Weekly Update Week Ending November 6, 2015 Cape Canaveral VISION Statement Administrative Services Community Development Economic Development Culture & Leisure Services Public Works Services Brevard County Sheriff’s Office Canaveral Fire Rescue 3 CAPE CANAVERAL VISION STATEMENT WE ENVISION: A bike-able and walk-able Cape Canaveral that retains and enhances its residential feel, characterized by low-rise buildings not more than 4 stories in height. This residential and business friendly atmosphere is one of a live-able, attractive, safe, secure and sustainable coastal community that embraces the beach and riverside as the main amenities, and supports local culture and education. WE ENVISION: A1A as a “complete street” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to calmly travel to intimate waterfront destinations and a walk-able downtown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique community identity. The “downtown” will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. WE ENVISION: A community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors. WE ENVISION: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage. Administrative Services Update for Week Ending November 6, 2015 The City Manager’s Office is responsible for the day to day administration of all City departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights: Met with Department Directors regarding various projects/issues/initiatives. Met individually with newly elected Council Members Brendan McMillin and Mike Brown. Executive Assistant provided assistance to City Council Members and select Department Directors. Executive Assistant completed City Manager’s Office section of the Orientation Binder for newly elected Council Members, which outlines its duties/responsibilities. City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various telephone/walk- in requests from the Public/Staff and provided assistance to City Council and the City Manager’s Office. Highlights: 467 pages of documents scanned/verified. Council Meetings – continued preparing Agenda/Packet for 11/17/2015; special preparations are being handled for the Mayor’s Reception, prior to the City Council Meeting, by the City Manager’s and City Clerk’s offices. Election – General Election was held Tuesday, November 3rd; Unofficial Results from the Brevard County Supervisor of Elections as of 11/03/2015 (see below or go to www.votebrevard.com) reflect winning Candidates as R.E. Bob Hoog for Mayor; Brendan McMillan and Mike Brown for Council Member Vacancies; Official Results are due after 4 p.m. on 11/09/2015; Swearing in will take place at the Regular City Council Meeting of 11/17/2015. Provided assistance to the Community Development Department related to Business Tax Receipts. Received the attached flyer for the Cape View Elementary School Pancake Breakfast/Veterans Day Celebration this Saturday, November 7th starting at 8 a.m. All City Offices closed 11/11/15 in honor Veterans Day. Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk- in requests from the Public. Highlights: Successfully completed an Information Technology (IT) full audit with James Moore IT Auditor – all items in full compliance. Met with Human Resources Director regarding employee benefits, training and organizational issues. Human Resources/Risk Management Staff performed day to day duties/responsibilities. Highlights: Attended Department of Labor Business Learning Event hosted by CareerSource Brevard. The event featured Department of Labor Community Outreach and Planning Specialist for the Wage and Hour Division of the US Department of Labor William Richardson. He provided valuable clarification and updates on the Fair Labor Standards Act (1938) regulating Overtime, Eligibility Requirements, Minimum Wage and 2016 anticipated changes to the 541 Rule governing Exempt Employees. With the Public Comment phase of the process complete, the Department of Labor is anticipated to increase the minimum wage requirement for Exempt classification from $23,000 to $50,000 while definitions pertaining to Job Duties and Salary Basis will remain unchanged. It is also anticipated that the minimum salary regulatory changes will include a mechanism whereby the salary will be adjusted annually. Met with City Manager and PWS Director for the purpose of reviewing Department training, efficiencies, Safety compliance and manpower needs. Successfully filled Utilities Mechanic vacancy with an experienced Utilities Mechanic from a neighboring municipality. Successfully filled PWS Clerical Assistant vacancy. Interviewed candidates for Plant Operator Trainee vacancy. Completed Human Resources section of newly elected City Council Member Orientation Binder intended to provide an overview of duties and responsibilities performed by HR. The City is pleased to announce the success of the Leave Incentive Program whereby full- time employees in service to the City a minimum of 1 year are eligible for monetary incentives in exchange for consistently providing at least 72 hours of notice in advance of requesting leave. Averaging forty-five (45) full-time employees between December 1, 2014 and November 30, 2015, twenty (20) employees are on track to receive an attendance reward. Maintaining efficient and cost effective staffing levels requires a highly dependable workforce. Supervisors know they can rely upon Staff to complete routine duties and special projects as planned and on schedule. Thanks and keep up the good work! Community Development Update for Week Ending November 6, 2015 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews, processing permits, conducting inspections, performing site visits, issuing Notices and conducting research. The Building Division conducted 53 inspections, processed 17 building permits and 26 BTR’s, fire and alarm permit applications. 33 new building permits were issued. Responded to 6 emails, faxes and calls requesting permit information from realtors and home inspectors. Processed 2 new contractors’ information packets (Contractor Lic., Liability Insurance and W/C Insurance) allowing them to pull permits in Cape Canaveral. Also provided assistance in completing building permit applications, as needed. Code Enforcement performed day to day duties/responsibilities and assisted with various requests from the Public and provided office coverage throughout the week. Highlights: o Issued four (4) notices of violation. o Issued three (3) compliance letters. o Received six (6) new requests for Code Enforcement. o Conducted ten (10) site inspections. o Posted two (2) Code Enforcement door tags. o Responded to five (5) lien information requests. o Removed three (3) illegal signs from right of way and/or telephone poles. o Continued to scan elevation certificates/tree removal applications and support documents into Laserfiche. o Attended quarterly Central Florida Community Recertification System user group meeting. Group meets to discuss and review Community Rating System (CRS) Coordinator’s Manual. The CRS is a Federal program that recognizes communities for implementing floodplain management practices that exceed Federal minimum requirements. Prepared November 12, 2015 Community Appearance Board meeting agenda packet to include consideration of a Level 1 application for the construction of a new commercial building on W. Economic Development Update for Week Ending November 6, 2015 Performed day to day duties/responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted research as necessary. Continued development of Communications Policies and Procedures Manual. Assembling/compiling annual update for the State of the City Report. Met with Public Works Services Director and Public Works Services Deputy Director regarding an easement in the triangular portion of the property located at 8000 Astronaut Blvd. Located at the southern tip of this triangular parcel at the intersection of N. Atlantic Ave. and Astronaut Blvd., the easement documents are being created in anticipation of a transformative redevelopment project. The easement will serve the realignment of International Dr. and provide space for an entry feature, sidewalk and landscaping – all contributing elements to the N. Atlantic Ave. Streetscape project. Staff is working with a commercial retail development company toward development of 7-10 acres in the City. Redevelopment sites are being considered. Florida City Gas (FCG) Pressure Line Improvement Project Status: o The project is on track for a November 11th start. o The City’s Streetscape Project will immediately follow the FCG Pressure Line Improvement Project. o Construction updates will be placed on the City webpage as available from FCG. o Attended an on-site pre-construction meeting with representatives from Florida City Gas and Public Works Services Staff to review schedules and identify any conflicts. City Hall Status: o Bid set construction plans and Project Manual have been received. o Preparing bid advertisement. o Community Appearance Board approval was administratively extended. o All site-related comments have been addressed and the site plan will be presented to the Planning & Zoning Board on November 18th. To foster the economic development of 33+ acres of undeveloped property located in the area between the Port and the City, east of S.R. A1A, a Port/City Connector Road Committee was formed. It consists of City and Port Staff and its purpose is to study/evaluate needs and make recommendations for a roadway system linking the two jurisdictions. The Port owns a 13+ acre parcel in this area and has an interest in providing additional throughput capacity/infrastructure for cruise/cargo traffic. The City has an interest in seeing this area develop with a mix of uses that support our Economic Opportunity Overlay District (EOOD). Providing off-highway internal frontage, the roads would create additional value as well as safe, walkable and bikeable access to parcels previously inaccessible from A1A. This area represents a large portion of our 7% of undeveloped property. Utility services such as sewer and water are now available to serve this area as a result of our successes related to the recently completed regional lift station #6. Department Director received certification as a Redevelopment Professional after successfully completing all courses of the Florida Redevelopment Association (FRA) Redevelopment Academy. The company is adding more than 45,000 square feet to modernize and initiate a new process line for food-grade sea and solar salt products. "This is a great day," said Morton Salt CEO Christian Herrmann. "We've been here at the Port for 25 years and we're just getting started." The facility will use salt the company produces on the Bahamian island of Greater Inagua for its food-grade sea salt, in addition to the pool and water softener salts already produced at Port Canaveral. "Sea salt is popular right now," said Herrmann, "Using our own sources and controlling the quality and process from start to finish is a new and important step for us." Morton considered multiple sites for the new facility but Port staff worked hard to keep the business, jobs and investment in Central Florida. "The Port's support and willingness to work with us was key," said Herrmann. The facility is expected to be producing food-grade product by mid-year 2016. At full capacity, it will produce more than 300,000 tons of salt products per year. Canaveral Wins Best North American Homeport Recognition Each year, the international editors of Cruise Critic-the world's leading cruise reviews and resource site-select the cruise ships, lines and ports they feel best represent excellence. "Previously overshadowed by other Florida ports, Port Canaveral is one of the most up-and-coming cruise hubs in North America," according to editors. Their review included praise for the Port's nearness to family-friendly activities -- including Kennedy Space Center, pristine beaches and Orlando destinations. It also recommended the Port itself as "definitely worth a pre- or post-cruise visit" for recreation and shopping opportunities. As one of the world's busiest cruise ports, Port Canaveral is expected to grow in the next three or four years from serving 4.2 million passengers to 6 million passengers annually. Major cruise lines continue to demonstrate their confidence by bringing in new ships. Next year, Canaveral's homefleet will increase to 10 with the addition of mega-ships Carnival Magic, Norwegian Epic and Royal Caribbean's Oasis of the Seas. Florida Biggest Beneficiary of Record Growth in Cruise Industry Spending The U.S. cruise industry is healthy and growing at a record pace, with cruise lines redeploying capacity from Europe back to American shores as the economy here strengthens, according to the Cruise Lines International Association. Cruise passenger embarkations at U.S. ports rose to a record 11.06 million in 2014, with the largest one-year increase since 2004. Along with this robust growth came an increase in direct spending by the cruise lines, their passengers and crews, reaching a record $21 billion across the country. Florida retains its place as the center of cruising in the United States with 6.89 million embarkations, 62 percent of the U.S. total. Combined, passengers, crew and cruise lines spent nearly $8 billion in Florida alone and this spending generated 146,401 jobs in the state. Onshore spending for transportation, accommodations, food and other retail goods from the 10.5 million passenger and crew visits to Florida increased nearly 10 percent from 2013 to 2014, reaching a new U.S. record of more than $1 billion of personal spending in the state. Vehicle Carrier Ship NYK Line's Neptune Leader Begins Monthly Service at Port Canaveral Industry leader NYK, operator of the world's largest fleet of vehicle carrier ships, brought its Neptune Leader into Port Canaveral on October 11, the maiden visit in a new monthly service that will collect used vehicles from throughout Florida and the Southeast U.S. for export to Central and South America. The ship will arrive in Central Florida each month from Baltimore and Newark on its way to Puerto Rico, the Dominican Republic, Columbia, Panama, Costa Rico, Honduras, Guatemala and Mexico. NYK's premier Leader class of vessels is capable of carrying up to 7,500 standard cars and engineered also to handle heavy-duty cargo such as plant equipment, agricultural and construction machinery. The Port's Cargo Business Development team is working to bring vehicular imports into Central Florida via this service in the future. Cruise Terminal 5 Updates to Meet Mega-Ship Needs A construction project is under way to upgrade and improve 24-year-old Cruise Terminal 5. The upgrades are necessary to serve Carnival Cruise Lines, which currently is unable to use the terminal for its larger modern ships. The upgraded terminal will serve Carnival's Valor, Sensation, Sunshine (soon to be replaced by the larger Carnival Magic) and Pride (ships already under contract) and potentially additional vessels from Carnival. The total cost of terminal and waterside improvements and increased parking will be $41.8 million. The cost includes demolishing the raised roadway in front of the terminal; reworking roadways and internal terminal spaces for more efficient, safer flow of traffic, passengers and baggage; refreshing interiors; extending the pier and replacing gangways. Parking options were discussed at length -- including a new garage, surface parking and satellite lots -- but cost, convenience and customer preference resulted in Commission approval in September for a multi-story 1,050-space parking garage. CT5 passenger gangway dismantled as part of terminal renovation Renovation of this terminal plus Cruise Terminal 10 will accommodate business now under contract plus some expansion and enable the Port Authority to delay construction of a new cruise terminal until a major cruise line signs a contract to bring in a new, huge ship. Cove Developer Agreement Finalized Following public input at the August meeting, the Port Commissioners voted to approve an amended Agreement with the Sooner/Collett Development team at a special public meeting in September. The agreement grants the team a minimum development program consisting of an initial module of 80,000 square feet of retail, restaurant, entertainment and service uses plus a secondary 10,000-square-foot module. It also designates a Module H, reserved for a full-service hotel of at least 150 rooms, but allows the Port to develop this hotel site itself if it does not approve Sooner/Collett's customer. The development team also receives an exclusive option to develop a 10-acre site known as the Future Development Area through December 2018, with right of first refusal for this area through December 2024. These options are for retail, restaurant, hotel and entertainment uses only and do not affect other usages (Port, maritime, etc.) or potential development of any kind in any other area of the Port. Per the agreement, the Port is responsible for storm line relocation, road and intersection improvements and restrooms while the developer assumes responsibility for the buildings, utilities, parking, landscaping, irrigation and other site aspects. A 50/50 split of net cash flow is specified. All ground leases for the current and future development sites must come to the Port Commission for approval before being executed. Certain uses have been prohibited and buildings must meet Port-approved architectural guidelines (currently under Port and public review). Under the agreement, the Sooner team is responsible for commencing construction by June 2016, completing at least 52,000 square feet by January 2017 and at least 70,000 square feet by August 2017. Master Chef Features Fresh Wild Ocean Seafood Located in Disney Springs in a unique building imported from Ireland, you can find a Master Chef -- Ireland's 2009 Chef of the Year and favorite of Queen Elizabeth and U2 -- preparing fresh seafood from Port tenant and commercial fishery Wild Ocean Seafood. Kevin Dundon is the renowned chef at Raglan Road Irish Pub and Restaurant, recipient of Orlando Magazine's Best Restaurant 2014 award. Having learned about Wild Ocean Seafood from one of the writers of Florida seafood cookbook "Good Catch," he traveled to the Port for a visit. "It's amazing to have a chef come personally," commented Wild Ocean Fishmonger Cinthia Sandoval. "He's truly passionate about cooking with fresh ingredients." As a result, Raglan Road's menu now states that "Our seasonal specials feature Wild Ocean Seafood Market from Port Canaveral, local wild caught, fresh and sustainable seafood from a 3rd generation family-owned and operated business." "We're so proud of being on that menu, chosen by a chef of that caliber and reputation," Sandoval said. Recent seasonal offerings from Port Canaveral have included clams and Canaveral White shrimp. Kiosk Businesses Debut in The Cove New retail kiosks on the Cruise Terminal 1 plaza at the east end of The Cove are open for business. An October event celebrated these additions to the Port experience. "The Cove tenants have been so supportive over the past five years as I developed my business in the Cove Marketplace, I wanted to give back," explained Sindy Smith, owner of East Coast Shades. Among the activities was a scavenger hunt that directed participants to 14 venues throughout the Cove. "We had more people starting than finishing," commented Smith. "I think they got distracted enjoying the bars and restaurants, but that's just fine because we really wanted to show people how much fun our Cove has to offer." In addition to East Coast Shades, specialists in high-quality eye protection, th e event highlighted the Ron Jon kiosk and the opening of The Lazy Pirate, a shop featuring sterling silver jewelry with a nautical theme. John Gordon, co-owner of The Lazy Pirate with wife Kathy, said, "Great opening weekend! This is an exciting opportunity. We see where this Port is headed and there's nothing like it anywhere. The new Cove really is going to pull people in." The kiosk businesses, in addition to marketing to local residents, will advertise on board port-of-call ships to help draw passengers into The Cove. Monday night kickball continues to have a battle for first place with two teams remaining tied. Wednesday night intermediate tennis has only a few more weeks left of regular season play with one player determined not to take a loss this season. Wednesday night advanced racquetball completed another week of playoffs with the Championship match to be held next week. Thursday night softball continues to stay heated as the season is coming to a close with make-up games beginning next week. Thursday night intermediate tennis finished its last night of matches before playoffs. All players are on the same level and ready to compete for the championship title. Staff continues to register teams/players for a new Wednesday night kickball league. Staff is also registering teams/players for a new 4 v 4 coed flag football league starting on Tuesday, December 8. Each participating team may have a roster of up to 8 players at $150.00 per team. Special Events Friday Fest – Consider yourself invited to the best street party in Brevard County. Special Projects Banana River Park Phase I – Cross beams have been poured on pavilion and trusses will be installed Friday and early next week. Sewer tie-in was completed. Wet wells had to be used to keep the area dry during installation due to the connection point being 3’ lower than anticipated. Public Works Services Update for Week Ending November 6, 2015 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System WWTP Energy Usage. Energy savings information from the WWTP from mid-October 2012 to mid-October 2015 is as follows: o Average monthly electric charges for last 36-month period - $13,181; o Average monthly charges for 12-month period in 2011 - $13,736; o Average monthly savings for last 36-month period - $555 (4.04%); and o Total savings for last 36-month period - $19,980. New VFDs installed in October 2011. New sand filters operational in November 2012. New compressor installed in December 2012. Lift Station Nos. 6 and 7 Improvements Project. Installation of all components at Lift Station No. 6 completed. It was approved for operation by Florida Department of Environmental Protection (FDEP) on October 20. Dewatering of the Lift Station No. 7 site at Manatee Sanctuary Park initiated on November 5. Completed Lift Station No. 6 - looking north. Sludge Belt Press Addition and New Reclaimed Water Tank. Tank foundation concrete pour completed on October 24; contractor is initiating tank wall construction. Foundation for belt press building expansion poured; new belt press delivered to site (covered) on November 5. This project includes two of the wastewater-related projects performed with funds from the City’s State Revolving Fund (SRF) loan. Scaffolding in the tank construction area - looking south. Delivery of the new sludge belt press – looking east. NOTE: Beginning June 18, increased truck traffic will be present on West Central Boulevard (west of SR A1A) and Thurm Boulevard. This increased traffic is associated with construction of the new reclaimed water tank at the WWTP. Contractor typically will be working four, 10-hour days per week (weather permitting) until project completion in early-2016. Anoxic Basin Sand Removal. Sand was removed and disposed offsite from the 1st Anoxic Basin by Staff and the City’s Inmate Crew. The sand enters the WWTP from the City’s sanitary sewer lines. Cleaning of the Basin is performed every six years. Sand removal operations – looking southwest. Holman Road Sewer Line Replacement – Phase I. Staff is working with the selected contractor on scheduling a pre-construction meeting; SRF forms are also being prepared/forwarded to FDEP. Stormwater City of Titusville. Staff provided Stormwater Utility documentation to the City of Titusville to assist in its development of a more comprehensive stormwater utility (i.e., credit system for stormwater retention). Total Maximum Daily Load (TMDL) Technical Meeting. Staff attended this meeting that updated stakeholders on Brevard County’s efforts to revise TMDLs for the Indian and Banana River Lagoons. New computer modeling results tentatively indicate that TMDLs established by FDEP may be high for total nitrogen (TN) and total phosphorous (TP). Brevard County is currently preparing documentation to present these findings to FDEP in Tallahassee. Staff will continue to work as part of this Brevard County initiative which may potentially result in significant future cost savings to municipalities located all along the Indian and Banana River Lagoons. Stormwater and Recycling Awareness Education: The City’s stormwater education contractor, Blue Life, will have its Stormwater and Recycling Public Awareness Booths at the November 6th Friday Fest. Staff met with City’s consultant, GeoSyntec, to finalize engineering plans and bid specifications for this stormwater improvement project. Infrastructure Maintenance (IM) Sidewalk Gap Projects. The City’s contractor for the East/West Central Boulevard and Adams Avenue Sidewalk Gap Projects initiated the removal of concrete curbs to prepare for installation of new ADA ramps. Vegetation in the rights-of-way of the sidewalks was also removed at several locations. East Central Boulevard and Circle Drive curb cutouts for ADA ramps – looking west. Replacement Irrigation Well/Pump Enclosures: Three irrigation well/pump enclosures were replaced in the medians of West and East Central Boulevards. The old concrete enclosures were in poor condition; the new fiberglass enclosures with serve the City for many years to come. On June 22, a contractor for Florida Department of Transportation (FDOT) initiated repairs to the SR 528 Bridge over the Banana River. Work will last approximately 142 days and take place during weekdays. Lane closures will occur during certain work tasks. Florida City Gas Company. Staff attended a pre-construction meeting with representatives of Florida City Gas Company concerning the upcoming gas line installation project on SR A1A and North Atlantic Avenue. Work is scheduled to begin on November 11 along the SR A1A corridor. Miscellaneous Florida Power & Light (FPL) Utility Pole Replacements. Between March 2 and December 31, 2015, FPL will be replacing over 70 utility poles at the locations listed below. This is part of FPL’s infrastructure hardening program: o West Central Boulevard between North Atlantic Avenue and SR A1A; o Rosalind Avenue between Washington Avenue and Chandler Street; o Washington Avenue between Ridgewood Avenue and North Atlantic Avenue; o Ridgewood Avenue between East Central Boulevard and Lincoln Avenue; o East Central Boulevard between North Atlantic Avenue and Ridgewood Avenue; and o North Atlantic Avenue between George King Boulevard and East Central Boulevard. Maintenance of traffic (MOT) will be arranged by FPL; temporary road closures will be in effect. Space Coast Transportation Planning Organization (SCTPO) November Meeting.
