This residential and business friendly atmosphere is one of a live-able, attractive, safe, secure and sustainable coastal community that embraces the beach and riverside as the main amenities, and supports local culture and education. WE ENVISION: A1A as a “complete street” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to calmly travel to intimate waterfront destinations and a walk-able downtown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique community identity. The “downtown” will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. WE ENVISION: A community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors. WE ENVISION: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage. Administrative Services Update for Week Ending November 13, 2015 The City Manager’s Office is responsible for the day to day administration of all City departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights: Met with Department Directors regarding various projects/issues/initiatives. Met with Mayor Pro Tem/Mayor Elect regarding various projects/issues/initiatives. Met with Mayor Pro Tem/Mayor Elect, Community Development Director, EconomicDevelopment Director and an investor group regarding possible hotel construction in the A1A/Astronaut Boulevard corridor. City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided assistance to City Council and the City Manager’s Office. Highlights: 78 pages of documents scanned/verified. Continued preparing records for offsite scanning. Council Meetings – continued preparing and distributed Agenda/Packet for 11/17/2015; Special preparations are being handled for the Mayor’s Reception, prior to the City Council Meeting, by the City Manager’s and City Clerk’s offices. Community Redevelopment Agency Board – posted Notice of Cancellation for the11/17/2015 CRA Meeting. Elections – Received two Campaign Treasurer’s termination reports. Provided assistance to the Community Development Department related to Business TaxReceipts. All City Offices were closed 11/11/15 in honor of Veteran’s Day. Attended Directors Meeting regarding Communications Policies/Procedures development/implementation. Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public. Highlights: Met with the Infrastructure Maintenance Superintendent to discuss status of the IMBuilding Replacement Project and the installation of the new Maintenance Software Program. Met with Public Works Services Director regarding upcoming Capital Improvement Projects and training for new employees. Attended Directors Meeting regarding Communications Policies/Procedures development/implementation. Human Resources/Risk Management Staff performed day to day duties/responsibilities. Highlights:  Completed orientation for newly hired employees assigned to Public Works Services Department; efforts continue to identify the best available candidate for Plant Operator vacancy.  Attended Directors Meeting regarding Communications Policies/Procedures development/implementation.  Met with Public Works Services management team to discuss Safety Program Compliance.  Conferred with FMIT case management representatives regarding Workers’ Compensation claims status.  Completed statistical analysis relating to City Workforce in order to quantitatively measure progress toward manpower efficiencies/success of efforts to increase skills proficiencies; findings will be presented in this Year’s State of the City Report.  Provided benefits assistance to employees to include confirmation of elections, provider directory searches for health, dental and vision members. Mary Finneran joins Public Works Services Administrative team appointed to the position of Clerical Assistant. Hailing from New York, Mary was awarded a Bachelor of Science degree from State University of New York majoring in Environmental Studies with an emphasis in Urban Planning. Mary has more than ten years of experience employed within the engineering and construction industries. We anticipate Mary being a great asset to the team. The City is pleased to welcome Richard Berardelli to Public Works Services as a Utilities Mechanic. With nearly six years of municipal experience working in infrastructure maintenance and wastewater collection, Richard will contribute in a variety of areas not the least of which is bringing new ideas and skills. Community Development Update for Week Ending November 13, 2015 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews, processing permits, conducting inspections, performing site visits, issuing Notices and conducting research.  The Building Division conducted 36 inspections, processed 15 building permits and 41 BTR’s, fire and alarm permit applications; 9 new building permits were issued.  Processed 1 new contractors’ information packet (Contractor Lic., Liability Insurance and W/C Insurance) allowing them to pull permits in Cape Canaveral.  Code Enforcement performed day to day duties/responsibilities and assisted with various requests from the Public and provided office coverage throughout the week. Highlights: o Issued three (3) notices of violation. o Issued two (2) compliance letters. o Received four (4) new requests for Code Enforcement. o Conducted eight (8) site inspections. o Posted two (2) Code Enforcement door tags. o Responded to four (4) lien information requests. o Removed four (4) illegal signs from right of way and/or telephone poles. o Continued to scan elevation certificates/tree removal applications/support documents into Laserfiche.  Conducted November 12, 2015 Community Appearance Board Meeting Agenda Packet regarding a Level 1 application for the construction of a new commercial building on W. Central Avenue to house a proposed micro-distillery.  1,902 pages of department records scanned/verified.  Processed site plan review responses for the Cape Caribe, Building #3 project.  Distributed November 18, 2015 Planning & Zoning Agenda to include the consideration and action on a request for Site Plan approval for City Hall project at 100 Polk Avenue.  In conjunction with the Mayor Pro Tem/Mayor Elect, City Manager and Economic Development Director, met with investor group regarding possible hotel construction in the A1A/Astronaut Boulevard corridor. Economic Development Update for Week Ending November 13, 2015 Performed day to day duties/responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Tuesday, November 10, 2015 AutoPort Inc. Although Hogan’s Irish Bar is in the basement, they always have a good time and improve with every game. Advanced Monday night tennis just finished up its first round of playoffs with the two top seeds playing in the finals next week. Wednesday night racquetball has two players in the championship next week. One player continues to lead the pack with a perfect 9-0 record with only a few more weeks of play before the playoffs begin in the Wednesday intermediate tennis league. With two games left in the regular season, teams in Thursday night softball are fighting hard for the first four spots to make the playoffs. Seven out of the nine teams are in the running; teams are so close that it is hard to call at this point. Thursday night intermediate tennis just finished up its regular season, with a few makeups to be played before heading into playoffs. Staff is continuing to register players and teams for a new Wednesday night kickball league as well as a Tuesday night 4 v 4 flag football league. Special Events “Street Eats on Taylor Ave.” – A one of a kind food experience will take place on Saturday, November 14th. Taylor Avenue will be closed between the Nancy Hanson Recreation Complex and the Brevard County Sheriff’s Office parking lot to accommodate six gourmet food trucks, Bavarian style tables and light music for ambiance. It should be a great evening of food, friends and music. Paddling Our Native Trail, an Eco-cultural Experience – This one of a kind event will take place Saturday, November 21st at Manatee Sanctuary Park and will include Banana River Park and Center Street Park as part of the day’s activities. A free paddling tour from Banana River Park to Center Street Park will be offered, along with free to and from shuttle from Manatee Sanctuary, where the City’s Cultural Resource Manager will explain the historical significance of Center Street Park to attendees. If you do not have a kayak/paddleboard, A1A Beach Rentals will provide a ½ day rental for $25. The event will start at 9 a.m. at Manatee Sanctuary Park and will showcase local artifact displays, art, music, cultural exhibitions, dancing and a drum circle by Native Americans as well as healthy eating options from Sunseed Food Co-op. Special Projects Banana River Park Phase I – Roofing work commenced with installation of trusses this week. Roof should be completed within 2 weeks. Xeriscape Park – Fitness clusters installation at Xeriscape Park is complete. A free guided introductory work out by Certified Personal Trainer Catrell Cooney will take place Thursday, November 19th at 5:30 p.m. Attendees will be provided a free work out guide and will have the opportunity to chat with Ms. Cooney about personal fitness / nutritional goals to live a healthier life. Work out plans / equipment description guides will be held at the Culture and Leisure Services office and be offered free to anyone who requests them. Public Works Services Update for Week Ending November 13, 2015 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System  Lift Station Nos. 6 and 7 Improvements Project. Installation of all components at Lift Station No. 6 completed. Wet well installed at Lift Station No. 7 site in Manatee Sanctuary Park. Several revisions were made to the proposed site plan to accommodate residents in the neighborhood (e.g., elimination of fence, planting of additional trees, etc.). NOTE: Thurm Boulevard from West Central Boulevard to Manatee Sanctuary Park will be closed from Monday, November 30 to Saturday, December 20 for sanitary sewer line installation activities. Please avoid this construction area; detour signs will be posted throughout the neighborhood and on adjacent streets. Lift Station No. 7 site – looking northeast.  Sludge Belt Press Addition and New Reclaimed Water Tank. Contractor continues with tank wall construction. Installation of walls and roof of belt press building continues; new belt press delivered to site on November 5. This project includes two of the wastewater- related projects performed with funds from the City’s State Revolving Fund (SRF) loan. Construction of new reclaimed water tank (note construction of concrete walls) – looking north. Construction of belt press building expansion – looking northeast. NOTE: Beginning June 18, increased truck traffic will be present on West Central Boulevard (west of SR A1A) and Thurm Boulevard. This increased traffic is associated with construction of the new reclaimed water tank at the WWTP. Contractor typically will be working four, 10-hour days per week (weather permitting) until project completion in early-2016.  Holman Road Sewer Line Replacement – Phase I. Staff is working with the selected contractor on scheduling a pre-construction meeting; SRF forms are also being prepared/forwarded to FDEP. Infrastructure Maintenance (IM)  Sidewalk Gap Projects. The City’s contractor for the East/West Central Boulevard and Adams Avenue Sidewalk Gap Projects has started to pour concrete in sections of West Central Boulevard. Sod and vegetation, in the City’s rights-of-way, continues to be removed. Concrete poured on West Central Boulevard - looking west. Sod and vegetation removed along East Central Boulevard - looking west.  SR 528 Banana River Bridge Repairs. On June 22, a contractor for Florida Department of Transportation (FDOT) initiated repairs to the SR 528 Bridge over the Banana River. Work will last approximately 142 days and take place during weekdays. Lane closures will occur during certain work tasks. Miscellaneous  Florida Power & Light (FPL) Utility Pole Replacements. Between March 2 and December 31, 2015, FPL will be replacing over 70 utility poles at the locations listed below. This is part of FPL’s infrastructure hardening program: o West Central Boulevard between North Atlantic Avenue and SR A1A; o Rosalind Avenue between Washington Avenue and Chandler Street; o Washington Avenue between Ridgewood Avenue and North Atlantic Avenue; o Ridgewood Avenue between East Central Boulevard and Lincoln Avenue; o East Central Boulevard between North Atlantic Avenue and Ridgewood Avenue; and o North Atlantic Avenue between George King Boulevard and East Central Boulevard. Maintenance of traffic (MOT) will be arranged by FPL; temporary road closures will be in effect.  Florida Department of Transportation (FDOT) Five-Year Work Plan. Staff attended this seminar which briefly described major projects to be completed in FDOT District 5 during the next five years. Most of the Brevard County projects are located in southern Brevard County; none of the proposed projects are located within the City.
