Weekly Update Week Ending October 30, 2015 Cape Canaveral VISION Statement Administrative Services Community Development Economic Development Culture & Leisure Services Public Works Services Brevard County Sheriff’s Office Canaveral Fire Rescue 3 CAPE CANAVERAL VISION STATEMENT WE ENVISION: A bike-able and walk-able Cape Canaveral that retains and enhances its residential feel, characterized by low-rise buildings not more than 4 stories in height. This residential and business friendly atmosphere is one of a live-able, attractive, safe, secure and sustainable coastal community that embraces the beach and riverside as the main amenities, and supports local culture and education. WE ENVISION: A1A as a “complete street” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to calmly travel to intimate waterfront destinations and a walk-able downtown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique community identity. The “downtown” will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. WE ENVISION: A community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors. WE ENVISION: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage. Administrative Services Update for Week Ending October 30, 2015 The City Manager’s Office is responsible for the day to day administration of all City departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights: Met with Department Directors regarding various projects/issues/initiatives. Met with Mayor Randels regarding various City initiatives. Executive Assistant provided assistance to City Council Members and select Department Directors. City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various telephone/walk- in requests from the Public/Staff and provided assistance to City Council and the City Manager’s Office. Highlights: Completed draft Records Management Policies & Procedures Manual for review. 181 pages of documents scanned/verified. Distributed 2015 City Code of Ordinances Supplement 24. Council Meetings – continued preparing Agenda/Packet for 11/17/2015; special preparations are being handled for the Mayor’s Reception, prior to the City Council Meeting, by City Manager’s and City Clerk’s offices. Election: Answered various Candidates’ questions; 2015 G3 Campaign Treasurer’s Reports covering 10/17/15 thru 10/29/15 are due by 5 p.m. on Friday, October 30, 2015; Election Day is Tuesday, November 3, 2015; for more information go to www.votebrevard.com. Attended meeting at Community Development regarding Business Tax Receipt and Building Permitting software. Provided assistance to Community Development related to Business Tax Receipts. Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk- in requests from the Public. Highlights: Met with Community Development Director/Staff regarding process/roles required to go live with the New Building Permit Software Module. Met with Leisure Services Director regarding progress on Banana River Park Phase I and Bid Proposal actions for Phases II & III. Human Resources/Risk Management Staff performed day to day duties/responsibilities. Highlights: Ensured that all City employees completed their 2015/16 Benefit enrollments by the close of business October 29, 2015. Representative from AFLAC, the City’s supplemental insurance provider and 125 Administrator, met with employees. Assistance was provided to those unable to attend to ensure full IRS compliance. Screened/scheduled interviews for Public Works Services Clerical Assistant vacancy. Offer extended to Utilities Mechanic candidate was accepted with anticipated start date in two weeks. Conducted interviews for Plant Operator vacancy. Conducted New Employee Training/Mentoring instruction for supervisors, which is intended to provide instruction on how to effectively utilize established 90 day training tools. Said tools clearly define training objectives and knowledge benchmarks for newly hired or promoted employees which are reviewed with the employee “day 1” on the job. Community Development Update for Week Ending October 30, 2015 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews, processing permits, conducting inspections, performing site visits, issuing Notices and conducting research. The Building Division conducted 48 inspections, processed 38 building permits and 22 BTR’s, fire and alarm permit applications. 38 new building permits were issued. Responded to 4 emails, faxes and calls requesting permit information from realtors and home inspectors. Processed 3 new contractors’ information packets (Contractor Lic., Liability Insurance and W/C Insurance) allowing them to pull permits in Cape Canaveral. Also provided assistance in completing building permit applications, as needed. Code Enforcement performed day to day duties/responsibilities and assisted with various requests from the Public and provided office coverage throughout the week. Highlights: o Issued four (4) notices of violation. o Issued three (3) compliance letters. o Received four (4) new requests for Code Enforcement. o Conducted nine (9) site inspections. o Posted one (1) Code Enforcement door tag. o Responded to six (6) lien information requests. o Removed five (5) illegal signs from right of way and/or telephone poles. o Continued to scan elevation certificates/tree removal applications and support documents into Laserfiche. Met with owners of Oceanside Distillery regarding their application for the Community Appearance Board. Continued work on the department’s portion of the Mayor/City Council Orientation Book. Met with Financial Services Staff regarding implementation of the Springbrook software Building Permit and BTR modules and how best to administer going forward. 1,229 pages of department records scanned/verified. One box prepared for destruction. In conjunction with the Economic Development Director, met with several groups that are pursuing hotel development opportunities within the Astronaut Boulevard corridor. In conjunction with the Economic Development Director, toured the Oath Ammunition facility in Merritt Island. Conducted the October 28th Planning & Zoning Board meeting where the following actions were taken: o Board unanimously recommended approval of Preliminary Plat application related to the RaceTrac property located at 8899 Astronaut Boulevard. Recommendation will go to the City Council for final action. o Board unanimously recommended approval of a zoning determination for property located at 111 Pierce Avenue. Board determined that the current use of the property should be considered a permitted use in the C-1 district. Recommendation will go to the Board of Adjustment for final action. Economic Development Update for Week Ending October 30, 2015 Performed day to day duties/responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted research as necessary. Florida City Gas (FCG) Pressure Improvement Project Status: o Project is on track for a November start. Construction work will take place in the N. Atlantic Ave. right-of-way from George King Blvd. in Port Canaveral south to Monroe Avenue in Cape Canaveral. o City Council approved the FCG Streetscape Reimbursement Agreement. It outlines various terms/conditions related to the Project and the Company’s reimbursement to the City of all costs associated with repaving the full width of the N. Atlantic Ave. roadway and certain other improvements affected by the Company’s Project. o The City’s Streetscape Project will immediately follow the FCG Pressure Line Improvement Project. o Construction updates will be placed on the City webpage as available from FCG. o Representatives from FCG presented information and answered questions about the Project at a Community Meeting at the Cape Canaveral Library on Tuesday, October 27th. Meeting notes: Work will be during the daytime: 8:30AM – 5:00PM. After 5:00PM each day, both lanes of N. Atlantic Ave. will be accessible. Construction will begin at S.R. 520 in Cocoa Beach and end at George King Blvd. in Port Canaveral. Neighborhoods with “one-way in” streets will remain accessible at all times. When the Project reaches these streets, one half of the entry road will remain open and passable at all times during the day and full access during the night. Florida City Gas Community Meeting City Hall Status: o Bid set construction plans and Project Manual have been received. o Preparing to put project out to bid. Along with Community Development Director, met separately with representatives from hotel investment/development firms. Along with Community Development Director, toured an ammunition manufacturing facility in Merritt Island wishing to relocate to Cape Canaveral. Met with a local restaurateur wishing to expand to Cape Canaveral. Completed draft Communications Policy and Procedure Manual. The goal of the Manual is to increase professionalism in all City correspondence by introducing tone and content standards and methods. The Policy will apply to advertisements/collateral materials, agendas and minutes, Blackboard Connect, color schemes and logos, email, internal memos, media relations, news releases and community notices, official external correspondence, presentations, social media including identification and handling of inappropriate content and use of hashtags, the City website and the Florida Public Records Act. This is our signature event in which we celebrate the impact of EDC’s work with our board members, investors, partners and the community at large. Monday night advanced tennis has one more week before the playoffs begin; these matches should come down to the wire as players are at a similarly matched level. Wednesday night racquetball continues on with playoff matches and will have the Championship match in two weeks. Wednesday night intermediate tennis has two weeks remaining with one player continuing his undefeated streak. Thursday night intermediate tennis completed the sixth week of the season and remains very competitive for all league players. Thursday night softball is heated with C & S and S n C tied for first place, then Sapphire and Melia’s Hair Hut tied for second. Staff continues to register teams and players for a new Wednesday night kickball league. Culture and Leisure Services will be starting a new 4 v 4 coed flag football league starting on Tuesday, December 8. Each participating team may have a roster of up to 8 players at a cost of $150.00 per team. Players will be allowed to register as free agents for $25.00 each and Staff will match them with a team. Special Events Monster Mash – Children ages 12 and under, along with their parents/chaperones are invited to dress up in costume and bring their dancing shoes for this one of a kind dance party. Activities will include a costume contest with prizes, games and candy for every attendee. Public Works Services Update for Week Ending October 30, 2015 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System Lift Station Nos. 6 and 7 Improvements Project. Installation of lift station components complete; final cleanup activities being performed. Lift station was approved for operation by Florida Department of Environmental Protection (FDEP) on October 20. Work to begin at Lift Station No. 7 the week of November 2. Nearly completed new lift station - looking north east. Florida Department of Environmental Protection (FDEP) Training and Open House. Staff attended all day FDEP Training and Open House in Orlando, Florida. Reuse Inspections. Staff completed 18 reuse inspections. Onsite Collection “C” Training. Held all week at WWTP Training Room. The Instructor was provided by Florida Water and Pollution Control Operators Association (FWPCOA). Two of the seven students were from the City and the others were from Brevard County Wastewater Plants. FWPCOA Students being trained on-site at the WWTP Training Room. Sludge Belt Press Addition and New Reclaimed Water Tank. Tank foundation concrete pour completed on October 24; contractor is initiating tank wall construction. Foundation for belt press building expansion poured; new belt press to be delivered week of November 9. This project includes two of the wastewater-related projects performed with funds from the City’s State Revolving Fund (SRF) loan. Rebar pattern in tank foundation - looking west. Scaffolding being erected for building of the tank walls – looking south. Belt Press Building additional rebar being installed for foundation footings – looking south. NOTE: Beginning June 18, increased truck traffic will be present on West Central Boulevard (west of SR A1A) and Thurm Boulevard. This increased traffic is associated with construction of the new reclaimed water tank at the WWTP. Contractor will be working four, 10-hour days per week (weather permitting) until project completion in early-2016. Stormwater Baffle Boxes. Inmate Crews cleaned out all floatables/debris. Street Sweeping. Contractor removed over 15 cubic yards of dirt/debris in October. Infrastructure Maintenance (IM) SR 528 Banana River Bridge Repairs. On June 22, a contractor for Florida Department of Transportation (FDOT) initiated repairs to the SR 528 Bridge over the Banana River. Work will last approximately 142 days and take place during weekdays. Lane closures will occur during certain work tasks. Sidewalk Gap Projects. To help promote safe mobility for pedestrians/bicyclists, the City put out to bid and awarded two Sidewalk Gap New Construction projects in late FY 2015 to the Wm. Turnbaugh Construction, Inc. One project is the West and East Central Boulevards that will add an additional 1,500 feet of five foot wide sidewalk and the Adams Avenue project that is adding an additional 900 feet of five foot wide sidewalk. o The planned work along both the northern and southern sides of East Central Boulevard and southern side of West Central Boulevard includes: (1) constructing a five-foot wide concrete sidewalk at twenty (20) gap locations, (2) adding ADA ramps/mats at street intersections, (3) relocating water meters outside of sidewalk paths and (5) removing/relocating vegetation located in the sidewalk paths. o The planned work along the southern side of Adams Avenue includes: (1) constructing a five-foot wide concrete sidewalk at sixteen (16) gap locations, (2) adding ADA ramps/mats at street intersections, (3) relocating water meters outside of sidewalk paths, (4) defining the sidewalk path in parking lots with white painted lines and (5) removing/relocating vegetation located in the path of the sidewalks. o Construction began this week with demolishing of some curbs for ADA ramps to be constructed. Also some vegetation was removed. Construction will continue into early 2016. Miscellaneous FY 2015 Waste Pro Annual Performance Report. See attached Report. Florida Power & Light (FPL) Utility Pole Replacements. Between March 2 and December 31, 2015, FPL will be replacing over 70 utility poles at the locations listed below. This is part of FPL’s infrastructure hardening program: o West Central Boulevard between North Atlantic Avenue and SR A1A; o Rosalind Avenue between Washington Avenue and Chandler Street; o Washington Avenue between Ridgewood Avenue and North Atlantic Avenue; o Ridgewood Avenue between East Central Boulevard and Lincoln Avenue; o East Central Boulevard between North Atlantic Avenue and Ridgewood Avenue; and o North Atlantic Avenue between George King Boulevard and East Central Boulevard. Maintenance of traffic (MOT) will be arranged by FPL; temporary road closures will be in effect.
