Also the pics on google maps and google earth say 2015 and 2016 however they are not. Mayor, the clip is from an Oct 2015 Code Enforcement minutes. This property is not in any way compliant with city ordinances: The property owner was originally cited for property maintenance in March 2015, staff spoke with the owner and asked to have access to the rear of the property which was denied by the property owner. Staff attempted, on numerous occasions, to observe the rear of the property from the adjoining properties, however the adjoining property owners could not be contacted. The property owner was found in compliance due to the front of the property (the only portion of the property staff could observe legally) being cleaned and brought into compliance at that time. In Oct 2015 another complaint was filed and staff once again went out to make contact with the adjoining property owners. Staff was able to make contact with the owner to the south of the property in question, the owner stated she lives up north and had just gotten in town two days prior. Staff was given access to the rear of her property and the side where staff was able to observe the fence had fallen down in spots and needed repaired. Staff also was able to contact the owner to the east of the property in question who allowed staff access, staff observed the fence was falling down and what appeared to be a hole in the roof. Staff sent a Notice Of Violation (NOV) to the property owner for the dilapidated fence and the hole in the roof. This property has been an eyesore for over a decade. NOTHING substantial has been done to correct the most serious violations – rotten and crumbling roof: The property owner was sent a NOV for property maintenance (specifically fence falling and down hole in the roof) Case #15-73 swimming pool popped out of the ground: Pool popping out of the ground is not a violation. The following are the City Ordinances which cover pools (Sec. 110-581. - Construction and location. , Sec. 110-582. - Swimming pool barriers. , Sec. 110-583. - Accessories. , Sec. 110-584. - Minimum setbacks.) nothing more than a large puddle of stagnate mosquito infested water: During site visit staff could not determine if any water was actually in the pool. You cannot see into the pool without going onto the property and the owner has refused staff access to the rear of his property. The only way to see if there is stagnate water in the pool would be to trespass onto his property. screen enclosure falling apart: As long as there is a fence around the rear of the property there is no need for a screen enclosure. (Sec. 110-582. - Swimming pool barriers. Swimming pool barriers shall be required pursuant to F.S. ch. 515, and the Florida Building Code, as adopted by chapter 82 of this code.) The fence around the rear of the property acts as the pool barrier. mold on the outside of the property: Without gaining access to the rear of the property and a mold test being completed there is no way to determine if there is mold. trash and junk all over the back yard: During the site visit staff observed the property owner was storing items in his back yard however without gaining access to the backyard staff is unable to determine if the items are inoperable or not. (34-97 - (a) The owner of every single-family or multiple-family dwelling, commercial or industrial property, his appointed agent and the occupant, operator, tenant or anyone otherwise using the property in any form or manner shall maintain the premises free of hazards which include but are not limited to: (1) Brush, weeds, broken glass, stumps, roots, obnoxious growths, accumulations of filth, garbage, trash, refuse, debris and inoperative machinery.) By definition and by viewing the rear yard from the neighboring properties, the rear of the property does not contain any; brush, weeds, broken glass, stumps, roots, obnoxious growths, accumulations of filth, garbage, trash, refuse, debris and inoperative machinery fence falling down: Active Case #15-73 an abandoned boat in the back yard: There is a boat being stored in the back yard however without the property owner allowing staff access, we cannot determine if there is a legal tag on it or not. (i. Boats, utility trailers, recreational vehicles and special purpose vehicles, or any combination thereof, parked in unison or in tandem in excess of 30 feet in length shall not be allowed to be parked or stored in the R-1 and R-2 zoning classifications of the city, unless the boat, utility trailer, recreational vehicle, special purpose vehicle or combination is located in a rear yard, side yard or any setback abutting a street and is fenced or screened from view or is located in a front yard and under covered parking which shall, as a minimum, consist of a carport.) The boat is fenced and screened from view. an untagged vehicle in the driveway: The vehicle has a current tag which is located in the back window to keep anyone from stealing it. There is more, but our point is, calling this property in compliance is just a complete disregard for the standards set by and expected by the citizens of our city. We also find a lack of visibility, management and accuracy of the information provided to the web interface by the building department.
