved in the 1990, 1994 and 2002 referendum elections the
imposition of Ad Valorem Taxes for Police Services; and
WHEREAS, the City wishes to impose said Ad Valorem Taxes.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cape
Canaveral, Brevard County, Florida, as follows:
Section 1. The total millage for all City operating purposes is 3.9102 mills on the
dollar of taxable value for the 2013/2014 Fiscal Year for the City of Cape Canaveral, Florida.
This millage represents the rolled -back rate.
Section 2. The City of Cape Canaveral, Brevard County, Florida, hereby adopts and
imposes a proposed millage rate of 0.4816 mills for Beautification General Operating Millage,
as approved in the 1986 referendum election. This proposed Ad Valorem Tax shall be levied
upon the 2013 Tax Assessment Roll for Ad Valorem Tax on all taxable property located within

the City of Cape Canaveral and is to be used for the City's Fiscal Year beginning October 1,
2013 and ending September 30, 2014.
Section 3. The City of Cape Canaveral, Brevard County, Florida, hereby adopts and
imposes a proposed millage rate of 0.0709 mills for the Library Dependent Special District, as
approved in the 1985 referendum election. This proposed Ad Valorem Tax shall be levied upon
the 2013 Tax Assessment Roll for Ad Valorem Tax on all taxable property located within the
City of Cape Canaveral and is to be used for the City's Fiscal Year beginning October 1, 2013
and ending September 30, 2014.
Section 4. The City of Cape Canaveral, Brevard County, Florida, hereby adopts and
imposes a proposed millage rate of 1.4390 mills for Fire/Rescue Service General Operating
Millage, as approved in the 1990, 1994 and 2001 referendum elections. This proposed Ad
Valorem Tax shall be levied upon the 2013 Tax Assessment Roll for Ad Valorem Tax on all
taxable property located within the City of Cape Canaveral and is to be used for the City's Fiscal
Year beginning October 1, 2013 and ending September 30, 2014.
Section 5. The City of Cape Canaveral, Brevard County, Florida, hereby adopts and
imposes a proposed millage rate of 1.9187 mills for Police Protection General Operating
Millage, as approved in the 1990, 1994 and 2002 referendum elections. This proposed Ad
Valorem Tax shall be levied upon the 2013 Tax Assessment Roll for Ad Valorem Tax on all
taxable property located within the City of Cape Canaveral and is to be used for the City's Fiscal
Year beginning October 1, 2013 and ending September 30, 2014.
Section 6. This Resolution shall become effective immediately upon its adoption.
