(Pennie Zuercher) CONSENT AGENDA: 6:30 p.m. 6:35 p.m. 1. Approve Minutes for July 17, 2018 City Council Budget Workshop and Regular Meetings. 2. Resolution No. 2018-10; appointing a Member to the Planning and Zoning Board of the City of Cape Canaveral; providing for the repeal of prior inconsistent resolutions, severability and an effective date. (Pennie Zuercher) 3. Approve Task Order No. 1 from Tetra Tech in the amount of$65,000 for performance of a Process Evaluation of the Wastewater Treatment Plant to comply with Consent Order OGC File No. 18-0916 from Florida Department of Environmental Protection and authorize City Manager to execute same. Approve a Participation Agreement with St. Johns River Water Management District for a portion of the City-owned property at the western end of Long Point Road and authorize the City Manager to execute same. 5. Approve Initial Contract for Work Squad Contract#W 1140 between Florida Department of Corrections and the City of Cape Canaveral in the amount of$57,497.00 and authorize City Manager to execute same. 6. Approve Security Agreement between the City and Daniel Corporation for the provision of sanitary sewer service for a 150 room hotel and other commercial development and authorize City Manager to finalize Agreement for Mayor's execution. PUBLIC HEARING: 6:35 p.m. 6:40 p.m. 7. Ordinance No. 07-2018; providing for an additional homestead exemption for limited income persons 65 and older who qualify for the exemption in accordance with law; providing for the repeal of prior inconsistent ordinances and resolutions,incorporation into the Code, reporting the Ordinance to the Brevard County Property Appraiser, severability and an effective date, first reading. REPORTS: 6:45 p.m. 7:00 p.m. Clarification to the Correction to Resolution 2018-06 approved in the July 17, 2018 Council Meeting. Greene, City Manager FROM: John De Leo,Administrative/Financial Services Director DATE: August 14,2018 RE: Clarification to the Correction to Resolution 2018-06 approved in the July 17, 2018 Council Meeting The purpose of this Memorandum is to explain the correction to Resolution 2018-06 approved in the July 17 Council Meeting. • Council approved a tentative proposed millage of 3.8500(a rate at the time was believed to be a rate below rolled back rate)for all City operating purposes at the July 17 Council Meeting. The 3.8500 proposed millage consisted of 3.7865 for General Government and.0635 for Library.At the time this occurred,there was some confusion due to a previous update earlier in the month by the Brevard Property Appraiser Office regarding new construction,additions,and rehabilitative improvements,which caused the rolled back rate for the City to be slightly reduced. Additionally,the State's Etrim system,which is the electronic process whereby millage rates are updated directly to the State,reflected a combined rolled back rate of 3.8344(3.7754 for General Government and 0590 for Library). • As a result,to keep our records straight a simple correction to Resolution 2018-06, Section 1 changing the word"below"to"above is required.The scrivener's error in Resolution 2018-06 has no bearing on the TRIM process. What matters is that the property appraiser was advised by the City of the proposed millage rate,the actual roll back rate that was electronically obtained by the Property Appraiser per our discussion,and the correct date,time and place of the tentative millage rate hearing all occurred correctly in accordance with State Statutes. • Going forward the proposed millage rate has been adjusted for all City operating purposes to 3.8288 (3.7700 for General Government and.0588 for Library) a rate below roll back.This will reduce Ad Valorem Tax by$19,203. This will be reflected in the Proposed Budget Detail Fiscal Year 2018-2019. Council will have two more opportunities to discuss the Budget: • Special Council Meeting at 5:30 p.m., September 4,2018 First Public Hearing on the Budget;Adoption of the Proposed Budget and Tentative Millage Rates. • Special Council Meeting at 6:00 p.m., September 18,2018 Second Public Hearing on the Budget;Adoption of the Final Budget and Final Millage Rates.
