In the Nov. 6 general election, Lober
defeated Mitchner, a former county
employee, by a margin of 57.1 percent to
42.9 percent, which was less of a sur-
prise to some than Lober's primary
win, considering that County Commis-
sion District 2 had 8,695 more regis-
tered Republicans than registered
Democrats eligible to vote in that elec-
tion.
Legal background
While this is Lober's first political of-
fice, he had held leadership positions in
the Brevard County Bar Association,
including as president from 2016-17.
Lober grew up in unincorporated
Seminole County. After law school, he
came to Brevard after the state hired
him as assistant regional counsel for
the Criminal Conflict and Civil Regional
Counsel's Melbourne office.
He enjoyed the area during that po-
sition, and decided to remain in Bre-
vard and open his own practice.
"I liked it here so much, I decided to
stay," Lober said.
He became active in the Brevard
County Bar Association, and worked
his way through the leadership pipeline
to become president.
Melbourne attorney G. Philip J. Zies,
who currently is president-elect of the
Bar Association and was secretary
when Lober was president, said one of
Lober's accomplishments as president
was his work in modernizing the asso-
ciation's technology. This included im-
proving the association's website and
upgrading its computer system.
Zies said Lober is "a nice guy," while
recalling that the monthly Bar Associa-
tion meetings "tended to be a little
longer during his administration."
'Huge change' from
business -as -usual
Ellis said he believes having a politi-
cal outsider like Lober on the County
Commission will help get away from a
"this is how we've always done it" atti-
tude that could be pervasive in local
government.
"I think it's a huge change" away
from business -as -usual, Ellis said. He
compared it to the period from 1992 to
1996, when Ellis was a county commis-
sioner and, for some of that time, had a

coalition with two other like-minded
commissioners who joined forces on
some controversial issues.
Ellis said he expects Lober and Tobia
to vote together on many issues, with
Isnardi being more of a swing vote.
Tobia had earned a reputation in his
first two years on the County Commis-
sion as fighting against the status quo.
"I think Bryan Lober is going to out-
Tobia John Tobia," Fine said. .
Lober said it depends on the issue
how he and Tobia will work with one
another on matters before the County
Commission. He said not all his priori-
ties will be the same as Tobia's, and
vice versa.
Ellis has given Lober some advice for
both his campaign and for his work as
county commissioner.
"What I told Bryan is you can't
change everything in a single meeting,"
Ellis said. "You have to pace yourself."

NOTICE OF COMPREHENSIVE PLAN CHANGE
Notice is hereby given that public hearings on Ordinance No. 01-2019 will be
held Thursday, December 13, 2016 at 6:00 P.M. before the City's Planning
and Zoning Board/Local Planning Agency and on Tuesday, January 15, 2019
at 6:00 P.M. before the City Council. All public hearings will be held at the
Cape Canaveral City Hall, Council Chambers Room, 100 Polk Avenue, Cape
Canaveral Florida 32920. The Ordinance may be inspected in its entirety in the
City Clerk's office during business hours (8:30 a.m. to 5:00 p.m., Monday -Friday).
Interested parties may appear at the meeting and be heard with respect to the
proposed ordinance.
Ordinance No. 01-2019
An Ordinance of the City Council of the City of Cape Canaveral,
Brevard County, Florida; adopting a Small Scale Future Land Use
Map amendment by changing the Future Land Use Map designation
of certain real property located at 8811 Sea Shell Lane, and more
particularly depicted and legally described on Exhibit A attached
hereto, from C-1 Commercial Low Density to R-1 Residential Low
Density; providing for the repeal of prior inconsistent ordinances and
resolutions, severability, incorporation into the Comprehensive Plan
and an effective date.
The Local Planning Agency and the City Council reserve the right to continue
or postpone hearings to a date certain without re -advertising. Any written
comments that are received on the subject matter will become part of the
official record. Pursuant to Section 286.0105, Florida Statutes, the City hereby
advises the public that: If a person decides to appeal any decision made by
the City Council with respect to any matter considered at this meeting, that
person will need a record of the proceedings, and for such purpose that person
may need to ensure that a verbatim record of the proceedings is made, which
record includes the testimony and evidence upon which the appeal is to be
based. This notice does not constitute consent by the City for the introduction
or admission into evidence or otherwise inadmissible or irrelevant evidence,
nor does it authorize challenges or appeals not otherwise allowed by law.
