This residential and business friendly atmosphere is one of a live-able, attractive, safe, secure and sustainable coastal community that embraces the beach and riverside as the main amenities, and supports local culture and education. WE ENVISION: A1A as a “complete street” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to calmly travel to intimate waterfront destinations and a walk- able downtown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique community identity. The “downtown” will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. WE ENVISION: A community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors. WE ENVISION: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage. Administrative Services Update for Week Ending December 4, 2015 The City Manager’s Office is responsible for the day to day administration of all City departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights:  Met with Department Directors regarding various projects/issues/initiatives.  Met with Council Member McMillin regarding various City initiatives.  Held telephone conference with City Attorney and Leisure Services Director regarding a former Friday Fest vendor.  Executive Assistant prepared memo to Council Members/City Manager/Department Directors clarifying that a homeowners association had hired a non-kill trapper to thin out a feral cat colony located in the northern part of the City (memo attached).  Executive Assistant prepared memo for City Manager’s signature regarding revised City Council Agenda/Packet preparation process.  Executive Assistant provided assistance to City Council Members and select Department Directors. City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided assistance to City Council and the City Manager’s Office. Highlights:  Deputy City Clerk provided more training to new Public Works Services Staff on Records Management/Laserfiche.  Council Meetings – continued preparing Agenda/Packet for Meeting of 12/15/2015.  Elections – received 2 Campaign Treasurer’s termination reports.  Council – coordinated participation for Mayor Pro Tem Walsh and Council Member McMillin in the Annual Cocoa Beach Christmas Parade on Saturday, December 5th :  Provided assistance/training to the Community Development Department related to Business Tax Receipts/Springbrook software.  City Clerk met with City Manager regarding various issues/initiatives.  Attended Mandatory Pre-bid Meeting regarding City Hall Construction Project Bid on 11- 30-15; deadline to receive Bids is scheduled for 01-22-16 at 2pm, Bid Opening will be at 2:15pm at Public Works Services Training Room.  City Clerk’s Office met with Executive Assistant to the City Manager regarding revised City Council Agenda/Packet preparation Memo. Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public. Highlights:  Met with Public Works Services Staff regarding Contact Management and each employee’s role in executing the program/training requirements.  Met with Public Works Services Director regarding use of the new PWS Software Maintenance Program which will enhance efficiency/effectiveness throughout PWS.  Met with HR Director regarding budgetary/benefits issues.  Completed necessary financial/accounting actions in preparation for annual audit visit from James Moore Certified Public Accountants and Consultants, December 7-18. Human Resources/Risk Management Staff performed day to day duties/responsibilities. Highlights:  Screened/interviewed qualified candidates for the part-time Recreation Leader position. Efforts continue to identify a suitable candidate.  Completed initial intake process for candidate selected for Plant Operator Trainee position with anticipated December 7 start date.  Completed FEMA Emergency Management readiness analysis/survey, the results of which indicate that the City is in good standing in the implementation of recommended measures intended to ensure life safety and asset protection.  Provided benefits assistance to employees to include presenting options available on the Healthcare Marketplace. Received premium refund check for $30,000 from Florida Municipal Insurance Trust in consideration for the City’s successful efforts to control claims for Workers’ Compensation, General Liability and Property Loss. This is NOT true. The Assn. hired a non-kill trapper who ensures the cats are spayed/neutered/relocated either to a sanctuary along 1-95 or to HOPE (a non-kill shelter). Vince Lombardi "Tize average dog is a nicer person than the average person." .. .Andy Rooney 1 Community Development Update for Week Ending December 04, 2015 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews, processing permits, conducting inspections, performing site visits, issuing Notices and conducting research.  The Building Division conducted 29 inspections, processed 10 building permits and 4 BTR’s, fire and alarm permit applications; 16 new building permits were issued.  Processed 2 new contractors’ information packet (Contractor Lic., Liability Insurance and W/C Insurance) allowing them to pull permits in Cape Canaveral.  Responded to 4 emails, faxes and calls requesting permit information from realtors and home inspectors.  Building Staff placed 29 calls to contractors regarding scheduling final inspections for permits that are nearing expiration or recently expired.  Code Enforcement performed day to day duties/responsibilities and assisted with various requests from the Public and provided office coverage throughout the week. Highlights: o Issued two (2) notices of violation. o Issued one (1) compliance letter. o Received five (5) new requests for Code Enforcement. o Conducted seven (7) site inspections. o Posted two (2) Code Enforcement door tags. o Responded to six (6) lien information requests. o Removed four (4) illegal signs from right of way and/or telephone poles. o Continued to scan elevation certificates/tree removal applications/support documents into Laserfiche. o Conducted two (2) tree inspections. o Issued one (1) $500.00 citation for work without a permit at 8600 Ridgewood. Citation was paid in full.  Participated in further Springbrook training related to BTR process provided by the City Clerk’s Office.  1,521 pages of department records scanned/verified with 1 box prepared for destruction.  On September 16, 2014 the City Council revised the City’s Sign Code Ordinance to address Nonconforming signs within the City. Section 94-121 of the Ordinance states that all signs or outdoor displays which were lawfully erected, but do not conform to the Ordinance, will be considered nonconforming signs. It is the intent of this Ordinance to phase out nonconforming signs as expeditiously and fairly as possible. The Ordinance establishes a date of September 16, 2016 for any nonconforming pole sign to be permanently removed. To provide ample time for impacted business/property owners to come into compliance, correspondence (attached) has been prepared that will be hand-delivered to affected parties notifying them of the regulations and how compliance can be achieved. The Ordinance also waives permit fees for a sign application that will eliminate a nonconforming sign.  In conjunction with the Economic Development Director, met with potential hotel developer regarding possible site in the Astronaut Boulevard corridor.  CD Staff attended mandatory pre-bid meeting related to the New City Hall project to be located at 100 Polk Avenue. City of Cape Canaveral Community Development Department December 1, 2015 RE: NONCONFORMING SIGNS Dear Property Owner and/or Business Owner: On September 16, 2014 the City Council revised the City's Sign Code Ordinance to address Nonconforming signs within the City. Section 94-121 ofthe Ordinance states that all signs or outdoor displays which were lawfully erected, but do not conform to the Ordinance, will be considered nonconforming signs. It is the intent of this Ordinance to phase out nonconforming signs as expeditiously and fairly as possible. The Ordinance addresses the following types of nonconformities: (a) Termination by abandonment: a sign that has been discontinued for a period of ninety (90) consecutive days, regardless of the intent to resume or not to abandon the use. (b) Termination by damage or destruction: Any nonconforming sign damaged or destroyed by any means, to the extent of fifty (50) percent of its replacement cost. (c) Termination by redevelopment: Whenever any revision or modification is made to a building or to site improvements, which requires a new or substantially revised site plan, all signs or sign structures shall be made to conform. (d) Pole signs-Termination by amortization: Any nonconforming pole sign existing on September 14, 2014 shall be permanently removed or modified into a pylon sign by September 16, 2016, by the installation of a non-corrosive decorative cover applied over and attached to the supporting poles, except pole signs located within the visibility triangle shall be removed or relocated by said date. (e) Signs of a temporary nature-Amortization: Any nonconforming sign which is designed to be temporary in nature or portable on September 16, 2014 including, but not limited to window signs, portable signs, banners, sandwich boards, and other types of signs, which do not require a building permit to erect. Performed site visits and conducted research as necessary.  Issued the following Business Tax Receipts: o Energy Technology Services, Inc. o ADF Power Services, Inc. o OATH Ammunition, Inc.  City Hall Status: o Held mandatory pre-bid conference. Twenty-seven contractors/suppliers were represented. Submittal deadline is January 22nd. o FPL’s schedule to remove its lines and remove the pole from the property have moved up from January to December. It is FPL’s desire to use this opportunity to upgrade the reliability of service for connections east of the New City Hall site. Currently, all connections between Polk/Tyler and both sides of Magnolia Ave. down to Fillmore are served by one feed coming from A1A, through the City Hall site. FPL’s plan will split the load of connections served by this line by changing direction to a westerly flow and separating the Magnolia connections from the Polk/Tyler connections. This will require tapping two feeds off of the main feeders at Fillmore and Ridgewood. This will require up to three new poles on Fillmore Ave. between Ridgewood and Magnolia, the relocation of the pole at the northeast corner of Fillmore and Ridgewood and the reframing (adding support stanchions) of existing utility poles to support the additional service line on Magnolia Ave. The City Hall facility will be fed independently by three-phase power coming from across A1A, underground, to a pad-mounted transformer located at the northwest corner of the New City Hall facility.  Attended several meetings regarding street locational signs erected for the purpose of public safety and locational awareness on the beach; interfaced with media.  Along with Community Development Director, attended meeting with a property owner and hotel developer toward a new hotel project in the community.  Met with City Manager regarding several items including the coming revamped City website, upcoming branding outreach, marketing, social media, graphic design and related Staffing needs.  Along with City Attorney, developed a Resolution for the December 15th City Council meeting which supports the concept of a phased road network in the largely undeveloped 33+ acres located where the City abuts the Port jurisdiction, east of A1A. The Port needs additional transportation infrastructure and the City wishes to create additional road frontage/access and value in this area of its CRA & Overlay. Canaveral Fire Rescue and Brevard County Sheriff’s Department support the road network concept. A Staff-led committee convened for the purpose of study, evaluation and development of recommendations for a conceptual framework to be placed in the Port Master Plan and, ultimately, in a future City Plan. The goal of these multi-phased conceptual road layouts/routes/designs is to set the table for the infrastructural/connectivity and quality- driven development/redevelopment needs of the City for many future generations to come. The Port Commission will discuss the first phase of the project at its January 16th meeting. Assuming the Commission supports the concept, a supporting Resolution is targeted for the Port Commission’s January agenda.  The City remains fully engaged in matters related to sustainability. The coming 2015 Annual Report will include details of the City’s sustainability goals, projects and accomplishments. Additionally, for the past several months the Economic Development Director has been actively mentoring/engaging with Mrs. Brenda Defoe Surprenant through the University of Florida Internship Program. She has been tasked with reviewing top-to-bottom City eco-processes/codes/etc. and developing a phased and integrate-able sustainability action plan with a focus on Climate Change and our City’s response and possible increased contributions to our world’s ecological concerns.  Florida City Gas (FCG) Pressure Line Improvement Project Status: o The project is underway, starting at the north end of N. Atlantic Ave. and working in a southerly direction. o There are occasional traffic delays, but traffic is well- managed on a daily basis. o The City’s Streetscape Project will immediately follow the FCG Pressure Line Improvement Project. o For more information, please visit the City website at www.cityofcapecanaveral.org.  Attended EDC Board of Directors meeting. New Classes Movement Strength & Balance – We would like to invite all of you to a brand new class sure to bring in a healthy new year. Athletic Leagues Monday night kickball will start playoffs this Monday; it will be close for all six participating teams. Monday night advanced tennis will have the championship match between the top two seeded players next week. Wednesday night intermediate tennis started make up matches and will begin playoffs next week. Wednesday night advanced racquetball completed the second week of the season with all fourteen players loving the cooler playing weather. Wednesday night kickball had the season opener with all games very close and competitive. A new Thursday night intermediate tennis league will begin in two weeks. Thursday night softball has the top four teams en route for the Championship game; C & S, Sapphire Lounge, Slug n Chugs and Melia’s Hair Hut will battle it out for the title. Staff continues to register new teams and players for a new Flag Football League. Banana River Park Progress continues at a steady pace at Banana River Park. Roof has been dried in and interior work is commencing. Site work for the adjacent parking lot began with City Staff moving the existing irrigation line to accommodate the new driveways. Public Works Services Update for Week Ending December 4, 2015 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System  Lift Station Nos. 6 and 7 Improvements Project. Installation of all components at Lift Station No. 6 completed. Wet well installed at new Lift Station No. 7 site in Manatee Sanctuary Park; remaining components being installed. Several revisions were made to the proposed site plan to accommodate residents in the neighborhood (e.g., elimination of fence, planting of additional trees, etc.). NOTE: Thurm Boulevard from West Central Boulevard to near the entrance road to Manatee Sanctuary Park will be closed from Monday, November 30 to Saturday, December 20 for sanitary sewer line installation activities. Please avoid this construction area; detour signs are posted on adjacent streets. Installation of new manhole and sewer line in Thurm Boulevard - looking northwest.  Sludge Belt Press Addition and New Reclaimed Water Tank. Contractor continues with tank construction; roof poured on November 24. Installation of walls and roof of belt press building completed. Project includes two of the wastewater-related projects performed with funds from the City’s State Revolving Fund (SRF) loan. Concrete roof construction - looking west. Concrete roof construction - looking west. NOTE: Beginning June 18, increased truck traffic will be present on West Central Boulevard (west of SR A1A) and Thurm Boulevard. This increased traffic is associated with construction of the new reclaimed water tank at the WWTP. Contractor typically will be working four, 10-hour days per week (weather permitting) until project completion in early-2016.  Oxidation Ditch Rehabilitation Project. Staff submitted application documents for Legislative Appropriation Funds in the amount of $1,197,500 (50% of total project costs) for this WWTP rehabilitation project. If awarded by the State Legislature, the City will fund the remaining 50% of the Project with SRF loan funds. Infrastructure Maintenance (IM)  Sidewalk Gap Project. With the exception of sodding and cleanup activities, the contractor completed the West/East Central Boulevard portion of this Project. Contractor now installing sidewalk along the southern side of Adams Avenue. Sidewalk construction on East Central Boulevard – looking east.  North Atlantic Avenue Streetscape Project. Pre-construction meeting is scheduled for December 17 at 1:30 pm. Due to contractor commitments at other sites, construction to be initiated on February 1, 2016 (formerly January 4, 2016). Estimated time of construction completion is eight months. Please avoid the construction area if possible.  Holman Road Sanitary Sewer Line Installation – Phase I. Pre-construction meeting was held on December 3; construction to be initiated in January 2016. Notices being prepared for mailing to area residents.  Banana River Park Improvements. IM Staff installed over 400 feet of irrigation pipe for future new plantings around the pavilion area at the Park.  Christmas Decorations. Poinsettias were planted at City Hall, City entrance signs and other locations throughout the City. Miscellaneous  Florida Power and Light (FPL) Road Closure. Ridgewood Avenue will be closed for one day between 12/7/15 and 12/14/15 from Fillmore Avenue to Taylor Avenue. The exact day is yet to be determined and is based upon work progress, weather, etc. New, concrete utility poles will be installed along the road closure area. Road closure area on Ridgewood Avenue.  Space Coast Transportation Planning Organization (SCTPO). All December meetings of the SCTPO have been cancelled due to lack of agenda items.  Florida Power & Light (FPL) Utility Pole Replacements. Between March 2 and December 31, 2015, FPL will be replacing over 70 utility poles at the locations listed below. This is part of FPL’s infrastructure hardening program: o West Central Boulevard between North Atlantic Avenue and SR A1A; o Rosalind Avenue between Washington Avenue and Chandler Street; o Washington Avenue between Ridgewood Avenue and North Atlantic Avenue; o Ridgewood Avenue between East Central Boulevard and Lincoln Avenue; o East Central Boulevard between North Atlantic Avenue and Ridgewood Avenue; and o North Atlantic Avenue between George King Boulevard and East Central Boulevard. Maintenance of traffic (MOT) will be arranged by FPL; temporary road closures will be in effect.
