I agree with Todd’s comments – here are a few others:
· The utility easement near Harbor Drive (FPL I believe) along
the southern edge of Harbor Heights – retaining wall path looks to cross
- may not allow for such a structure since contractor vehicles would not
have access.
· Not sure if it’s a good idea to build a wall all the way to
the pavilion – might destroy a lot of back-dune vegetation – stop at
Harbor Drive.
· Probably not – but would the fire department need access to
Ocean Oaks from Harbor Drive?
· My opinion – a development with woeful stormwater and sewer
systems is spending money on a retaining wall?

She mentioned this to me yesterday. I walked the path.
There are currently railroad ties lining much, but not all, of the
path.
In some cases they are stacked on top of each other and serve as a
retaining wall to stabilize certain areas of elevated soil.
I believe the goal here is to:
· replace the railroad ties,
· standardize the height of the retaining wall regardless of
the soil elevation, and
· serve as a physical barrier to vehicles of all types.
Some thoughts:
· A portion of the path to be lined with the retaining wall is
owned by the City (as it crosses the Ridgewood Extension).
· The Ridgewood Extension will soon be conveyed to Ocean Oaks
and we will be securing utility and access easements. So we won’t want
any of the proposed improvement to interfere with the City’s ability to
access and maintain utilities.
· We don’t yet know where, exactly, the northern boundary line
will be until we have Allen Eng. survey it (I spoke with Bob Salmon this
Tuesday - he is working up a proposal for the work). Without this
survey, they could easily find their improvement is in the R/W coming
from Harbor Heights.
My suggestion:
1. We need to determine whether the improvement will interfere
with our ability to serve the area, and
2. If it will not, tell them to wait until the property is
conveyed to Ocean Oaks and they can work with them.

The Ocean Woods Board of Director’s has selected a contractor to
replace the railroad ties lining our beach path with a concrete block
type retaining wall. This wall varies in heights depending on ground
elevation (mostly 2 foot height). This wall will begin at Ridgewood
Avenue and extend to the pavilion at the beach entrance. Both Ocean
Woods and Ocean Oaks are in agreement with this plan. It will be a
deterrent to those that now cross the path from Harbor Drive to park on
Ocean Oaks and City property. We understand there’s a utility easement
along the path and access will be blocked at the Harbor Drive Circle.
Both Ocean Woods and Ocean Oaks have agreed to grant utility access at
the Ridgewood Ave path entrance. The selected vendor will be seeking
permits from the city; however, prior to contacting them we’re asking
your guidance on what we propose. Please contact me directly should you
have questions on any aspect of this project.
