CAPE CANAVERAL VISION STATEMENT
WE ENVISION: A bike-able and walk-able Cape Canaveral that retains and enhances its
residential feel, characterized by low-rise buildings not more than 4 stories in height. This
residential and business friendly atmosphere is one of a live-able, attractive, safe, secure and
sustainable coastal community that embraces the beach and riverside as the main amenities, and
supports local culture and education.
WE ENVISION: A1A as a “complete street” with a native-landscaped and tree-lined median
with traffic calming elements and dark-sky street lighting. “Complete street” amenities include
bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and
bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved
“complete streets” will allow us to calmly travel to intimate waterfront destinations and a walk-
able downtown core. Multi-use paths lined with shade trees should be wide enough for bikes and
pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night.
WE ENVISION: Welcoming community entrance features that create a sense of arrival and
unique community identity. The “downtown” will contain an architecturally rich and unique mix
of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros
where friends gather, interact, and enjoy drinks and dinner.
WE ENVISION: A community that; removes or transforms blighted and unfinished buildings
into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample
shade, and actively recruits and supports businesses that enhance economic viability and serve our
residents and visitors.
WE ENVISION: Open shorelines and rivers accessible to the public including amenities that
take advantage of the water, such as limited and quaint water-view establishments and intimate
public gathering and entertainment places that may include pavilions, gazebos, or a performance
stage.
Administrative Services
Update for Week Ending December 11, 2015
The City Manager’s Office is responsible for the day to day administration of all City departments
in accordance with City Council’s established policies/direction, local ordinances, resolutions and
State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens,
documents prepared/reviewed/approved and meetings/conferences held are numerous and may not
be included in the Weekly Updates. Highlights:
Met with Department Directors regarding various projects/issues/initiatives.
Met with Council Member McMillin regarding various City initiatives.
Executive Assistant provided counter coverage in City Clerk’s Office, as needed.
Executive Assistant provided assistance to City Council Members and select Department
Directors.
City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various
telephone/walk-in requests from the Public/Staff and provided assistance to City Council and the
City Manager’s Office. Highlights:
526 pages of documents scanned/verified; continued preparation/review of records for
future disposition.
Council Meetings – continued preparing and distributed Agenda/Packet for Meeting of
12/15/2015.
Council – coordinated attendance at Space Coast League of Cities Meeting for Monday,
December 14th – Host City is Cocoa.
Bid #2015-11 – Cape Canaveral City Hall: sealed Bid deadline is 1/22/16 at 2pm;
prepared/sent distribution TEST e-mail to potential bidders who attended Mandatory Pre-
Bid Meeting of 11/30/15.
Assisted Staff with installing new City Branding Signature blocks for Microsoft Outlook
email.
Performed Library Meeting Room Audio equipment check after Library Book Sale;
attended Audio Work meeting with vendor to install new lapel microphone for all City
Meeting Chairpersons.
Distributed email regarding "Santa's Ride Around the City" by the Cape Canaveral
Volunteer Fire Department on Saturday, December 12, 2015, 8:00 a.m. till ??? - He will
be working his way to your street!
Financial Services Staff performed day to day duties/responsibilities and assisted various
telephone/walk-in requests from the Public. Highlights:
Met with HR Director regarding various Departmental issues.
James Moore Certified Public Accountants and Consultants completed its first of two
weeks review of City’s annual audit.
Human Resources/Risk Management Staff performed day to day duties/responsibilities.
Highlights:
Continued interviews for P/T Recreation Leader position and identified a qualified candidate.
Offer of employment was extended/accepted. DCF Level II background screening, as
required by state law, will commence next week prior to determination of a start date.
Posted internally/externally Senior Wastewater Plant Operation position requiring “A”
licensure.
Completed final draft of an updated Employment Application pending review/approval by
City Manager with objective of bringing Application into full compliance with revised EEOC
guidelines.
Continued investigation into Patriot’s Park property damage of fence incurred on or around
December 2. Contacted vendor adjacent to Park requesting review of security video in order
to identify culpable party.
Successfully collected reimbursement for damages incurred to stop sign located on Long
Point Road to include labor costs from All State Insurance in amount of $316.36.
Completed intake process for newly hired Plant Operator Trainee.
TIM CARLISLE
Please welcome Tim Carlisle, Plant Operator Traineer, assigned to PWS. Tim comes to us with
more than eight years of experience as head of the IM Department for the City of Palm Shores.
As a dedicated municipal employee, we have great confidence in Tim’s ability to learn and grow
with the City.
Community Development
Update for Week Ending December 11, 2015
Staff performed day to day duties/responsibilities and assisted various telephone/walk-in
requests from the public, including performing plan reviews, processing permits, conducting
inspections, performing site visits, issuing Notices and conducting research.
The Building Division conducted 52 inspections, processed 21 building permits and 4
BTR’s, fire and alarm permit applications; 21 new building permits were issued.
Processed 2 new contractors’ information packet (Contractor Lic., Liability Insurance and
W/C Insurance) allowing them to pull permits in Cape Canaveral.
Responded to 6 emails, faxes and calls requesting permit information from realtors and
home inspectors.
Building Staff placed 3 calls to contractors regarding scheduling final inspections for
permits that are nearing expiration or recently expired.
Received 41 new BTR applications.
Code Enforcement performed day to day duties/responsibilities and assisted with various
requests from the Public and provided office coverage throughout the week. Highlights:
o Issued four (4) notices of violation.
o Issued three (3) Orders to Appear before the Code Enforcement Board at the
December 17, 2015 meeting.
o Issued two (2) compliance letters.
o Received five (5) new requests for Code Enforcement.
o Conducted twelve (12) site inspections.
o Posted one (1) vehicle with towing notice.
o Posted two (2) vehicles with courtesy notices.
o Obtained two (2) new addresses.
o Posted two (2) Code Enforcement door tags.
o Responded to six (6) lien information requests.
o Removed three (3) illegal signs from right of way and/or telephone poles.
o Continued to scan elevation certificates/tree removal applications/support
documents into Laserfiche.
o Began work to scan old address files into Laserfiche.
o Conducted four (4) tree inspections with City Arborist.
One Code Enforcement Officer attended a Code Enforcement workshop hosted by Florida
Department of Environmental Protection. It was an overview of solid waste – exemptions,
complaint investigations; asbestos regulations; hazardous waste management and odor
management.
Met with legal counsel for property owner along A1A regarding possible Special
Exception application. Issues discussed included compatibility with surrounding
properties and parking/traffic issues.
Met with Staff to discuss possible solutions to violations of the City’s short-term rental
ordinance. Discussed how other Florida beach communities are addressing the issue.
Staff will be discussing the issue with the City Attorney’s office to determine what legal
options are available.
In conjunction with Economic Development Director, participated in a conference call
regarding the redevelopment of an existing gas station in the City. Items discussed
included the needed approvals as well as timelines.
In conjunction with Building Official, met with homeowner regarding addition of rental
units to an existing home. Discussed required setbacks as well as allowed densities.
Economic Development
Update for Week Ending December 11, 2015
Performed day to day duties/responsibilities, conducted various meetings with business
stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and
conducted research as necessary.
Met with development team interested in redevelopment of a commercial parcel located
on SR A1A. The project would entail the demolition of an existing service station and
construction of a new service station.
Attended Brevard County Board of County Commissioners Gas Tax Workshop.
Resolution No. 2015-21 is on the December 15th City Council agenda. It supports the
creation of additional connector roads between the Port and City. This has been a part
of the community conversation for some years. To this end, a Joint Task Committee
comprised of City and Port Staff was assembled for purposes of studying, evaluating
and developing potential ways to improve joint access and to provide conceptual
findings and recommendations that may lead to the future design, permitting and
construction of one or more joint access projects. Joint access will mutually benefit
Port Canaveral and the City in a number of ways:
o Supports the general transportation and utility needs into and through the City
and Port, as well as current and future operations of the Port including cargo
and cruise operations.
o Improves public safety by enhancing roadways with additional north-south and
east-west ingress and egress points and utility infrastructure.
o Establishment of new road rights-of-way creates routes to expand the City’s
utility infrastructure to properties underserved.
o Maximizes economic development opportunities within the City, particularly
within the City’s Community Redevelopment Area and Economic Opportunity
Overlay District.
o Adds off-highway internal frontage which increases access and adds value for
property owners.
o Promotes redevelopment of property located in the vicinity of any future joint
access project.
o Creates safe, walkable and bikeable access to parcels previously inaccessible
from A1A.
o Establishes a future phasing concept which will extend further east, creating
additional frontage and value as well as development/redevelopment
opportunities for the future.
The phases are conceptual and are described in the Joint Task Committee’s
Conceptual Joint Roadway Access Program. Phase #1 is focused on a 33+ acre
area east of SR A1A, abutting the Port jurisdiction. This area represents a large
portion of the City’s 7% of undeveloped property. Utility services such as sewer
and water are now available to serve this area as a result of successes related to the
recently completed regional life station #6. The Port owns a 13+ acre parcel in this
area and has an interest in providing additional throughput capacity/infrastructure
for cruise/cargo traffic. The City has an interest in seeing this area develop with a
mix of uses that support the Economic Opportunity Overlay District (EOOD);
thereby, creating additional value in this area of the CRA. Canaveral Fire Rescue
and Brevard County Sheriff’s Department support the road network concept.
The actual design will be opportunity-based, rationally relatable to property lines
and cross-alignments and will need to be dedicated City right-of-way with
accompanying/appropriate utilities and quality amenities.
The Port Commission will discuss the first phase of the project at its December 16th
meeting. Assuming the Commission supports the concept, a supporting Port
Commission Resolution is targeted for the Port’s January agenda.
City Hall project is out for bid. Bid due date is January 22, 2016, with a Bid Award
scheduled to take place at the February City Council meeting.

Port Canaveral Logistics Center at Titusville
Comes To Life
The view has changed at the Port Canaveral
Logistics Center at Titusville site since the
project’s ground-breaking in July of this year.
Foundations, floors and steel skeleton are
substantially complete. Now, the concrete
walls — poured and formed in horizontal
molds — are being tilted up into position,
while builders simultaneously begin decking
the roof.
According to Port Director of Real Estate
Scott Shepard, the construction is ahead of
schedule. Exterior walls and roof are
expected to be done by Christmas and the
projected completion date is April 2016.
Shepard says there is active leasing interest
in the 250,000-square-foot dividable Class A
warehousing facility, the Port’s first offsite
warehouse project. “No one has a building
like this in all of Brevard County,” he says,
“so it’s very advantageous for companies
who want to get an operation up and going in
the next year.”
Flagler Logistics is funding and developing
the Center, which the Port Authority will lease
(with an option to buy) and sub-lease to its
customers. The space comes with 30-foot
clearance, a truck court and loading docks,
three drive-in doors and 10 rail-side loading
doors opening onto a new spur of the Florida
East Coast rail line.
Only 16 miles from the Port, the facility is
located on U.S. 1 near I-95, adjacent to a
regional airport and only 37 miles from
Orlando International Airport.

20th Annual Reindeer Run/Walk: Final preparations are taking place for this year’s event on
Saturday, December 12, 8:00 am, Cherie Down Park. Letters were sent to local residents along
the race route, DOT right-of-way signs were placed on both sides of Ridgewood Avenue in the
vicinity of Cherie Down Park and a Blackboard Connect Message will be sent informing the public
about the road closures while the Run/Walk is taking place. There are over 500 pre-registered
participants and more are expected to show up Saturday morning. We encourage all residents to
participate in this great event benefiting Brevard County’s Police Athletic League.
“Street Eats on Taylor Ave.” – A one of a kind food experience will take place on Saturday,
December 12th. Taylor Avenue will be closed between the Nancy Hanson Recreation Complex
and the Brevard County Sheriff’s Office parking lot to accommodate five gourmet food trucks,
Bavarian style tables and light music for ambiance. It should be a great evening of food, friends
and music.
Historical Marker Unveiling
Everyone is invited to Center Street Park on Wednesday, December 16th to unveil the City’s first
Florida Heritage Marker. Honorable Mayor Bob Hoog will welcome attendees. The City’s
Cultural Programs Manager will explain the historical significance of the site. The full text of the
marker is depicted below in an artist rendering of the site.

Athletic Leagues
Monday night kickball will have the Championship game this coming Monday. The Monday
senior tennis league is a little over the halfway point of the season with 20 participating players. A
new Monday night advanced tennis league will start on January 4 with many new players joining.
Wednesday night intermediate tennis and advanced racquetball leagues were cancelled due to
inclement weather. Wednesday night kickball has completed the second week of its regular
season. Thursday night softball hosted the Championship and will begin a new season after the
New Year. Staff is registering players for a new Thursday night intermediate tennis league.
Public Works Services
Update for Week Ending December 11, 2015

Wastewater Treatment Plant (WWTP)/Sanitary Sewer System
Reclaimed Water Availability. Due to activities related to construction of the new
reclaimed water tank at the WWTP, reclaimed water will not be available to residents on
Tuesday, December 15. Reclaimed water service will be restored as quickly as possible.
Lift Station Nos. 6 and 7 Improvements Project. Installation of all components at Lift
Station No. 6 completed. Wet well installed at new Lift Station No. 7 site in Manatee
Sanctuary Park; new sewer pipe and manhole installed under Thurm Boulevard to West
Central Boulevard. Several revisions were made to the proposed site plan to accommodate
residents in the neighborhood (e.g., elimination of fence, planting of additional trees, etc.).
NOTE: Thurm Boulevard from West Central Boulevard to near the entrance road to
Manatee Sanctuary Park will be closed from Monday, November 30 to Saturday,
December 20 for sanitary sewer line installation activities. Please avoid this
construction area; detour signs are posted on adjacent streets.

Sludge Belt Press Addition and New Reclaimed Water Tank. Contractor continues with
tank construction; roof poured on November 24. Finishing layers being applied to tank
walls and roof; work continues on the expansion and rehab of the belt press building.
Project includes two of the wastewater-related projects performed with funds from the
City’s State Revolving Fund (SRF) loan.

NOTE: Beginning June 18, increased truck traffic will be present on West Central
Boulevard (west of SR A1A) and Thurm Boulevard. This increased traffic is associated
with construction of the new reclaimed water tank at the WWTP. Contractor typically will
be working four, 10-hour days per week (weather permitting) until project completion in
early-2016.
Oxidation Ditch Rehabilitation Project. The City’s Lobbyist and SRF Consultant
presented this Project to the Senate Appropriations Subcommittee in Tallahassee on
December 3. The City previously submitted application documents for Legislative
Appropriation Funds in the amount of $1,197,500 (50% of total project costs) for this
WWTP rehabilitation project. If awarded by the State Legislature, the City will fund the
remaining 50% of the Project with SRF loan funds.
Infrastructure Maintenance (IM)
Sidewalk Gap Project. With the exception of sodding and cleanup activities, the
contractor completed the West/East Central Boulevard portion of this Project. Contractor
now installing sidewalk along the southern side of Adams Avenue. Work scheduled for
completion by December 31, 2015.

North Atlantic Avenue Streetscape Project. Pre-construction meeting is scheduled for
December 17 at 1:30 pm. Due to previous contractor commitments at other sites,
construction will be initiated on February 1, 2016 (formerly January 4, 2016). Estimated
time of construction completion is eight months. Please avoid the construction area if
possible.
Holman Road Sanitary Sewer Line Installation – Phase I. Pre-construction meeting was
held on December 3; construction to be initiated on January 4, 2016. Notices being
prepared for mailing to area residents.
Banana River Park Improvements. Staff performed extensive work at this Park
including the installation of irrigation lines, removal of fencing, etc.
Beach Rake Permit. Staff submitted an application for a Field Permit to Florida
Department of Environmental Protection (FDEP) approving use of the beach rake
beginning the week of January 4, 2016. Dumpsters will be placed in the Washington
Avenue beach-end parking lot; therefore, parking at this beach crossover will be limited.
If possible, residents should avoid this beach crossover until completion of the beach
cleaning activities (approximately two weeks).
Miscellaneous
Florida Power and Light (FPL) Road Closure. Ridgewood Avenue will be closed for
one day between 12/7/15 and 12/14/15 from Fillmore Avenue to Taylor Avenue. The exact
day is yet to be determined and is based upon work progress, weather, etc. New, concrete
utility poles will be installed along the road closure area.

Florida Power & Light (FPL) Utility Pole Replacements. Between March 2 and
December 31, 2015, FPL will be replacing over 70 utility poles at the locations listed
below. This is part of FPL’s infrastructure hardening program:
o West Central Boulevard between North Atlantic Avenue and SR A1A;
o Rosalind Avenue between Washington Avenue and Chandler Street;
o Washington Avenue between Ridgewood Avenue and North Atlantic Avenue;
o Ridgewood Avenue between East Central Boulevard and Lincoln Avenue;
o East Central Boulevard between North Atlantic Avenue and Ridgewood Avenue;
and
o North Atlantic Avenue between George King Boulevard and East Central
Boulevard.
Maintenance of traffic (MOT) will be arranged by FPL; temporary road closures will be in
effect.

Update for Week Ending December 11, 2015
1. Weekly meeting with BCSO and Port Public Safety.
2. Meeting at EOC on the next Space-X launch.
3. Tabletop exercise at CCAFS.
4. Meeting with Public Works Services on Holman Road improvements.
5. Training on removal of trapped occupants in Elevators. Provided by the CPA and
Schindler.
6. Merritt Island and Cocoa Beach Christmas Parades.
7. Corvette Toy run provided two truckloads of Toys, over $1000 in cash/gift cards and
food for the Serene Harbor Domestic abuse shelter. Huge thank you to them and our
Partners, BCSO.
8. City Tree Lighting Ceremony.
9. Coverage being provided for the Reindeer Run.
10. Santa will be making his rounds on Saturday, December 12, from 0800-? He has a
special delivery this year of several hundred new Beanie Babies donated by City
resident Joyce Hamilton.
11. Fire Prevention conducted 20 new, 14 follow up and 5 new construction inspections. 4
new plan reviews and 6 public requests for information.
